1:03 am
>> how much of a surprise was yesterday'sno announcement ?. >> so let's hit pause and explain hiking yesterday tell me what happened and why it matters?. >> and in that individual market. inin the two parties have been competing about this and that is a big deal. with the committee and in drinking member. suggest that alone is
1:04 am
significant to have a huge impact on millions of people's lives. >> does my life changed in the last year?. >>. >> you don't know of the plan will be cancelled. yes no affair will afford the health care. survey tried to stabilize to have coverage and the routine happens to keep those premiums stable to make it more affordable.
1:05 am
to have those opportunities. >> axios has grey health care coverage from sale of baker and how you keep that in mind?. >> this is such a political site it is then just back and forth. there are millions of people the obamacare has been in place three or four years? this is people's coverage. this is just family of your own medical care.
1:06 am
washington is fighting about repeal replace but those the are along for the ride. >> so every time my pop into the capital you are in the subway spending so much time literally with one of our videos with axios with the reality of politics in health care but theal great video you ron the elevator that was a day of high drama. and those that feel so passionately.
1:07 am
>> that is everything everywhere. >> exactly. lee does happen to notice a deal had been made like if they have the deal they are briefing theve caucuses. what does trump thing gore what do the republicans think? what is the impact? so many questions to be answered. >> so you will be joining us today she will join us with a question to make sure i have not missed the news so workers through and tell me
1:08 am
why in the scheme of things? why senator jim k a democrat as part of the health committee tell me his role. >> i am excited about the three senators. we had a big defense so they struck the deal yesterday. [laughter] but the democrats on our panel today it has been up there from the get-go but it with all of the committee hearings on the topic they go in and out and did not want to listen to level thing but with that bipartisan deal talking about where the health care system goes from here.
1:09 am
>> man senator cassidy has been with health care. >> that is the deal that was struck yesterday but republicans say they want to go back to that next w year. so those are the ideas where we're going after this deal. >> as we say goodbye to chairman alexander who was one of the two people yesterday his role is obvious whatt is the number one thing you have learned from chairman alexander
1:10 am
today?. >> everybody wants to know will this become law? what happens after that? is this the white flag? sova to have a future where it is conceivable something that creates partisan warfare. >> what is led democrats would want to know from senator alexander?. >> they still want to repeal and replace where do we go from here?. >> thank you for telling us why it matters. [applause] to be the co-founder of
1:11 am
1:12 am
there has to be more than 30 people so i went back to the historian and said i was interested as to this way is this accurate? they said there is only 30. then i remembered being the mayor will kill you. that is the reason y why there has been so few. [laughter] >> to introduce the of a compromise plan by senator alexander will you support it?. >> absolutely. as a back story we need to show the american public we can do something and i have been making a the argument with this very controversial area. >> you are dodging their. >> is stabilizes if we can
1:13 am
get it passed. but thee way that it came together is after the skinny repeal fails in the july wee start to say now the door opens for a bipartisan solution they did a dinner five days after the vote with the essential concept how do youep guarantee the cost sharing payments to avoid the uncertaintyy and how you give states the flexibility through the waiver process and has not allow them to have that flexibility originally intended? obviously that was a discussion that grew to have a fantastic track record with no child left
1:14 am
behind. it has been slow and steady we were almost there but the president poured cold water on he did not want to see cassidy get the vote but did not stop the discussion and they reached yesterday. >> working behind the scenes with chairman alexander alexander, what is his gift or what is he doing behind-the-scenes to pull off?. >> i could golan and don but something he did really well was isolate and narrowed the problem. but from the very beginning from the individual market. there are things in there that with the individual market not through an
1:15 am
employer and it continues to be tough so focusing on this particular problem. >> that patty has two republican houses and the white house so to negotiate to get the court democratic principles of pre-existing conditions but to no to work with the republican chairman with a superb negotiator even with no child left behind. >> with day health care even o to put on your lab coat whether chances this will pass?. >> then it will pass as part
1:16 am
of day must pass a piece of legislation i'm not sure it will go through standalone all the way but that is my sense now. >> yesterday introduced medicare acts. >> very futuristic by all accounts even the president said there is a big lead for a couple years. you will hear from senator cassidy will talk about what he thinks is a big idea and is important to stabilize the have a more deliberate discussion. what we hear from our constituents is what we hear from our colleagues and there is a real problem
1:17 am
we're literally be one insurance company offered. >> estimate that that prediction but if there are those offering policies on the individuall market. because rural america as the insurance company because they tend to be sicker so they want more choices and more choice isa affordable? the idea is take advantage of medicare provider network
1:18 am
reimbursement schedule and lower cost per car take advantage of that and directed the secretary to write the insurance policy under obamacare and offer that of thent exchange so it is offered on the exchange out in 2020 of all those jurisdictions and the idea is it also be available. >> we have no republican co-sponsors right now seven this is the way we looked at it.ut now was a time to talk about those big ideas we can get alexander every past. cassidy also has collins
1:19 am
cassidy. bernie sanders is a member of the committee. nothing wrong with the big a deal is but jamming them through withis knoll hearing or snap votes or reconciliation. because thisoc committee he knows medicaid he had them then school as a fantastic negotiator says you have people on the committee that our insurance commissioners now with the time for big ideas to be discussed in a deliberate way with transparency. >> amado's constituents say i live out here there just is no options i don't think
1:20 am
we willn' tolerate parts of the population of buying insurance on the individual market. >> you run a the vice-presidential old nominee and presidential elections if they are moving too fast?. >> i don't think so. >> it is almost day litmus test. >> but t people have to decide rather than comment i think we have come up with single payer that turns it topsy-turvy and single payer is a different system we
1:21 am
stick right where we are with new taxes the subsidies and then add that element. end to take advantage but what is the right way to the al vann element or to? that was a really good discussion. >> but senator mccain the belief the nation needs a single payer?. >> do like more choices over the in fewer so they once to buy on the individual market if they want to fantastic. i just want people to have more options than san be more affordable.
1:22 am
>> hello senator. you take the middle-of-the-road approach to be very proactive you have gone more towards the middle then yourr colleagues talk about single payer are you afraid this is the version of the peel and replace? but everybody knows there is no mood for it at this time. >> we are in in a room of health care people there is nothing wrong to put the big ideas on the table. there are big ideas that
1:23 am
block grant is a big idea and a very different system. reminded that there are ideas on the table and then to fill in on reinsurance. the first threead years of the aca. so that e kept premiums down because of a to get some certainty. using that for crop insurance and flood insurance and medicare and with republicans support so there are big ideas on the table but i don't think democrats will sign off on block grants or single payer. but to say i think this will help if you looked at me and
1:24 am
or the alexander murray bill we could conceive of doing something like that. that would spread the zone we will also see a deal is to enable us like alexander every chapter to. because i do think that congress owes the american public an important thing to say we can work together that has been counter virtual this is why we need to focus on getting the deal past. >>.
1:25 am
>>. >> the edits the of political question and. my occupational hazard. with good policies then good politics. than i am sure if we have medicare xgo passed it would not be exactly the same. with that is the case for any idea on the table to make that public those that knowledge very well. >> you or back from puerto rico to tell us when you
1:26 am
were there and your bottom-line.ou >>ic the magnitude of the disaster is hard toin convey. i was there two saturdays ago but i realized i am back to being a governor. it knocks out power in one quarter of your stay in the rest of the hospitals are running in the schools are functioning maya they try to fix one part of the state the hurricane cut every locality lost housing and power and road access access to water or food your schools every jurisdiction. and the response when you are as much as an american but here was one example.
1:27 am
in virginia affair is day hurricane i could see the indiana utility trying to get the grid bract -- back up with mutual aid agreements but it'll see that importer rico. >> the response generally white have been the utility's i don't know why the mutual aid agreements are not kicking and. they said you did not ask and we said we did but they were not sure they would get paid. the governor told us six weeks after putting it would be at power of 25% where else in america with they tolerate it is back on 25 percent of the state? we would not tolerate that anywhere else in these are american citizens ever since
1:28 am
world war one and it in and we should not tolerate the intolerable and your last question is with the statement of iran? this might be the first thing they're really scares me not just make me mad. here is why. when the head of the joint chiefs say publicly iran compliance with the allies say iran is complying any step backward from that is extremely problematic so
1:29 am
remember the i aea said they didn't have the weapon of mass destructione program in we went to war and they were right in we were wrong. so of brings back bad memories of politicians trying to overrule if the president says he wants congress to rethink the deal this could put iran back contrast to find a nuclear weapons program and finally in the midst of a negotiatinegotiati on with north korea. and'r when secretary has asked
1:30 am
over and over diplomacy first. if you say the u.s. will back them deal complied with the dull drop the chance that they will ever do with deal. and they should not for cold water on diplomacy. >> waking up with the front lines. will you go back in six months and tell us the progress from today?. >> i would be glad to. >> inc's for joining us. [applause] >> my favorite line is
1:31 am
1:32 am
could get help the for that opportunity to get their teeth taken care of. >> selfie smiles how you begin to reach people on the street. >> f with the confidence that theyb, have to make such a big difference in their life. >> you know, that power it is this mile inside if they feel they can smile they have the ability to do anything. >> now to welcome to the axios stage republican cassidy en axios en dr.
1:33 am
[applause] said in the neck in my last line of the campaign trail with your less than 50 or over 50 you get the joke. >> do you support the compromise?. >> the lady obama administration ruled unconstitutional by a federal judge trump said he would not do that. those that begin to lower the cost of health care
1:34 am
needs to be something done more permanently end at the same time with dole endorsement approach for the long term. >> will this become what?. >> if things go. and with your own plan?. >> to set the stage tell us what happened. >> to have the yes or no answer and with cassidy:zoe's to implement the state's cafes program of
1:35 am
the block grants are topsy-turvy but that is not what they have been doing. and it is already topsy-turvy. so to envision that to block grant the states and to socialize that with the other party nobody was interested. the republican leadership field tot put together and alternative so now if you say to the $0.1 consider her as say janitor i would say no but at itsh core given the
1:36 am
option to do that i would say no. monday other hand to work 18 hours a day seven days a week don't have a chance to push back from the left so then decrease -- clearly senator mccain's criticism did not go to the committee process in i did not control the it. >> in retrospect. >> what did you learn with such a massive change?. >> that those is failing to do things differently. >> so what you learn about what works and what doesn't?
1:37 am
the mexican people will push back like this john podesta a group so of course, they had all these people becoming uninsured and rigo it through the chip program and there would not have the and the falloff but then having it for 20 we have before 10. so low there are people that will push back and that will be echoed by others. >> so talk about reality all kinds of projections for pre-existing conditions are
1:38 am
tucked in and the republicans but if more states are the equivalent have more control than they are worse off. >> i would disagree so if youwh cannot trust the government. the people have to be protected with those governors even if not up for reelection. now i see that because we specifically said that if the state wishes to do something different without a waiver than there must show, i don't remember exactly but it with
1:39 am
preexisting conditions. but the waivers have to show themselves you could argue there is a liberal but that is basically a language that we have. if somebody here on the individual market with a family of free -- three you cannot afford those policies. who with that premium with $45,000 a year. that is affordable where the family with the pre-existing? of course not the fact check to me but it turns out playwright -- i am
1:40 am
right. >> now i have the 302nd and sell by. >> this total is $46,000. but under our conditions that is affordable if you repeal if you replace how does the g.o.p. figure out where to draw the line? that that is echoed by the left. if you think about what was proposed allowing the states of automatic enrollment.
1:41 am
1:42 am
coverage but those that did not. so 78 percent of those households have adjusted gross income of $50,000. for those to afford insurance under the status quo. you plan to revise this plan?. >> year but there should have been a better process but. >> but that is a function the failure to give as to the end of september to put it together but no committee
1:43 am
hearings. the under grand cassidy there were billions more that care for working families. to take those in virginia that expands coverage for the working uninsured. and toey give billions more people said this is a partisan bill but also to list maine, florida, wisconsin and indiana that would do far better under gramm cassidy and status quo pro so mostly the same players.
1:44 am
1:45 am
born with a congenital heartrt disease with a retired breast cancer surgeon. and the doctor really realize the child was blue they quickly made bad diagnosis to know he would die. the baby was on its way to a cannot relate to that emotional response? and i think that first episode we should have a t test to find the terms of the bank that was so positive. and said i wish he had. not to confront head you
1:46 am
talk to lou jimmy kimmel? we will make that happen. under gramm cassidy texas or florida or mainer indiana that would now have access to of billions of dollars for those to help purchase insurance selected the coverage of jimmy kimmel statements support at the capitol?. >> democrats really were not reporting any s way. end ofof story. and when i was trying to push cassidy collins. >>.
1:47 am
1:48 am
democratic senators to support your plan?. >> how do i have a senator like senator keen to get billions more of resources to support our plan?. >> and those with our plan and to go through earlier from blue states to read. >> but the blue states will end up with far more money in the red states growing over time. by the way including virginia or missouri or made or florida sorry also reject the implication it is partisan.
1:49 am
so under gramm cassidy massachusetts was held harmless for a couple of states did have money relative tohe trump. >> should the federal taxpayer beyond the hook the matter what they pass on? with a high cost a deliberatelyib puts into the system should the federal taxpayers subsidize those decisions?. >> there is no hope for controlling health care costs. with those special deals with the federal taxpayer should have the ability to say there should be a cap on how much is going how. and one more thing with
1:50 am
those penalties of gramm cassidy with the employer mandate if you reimpose those penalties to subsidize that system. to reinstitute that feed that would be lost under the executive action. he would use that to subsidize the policy. california doesn't have to lose the resources but just not give them to the federal government. > so you will stay here at ground zero come back in six months to up data some progress spec absolutely.
1:51 am
>> yoda the big lsu fan. >> with low volume could sit there to rub shoulders with people i disagreegr with and who cares? we should set politics aside. [applause] now we will hear from the vice president of governmental relations phoned delta dental i will be right back. >>. >> this is the part of get ready.ss
1:52 am
sooty moved by the video because it to me captures to we are and what we care about. also with the dental b care and needs to include oral health. those then are a critical part of those debates around health care legislation to from the kaiser foundation more than one-quarter of adultsts do to cause. research and the institute of medicine with a critical component and has a positive effect with the social and medical impact with diseases of children is substantial. to be healthy and happy with
1:53 am
the dental benefits everybody needs the votes and health care reform discussion is a part of the conversation they achieve optimal overall health. the largest and most experienced provider in the u.s. we believe delta dental is the perfect partner in helping to achieve optimal overall health because we live and breathe a little help that is our only priority. said to have an exciting opportunity to elevate the issue in this will hold early next year. now will handle back over to mike. [applause] thanks for making this possible know it is our honor to welcome to the
1:54 am
axios stayed chairman alexander. >> senator alexander. >> caitlin just whispered you just up the phone with president trump. >> he called me to say no. one he wanted to be encouraging about the bipartisanbo agreement that senator murray and i announced yesterday and number three will focus on tax reform. so i was thinking this morning but in september
1:55 am
against the advice of paul ryan saw the senate could consider the cassidy gramm bill he completely engineered the bipartisan agreement and he called me twice with that bipartisan agreement for the short term and then to check again this morning. >> a thing he wants to reserve his options. we have a number of republican and democratic senatorsdu to introduce the bill on thursday or put it on the senate floor, then
1:56 am
see where it goes from there. my guess it is a set of discussions will passs before the end of the year my experience is the most ideal is fail for lack of the idea this is a carefully thought out compromises that hasn't been advanced in eight years. and then that he encouraged me to do do it. and then to add something to that to make it part of a larger negotiation. >> so to indicate he was inclined?.
1:57 am
>>as we just introduced yesterday afternoon. i was impressed with the fact with that gramm cassidy bill for example, with repealed and replaced does not take effect through 20/20 so what about in the meantime? by skyrocketing premiums per barrel to with those caught sharing payments and that is a four-lane highway. and there is a gap here only to fill the by the bipartisan agreement and
1:58 am
then sometimes those questions and then tell us about that. >> i think i just did is september he clear the way s to deal with the cassidy bill to recognize there is a gap in he worked with me to work with patty murray. >> could you believe with his big goal what he tries to achieve?. >> to move more decisions of the of washington back to the states so people have more choices and lower prices. >> 80% of the dispute and by
1:59 am
the way period four steps in the agreement in those steps that we had been eight years though democrats have things also but you don't get a conservative win without the result of we have not had any results. a lot of lost votes that is not a conservative victory. >>. >>. >> kent full-blown repeal and replace? sova per senator cassidy to introduce the bill.

to whatever comes next is something that insurance companies can easily plan for. 2018 is set but they would now have 2018 to make the rate. what we would do is find a mechanism to make sure consumers get the benefit of the cost-sharing payments in 2018, not the insurance companies and in 2019, consumers automatically will get the benefits. i would expect if we pass the agreement before the end of the year it will have an effect in 2018 and it won't go up as much and then the rates will go down. >> are of the great minds of the republican party, someone actually knows the country as you look ahead to a tough midterm election next year do
2:02 am
you support the repeal and replace or do you not 100% >> we announced an agreement yesterday i went to get something done wireline here. we did that with no child left behind and that is as "the wall street journal" said the biggest evolution of the state in 25 years to was the result and i don't know if we get elected or not elected based on that, but i would like to see us succeed on changing the affordable care act anand there's a variety of wayso do it. it. it. we have short-term agreements to start with, the executive orders are another way. but we do need to take a new look at the affordable care act and i would like to see the power moved back to the states. i think that would -- i don't know what the effects of that would be in the november elections but it's what we ought to
