canada's governor general david johnson opens up the first session of the 42nd parliament of canada with a speech from the throne. the speech outlines the priorities of the current government led by liberal party leader justin trudeau. courtesy of cable public affairs channel in canada, this is about an hour. >> this formal part of the speech takes place in the next thing we see you think will be the arrival of the governor general shortly and we will watch the garden a 21-gun salute. we have talked about timing and greg imagine the difficulty in staffing of some of these offices and where only a month

into the formal process for the new government. is that part of the issue here plex what this government has to do is -- and as a part of issue that some of the changes they are attacking that are significant to the point that when they deal with this relative newness and staffing up offices in turning round direction in the public service. >> i think we have to remember the liberals went from 34 seats to 184. in 2006 there were large number of mps existing already with some talent and bodies to draw from so i spoke to some this weekend they are very comfortable with slow and steady. what's the phrase, independently sure so they want to make sure they have a right but a big part of it we have talked about symbolism but symbolism is very important because the government seems to be trying again and

again to remind people that they are not predecessors. everything from the walk up the drive wheel in the cabin was sworn to messaging the first couple of days. >> that's true except the challenge that mr. trudeau may have seems to have been a place where he falls into trouble in getting caught up in the symbolism in the language of the symbolism and not in the substance. that's why it's interesting to see what today will be in terms of getting in more workmanlike behavior. i think the liberals so far as we have said have done an okay job of that but i think they are going to now start to put the fee to the fire with the house coming back next week week for his question period next week. again i think the focus is going to be on something robin talked about about the economy and the reality of the economy. we have seen the books now and you know what your promises are now. you are purporting to take these measures to increase taxes and

lower them in one part of economy. we will hear a lot of that next week. >> i think to greg's point i think is right circle and the process but we have to remember in terms of the liberals said change sound they defeated mvp because it was perceived that the liberals represent a significant change now. i think the challenge they the challenge they are going to have is demonstrating changes taking place. they have done very well and we touched on it a little bit. it will be interesting in terms of what are they focusing on. it's going to be things that a line without brand that it should continue to entrench in the mind of canadians and getting to work on economy and reforming how government operates, transparency and are they standard or symbolic performs?

>> is going to be interesting to see out the syrian refugee plays out in the house of commons and the future of the mission in iraq and syria. i think i will, but as well because it's an issue that some people's minds. the conservatives are going to go there. i go to go back to i want to go to the symbolism. mr. trudeau as it related to the whole story about manys. i don't think anyone be grudges child care but the challenge he had, symbolism versus substance, he is purporting to be prime minister of the middle class, issues that he hopes will carry favor with the middle-class, he says he won't take a cut child-care benefit himself yet he is putting the public purse right around i don't know but in this case it doesn't look like it is right given the message out there. these are the sort of things liberals are going to want to be more careful about and new

governments and get themselves in trouble because they misjudged the enthusiasm and support they have and go too far. >> how much trouble did in any story cause? >> i don't want be partisan. >> we have to go to the house of commons. let's listen in.

today, looking at the house of commons which stands ready to await the senate, the messenger from the senate who will summon them to the senate from the house to listen to the speech delivered by the governor general and on the senate side we have the people who have been invited to hear the speech including chief justices, former prime ministers, also we saw in our footage earlier as the official delegation made its way into the senate or to the edge of the senate where it will shortly arrive in the senate the governor general and those in that delegation met with some young people, some new canadians and syrian refugees who have come to canada, part of those folks in that sector, the receiving line at the senate blower as the official delegation arrived on parliament hill and were met by canada's

political leaders, commissioner of the rcmp that you saw there, part of that delegation for today's speech. in the next couple moments what will happen is the delegation led by the governor general will make its way into the senate chamber, and we will have the speaker of the senate who will then be effectively order the unsure of the black rod it to make his way to the senate to the house of commons to summon members of the house back to the senate for the reading of the speech. so we will let you absorb these images and stand by for the next part of this formal protest, centuries of tradition will begin to unfold again here on

canada succeeds in large part because here diverse perspectives and different opinions are celebrated and not silenced. parliament should be no exception. in this, all members are going to be honored, respected, and heard wherever they said. here in these chambers, the voices of all canadiansians mat. [speaking french] >> translator: let us not forget that canadians have been clear and unambiguous in their desire for real change. canadians want their government to do different things and to do things differently. they want to be able to trust the government, and they want leadership that is focused on the things that matter most to them. things like growing the economy,

creating jobs, strengthening, helping those, working hard to join it. through careful consideration and respectful conduct, the government rises to these challenges and all others brought before us. by working to get there in the service of all canadians, the government can make real change happen. it will do so in the following ways. >> first and foremost the government believes all canadians should have a real and fair chance to succeed les central to that success is a strong and growing middle class. the government will as an and media priority deliver a tax cut for the middle-class. this is the fair thing to do and the smart thing to do for

canada's economy. the government has also committed to provide more direct held to those who need it by giving less to those who do not. the new child benefit will do just that. and recognizing public investment is needed to create and support economic growth, job creation and economic prosperity the government will make significant new investments to public transit, green infrastructure and social infrastructure. to give canadians a more secure retirement the government will work with the provinces of new territories to enhance the canada pension plan. the employment insurance system will be strengthened to make sure that it best serves both the canadian economy and all canadians who need it, to create more opportunities for young canadians especially those from low, middle income families, the

government will work squid provinces and territories to make post secondary education more affordable and to support the health and well-being of all canadians the government will begin working with provinces and territories to develop a new health accord. the government will undertake these and other initiatives while pursuing a fiscal plan that is responsible, transparent, and suited to challenging economic times. >> translator: second, the government is committed to open and transparent government, the trust canadians have in public institutions including parliament has at times been compromised by workings with greater openness and transparency, parliament can restore it. to make sure that every vote

counts, the government will undertake consultation on all but durrell reform, and will take action to ensure that 2015 will be the last federal election conducted under the first voting system. to restore public trust and to bring an end to partisanship, the government will follow through on its commitment to reform the senate by creating a new, non partisan net based process to advise the prime minister on senate appointments. and to give the canadiens a stronger voice in the house of commons, the government will promote more open debate and

free votes, and reform and strengthen committees. also note notable are the things the government will not do. it will not use government ads for partisan purposes, it will not interfere with the work of parliamentary officers, and it will not resort to devices and on the biggest bills to avoid scrutiny. >> third, the government will prove to canadians and the world, a strong economy goes hand in hand, we cannot have one without the other. protecting the environment and growing the economy and not incompatible goals. in fact our future success depends, demand the we do both.

last week, first ministers met ahead of the international climate change talks, a first talk in an ongoing process, working to get to the government will provide leadership as canada works toward putting a price on carbon and reducing carbon pollution, to encourage economic growth, the government will make strategic investments in clean technology, provide more support for companies seeking to export those technologies and lead by example in their use. as efforts to provide public trust the government will introduce new environmental assessment processes. public input will be socked and considered, environmental impact will be understood and minimize, decisions informed by scientific evidence and indigenous peoples will be more fully engage in reviewing and monitoring major

resource development projects. >> translator: fourth, the government reflects can add strength is its diversity. canadians elected government to bring us together, not to set against one another. and because of our difference, not in spite of them. as a country we are strengthened in many ways, shared experiences, by diversity that inspires canada and the world. because it is the right thing to do and a certain path to economic growth, the government will undertake to reduce nation to nation. and government indigenous

peoples, one based on recognition of rights, cooperation, and partnership. among other measures, the government will work cooperative lee, the truth and reconciliation, will launch an inquiry into missing and merited indigenous women and girls and work with first nations. and quality education. the government will make it easier for immigrants to build successful lives in canada, reunite their families and contributes to the economic success of all canadians. in response to oppressing

international need the government will welcome 25,000 new canadians from sea area to arrive in canada by the end of february 2016. in gratitude for the services of canada's veterans, the government will do more to support them and their families. the government will support canada, encourage and promote the use of canada's official languages and invest in canada's cultural and creative industries. >> fifth, the government is committed to providing greater security and opportunity to canadians. canadians are open, accepting and generous people. we know that helping those in

need strengthens our communities and make some safer, more prosperous places to live. the government will strengthen its relationship with allies especially with our closest friend and partner, the united states. internationally the government will focus its development assistance on helping the world's poorest and most vulnerable, to contribute to greater peace throughout the world the government will renew canada's commitment to the united nations peacekeeping operations and will continue to work with its allies in the fight against terrorism, to keep canadians save and be ready to respond when needed the government will launch an open and transparent process to review existing defense capabilities and will invest in building a leader, more agile, better equipped military. to expand economic opportunities for all canadians the government will negotiate beneficial trade

agreements and pursue other opportunities with emerging markets. it is the safe and peaceful country. the government will work to keep all canadians safe, at the same time protecting our cherished, the government will produce legislation that will provide greater support domestic violence and sexual assault that will get handguns, get assault weapons off the streets and will legalize, regulate and restrict access to marijuana. the program -- >> translator: the agenda outlined is an ambitious one, but not one forged in isolation. conversations with canadians who told the government plainly and
