into a crowd in the lower floor of terminal two is panicked travelers to cover behind chairs. he only stopped when his bullets ran out. the news broke this afternoon during a white house daily press briefing. we will show you that in its entirety. c all right, happy friday everybody. nice to see you all. before we get started as you might judge from the monitors behind me we have got a couple of things that want to do at the top before we get started. as all of you saw this morning today the final monthly jobs report at the obama administration was released and i want to go over a couple of the highlights here. like many of you i've spent the first friday morning of each month at the last eight years anticipating the monthly jobs data and beginning in the administration's earliest days of his presidency that day that was in the minds of many people downright terrifying.

our economy was losing hundreds of thousands of jobs a month in an employment rate was climbing sharply. eight years later driven by the policies that mr. should put in place and there they were so into the american workforce the data looks way different in the numbers tell a very different story about the health of our economy. in december the u.s. economy added 156,000 jobs extending the longest streak of total job growth in our nations history. u.s. businesses have now added 15.8 million jobs over the course of the economic recovery. wages are continuing to rise in the employment rate continues to be less than half of what it was during the peak of the recession over the eight years that president obama has been in office you all have helped us to extraordinarily high hand standards when it comes to the economic recovery and we are proud of the progress that america has made. the progress shows the policy matters. without the policies of president fox or would not be possible. so i recount the facts today

because technology and how far we have come as a country is an important part of understanding what's needed to create and generate higher wages for all americans who are willing to work for them. the president-elect of course has promised a different approach. his approach includes rolling back regulations that protected middle-class families from having to foot the bill for wall street's risky behavior. his approach includes leveling high tariffs on foreign goods that drive up costs for consumers in the united states and put at risk higher paying u.s. jobs that are tied to exports. and of course he's also vowed to repeal the affordable care act which would add trillions to the deficit. as you evaluate the impact of the present lax policies over the coming years here are some metrics that should be used to evaluate the approach that we have taken and compare it to the approach that's been pursued by the other side.

since job growth turned positive in october of 2012, the u.s. economy has added jobs for 75 straight months. this is as i referred to earlier the longest streak of job growth on record and it's actually more than two years longer than the previous record. so this is quite a streak and we will see if it continues. in 2016, hourly wages increased 2.9%. that's the fastest 12 month pace since the start of the recovery. real hourly wages have grown faster over the current business cycle than in any business cycle since the early 1970s. wages are obviously a metric that this is watched closely and we are pleased to see that wage growth is accelerating and has accelerated over the presents tenure in office. a third metric, the unemployment

rate has been cut by more than half since its peak of 10% in 2009, 24.7% in december of this year. as recently as 2014, just a couple of years ago many economists expected the employment rate to remain above 5% until at least 2020. so we have repeatedly beaten the predictions about driving down the unemployment rate. fourth, since 2010 the united states has put more people back to work at all the other g7 economies combined. that is a strong validation of the economic strategy that president obama pursued. it does stand in contrast to the economic strategy that was pursued by some of our closest allies but the results speak for themselves and that's why we regularly describe the u.s. economy is the envy of the world. finally and i don't have a chart for this, we can also cite a metric that we know is one that

is certainly closely watched by the incoming president's economic team. that's the stock arcade. and the s&p has more than tripled since the lows that it reached in march of 2009 within president obama's first couple of months in office. so we have certainly set a high bar, var that we are proud of and it's one that the incoming administration will be challenged to meet. one other piece of news i want to share briefly this morning before we get started is today's the last day for pete bogard in the white house press office. pete has served in the white house for a little over a year now and is served with distinction but notably pete spent a lot of time working in other critically important agencies at the obama administration including the department of homeland security. he is somebody less time and again showed a lot of cool under fire. those of you who have worked closely with pete understand we

were reminiscing before their briefing he has had challenging issues to discuss in this portfolio everything certainly from questions about immigration policy which includes a wide bucket of issues both that are related to homeland security and national security but also issues like zika. we are obviously proud of pete service. he has shown himself to be a dedicated professional. wherever he ends up next is going to be a place that's extraordinarily lucky to have him. so thank you for your service. with that josh do want to get started with the questions? >> thank you josh and thank you pete for your help and hard work over the last several years. when we met here yesterday the president was still being briefed on the russia hacking report. now that has concluded is there anything you can tell us about his impression of better what he might have learned that moved the ball from what he had previously known about the extent of russian hacking or any preview they can give us of the

unclassified version that speaker pelosi or minority leader pelosi says will be coming out this afternoon? >> josh i don't have a specific presidential reaction to share with you about the report. as leaders of the intelligence community testified yesterday, they are even more certain now of the assessment that they released back in october about the role that russia played in destabilizing the u.s. elections and trying to cast doubt on the durability of our political system. i am aware that there are reports that this review will be released later today, but for the precise timing of that i would refer you to the intelligence community. i will tell you that i have not seen the report so when they have classified report is released i will be reading it along with all of you.

>> president-elect trump is saying that he's asking the house and senate intelligence panels to investigate nbc news for what he says was top-secret information shared to them prior to his briefing that's taking place as we speak. can you say whether or not that information put in that report was top-secret and whether it was leaked by the obama administration to a news outlet prior to president-elect trump receiving his briefing? >> josh what i can tell you is that i'm not in a position to confirm the information that was included in that report. i would refer you to the intelligence community for that. i certainly feel confident in saying that is not material that was leaked to the public by the white house but i would refer you to the intelligence community to speak to it beyond that. the other observation i have

though is i don't frequently respond to tweets from the president-elect but i certainly do read them and i did read two days ago that he was tweeting a steadfast defense of the integrity of the foreigner who runs the leading purveyor of the improper release of classified information retained by the united states government. two days later, two days after defending that person's integrity, the president-elect is now expressing some concern about the possible release of this classified information. the original tweet leads me to conclude that his concerns are about something other than protecting classified information. what those concerns are a something that i will let him articulate and presumably all of

you will have an opportunity to ask about them but given his track record certainly given some of the rhetoric that he used in praising wikileaks on the campaign trail i think it would call into question whether or not that's the actual source of concern that he is expressing today. >> just about now that you are ruling out that the white house leaked that information to nbc that you are not ruling out that another, that an agency that's part of the intelligence community or another federal agency might have done soap? >> i can't speak to the inner workings of the intelligence community particularly as it relates to the compiling of this special report. the intelligence community was charged by the president of the united states with compiling a report and as we have discussed at some length over the last couple of months here the men and women of united states intelligence community are patriots. these people have served our country. they have set aside their own personal political views to do the right thing for the country.

so the president has got enormous confidence in them and believes that he's been extraordinarily well served to them over the last eight years in providing to them timely accurate specific information that was not shaded to advance a political or ideological agenda but rather was oriented to providing him the best possible information city could make the best possible national security decisions. but for questions about how the intelligence community is handled this information you should talk to them. >> you have seen his comments about mexico in building the wall and i wanted to ask you about what you see in congress about using existing authority to authorize building the wall and new appropriations to pay for it until we get paid back. ..

enter the border was secure of course, that was coupled with the whole range of proposals in opportunity to get right with the law and require them to face accountability like background checks and other things but also brings the matter of the shadows that is good for the economy to strengthen social security

and reduce the deficit but the president-elect this has a different approach to did not pass because it doesn't have support but it was of become of the republican leadership's strategy to say no to everything that president obama was inclined to support even policies that they supported it was cynical but that was without political benefit. but it does go down the failure of the legislation even though it had majority support and it would have passed it does remain one of the most disappointing and frustrating episodes in this administration's relationship if congress.

>> the president-elect called the probe a witch hunt. what is the white house feeling on that quick. >> i saw the news report. i guess 70 to his team to characterize what that means but i can tell that the president and directed the intelligence community to learn as much as possible about the malicious cyberactivity we have seen in this country in the context of the 2016e election and the recent presidential election and the goal was not just to look at one country but to get to the bottom of what has recently occurred to

understand the trend that seems to be getting worse and develop a strategy to counter it to. and also hold accountable for those who worry gauged in those nefarious acts detailing our response. but that is the charge the intelligence community was supposed to fill in the president is pleased with the work they have done talk about sacrifice they worked through the holidays with this report a vindication to there committed to filth one negative for phil the directors of -- filled the directives of the president of the united states of a conscientious report that will be briefed to congress and the president-elect

today and the intelligence committee is prepared to follow through on the final direction to make as much of that report public as possible purpose you'll have to check in with them for that precise timing. >> does that white house think it is realistic quick. >> as the mexican president indicated that would not have been. by will leave it to the mexican government to respond to this and and he can describe how the strategy would work.

>> coming up the last few days and that there would be a tariff? is the realistic? >> i will not talk about one specific company bet and just like president obama is somebody over eight years and an office has learned quite a lot. and then to implement a strategy to succeed. the president made the big bat and. >> guest: he raises confidence in the american autoworkers to give them a

chance to retool their companies to come back better and stronger and that is what has happened. vendor stand what policies will benefit for jobs that depend on the island of st. st. and the fact is the american auto industry depends on the integrated baird did that is just so a the economy works talking about a production of the modern vehicle. that keeps out some aspect if only to have a detrimental impact to the industry and those every lie

and industry for a job. the president does not believe it is a smart approach but the very best automobiles to implement strategy on a level playing field and with regard to the trans-pacific partnership those to have large economies of a growing middle-class exactly where the u.s. auto industry could compete very well and looking for opportunities for u.s. produced goods to be sold around the world is good for american jobs and made reference that we already know jobs inside the united states on average pay

higher than those that are not tied to exports. looking for opportunities is good for a the economy and american workers. but with president elect will try differ way and will see if that works. >> as the leader of the democratic party. [inaudible] >> is the response ability of the president to make those decisions. he is the head of the democratic party but the dnc has elected leadership by members of the party and i will let them speak to the way in which they cooperated with the investigation into this matter.

we had ample opportunity to review those many significant accomplishments of the obama administration. but primarily the president is hopeful of the future of the country particularly if the citizens are engaged in that democracy. to confront the challenges ahead. and believes those prospects being even more safe is more prosperous or morph there.

and then looking for an opportunity. >> the president has been spending a lot of time talking about obamacare for those republican efforts for another plan. with that same level to become a private citizen. >> the president would be a private citizen on january january 20th with deeply held views the best way to reform the health care system in the united states. and to be extraordinarily beneficial and you can

certainly expect the president to be thinking how these reforms should work. and in the early days of his presidency the outgoing president giving the incoming president the opportunity to succeed. i would not expect president obama to break even the be holding conversations at some other house in washington d.c.. he did that blair house today but then to take up the mantle. the prospect of republicans

reviewing the affordable care act without a replacement would inject chaos into the health care system that constitutes one fifth of the u.s. economy. and then to but that risk gains to protect the 130 million americans with pasting conditions. and those are protections that extend not just to those that are purchasing health insurance so the stakes are significant to remaining gauged and then to think about these issues but when it comes to making a public case these approaches

is time to step up. with plenty of democrats with the right values and skills to may gave persuasive case that will benefit the american public. >> how he feels about obamacare on january 20th will he make speeches or op-eds? >> the president has had ample opportunity over the last eight years to recoup the make speeches and with that implementation of health care reform. and would not expect them to do that.

>> as they have been asked to leave their posts by, jr. it 20th greg. >> for all buses details i can tell you that it is customary for the chiefs of the mission to return back to the united states on inauguration day. to afford the incoming president the opportunity to select his own representative to advance our interests around the world. copy this administration is proud of the service to vance our interest in countries large and small but in many cases these are men and women who are professionals you have chosen to indicate a number of years of their life to

public service in an important way. maybe for the president has traveled the u.s. ambassador is prominent way he chooses to conduct himself in his personal life or speaks publicly to a dance our interest to articulate our values in the country is extraordinarily important and many of these professionals have taken a vantage of this opportunity and america is better for it and we owe them a debt of gratitude for their service and research and the will be hoping that the incoming it ministrations will choose people as effective and as talented and patriotic is anybody that has served

under president obama. >> race relations in the country has been difficult and chicago and the facebook process i am curious hemisphere to describe the president's optimism of the future of race relations in this country based solely on his experience of the trajectory of growing up in this chios' understand the negative perception many have of race relations in this country? >> getting the president's optimism the progress we have made on the issue of race is rooted primarily in our experience as a country and society. there are a lot of examples.

but the most recent could be the relationship between some local law enforcement agencies in the african-american community some communities a significant gap has been exposed to the president will often cite that it wasn't that long ago that the city of los angeles after a high-profile incident of deep concerns of police brutality of the city was in flames. and then to leverage and

then the response is much different to have public demonstrations budget there are a number of prominent voices to bridge the divide so that is the act administration -- illustration that we made important progress in a way that actually makes a difference in the lives of americans across the country. we have a lot of work to do to solve that problem and the president has felt optimistic not are all african american for those

that seek to protest the government and make their voice heard and to have an impact, a positive impact to address those concerns to heal those divisions. a young bird generation of activists and leaders that the president continues to be optimistic and continue that progress we have made with the racial divide in this country. >> like when you see what happens with the facebook post from self carolina -- south carolina. >> of course, . the president himself has expressed concerns and disappointment and outrage

about many incidents that you describe including the facebook video that drew so much outrage and attention so they'll understand there is a lot of work to do to give -- to be so pessimistic it is impossible to deny that uc people of love variety of races speaking out to the same kinds of values. and then to make progress and there is work to be done. but to go back to what you raised in the first question there is no denying the personal journey and

personal progress is one indication of the progress we have made in the country the president spoke very eloquently about this. when you have african-americans abuse by local what - - law enforcement with water cannons and dogs just to have the right to cast a ballot 50 years later an african-american president of the united states that is remarkable progress. but does it mean all the work is done but we are seeing people from the minority community to be denied the right to vote or have that obstructed because of the policies we put in place.

and then one powerful indication but it is barred from dealing. >> guest. >> can you give an update? >> you have been following this closely but from guantanamo bay to saudi arabia after the 30 day notification was provided to congress from the president's national security team and to be transferred to saudi arabia to lift the ability to

threaten the united states. this does bring a prison population at 55 and the prison was to under 42 we have moved detainee's from 42 countries and that is the indication of up progress we have made but he does continue to be concerned about two things. as the get mo facility continues in operation and not living up to those deluge created and to continue to operate that facility to give terrorists recruiters a valuable tool.

>> even in europe with the democracies with the allies facing new challenges, you would say people would argue that he doesn't have a stronger position in foreign affairs. >> the first thing is that when president obama took office there were 180,000 service members in iraq and afghanistan now it is below 15,000. that is an indication of the important progress. each president will face unique challenges and circumstances in the international community. president obama has vowed to strengthen our relationships with our closest allies.

and the president feels good with the progress we have made with countries who are part of the nato alliance. the incoming president indicated he may try to do something different. this president hopes that he wanted but we will have to see how he chooses to manage those relationships. the president is proud how we have overhauled in strength did the relationship of countries throughout the hemisphere because of the policy changes with regard to cuba has created ample opportunities throughout latin america it's the president had the opportunity to meet with the president of argentina as the good example of the progress we have made. i will say that the president is disappointed

congress did not act to ratify the tpp that had the strength into security throughout the asia-pacific. that was the missed opportunity but the president did the hard work to negotiate to fans our interest but that was congress' failure to act. when president obama tucker officer number one threat identified by the united states and allies was the risk that iran would develop a nuclear weapon. that would be destabilizing to the world and the middle east, and concerning to israel and pose a threat to allies in europe within range of missile capabilities. but because of the principal hardnosed diplomacy of this of ministration, it

succeeded to reach an international agreement to prevent iran from getting a nuclear weapon and now they can verify i ran did not have the nuclear weapon and is now further away from it. >> and then to react. but that was accomplished without deploying a single soldier or firing a single shot to. to address the most significant in the united states in by mentioning the fact that president obama took office wind osama bin modern was still trying to attack the united states and is no longer in the position to do that.

>> it seems cyclops people have been shot and killed so given redone know the motive comment you know, at this point? >> don't know if the president has been notified but i will look into that. this is something we see all too often and our thoughts are with those who are affected in those first responders are putting themselves in harm's way surely. we are thinking about that right now and we will look into the president being updated on the situation. >> the president-elect is asking the congress now to investigate the leaking of information. so what is your reaction given that this illustration

of prosecutor speaker several times but he was attending the integrity of the foreigner as the leading purveyor of government secrets maintained by the united states. these are secrets that made the united states was safe and put men and women in the intelligence community and greater risk. why he defends his integrity i do not know but leads me to conclude the treaty set today about nbc was prompted by other than his concern other than releasing classified information. >> obviously he called on congress to take a look that will defer to members of congress how they want to

use their investigative authorities. one thing i would point out is the department of justice , the way they interact with reporters to protect the first amendment rights have made clear to codify that journalist should not face punishment just for doing their job and that is the principle that was established and strengthened and codified by the obama administration. and that is something that mr. sessions will continue if and when he is confirmed to be the next leader of the department of justice. >> today he said he would support the repeal of obamacare if the replacement was something better. that is different and then working with republicans if

that is a message that they choose. is that different just his way to say there is no way anything will be done quick. >> he was actually giving voice to the same argument i was making that if republicans are willing to sit down and look for ways to improve the health care system and improve upon obamacare, then he believes democrats to and should work with them is hell sector day they did. >> key simply says if they have ideas that our better for the american people, better for the economy, we have to go to the judge as access to health care and the medicare trust fund has been

strengthened. if that meets the criteria to cover even more people for less money than the point the president is making is there should be evidence some '02 per of foreword their own ideas and has willingly shared credit with the heritage foundation that conceived of the key aspects of this plan and has shared credit with people like mayor romney whose health care plan was the template for the affordable care act. he did not do that because he is good buddies with mitt romney. they ran against each other ricans use that template because it is a good idea and worked in massachusetts and the united states of america. the president makes a point there is no private authorship of they have ideas to make the health

care system better the president will help them and encourage him and support them as they try to implement. but over seven years republicans have insisted on simply voting to repeal the law without ever putting forward any realistic plan to replace it. some of the ideas they have floated would not make the health care system in this country better or cheaper or cover more pet make the problems worse. that is the tension as long as republicans are only focused on the health care system sent into chaos, idol think they will find much support at all from democrats and well have trouble maintaining support to among republicans concerned about the impact chaos would have from families and businesses in their own state.

i will say that talking to somebody with more expertise before it took on the hypothetical question what type of malicious activity constitutes an act of war. >> it was suggested that it was paramount but the information is not the active for but the act might be? oh i masking the president's criteria.
