the senate finance bill repealing the individual health care mandate added to the tax package. following his remarks in the senate floor we will hear from arkansas republican senator tom cotton. >> the democratic leader. >> i ask unanimous consent consent the corn be dispensed with. mr. president the republican tax plan even before yesterday would exacerbate income equality at a time when is already spiraling out of control helping the rich get richer and corporations get bigger while the middle class is left stuck in neutral. many millions of middle-class families would wind up paying higher taxes at the end of the day. 13 million in 2019 and 20 million in 2027 under the senate plan. that's the wrong approach for our economy. american family deserves tax -- because it concentrates more of

our world at the very top just what the american people don't want that many of those who fund the republican party do. most of my colleagues and most of the american people that isn't enough to oppose the bill and the american people to buy large numbers of yesterday republicans made to last-minute changes to their bill could make it even worse. first, republicans decided to throw the mother of all monkey wrenches into the bill repealing the individual mandate. my friend the majority leader called this provision helpful to the bill because it raises revenue. i would remind him and all of my republican colleagues that they are nonpartisan congressional budget office said it would lead to 13 million fewer americans with health insurance. so, taking 13 million people off of health insurance, give tax cuts to the wealthy and also

according to cbo it would lead to a 10% increase in premiums. eachch year they would be 10% higher than they otherwise would be so a republican bill would raise the premiums on average americans health care bright and% so we can give the wealthy a tax-cut. it's the same thing they did in the health care bill and tell the public outrage forced them to back off and of course it lost and they are doing it again because the republican belief is reduce the health care safety net for middle-class americans so they they can give more tax cuts to the wealthiest and most powerful amongstea us. younger healthier people if republicans have their plan would flee the market making the risk pool older and sicker. if you are 50 to 64 this is bad news for you.

that's why the aarp is against thisga bill and they said yesterday they announced a new change. i would remind my republican colleagues that the provision raises 400 toy in dollars in revenues because it throws americans off insurance. $179 billion alone because people wouldn't sign up for medicaid. the republican bill takes $400 billion out of health care and gives it to the wealthy and the powerful for even more tax breaks. does any american support back? a handful, maybe. it seems a lot of people in this chamber might. so, when the republicans say this provision in their bill is helpful they don't mean it's helpful to americans. they help republicans in the

senate give a larger tax break to the rich but if hurts millions of americans seeking affordable health insurance. many will lose insurance, many more will pay an increase in their premiums while promising to make premiums lower. one other point some on the other side say the he willing to pass the bipartisan alexander buried health compromise after they repeal the individual mandate. i tell my colleagues that won't work. you don't attempt to blow up the health care system and then say we are going to make a few tweaks to make it better. we are not falling for that. you shouldn't either my republican friends. they are completely contradictory ideas. alexander murray is meant to stabilize markets and lower m premiums. the republican plan d stabilizes markets in raises premiums in a

way that alexander murray could never repair. furthermore alexander murray would not survive under the rules of reconciliation. too many of its provisions are under the health committee not the finance committee so anyone who thinks they can justify the changes that the majority leader has said he will put in thepu bl i say okay with little past murray alexander is wrong on the substance and wrong on the politics because it won't pass. at that point when it was negotiated alexander murray, when alexander murray was to go she did it was a good debate by the chairman and the ranking member of the health committee is a compromise health care bill. the republicans cannot expect to pass their own separate ideological health care provision and then turn around and ask democrats to vote to pass murray alexander.

again you can create major injury to the health care system and hurt millions and then say please give us theth band-aid. that is not what's going to happen and that's not the right thing to do. any republican senator who thinks they can pass the individual mandate and then turn around and get murray alexander past is dead wrong. it's c clear that the trade-offt the center of the republican policy agenda is back. cutting healthth care in order o fund tax giveaways to the very wealthy and a the very powerful. democrats won't go for it so that's one reason this provision is bad. the second change that the republicans made to their tax bill-- was to have and this is e second problem with changes the republicans have offered. the second change the republicans made to their tax

bill was to have many of their tax provisions for individuals expire while corporate breaks remain permanent. with this new proposal republicans have put themselves between a rock and a hard place. the provisions for individuals that help individuals and not the stuff of them help middle-class folks expire by . .. but the second is they had a huge deficit problem. they had to figure out where to reduce the deficit. and so they took it out on the crumbs that they gave to the middle class in the earlier years in this bill. well, one of two things will happen. some of our republican

colleagues say don't worry, we'll extend the middle-class tax cuts after 2025. that will create a huge deficit. so i say to my colleagues, particularly the deficit hawks, particularly the deficit hawks, >> you can have it both ways. you cannot say were going to protect the middle class and reduce the deficit. this bill is a deficit budget buster. we know what will happen. we know the deficit will skyrocket after 2025. we cannot allow the tricks that are put into the spell to

dissuade us from the fact that this bill will dramatically increase the deficit. there are two problems with the tax bill. one is inside the confines of the bill i one is with the public after the bill passes, should it pass which i think it won't. inside republicans are stuck between raising taxes on millions of middle-class families are busting deficit. there's no choice. you can have it both ways. the bill is a dramatic of being between a rock and a hard choices. raise taxes on the middle class were dramatically increase the deficit. if outside the both the public republicans have a dilemma.

they don't pass the do they look unable to govern and that's with motivating most of my colleagues. but if they pass it there will be public outrage and they will pay a real price in 2018. they know it. so they have to bad choices. outside the confines of the bill. our colleagues can failed to pass a bill and look unable to govern or pass it dramatically unpopular and pay a price at the polls. these are not enviable choices. my republican friends will not be able to slip out. the upon one part they tighten another. the reason they are caught in this situation they have elected time again to pass up

bipartisanship. passing legislation like this with out bipartisanship -- it can demand the very wealthy are they will vote for the bill. that gives the republicans a difficult choice. for the middle class or blowhole and deficit. on the other hand, if our colleagues had worked with us the freedom caucus would have to say. they went have the boat votes to kill the bill because third have democratic support. passing legislation of this magnitude is divisive and demanding. this meant those that produce legislation that appeals to only a small number of americans and

probably even a minority of republicans. were divided country. legislation is crafted to appease the extremes of only one party. it will never be popular with the american people. that's why we should pursue bipartisan legislation. both accepting a credit of success. the american people are clamoring for us to work together. that doesn't mean a bill crafted behind closed stores which says democrats take a high. so i say there's a way out of this mess. it's simple. come to work with democrats on a real bipartisan reform bill.

you won't have to choose between blowing up the deficit and hurting the middle class. you don't have to choose between unpopular legislation. we can produce legislation thorny issues that will receive bipartisan support to improve the condition of working and middle-class americans. let's give it a try the choices you're giving now you will regret. i yield the floor. >> the clerk will call the role. >> mr. president, i'm glad you're here to replace the presiding officer of the senate. the maple back the curtain, it's a proven presiding officer duty not privilege or honor, reserved for the young senators it also means that you have to listen to

court upheld it is attacks. i'm willing to bet the democratic leader issued a statement in the summer 2012 applauding that decision which held it is attacks. it is collected on your 1040. collected by the irs. secondly the claim that 13 million americans will lose their insurance if we repeal the mandate. two thirds want us to repeal it in second think about what it does. it doesn't cut a single dime out of medicaid or insurance for people on the exchanges. it doesn't change a single regulation of obama care. says the irs can't find you the

insurance obama care made unaffordable in the first place. today if you can afford it the irs will find you up to $2000 a year. that goes up every year. for the five out of six households who pay that fine make less than the median income. it's a direct tax on working families and poor people. they can't afford the insurance obama care made unaffordable. in arkansas that's 55000 families who have to go without having health insurance who now have to pay a fine. that's why two thirds of the american people want us to repeal since the day the law was passed. that's why were going to repeal that mandate.

meanwhile it will pay for tax relief. we can bring rates down for all of the families, preserve more deductions and credits to make ends meet. help them be more generous to the local church or charities. help offset the cost of property your state and local income taxes all because we will repeal the hated obama care mandate. if you don't have anything better to do turn on c-span and watch the senate finance committee. say 13 million people will lose their insurance. we are repealing the most hated tax of obama care and giving
