[shouting] >> jeremy corben. >> thank you, mr. speaker. i would like to thank the firefighters, emergency rescue services, police services, engineers and environment agency and local government workers for volunteers for all the work they did in keeping safe thousands of people from the floods that have

affected this country. in january 2014 following devastating floods of that time, two years ago t prime minister said, and i quote, there are always lessons to be learned and i will make sure they are learned. were they? >> prime minister. >> first of all let me join the prime minister for thanking fire and rescue services and i can thank the military for all the work that they did and what we saw were volunteers with extraordinary work. having had floods while as as being prime minister a number of lessons have been learned. this time the military came in far faster than ever before. more money was going to

communities more quickly, a lot of lessons have been learned. are there more, i'm sure there are. let's be clear as we do that that we will make money available because we have a strong economy to fill in our country. [shouting] >> thank you, mr. speaker, in 2011 a thousand homes in recent weeks, the government is still only committed to a scaledown version when the prime minister claimed that money was no object when it came to flood relief. the leader of lead counsel in the near future, would he guaranty the full scheme, will go ahead to protect from futuret

make one point before answering in detail. it is worth putting on record before we get onto flood defense investment, this was the wettest december for over a 100 years and actually it was the wettest december on record and that's why rivers yorcsha was a meter higher than history. in terms of flood defenses, no flood defense schemes have been canceled since 2015. 1.7 billion in the government i led as a coalition government and will be over 2 billion in this parliament. it has gone up and up and up and it's gone up because we run an economy where we are able to invest in the things that our country needs. [shouting] >> one more point, we inherited

the darling plan for our economy, that was a plan for 50% cut in capital spending and it was not a protected department, where we protected that flood spending and increased something labour wouldn't have done. [shouting] >> mr. speaker, of course, the rainfall was excessive and, of course, rivers were high, the prime minister still doesn't answer the question on the protection scheme. i will give you an opportunity to do so in a moment. both were turned down, both areas flooded again in the last few weeks. does the prime minister believe that turning down those schemes was also a mistake? >> we are stacking a whole set

of schemes. he's spending 10 billions of pounds on roadways r is he going to find the money for flood defenses. the idea, the idea that this individual would be faster in responding to floods when it takes him three days to carry out a shuffle is remarkable. [shouting] since i walked into the chamber this morning the shadow prime minister resigned, he couldn't run anything. >> mr. speaker, it's very strange when i've asked a question the prime minister still seems unable to answer. can he now tell us if there is going to be funding for those

schemes? would that also be a mistake, can the prime minister now tell us is he going to reverse the cut in the defenses that are taking place to make sure that those cities and areas are protected protected in the next round of floods which will no doubt come. >> we have increased and continue to increase the spending on flood defenses. we are spending more in this parol rent and for the first time it is a sixth year spending perspective which is 2.3 billion pounds extra on flood defenses. money that wouldn't be able if we trashed the economy in the way that he proposes. of course, after every incident of flooding you go back to see what you spent, what you built, what you're planning to spend and what you're planning to build and you see what more can be done. but the head of the environment agency was absolutely clear that he had the money necessary to take the action that was

necessary but we can only do that with a strong economy, an economy that's growing where more people are in work, more people are paying taxes, we have the strength to solve the problem of floods and we will do it in a proper way. [shouting] >> mr. speaker, the prime minister hasn't answered. [shouting] >> like him last week i met people in york who had been affected by flooding, i met a young people chris and victoria whose whom had been flooded over christmas. it wasn't very funny for them. [shouting] >> this young couple lost many of their possessions, photos, children toys, school work and flood water in their homes as

many families have in the country. they are asking all of us holding legitimate questions, why was it that the capacity barrier again alerted to in 2013 by a government report was not dealt with and those pumps were not upgraded, thus people were flooded in york and their possessions and homes severely damaged. those people want answers from all of us and in particular from the prime minister. >> with anyone that's been flooded and we have to do what it takes to get people and get to communities back on their feet and that is why we put record sums in more quickly to help communities in new york we will continue to do that. specifically on the question on the false pumps, that was about to be tended for extra investment and the investment will now go ahead because the money is there. so i would say to him, we are putting in more money, the

military got involved more quickly and for the couple that got flooded, we will do something that other previous governments have talked about which is every single household can get insured. that's not been done before. have lessons been learned, yes they have. are there more lessons to learn, yes, there are. we don't need a lecture from the honorable gentleman. >> mr. speaker, the reality is the flood defense scheme has been canceled, many more homes, many more homes have been flooded and too many been ignored. why can't the prime minister recall our calls that looks at everything, that looks at everything including management to making people homes more flood resilient and more

protection scheme properly funded? does the prime minister agree at least with this, the fire and rescue service has done such a great job over the last few weeks in all parts of this country, should now be given a statutory duty to deal with floods to help us through any crisis that might occur in the future? >> i think, mr. speaker, the best i can say, have a word with me. on the issue on duty everybody knows what they have to do. that's why it's such a magnificent response from the fire services, they have our backing to do the vital work and will go on investing and will increase the money we are spending on flood defenses because we have a strong economy and a strong country that can back the action that's needed.
