happiness they have of right to live their lives as they see fit to live out their identity and it makes people uncomfortable but to enact policies to respect everybody's rights and dignities. and several years ago they do respect the privacy and in what they did for north carolina those who had gone through the entire process and those that corresponded to the birth certificate is just wrong. you don't need to do that. this is an issue decided in the courtroom as the supreme court interprets the constitution that says equal protection under the law.

how to make college more affordable. and our economy needs people. so yes i am very interested in the proposal that hillary clinton has put out there and how we can make that work. it is a great conversation to have but if we put this together a weekend get bipartisan support to make sure we have accountability and get good grades achieving what we want them to do to get a degree to allow them to contribute but it is a good conversation to have i am proud of the democrats to put that forward in working in a bipartisan way to assure the

young people in this country don't give up purdue are in a parade. that the student loan debt is for those generations coming behind you. >> i have a daughter who was a junior at washington state univ. nothing would make me happier than free college. there are things we can do to reduce the burden of student debt. your car loan or your home loan. one of the worst things i have seen politicians making promises. with $20 trillion in debt. with hillary clinton's proposal higher taxes for the rich to make college free. and the wealthiest could contribute to a bit more but we need to pay down the debt

not more spending. i would love it if they can make it free for everyone but that is why we are $20 trillion in debt. politicians keep promising things. and with revenue to bring down the debt. with those legislatures across the country to have that support for higher education white tuition is going up. actually they or college tuition is the way to go. . .

that question is, you said months ago that you would not vote for donald trump for president. you have taken some grief from your fellow republicans for this position position. what do you say to those republicans about how you fit today into the grand old party given the rise of the tea party and donald trump? vance: this has has been a very typical year to be a republican. i haven't changed. i haven't changed. i am a ronald reagan clay gordon dan evans jennifer dunn republican. i believe in limited government. i believe in bringing down the debt. i believe in securing our national security. i believe in free enterprise and i couldn't support mr. trump for two reasons. number one he is demonstrated over and over again is not i believed it to the president and the most basic issues that most republicans have always

supported such as free trade, such as entitlement reform he hasn't taken positions that traditional republicans have taken so i made it clear i don't support mr. trump but you know what's interesting is senator murray is an ardent supporter of hillary clinton. i've criticized their party over and over again again. i've yet to hear senator murray criticize a democrat for anything and we need i believe in this new era we need people who will be independent voices not rubberstamp to party leadership for their presidential nominee. i intend to go to the senate as a free agent. i can work with anybody to solve these problems. the last thing we need right now in my view is to elect hillary clinton and give her a blank check rubberstamp congress. i think that's a major concern in the major difference between the two of us. >> moderator: senator murray you do support hillary clinton for president in the "cnn" poll 68% who responded said honest and trustworthy are not characteristics that apply to hillary clinton.

how to explain to washington voters including those who supported bernie sanders your unflinching support? murray: i'm very proud to support hillary clinton for president and here's why. had the opportunity to work with her when she was in the white house in the 90s when she worked extremely hard to make sure that we passed a program that made sure all of our young kids in the chip program had health insurance. i know where her heart is. i watched and worked with her as she was secretary of state and lifted up women around the globe. i know that today she understands what's happening to middle-class families. she knows that too many people today face workplace issues where it makes it impossible for them to meet their economic potential so she is talking about policies like paid family leave and making sure you get paid when you take sick leave and he don't lose out on your salary.

to adjust as we look at how we do that. but i do know this, health care is a critical issue for so many people in our country and we have to make sure our federal policies, programs like medicaid and medicare are there for people so that they have the support they need. vance: absolutely medicaid needs to cover hearing aids. we need to raise the medicaid reimbursement raid so mort doctors who see medicaid patients. this has to be part of a comprehensive solution. one of the worst things that happens in congress right now is politicians respond to a need as they increase funding for program and they'll pay for it or they cut taxes and they don't pay for it and it drives up the debt. this is why i am such a strong supporter of a simpson-bowles style solution to our budget. this is a bipartisan commission by president obama to come up with a conference of solution to bring down our debt performer

tested and stabilize programs like medicare and medicaid pay will involve increases in revenue which republicans need to involve changes to our entitlement programs which democrats need to to accept that all things things have to be done together not peace now because when we do them bit by bit and don't pay for it that i wind up driving up the debt. that often is not just a number. the debt is one of the main reasons why our economy is not growing. the congressional budget office tells us if our debt were on a downward path we 5% more economic growth. more people would find more good jobs. people are hurting out there. the gap between rich and poor is widening because our economy is not growing. we have had less than 3% growth in the past 10 years for the first time in american history and one of the main reasons why is because our debt is crushing the life out of our economy so these things have to be done together in one grand bargain. right now this generation of

politicians in washington d.c. have demonstrated they don't have the brains or the guts to get it done. >> moderator: thank you. that brings to an end to our microsoft poll question of are today. thank you to all who participated in the auditorium and across the state of washington. now back to my colleague. >> moderator: this goes to chris vance, under what circumstances would you vote to authorize the use of force an american intervention in the ongoing syrian civil war and would you commit more ground forces than we have now? vance: i would love to have one minute and 30 seconds to answer this. any question involving military force or foreign policy me goes back to the need to prevent war, to prevent a major war. i have a 24-year-old son. understand the united states is involved in major confrontations in the way to give all that is to be strong in our commitments.

you have a situation with isis and you have the ongoing civil war in syria between sunni and shia and any of the problem with the kurds who are in conflict with the turks and this is extremely complicated. we need to be focused on job one which is destroying isis on the ground. isis is a country that is an existential threat to many areas of the middle east. they are launching terrorist attacks across the country. they are the ones killing americans united states i'm glad we are putting pressure on mosul. we need to go farther and we need to take back iraq -- raqqa in syria. we need to do whatever is necessary to destroy isis. if that involves a few more ground troops and that's what's necessary but her first job has to be to destroy isis. then i think we need to try to use diplomacy to try to settle the syrian civil war. that's what's causing the refugee crisis is the syrian civil war. it might even involve getting the u.n. involved in further

partitioning that part of the world may be as we did in the balkans. we need to redraw some orders to separate sunni and shia. the underlying conflict to sunni versus shia so it will require leadership that we cannot unfortunately we cannot rule out the use of american ground forces to accomplish this mission. >> moderator: senator murray, the same question to you under what circumstances would you vote to operate a use of authorize force in the syrian civil war and would you commit more ground forces than we have now? murray: thank you that's a very important question because one of the most important priorities we have is to make sure we protect america and american citizens. we do have to fight terrorism. terrorism is not a country, terrorism is across the globe and we to fight terrorists wherever they exist. the situation in syria is extremely complex and i know the

thing we should not be doing right now is putting american troops at risk in a civil war in syria. to fight terrorism and we need to take terrorists out where they exist by using our airstrikes to take out their leaders and their financial resources. we need to make sure that we are working in local partnership to go after terrorists wherever they are and we are doing that now in mosul with support for the iraqi troops that are taking out terrorists bear. that's the right thing to do but we also have to secure this country as well. we know that lone wolves are actually more likely here in united states. we have seen that in san bernardino and we have seen it in paris and that means we need to make sure we are interrupting their social media that they are using recruit terrorists and fight back on social media networks which we are now doing. we also need to make sure here at home we are protecting our

own community with their police so if we have a terrorist attack here we have the resources to go forward. finally i have to say this. at the very least should be doing is saying if you were on a terrorist watch list that you cannot purchase a gun and i'm deeply frustrated that the senate refused to pass the bill not long ago. >> moderator: we have another question from melissa santos. >> federal education policy shifted dramatically from no child left behind to the every student succeeds act. you are one of the chief architects of the new law. what is the proper relationship between federal and state jurisdictions when it comes to setting standards and regulating our nations schools and how does the new law to ensure that the quality of the students education does not vary depending on the state which they live? murray: that's a really important question because we live in a country that assures

every child not matter where they are or where they grow up gets good education so the federal role is to make sure there is a floor and all students are getting access to education so our federal education policy has to assure that all students have an opportunity. as the federal education law essentially a civil rights law. that's why it was first passed because in too many states into many places students of color and students of lower income were not getting the same access. we set the floor and we set the requirements. the no child left behind act was too restrictive and teachers and parents were telling us the over restriction with all the testing was creating too much pressure in their classrooms. we have to make sure that we are accountable with their federal education dollars. when you get that diploma it has to mean something but we also have to ensure the students that come from other states and their students a good other states

come enter school with the same kinds of skills. our new law keeps accountability but has that direct approach based in local communities so they decide what they can do if they are not reaching those accountable roles -- rules. rather than having to cover my say if you don't meet these requirements here is a one-size-fits-all. we have changed it so that states themselves can develop what their response is if students aren't achieving what we want them to be doing. >> mr. fancy fancy of calls and infer federal government forcing schools to adopt standards or face loss of federal funding for education weeks and will report finds southern and western states perform worse than schools in other parts of the country. should geography determine the fate of our children and the quality of education? >> of course not in lemmy salmon hued supporter public education. my kids went to public school and i went to public schools. tomorrow morning my wife will

work with autistic kids with down syndrome. i've served on the house education committee and am one of the senior advisers for randy doren could have been involved in education policy for a long time and the federal government should help provide funding to our local schools. we should make sure that no one civil rights are violated but the federal government has gone far beyond that. we have allowed congress to become the great school board in the potomac potomac. their legroom in cases where parents have gone to school board meeting saying why do we have as textbooks and they will say because the federal government says so we will lose our funding. the new law is better than the old law but it goes far too far in my opinion in terms of interfering in local school decisions. school should be governed by states and school districts not by the federal government. we should not be looking over their shoulders requiring them

to do testing requiring them to adopt certain standards in under the new law but federal government is reviewing the tese standards threatening to a told federal funds. i don't understand why all these members of congress like senator murray and i have started -- don't trust state legislators want to get back to washington d.c.. i think the federal government should help provide funding and they get the heck out of the way. our school should be governed locally. >> picking the next supreme court justice will be one of the most important jobs unless the lame duck session surprises at all. mr. vance richard from auburn has this question. do you support the senate's delay in hearing the merit garland nomination for the u.s. supreme court vacancy and give a litmus test for the next supreme court justice and if you do what is it? vance: i was very disappointed to hear the debate between the

candidates the other night regarding supreme court justices. they talk about the supreme court justices as it they are openly partisan. it's not supposed to be that way. our judges are supposed to be nonpartisan and they are supposed to interpret the constitution as they see it. i think the court has become far too partisan so no i don't have a litmus test. i will look at federal judicial nominations for the supreme court and other courts and whether or not they are qualified whether they are good solid people not for an ideological litmus tests. that's dangerous to our form of government and the day justice scalia passed away calling on the republican leadership to work with president obama to jointly come up with a nominee who could be confirmed by the senate. that didn't happen and in typical washington d.c. fashion the folks spent the last several months issuing dueling press releases and yelling at each other while nothing gets done

and the vacancy remains unfilled. i think it's just wrong and it's gone on too long. both parties do it. as i said earlier when president bush nominated samuel alito to the supreme court some democrats, few highly partisan democrats including senator murray tried to filibuster that nomination. other democrats and republicans said we shouldn't be filibustering judges of both parties have been blocking judicial nominations and it's wrong. i will never support anything other than confirmation hearings and an up-or-down vote from the senate floor. >> moderator: senator senator murray if republicans control the senate after the election is a key senate leader what would you do to get a clinton nomination nomination confirmed? d of a litmus test and is there a dealbreaker and you want to address the filibustering of alito? murray: let me say that our supreme court justices are critical to every person in our country and every business. they provide certainty, they make decisions about our woman's

right to choose, but our environmental laws across the spectrum. my vote for a supreme court nominee has to reflect the values and issues that my constituents care about. every nominee that has come before me i have a value it down on their life experiences. have they been been out and about in our communities and see what's going on? what is their life experience and what is their judicial philosophy and certainly whether or not they reflect the values and my state considers it to be important. that's exactly what i did with justice alito. when he beat -- came before the mic merrick garland i brought him in my office and i talked to him. i listen to him. he be adhering and i listen to every word that was said and i made a judgment that he was not someone that i could support. he is now on the court but i will tell you this, what really disturbs me is merrick garland

didn't get the same. he didn't get meetings with any republicans senators. he didn't get a hearing. he didn't get any ability to make his case to me or any other senator. i wanted to write that my state to vote in that. i hope this election is past the republicans will step back from holding back the nominee and we can move forward. we need a full court. >> for senator murray use it on the armed services committee. u.s. -- and fellow democrats have tried to patch budgets that increase funding for the veterans veterans administration. how do you deal with your republican counterpart especially in the house who continually vote down the budgets while claiming they have veterans tax. murray: i think you are talking about the veterans committee that i said on. the veterans committee covers the dash first of all one of my

highest priorities is the daughter were world war ii veteran and the first woman ever to ask to be on the senate veterans committee and to be there to make sure even though i voted against the war in iraq i have made it very clear in my country armed men and women who fight for us, i will be there to fight for them. i stood up when no one else was and said we are not providing the support we need for our men and women who are coming home from the war in iraq and in afghanistan, to make sure we were there for them with more than just a promise, we were there to make sure the services that they earned, they got in a timely manner and we are not there yet. we still have work to do. i hold every administration republican and democrat be to the fire. we have to keep going and i have gone further than that to make sure our men and women who serve us that they get the skills and

budget again the big giant cost drivers or the entitlement program social security and medicare and other health care programs so there is money available for the other programs in the context of the budget agreements including veterans programs and of course we have to do that. my dad was a world war ii veteran, vote in -- thought in most of the major battles in europe and got a disability check for the rest of his life. as soon as i announced to the u.s. senate my phones are ringing and veterans passionate about this issue. it's an enormous issue in washington state where we have so many military bases and retired veterans. what i hear consistently is a lot of that, maybe most of them liked the service they get from the va once they get into the system. the problem is that getting in the system. literally hundreds of thousands of veterans have died waiting to get service from the va so congress needs to hold whichever administration does next year more comparable to better

administration of the va and i think we need to get more veterans more options to seek services outside the traditional va system if that's what they want to do. >> moderator: are you saying you anticipate more funds for the reform of the va? vance: again i get nervous about politicians promising. i'm going to increase funding for this and increase money for that and not paying for not being part of a conference of budget agreement. that's what we have to do. >> moderator: with a little bit of time left so you get one minute each for this question but i think in handling the matter. for both of you what is the first web site that you looked at her open in the morning when you get up and what is the last one you look at before you go to bed at night? vance: absolutely the three web sites, absolutely but in addition to the note local news site i look at all the web sites that aggregate the news. i love rilke where politics.com and the others that take all the

but there were times during those three debates when i will tell you, the loop running in my head was what michelle said to us at the convention, right? when they go low, we go high. and on top of all of this, just by being herself every day, never missing an opportunity to honor her parents for the hard work and sacrifices that set her on her way. she has shown every little girl and boy in america that there are no limits to what they can achieve if they work card and do right and believe in themselves. seriously, is there anyone more inspiring than michelle obama?

against a lot in this election. it just made me boil when donald trump disrespected a gold star family, mr. and mrs. khan. he still hasn't apologized to them. he actually made it worst, just yesterday he said again if america had only made him president years ago, their son captain khan would still be alive. honestly, i don't understand how anyone would want to rub salt in the wounds of a grieving family. and he keeps insulting our military. yesterday when he heard that a retired army colonel and former dean of the army war college said that donald doesn't understand military strategy, trump said, i will teach him a

couple of things. well, actually, donald, you're the one who has a lot to learn about the military and everything else that makes america great. he has tackled health care, education, climate change, civil rights and so much else, and all the work that we've done to strengthen our relationships with other countries and secure our leadership in the world is also at stake. now, i for one and i hope all of you do not want that hard work by our president and our first lady and millions of americans to be wiped away. we cannot let that happen. we've got to do everything in our power to get everyone out to vote, to understand no matter what issue you care about, it truly is on the ballot. now, this has been a hard election at times it's gotten pretty ugly, hasn't it? and we've all felt it specially kids. i hear this from parents and children across our country. kids write me notes, they hand

me little cards and notes when i shake hands with them, their participants write me, teachers talk to me, kids are scared, kids are scared by the rhetoric. i see the educators' heads nodding. it makes them feel terrible and doubt themselves and that's why it's important for voices like our first lady's to stand up and say, wait a minute, respecting women and girls is important and is specially important to send that message to our children, boys and girls aligning. our kids are actually scared they're going to be sent out of the country because their parents are immigrants or they're immigrants. they're scared if their muslim or they have a disability. i've got a letter from a parent, a mom in wisconsin, i think, who adopted her son felix, he turned 11 year's old.

election has made it worse. i want you to know, we are going to launch a major new effort to help states and communities and schools and families end bullying wherever it takes place. [cheers and applause] >> and we will work together to make the internet a safer space for kids. invest in frontline professionals like guidance counselors and social workers and school nurses and psychologists to support kids who have been targeted like the young woman i met in iowa who told me she was bullied because of her asthma. this has got to stop and i can't think of anything more important than making sure that every single one of our children they are loved just as they are. who are watching us, who hang onto our every word, looking to us to show them who they can and will be and that's why every day we try to be the find of people, the kind of leaders that your children deserve, whether you agree with our politics or not. [cheers and applause] >> and when i think about this election, let me tell you, that is what i'm thinking about. i'm asking myself what do my girls, what do all of our children deserve in their president? what kind of a president do we want for them? well, to start with, i think we want someone who is a unifying force in this country, someone who sees our differences not as a threat, but as a blessing.
