>> [inaudible conversations] and the hour has arrived. the subcommittee will come to order. the committee needs to hear testimony the national 9/11 memorial world trade center act. we'll begin with opening statements for the chairman and ranking member. exactly 14 years ago today

almost the minute united states suffered its worst attacks since pearl harbor. it was our generation's pearl harbor there were differences but one constant we can observe today i have something that can only be described as the spirit of america. that spirit was real and even palpable. as americans went about their business than found themselves facing barbaric adversaries. americans will probably remember flight 93 headed for the capital and they

responded instantly armed only with their bare humans to stop those who would destroy our nation. was they were rushing into the burning buildings a personified duty and honor for the entire generation. american spirit is still very much alive. to stand ready at a moment's notice to to marshal every resource to make every sacrifice necessary to defend our country and all that stands for. let us never forget the last 14 years young men and women in uniform for those to keep the battle away from our shores. many volunteered to go back again and again his

sacrifices continue to this our. application eliot has a flicker of light. even now after the attacks of 9/11 receive the american spirit reflected with the completion of the 9/11 memorial and museum provides the public peaceful place to mourn and remember and honor those who lost their lives. the bill before the subcommittee the nine above the memorial operating completely and of private funds. and to have 6 million

visitors. with a high cost of security it is located in manhattan and the sheer nature of the memorial makes it a target for terrorism. when foreign dignitaries visit as the pope will do security can cost anywhere between one and $2 million. the bill includes strong sidebars to require it it'll financial audit to major taxpayer dollars are not wasted. in crafting this bill was very important that the museum has the freedom to display what it believes is appropriate with no political interference. with that i yield to the ranking member for statement

each year we take time to mourn and remember. first responders and ordinary citizens and to continue to serve and protect communities every day. at the world trade center provides reflection in remembrance. not only september 11 from the earlier attack from the world trade center. the names inscribed represent mothers and fathers. friends and colleagues and neighbors and classmates.

since 2003 to bring the museum to fruition. it is an impressive and moving sight that will educate millions of visitors from all over the world for years to come. the key to the representatives are bringing forth legislation before us today and then to interpret the stories but as this moves forward there are several issues that need to be addressed including possible funding sources to determine the possible oversight role. by look forward to hearing from witnesses how this committee can best support the foundation and its efforts to commemorate the events of the day. i yield back the remainder of my time. >> we will now proceed to

changed 14 years ago. i worked in new york city fall 2001 and on the sunny tuesday morning terrorist tort a hold of the sky when the change our lives forever today we carry rates the 14th anniversary of that day. nearly 3,000 americans lost their lives. today we recognize the endurance in the courage of those who risk their lives to save others in the compassion of all who supported us in our darkest hours. for many of us we will never forget where we were and what we we're doing. the vivid memories of that day will never be shaken from our mind. but for many young americans today is a history lesson.

it is important for the future in the memory of those lost that we never forget the tragic events time-honored to work with playhouse colleagues to offer legislation. on the tenth anniversary of september 11, the 9/11 memorial to occupy half of the 16-acre site. since the opening nearly 19 million visitors from all 50 states and 144 nations have been there. the name of all victims from the attacks that day washington york and pennsylvania as well as the 1993 world trade center car bombing are inscribed under though waterfall and reflecting pool. stock as one of the 19 million visitors to have

trouble putting into words from moving experience it is to be there. to was reflecting on the names of several friends and colleagues who perished that day. that memorial foundation has raised millions of dollars to support this project. there is an outdoor memorial as well listen the outdoor museum. the outdoor plaza alone cost millions of dollars annually. it is funded entirely by private donors. security costs alone are extraordinary. my colleagues and i believe the united states congress has a responsibility to ensure this sacred ground is properly protected but yet easily accessible to all americans. the national 9/11 memorial with the world trade center

act will authorize $25 billion of the annual funding for the outdoor memorial plaza. funding will be used to help offset operations and security costs at the site. the 2015 operating dispenses in one year are around $70 million to maintain. the 9/11 memorial plaza shows the resilience of the american people unfortunately our existence is inviting of another attack and at the same time it would be a surrender to those that attacked us if we close off the space for visitors. i speak for many colleagues when i say to maintain the 9/11 memorial should be a priority for the united states congress. thank you for your consideration i urge all my

colleagues to support this legislation. i yield back. >> congressman? >> hot things were holding this hearing to discuss the national 9/11 memorial at the world trade center attack. 14 years ago almost nearly this exact moment two planes crashed killing thousands of innocent people. the third went into the pentagon and the fourth likely destined for the capitol complex were reset was brought down by a group of courageous passengers in pennsylvania. are represented the ground zero area in 2001 i left washington in the hours after the attack to take the train back to my home in new york.

the twinflowers were replaced by two towers of smoke along the jersey shoreline coming out of penn station it was like a horror movie. it seemed empty and nothing moved. not a vehicle or a bus or a human being. in the next day the scene was horrible. fire and smoke and twisted metal and human remains. total devastation. even then i saw signs of hope as firefighters traveling to ground zero all over the country to offer the hope messages of support and comfort coming from all 50 states. of the american people united the attack may have occurred in my district but

it was on the entire nation. to be grateful and inspired by congress has come together with families of the victims. in 2010 we passed health care in support to the survivors of all 50 states and 429 congressional districts also awarded over $1 billion in claims for those who suffered for 9/11. they're set to expire in the next year rectory looking for my colleague to reauthorize them. i encourage everyone to support it as well. in addition to make responders to the millions

$12.86 the american museum of natural history is $32.44 per visit. metropolitan museum of art $67.2 per visit in the management of this memorial at under $12. , just juan to commend the foundation for its good work that is the assurance that the money will be frugally spent on the most important modern memorial that we have. i assume you share the confidence that management will continue in this manner ? >> i certainly do. having been there to see the commitment and the management of the outdoor memorial and indoor museum are two different sets of challenges they think the people are deeply committed

that are involved to continue to do that could work with every incentive to do that efficiently. we're hoping with the outdoor portion that is free and accessible to anybody. that i think is where congress can help to provide security and operating cost for the al gore memorial while allowing the foundation to do its good work with voluntary donors and the ticket prices for the indoor museum. it is the perfect partnership between us and those running it. those said it very well, a federal support for a national tragedy and i think it is appropriate.

it is a lexicon has changed that morning was in los angeles and got a call from my sister a lot to say get up and turn on your television 630 in the morning. i said what is going on? that is how my day began the plane just hit that i got a call we were upset to see the towers in 40 minutes later he called me again screaming he got that call from his best friend we were informed he perished. there was a lot of confusion that the plane hit the second tower not the pentagon we did not find out

it was the pentagon until later that is so much confusion was going on. is the most of the day looking at the footage thinking my brother was hitting than ever to play vasari for families to have the memory in their head. one year after my family could see the images of the flight data recorder to show that they fought for six minutes after the plane was turned around over ohio and they fought very hard in the cockpit. i mention that because we know the american people flocked very hard that day. the first responders responders, police, a citizens everyone knows the story and united 93. ordinary people thought they

we appreciate the opportunity to be here for the 14th anniversary of the destruction of the world trade center, in pennsylvania and the pentagon. we are here to testify in support of the national level of a memorial of the world trade center at. we do have the memory that started as beautiful as this morning. i dropped off my kids i worked at the university of michigan i dropped them at kindergarten and there are colleges this point and i went to the union to have coffee with colleagues that was the site jfk first announced the peace corps therefore it was poignant to learn of the first crash in the second that day.
