numbers. then they will pay into social security. they will be able to get social security and medicare, and other programs. programs. basically, he gave illegal persons, established by the laws of the united states legal status to participate as american citizens in virtually every matter of importance. it is pretty exceptional. former secretary clinton says i will induce comprehensive immigration reform with a path to citizenship to those within my first 100 days. in other words, she would give legal status, citizenship to everybody that came to the country illegally. it is just a very damaging thinm and has a remarkableic
12:01 am
consequences and impacts on the legal system and it also incentivizes more people to come to america. the macon people have every very right to to man took that are very generous legal immigrationt flow be followed according to the law. and that it reflects their wishes. the american people are good and decent people. they are not asking for anythinf extreme. what is extreme is the idea that we systematically refuse to guarantee the laws of the united states be executed. the actions and policies advanced by president obama and apparently even more radical it's not clinton is a radical thing. it is not traditional in any way. it is directly constitute and contrary to our constitutional e principle and to the clear will of the american people. it must be stopped.
12:02 am
mr. president, we have a generous immigration system. we system. we have admitted 1,100,000 at least, now million at least, now maybe closer to 1.2 million every year. more than any nation in the world. so it's a remarkable thing that we do. in in addition to that, and any given time there are 700,000 people in the united and states, foreign-born that take jobs in the united states.ot of these are supposed to be temporary jobs for the most part. going a lot of them are basically permanent jobs can be re- upped and re- extended and that is going on in the country at a given time. we do not have enough jobs for the american people now. we do not have enough jobs for the american people now. we have have a surplus of labor in this country. that is why if you believe in
12:03 am
free markets, that is why since 1999 until last year, median household income in america is down $4000 per family. a big part of that is an excessive labor flow into the united states. it is not disputable colleagues, look at the professor at harvard, barn in the cuba in south and came here as a young person. doctor borjas shows that an? excessive labor slows down wages, why why would it not?- it's just common sense,en free-market principle p they documented through the labor report, the census data and there is no about it. we are hammering american working people. their lives are being diminished while stomach more money because they have a lower wage.
12:04 am
i'm not saying we are going to end immigration. nobody's talking about that. what we have is an extremely high immigration level legally, and on top of that we have this massive illegality. the first thing the american people have asked us to do is and to the illegality. they have been pleading for that for 30 years. all we have here some complaint about any billll w that actually amendm takes a stepped or that end gets blocked. we cannot even get votes on amendments. want so i just want to say, i think the american people are correct. any nation state sees itself ass sovereign, sees itself as having a loyalty to its own people should protect those people from unfair policy. should defend their legitimate interest. we are not doing it.
12:05 am
we are pulling down wages right now. there are people that do not have jobs today. we had the lowest percentage of americans with a job, those in the working years today that we have had in 40 years. last month we created 38000 jobs, a shocking load number. it it sent shockwaves to the business community. we need to have close to 200,000 per month. to stay level. we are bringing bringing in almost 100,000 immigrants per month. from 2000 colleagues 22014. fourteen years for a populationn of the united states increased throughout that period by millions. how many jobs were created inio?
12:06 am
native born get during thatr period. that actual number of workers we from 2014 went down. all jobs that were created during that.t. of time went to foreign-born is it any surprise that they have fallen? is it any surprise that the low $50000 per year median income in america for family to $4000 less it's simple. somebody needs to talk about this and defend the legitimate concerns of families in this country and working americans. s i want to say couple of things.u the outcome of this court ruling is not going to cause any major. change in what is happening
12:07 am
today. in fact we have been living under the policy that the court ordered for some time now. it is not going to change that. we are not going to have any mass roundup of people as suggested. that's ridiculous. the the president has ordered basically an end to deportation except for those that commit crimes, imes. serious crimes. secretary clinton said that the crime has to be a violent crime or terrorism connected before you get to 40. so we are heading in that not -- direction. we are not going to have arica, dramatic impact of the changes in america, but they won't get worse. this is dramatic of providing work permits, social security benefits, social security numbers, medicare benefits, to people benefits, to people who entered our country unlawfully, presumably could have entered 12
12:08 am
months ago and have no family here, no no connection, they would receive these benefits too. this is not a sound policy fordi america. we are going to have to work our way through many of the difficulties in the future, but the simple demand that we havepe to congress the majority of the people i believe is in the illegality, do that first and then we'll talk about what we are going to do next about people who have been here a long time. t a lot of people just came, you just use the identification, where you broke up across the border or you are caught and released on bail or you went to los angeles or chicago or made somewhere, do you get to demand that you get legal status in america? do do you get to demanz that you be made a citizen with other people around the world
12:09 am
waited their time and may never get into the united states because they do not qualify. that that is the question we're facing. i truly believe that when we believe in immigration as an country. we are always going to have b immigration. at the level of it in the nature of it should be such that we admit people that are most likely to be successful. most likely to flourish in america.oo most likely to benefit america.. and not people who are going to have a hard time who do not speak english and who do not have skills that we need in this country today. i believe it is wrong to bring in more workers, particularly those skills who compete directly against americans who are trying to get a job and pull down their wages or make it harder for them to get a job. i really think that is going beyond what the responsibility of the government is. it is is our responsibility to follow the law as it is written in the

[inaudible] one of the things that makes our country strong is our institutions. no matter how bad things get in this country we have a basic structure that ensures a functioning democracy. we can disagree on policy but we do so on the bounds of order and respect for the system. otherwise it all falls apart. i'm not going to dwell on the arm of the house today. other than to say, we we are not going to allow stunts like this to stop us from carrying out the people's business. why do i call this a stunt? well, becae
