facebook.com/booktv. >> really it was what convinced regulars that an electric car was a viable consumer option and it caused them to develop a set of rules that would come to a much larger package of air pollution related rules that essentially set out a timeline for innovation and said in 1998 2% of the cars that are sold in california have to be electric. and by 2003 10% have to be electric. >> but that failed. >> i would say it didn't feel. it was postponed, and one of the good things about this policy was there was a built-in mechanism. every couple of years didn't come back and say this is working, is it not working, what isn't working, is technology ready? and then they would also fight a lot with automakers about it.

>> how did the automakers feel about the cost? >> i don't think you like dimensional, probably tasseled likes them but it's been an evolving relationship to address times the relationship has been more or less saw but in general relationship has been characterized by a series of very cantankerous boss is. >> so what is the car required today at how is that working? >> so today you have a situation where seven states in addition to california have bought into zero emission vehicle mandate which basically requires that automakers if they're going to sell cars in california, or the seven other states have to sell a certain portion of electric vehicles. the interesting thing that they've done though is they have overlaid a market on top of this mandate which is enormous efficient. it means rather than just saying every single automaker has to

sell 2% in the course of this year, 3% electric cars next year the automaker can make a strategic decision whether it makes sense for them to build electric cars or by what are called ce credits which are credits that are awarded to automakers when they sell an electric vehicle. they can buy them from another automaker. >> how much do they cost? >> it changes depend on who was selling more or fewer electric vehicles and sometimes the price is really, really hard. a couple of years ago and matched out tesla model was producing about, people estimated $35,000 worth of credits per vehicle. >> so in other words, tetzel in addition to making reminiscence on the cars was also making revenue for solving credits? >> and still are. testimony made $76 million through credits alone. it's a lot of money and it has a

big impact for these electric vehicles. >> how many electric cars of the 120,000 sold last year what portion are in california speak with a lot. if you look at california and the states that are following these mandates, it's almost all of them. it's hard to get really good numbers aren't exactly where the cars are being sold. the california put out an announcement i think november of last year that it together with its partner states have sold 250,000 electric vehicles, and that was when the u.s. electric vehicle market had cumulative result about 250,000 electric vehicles. so it's not all of them but it's a lot of them. >> you can watch this and other programs online at booktv.org. >> here's a look at some of the upcoming book fairs and
