things? >> it changed a lot of things. we had a lot of discussions about drones and we're having within a few weeks and the effect that has had on modern warfare. it's a mix between risk, to answer questions a little bit further, the risk aversion that i think is steeped in to what i a careerist force rather than an all-volunteer force because now we have a better focus on this is one spot in their career, and then between technology that literally allows things to be managed from afar. i've had it done to me and i'm sure you have as well. it plays a huge role. it's one of the reasons i take umbrage though to flip that around this notion we often hear in the media that our special forces guys are some cowboys that are out there just kicking in doors willy-nilly for we are dropping hellfire missiles or

predator drones, kind of a flip of the switch. there is an 11 process with lawyers at every level standing right at the commander shoulder with a series of criteria of whether we can take that shot or whether we can go on that raid, to the point that i argued in the book to our detriment. our hands are too tight. the pendulum has swung too far and it really, you know as i said our in actions often have greater consequences than our actions. does that answer -- sure. >> i had all the time in afghanistan and i spent part of sort of the grill insurgency along with your community and a few others for a few decades now that has tried to fight the going battle inside the policy of rome in the beltway here, and then combatant commands.

what would you offer as advice? when we woke up in this alternative universe this one where we've got representatives from the joint staff, dod advertising that the afghan national security forces and police are going to be able to take care of this problem but at the same time we're sitting here listening to you all the things we know about the realities. we have a severe policy disconnect. so what would you offer for advice on how to fix that? and don't just say vote for the right people. >> well, i mean, you know the signal and direction, in some ways the way it should work. the strategic direction by the civilians elected commander-in-chief is the military should any civilian and military be in line with that. but there are some fundamental issues within, particularly to arm itself, that are also regardless of who gets elected

in two, four, eight years from now. and when is that the army in particular still wants to fight big wars. this is getting into a long conversation with a military-industrial complex that requires big equipment, and big shiny objects that employ a lot of people in factories spread across all 49 -- i mean counter searches he doesn't have a constituency but it does require a lot of -- >> special forces. >> i want to sake of the army congolese army special forces it's like three to 4%. >> my impression over all is like .5%. so is the army in august if there's interpreted people who are trying to kind of retain the lessons learned. do you think you are mixing an okay job at this? >> if you look at the army strategic vision a just released this fall, i think it was an important step in the right

direction. the holy grail for moving the massive army is a doctrine and it starts and h.r. mcmaster's is not the deputy which i applaud -- now the deputy. i think they're some of the right people, it's been a decade-long effort if not longer to get some of the right people in place. and begin as we're just talking but with pakistan from some of the younger generation that hopefully stays the military to effect change rising up and part of it is the world situation is changing. the army this administration can wish the world to look different and want to shift where it wants to should that the enemy gets a vote and they are certainly putting right now. it's going to require highly trained, highly skilled, hopefully a tuned coming in, special operators that are willing and capable and able to live among local national

populations and take a bite and through approach. one of the disconnects right now going on with iraq is boots on the ground or new boots on the ground. and i think to a lot of folks boots on the ground means another invasion, a division going through. we are talking about taking the trainers and letting them advice. letting them do what they're trained to do. >> by the the the 3000 american soldiers and iraqi, do they wear boots? >> they do. they are in the war zone. >> how many were there a year ago? >> about what, 300? >> i think, is this like 1963 with kennedy? >> at least in 1963 they were able to go out with the south vietnamese army and help them do, i mean again the analogy that i've received the most response to a football coach you can't leave practice they
