work in the streets of havana with his father. he had to leave school and would never go back to school. he would work for the next 70 years of his life. after my parents were married in cuba they wanted something better for themselves and their children. in 1956 they came to america. the one place on earth where people like them had a chance. in their early use in america were not easy either, in time they found good jobs, my father my father worked as a bartender and my mother had all kinds of jobs. she was a cashier, a, a maid, a stock clerk at kmart, they earned enough money to buy a home and raise a family and retire with security. even though their jobs often required them to leave home before dawn and come back after bedtime, they were able to be there for the most important moments of their children's life. to provide pride needs and teaches the values we needed. when i tell that story i am often reminded people that i do

who love each other, who loved their children, who were who were in active present in their life and who raised us to believe that if we lived with the right value and faith in god there was nothing that we could not accomplish. today, that american dream is slipping out of reach for far too many. our economy has transformed since our parents times. it is very different from the 1i grew up inches rapid advances in technology have replaced all jobs with new ones, globalization has forced us into competition with dozens of other nations for jobs and innovation. yet while our economy is transforming, our government policies are not. we have a political class in this country that refuses to

toss out its old and outdated ways of thinking when it comes to our economy. the way of thinking that says we need guardians and government to protect us from ourselves, to help someone climb up the economic ladder we have to pull someone else down. that government, not the family is the most important institution in society. our outdated leaders feel to recognize the changes that will take to seize the promise of this new economy. as a result, that promises passing us by. today, businesses are dying faster than they are forming. the cost of cost of everyday life, soaring while wages remain the same. too many parents feel as if the longer and harder they work the further they and their children are falling behind. i want to be clear about something, even with our many challenges, america is still the best equipped nation on the planet to meet the challenges and seize the opportunities of this new century. ask yourself this, is there any country on earth you would rather be in? is there is there any country you would trade places with? or here's another way to think

if i have the opportunity to serve in the highest office in the land, i promise you that i will live by that creed, i will live by that pledge. when i am pres. i will empower our people rather than our government. i will do that by recognizing that you cannot have a strong people without strong family. [applause]. the truth is that what happens in our house, in your house, and my house is more often than not just as important for the future of our country than what happens in the white house. too often, especially in recent years washington has tried to compete with the family rather than support it. in fact it has tried to redefine the family. it has persecuted and now prosecuted those who do not agree with the new direction though seek to take us. it has punished marriage, the foundation of family life by passing married couples more
9:34 pm
than singles. it is made harder for parents to keep what they earn, it challenge the values of faith organization that have provided centuries of empowerment to our people. i have a plan to reform our government in a way that empowers families to thrive in the modern economy at a major component of this will be reforms to the family leap policy that i would like to do's for the first time today. i set a moment ago one of the reasons i'm so privileged is i was born with two parents who are married, they are able to be a constant presence in our lives. this was an extraordinary and enormous advantage to me growing up. that is why now as a parent, i struggle with i struggle with the demands of public life, the public like i have chosen. it pains me every time i have to miss a volleyball or poop football game, even though i know i am doing this for them. it is a problem that all of every parent in america faces today.
9:35 pm
the reason it hurts as we note the greatest appearance can give their children is the time we spent together, the values only parents can teach. the encouragement only parents can offer. they cannot come via textures cell phone call sometimes. at least not completely. they have to come from time spent together. that is why one of the greatest threats to family today as they are too many americans that have to choose between being there for their children in times of great need or meeting the basic financial needs of the family. like so many fundamental problems, this one can be hard from the outdated policies of washington dc. our current law mandates employers offered 12 weeks of unpaid leave to workers of certain family and medical issues, like a new print child in need of care. an elderly parent with declining health or personal health crisis. this has proven insufficient. taking unpaid leave is simply not a viable financial option for many americans.
9:36 pm
most of our current leaders, including hillary clinton, stick to this outdated way of thinking. they think the only way to solve the problem is the way we can solve every problem, raise taxes, grow government, raise taxes, grow government, place crippling requirements on private companies. i don't even tell anyone here why that wouldn't work. it's the same reason obama care has not work. our policy should help workers that cost them their jobs. i believe we can fix this problem by creatively applying our free enterprise principles in a way that encourages businesses to choose to offer more family paid leave. to do this, we should provide a limited 25%, non-refundable tax credit for any business that offers between four and 12 weeks of paid leave. for instance paid leave. for instance if you are offered $1600 for paid leave while you take care of your new work child, it would be the equivalent of $10 per hour, your employer can claim a tax credit for home dollars. this won't solve every scheduling conflict, no policy
9:37 pm
can do that but it will ensure that our people don't have to sit behind the desk while their most profound moments of the light path passed them by. it would help our business expand and create new jobs. it allows it allows them to keep more of their money rather than wasted here in washington. we are fighting hard on this issue, i am glad to join senator in her efforts. our current president prefers not to sign legislation that is common sense. these efforts will likely do something that - doing so will be a step to reclaiming the american dream but it will only be one step. people cannot be concerned about family leave if they do not have a good paying job to take a leave from. we need our next president to recognize an important fact that no one in washington today seems to understand. politicians don't create jobs, the american people create jobs.
