the clerk: the senator from west virginia, tore himself and others, present amendment number 2908. mr. manchin: i ask to dispent with the -- dispense with the reading of the amendment. the presiding officer: without objection. mr. manchin: i rise to submit this amendment with my good friend, senator toomey. the presiding officer: the senator will suspend. the senate will be in order, please. please take your conversations off the floor. mr. manchin: mr. president, as a law-abiding gun owner, i can assure you that basically i have been taught not to sell my gun to a stranger, not to sell my gun to a criminal and not to sell my gun to someone who is severely mentally ill. that's how we were trained and that's how most american law-abiding gun owners have trained. all this bill does, does not infringe on the rights of a personal transaction. the only thing this piece of legislation does, it closes the loophole at commercial transactions, such as a gun show and internet sales. i don't know if that person's a credit. i don't know if that person is

severely mentally ill. i just don't know that person. i was taught not to sell to that person or give to that person unless i knew them. this is the most commonsense, supported by a majority -- overwhelming majority of americans and an overwhelming majority of american law-abiding gun owners in america. i urge all of my colleagues on both sides of the aisle on this bipartisan legislation to please support this. it's basically something that's long, long overdue and these tragedies that continue to happen. mr. grassley: mr. president? the presiding officer: the senator from iowa. mr. grassley: on this side, we yield back all of our time. and, mr. president, as well, the pending amendment number 2908 contains matter that is not within the jurisdiction of finance or help committees and is extraneous to this important bill, h.r. 3762, the reconciliation bill. therefore, i raise a point of order against this measure pursuant to section 303-b-1-c of

the senator colorado. mr. bennet: thank you, mr. president. i would like to call up bennet amendment 2907. the presiding officer: the clerk will report. the clerk: the senator colorado, mr. bennet, for himself and mr. sanders proposes an amendment in my judgment 2907. mr. bennet: thank you. this amendment will help improve access to care for veterans across the country and fill a huge unmet need that provides funding to hire more doctors and mental health professionals to serve our veterans. it will also help improve v.a. faults by supporting upgrades in minor construction projects. all across the state, we have shortages of physicians, nurses, mental health professionals, particularly in rural areas like alamos. we also know all too well in colorado that much more accountability is needed within the v.a. and we'll work to

improve a bureaucracy that's plagued bein access to quality . the 400,000 veterans in colorado and across the nation deserve the best care we could offer. they deserve what they've been promised. this amendment is fully paid for. i urge my colleagues to vote "yes" on this amendment. i yield the floor. mr. enzi: mr. president? the presiding officer: the senator from wyoming. mr. enzi: i urge my colleagues to oppose this amendment. i commend my colleague from colorado for working to advance the needs of our veterans. however, senator bennet proposes a $20 billion increase in spending paid for by a tax increase. i believe the problem with washington's finances that our government spends too much and lives outside its means. i'm continually working to put our country's finances 0en a sustainable path so that more americans can keep more of their hard-earned money. what we don't need is higher taxes and we don't need bills that go through the proper committee.

terrorists to us. my bill would also say to visa waiver countries that in order to come and visit, you would have to go through global entry which would require a background check. i would urge senators who truly do want to defend our country to have increased border security by voting for this amendment. thank you. mr. leahy: mr. president? the presiding officer: the senator from vermont. mr. leahy: mr. president, i hate to say this about my good friend from kentucky, but this is a bumper sticker kind of amendment. it says to keep us secure, it would stop even tourists from visiting this country for at least 30 days. it would say if you have a relative who is dying in this country, you have got to call up and say look, don't die for at least 30 days because i can't come over and say goodbye to you. some -- our -- probably our closest ally in the middle east, jordan, it stops us from issuing
