what good does common sense, practical advice you can give to people traveling to this country or other countries that are concerned about possible infection? >> our advice which is expanded to include more places where the virus is being transmitted is if you are pregnant it is not a good idea to go. if you do go, use mosquito prevention measures, and effective insect repellent, insecticide on your clothes, long sleeves, white coats, clothing and do what you can to avoid being bitten by a mosquito. >> any questions from anybody else? thanks very much. >> just real quick there is only one species of mosquito that carries this? is that true or not? >> there is one factor that is presumed to be the predominant vector.

there is another one, the predominant vector, 80s is thought to be a vector. >> what is the status of the program to use genetically modified mosquitoes to make populations -- reduce the population of those? >> i will get back to you with specifics. there are a number of -- there is a programmatic approach, indoor residual and outdoor residual being used in puerto rico for pregnant women to prevent mosquitoes, killing mosquitoes right there. and also potential breeding spaces of those mosquitoes and removing potential breeding spaces, there are a number of experimental, less widespread uses. in all of this we need to learn

the effectiveness of these measures because this is a very difficult mosquito, not to kill it on an individual level but to be sure there are enough mosquitoes being killed to reduce transmission. >> anyone else speak to the status of using genetically modified? experimental at best. i will go down the panel, based on the blue ribbon panel's conclusion that we don't have a strategy, we don't have a functioning leader here budgetary and operationally, i just want -- you are all involved in these organizations. my organizations have high strategy and owe it -- i have those that don't have a strategy. i want to get your evaluation. if you say you agree with the blue ribbon panel, you don't have to say a lot more but if you disagree just quickly tell me what is the disconnect as far

as talking about lack of strategy, lack of coordination, lack of unity of effort. i will start with doctor hatchett. >> thank you. the problem is a tremendously far reaching problem that stretches to all sectors of society and all parts of government. within the domain we work in which is public health and medical preparedness and response, i feel that we do have strong strategies, strong collaborative mechanisms and adequate structures in place to respond to the emergencies we are presented with. >> doctor redd. >> i think there is a policy process to make the kinds of changes that are being proposed and that involves the legislature and the executive branch and this is a recommendation that needs to be looked at very carefully.

>> mister shea. >> i agree with that. so many great things are going on between our respective agencies and those could be brought together. >> doctor firoved. >> we are taking blue ribbon panel recommendations and implementing as many as we can. i think there are strong strategies, i think there are strong coordination mechanisms, we touched on a few of them today but there are many more. we are never going to be done. one of the things that strikes me as after 9/11 when we were talking about interagency coordination that we connect the dots there was one anecdotal story that someone said i thought we were going to do this after pearl harbor. this is a task that is never done. we always have to strive and grow and build these capabilities.

>> it gets into your dna, final comment, the gentleman here think there is a strategy for improvement. is that an accurate assessment? >> we think strategy is important. i don't want to take away from some of the efforts, the strategy doctor hatchett mentioned is the closest thing to a strategy. if i had to nail one key thing that is not being done that makes it difficult is this idea of being able to prioritize investments and efforts. within each area you can do that because agencies and departments have control of this area but across, you can't. >> at the agency level, you do a good job prioritizing but top-down allocation of resources, thank you all for your time, testimony, answers to your questions, the hearing record will remain open 15 days
