6:30 pm
>> >> and your staff looks to you for the leadership to putting together a response strategy. i know many of you here have served in the military or law enforcement positions where unfortunately people have been severely injured or killed in the line of duty. i still have scars from that but when something like that occurs there is at great deal of sympathy. but the question that will rise as a few weeks later
6:31 pm
the family members say what did you have done to save my husband or wife? which steps would you have taken? you will never put yourself in that position make sure that if a crisis occurs you have taken every step possible to try to make it safe as you can. >> that strategy that strongly encourage you to adopt it and remember your life may depend upon it. me give these lectures all the time and he doesn't good job at the end of the presentation we will take any questions you may have. >> good morning. we have been working
6:32 pm
together for quite awhile and, 23 years ago i walked across the stage to receive my credentials from the director. here is the presentation photo. >> active shooter. that it would be directed to the task numbers but since so many people work outside the courthouse we decided to make it more abroad and more generic it. if you pick up the newspaper or turn on the tv chances are you'll have be hit with headlines talked-about the actor shooter as you can see many examples are here the
6:33 pm
last one is a judge who was shot outside a for home in texas. what can we do to protect ourselves? this is somebody who is actively in gauged in killing people with a firearm. the duration of the active shooter averages 12.5 minutes. the response time is 15 minutes. the study was done by nine fbi covent -- coming from 2013 the active shooter program over the years has changed quite a bit. and then they found after
6:34 pm
6:35 pm
one that was going ado all the shooting before taking a public six of the shooters were females. fifty-four committed suicide. so where do these shootings happened? statistically the rate of shootings occurred mostly in spaces that are open to the public other center commercial space and six of them occurred in love all. -- the mall. coming from the freer shooting at midnight and killed 12 and wounded others.
6:36 pm
the mall shooting for single shooter. the example of commercial business of the general public of the employee who is being disciplined to kill all the people over there at the warehouse. >> educational institute looking at that material of the higher learning was much greater trice as many through the p. k. through 12th. as single shooter shot his mom he killed 20 students
6:37 pm
then killed himself in the first went to a dorm and not until two hours later and then killed 32 just as the cops arrived. with the to list military installations in ft. hood texas and started shooting. in the example a shooting in the space houses of worship with the example that was given recently and south carolina to show how vulnerable churches are.
6:38 pm
if for the chances of being involved in the active shooter program is the same. to set example we have of shooting in charleston. so where will you be when the shooting starts? before the shooting started new one into figure out where what to do. there's quite a few doors all around him. there may not be an excellent look for the access lines and now when they are. ifs the protocol was contained and we will bring in the s.w.a.t. team but the study shows the kill rate
6:39 pm
went way up because we were waiting for the police to get their 12 1/2 minutes then 18 average for the cops though the new response if you can run and x marks the spot then we will get out of there if we can if we can get another room and get to safety than do so encourage others to as well but don't wait around if they are not coming with you. leave belongings behind nothing that you have is worth your life that you have to carry out of their. encourage others to get out. as i said before the police response is to get there as quick as they can.
6:40 pm
dolby carrying your cellphone follow the instructions of the of police officer if they say get down on the floor then get down. dolby pointing and screaming , and one when you were in a safe place that is when you what to call when you do called 911 give as much information's possible. with those responses to the active shooter there is a lot of confusion there is a lot of buildings they could not find out which building the shooter was in. they got into building 157 and thought there was too were three they could not
6:41 pm
tell how many. they heard the shots were echoing through the room and thought he was upstairs so if you call my mom one give as much information as you can. where you are and what is going on and then shelter in place. and to keep herself covered. the hiding place should be added u.s. and protect yourself from gunfire did not just to hide behind something light but sturdy. and we want to prevent them from entering into our space. leave the door shutterbug furniture in front. does the door swing yen or
6:42 pm
swing out that is harder to barricade the ecl key and. but then to persuade them but then to make that an easy kill but then we will barricade the door. and then the cellphone rings. keep that in mind. you will want to call 911 but turnoff delights a pretty common thing to do the with the office space recently was the automatic lights figure out how to turn off which but if you have to hit to make sure it
6:43 pm
6:45 pm
ebs you have the chance. know you can fight back the you can fight so the question is what do we do now how do i protect myself? i like to go out, or go to the movies with a fireman the situation like that and with situational awareness the attention would is going on around you. >> cover something that will protect me from the gunfire. if the shooter gets into this area and there is something lacking get behind
6:46 pm
. start to make a plan right now. if you have your office that is a regular space what will you do? how will i get out if i have to run? i know my exit and the stairwell if that is where the shooter is coming up how will i get out of their? how will i hide? this is my office in my home the bathroom over here so now having that plan to talk about improvised weapons is something to have on hand if you have a need. are to have of the of four iron behind the door what can i do to increase my chances against my attacker if i have to?
6:47 pm
if i have to fight what will use packs, can i barricade the door? at home as well what can i do we need to make sure this is shared with everybody in our space if a family develops a plan this is what we will do of a stranger comes in the middle of the night or a disturbance outside because we will gather together these of the weapons we will use to barricade. if you have of multistory home if they are upstairs you were downstairs reading cannot rush down to this day from the developed so have a plan for the maxwell he will shelter emplace up here. the same thing at the office.
6:48 pm
i guarantee if you have an emergency that will increase your death so have a plan for the coffee shop for the restroom what will i do then? where will i go or shelter in place their backs away from my staff for family? security assessments. sometimes there is the threat against the judge or the other protected member of a bread or vulnerability assessment. from three different areas the inside looking out where are the full abilities? the judge that was shot was hiding behind the judge that
6:49 pm
was shot several years ago was on a parking deck and shot through a window in the courthouse. what will we do? look around and find those vulnerability is. if we cannot mitigate those least we know they are there. one of the things that we take teach with a presentation would you do with a hiding place cressidas hard to convince somebody to cut down the shrubs but we can try to cut down low enough for all hiding place or recognize somebody could be hiding behind there so that is the option retake in real look behind the bushes. with the motion sensor lights those types of things.
6:50 pm
we want to mitigate as much as we can. if something feels bad chances are it is bad if you're walking down the street now your spider senses are tinkling then trust the instinct take a look and go back chances are if you have feelings of anxiety something is wrong. pay attention to your surroundings and the activities around you. focus on what we are doing so phones and newspapers in religious track of what is going on around us. we don't know where we are or the people live around us we have to try to find out what is happening so we can make a plan practice daily.
6:51 pm
so with your situational awareness can i get out to the back door? if i am in a restaurant the shooters come in from the front door scanned the area ahead of the war all around you in this sense of what is happening. lot of times the soldiers in combat go to an area and noticed there is nobody on the street there were a little while ago where they? so they knew something was getting ready to happen. continued to develop your reaction plan. if you think what if this happens that is a great question what will i do if
6:52 pm
something happens? to igo back this way or the other exit? such a broad overview of the active if sure response plan. who has the question regarding active shooter? if you have questions or concerns i hope to develop a guide for a self assessment for your home or office i will try to put that on the website that is available for the conference and some sign of sheets and will be glad to develop and send it to you. thanks for your attention. [applause]
