>> joining us reineke merman, reportedly comes to issues of appropriation. thanks for joining us. on your website you have a piece along with other roll call reported saying the house floor will be busy next week when it comes to issues including appropriations and one of those deals with the issue with defense. for minibus spending bills as they are. walk us through this. >> sure. next week passes going to be taking up the spending package referred to as a minibus, essentially it is for appropriation bills rolled into one. the bills that are taken up our bills to fund the military, energy programs and water projects, the legislative branch itself, and veterans programs. these are for bills that are fairly popular among republicans. republicans. this should be a fairly partisan exercise, this minibus package is not expected to get a lot of democratic support, if any. so should be a pretty partyline vote. there will be a lot of

amendments to i think it would go late into the night, so nights this week. we got a busy week ahead of us on appropriations. >> one of the things he talked about when it comes to the lack of support from democrats, is a because of the issue of the border wall? talk how that factors into this package. >> that is a big part of the. this probably would've been a fairly partisan package regardless of the wall because the spending bills are written to spending levels that democrats don't really agree with but yet the border wall is probably the most controversial part of this. the package includes $1.6 billion to begin construction of this border wall on the u.s.-mexican border. obviously one of president trump's signature campaign promises. so republicans have been sort of moving the ball forward on this issue, the white house legislative victory and go home for the august recess with something they can tout to the constituents but yes, it will be problematic i think a lot of

democrats will make a lot of hay over the wall funding. even some republicans might be uncomfortable with supporting a package that has this wall funding. >> why would some republicans being comparable? >> there some republicans that represent border do six have voiced about the water they are concerned about some of the environmental aspects of it, how will it impact property in the district. there some like representative will heard of texas comes to mind who has said that the wall is one of the least effective and efficient ways to secure the border. so this would be a tricky but for some republican who don't like the wall but they may support the overall spending package which of course finds pipe or things like military and veterans. >> when it comes to issues of military, one of the aspects or at least containments of this appropriation bill deals with an authorization for use of military force. can you talk about how this would address that and some of the resistance particularly from barbara lee of california?

>> exactly. the building was written by the appropriations committee included a provision that would essentially repeal the existing authorization for the wars, and that provision which was adopted in the committee on a bipartisan basis was stripped out at this package by republican leaders. so this privation that has bipartisan support will not be going to the house floor for a vote and yes representative lee and others who supported this are pretty outraged that republican leaders took this provision out. so that won't be in the package and we'll see what happens with that debate going for. >> tell us why it's important ally barbara lee was at the forefront of this. >> she's been working on this issue for many years. she's offered this amendment in committee year after year. it was a bit of surprise that it was adopted. a lot of republicans on the committee supported it and a lot of people didn't see that coming. i think congresswoman lee herself was a bit taken aback

that was adopted in first place. all the more reason for them to be a little bit upset that it was taken out. >> tell us why this process known as minibus use of appropriation bills debated by committees, why this process versus the regular way that congress typically handles these issues. >> right. this year they are very behind schedule. part of that is because there's a new administration. it takes time to get the full cabinet implement it and to get the budget written. so the process has just been really delayed and also had to finish up some carryover work from last year. so now they're behind schedule. they are playing catch-up. there's really no time for so-called regular order process where they bring these bills to the floor one by one. there's 12 bills. there were hoping to do all 12 this week. the wasn't enough support among house republicans to do that. so house gop leaders decided to do these for bills ite
