>> the office of management and budget delivered president trump's ten year budget blueprint to capitol hill. the white house proposes increasing defense spending and making cuts to some social programs. the trump administration projects there would be a $450 billion deficit in 2027. back at the white house president trump hosted a meeting on one of his budget priorities, infrastructure spending. the plan includes $200 billion in federal funds for infrastructure. it also calls for new investments in rural parker, particularly broadband internet access as well as cutting regulatory barriers and streamlining the permitting process for new projects. [applause] [applause]

[applause] >> thank you very much. thank you everybody. it's a great honor to have everybody with us. we have some very exciting things to be talking about, things you been waiting for a long time for many, many years. now let's see how badly you wanted. if you want badly are going to get it and if you don't that's okay with me too. we have to rebuild our infrastructure. i said this morning, we have spent $7 trillion in the middle east. what a mistake. it is what it is is what i took over we are trying to

build roads and bridges and fix bridges that are falling down and we have a hard time getting money. think of that. as a couple months ago, $7 trillion in the middle east and the middle east is far worse now than it was 17 years ago when they went in. they not so intelligently went in. i'm being nice. it's a very sad thing for the budget was recently passed and the reason it was passed is because of our military. our military was totally depleted and we will have a military like we've never had before. we will have an incredible military. to me that means a couple of things. number one it means jobs and number one amine safety and security. without the military, and we may have very strong views on

spending, which i have, but without the military it's possible there's no reason for us to be meeting. maybe we wouldn't be here. we will have the strongest military we've ever had by far. we are increasing arsenals of virtually every weapon, modernizing and crating brand-new nuclear force and frankly we have to do it because others are doing it. if they stop we will stop. they are not stopping so if they're not going to stop will be so far ahead of everybody else in nuclear like that never seen before. i hope they stop and if they stop we will stop. frankly a bike to get rid of a lot of them. if they want to do that we will go along with them. we will be the way and go along with them. we will have a nuclear force that will be absolutely modernized and brand-new and hopefully we will never have to use it and hopefully we can reduce it in the years ahead and that depends on what other people are going to be doing. we will always be number one in that category as long as

i'm president. will be far in excess of anybody else. i'm honored to be here with the governors, with county executives and mayors from around the country, secretary child, secretary's inky, secretary ross, administrator pruitt, thank you for joining us. we are here to address the critical need to rebuild the crumbling of the structure and one understands the people understand better the most hopefully better than anybody that the problem of the states have been local leaders have with funding the infrastructure is renders and we will build and maintain. they want to see us take care of their infrastructure. companies say they to take

trucks from los angeles to new york. now they bring from l.a. to new york in this tremendous damage to their trucks because our roads are in bad shape. we will get the roads in great shape. that's important. will make our infrastructure modernized and we are way behind schedule. we are way behind other countries but we always led the way for many years. then a number of decades ago it slowed down and over the last eight years and 15 years, to be honest, it has come to a halt. this morning i submitted legislative principles to congress that will spur the biggest and boldest infrastructure investment in american history. the framework will generate an unprecedented 1.5 - $1.7 trillion investment in american infrastructure. we will have a lot of public, private and that way gets done on time on budget. it will speed the permit approval process from ten years to two years and maybe even to one year.

when we give you, as governors and mayors and people representing a great state, we give you money and you can't get your approvals, i guess we have to take that money back or you won't build. some of your sitting around the table, some of the governors you will get those permits. others i see couples around the table, i don't think they will get their permit so fast. you will have to get it or you will be able to build. we can't give you money and you will take 1 15 years to get a permit. in one state it took 17 years to get a basic permit and the cost was many times what was supposed to be. we can't have that. we want you to get going. from a federal standpoint, environmentally and everything, we have to do, i see scott is here. we will get your permits very quickly. it provides $50 billion for rural infrastructure who have really been left out. the role folks have been left out, including broadband internet access which they don't have, and they want it.

the farmers wanted. will be created thousands of jobs and increased training for great american workers. it returns power to the state and local governments who know best what their people need, washington will no longer be a roadblock to progress. washington will be your partner. there's a lot of money, up to $1.7 trillion. that's bigger than people thought. we'll have a lot of great people working. we'll also have great companies investing and building. they will build for you because sometimes the states aren't able to do it like we can do it or like other people can do it or like i used to do it when i did. [inaudible] it was seven years they couldn't get it built. i did it in a few months at a much smaller price. they had invested $12 million in building an ice skating

rink in the middle of central park. someone told me about this the other day, they never forgotten it. it was a big deal of time. it took many years and they were unable to open it. i said you know, i'd like to be able to have my daughter go ice-skating sometime before she doesn't want to ice skate and i got involved and i did it in a few months and we did it for a tiny fraction of the cost. it's really no different with the roadway were bridge or tunnel or any of the things we will be fixing. the returns of money and investment to the states and local government will be incredible. nobody knows better than you people, where you want the money invested. that's the other thing for the federal government to say this is what we want you to do in wisconsin, you know exactly

where you want to do it new jenna great job, by the way, but you know exactly where the money is going. how is your new company that's opening up? of a doing okay. that was a big one. it's moving along, right? they make the apple iphone and i said for a long time i want those companies to be making the product here. they went to wisconsin and scott did a fantastic job of presentation. i saw a site i (i said that was an old auto site and i was with the head of the company, great businessman and i said that's a great site for you in wisconsin and i hear that's really going. you've done a fantastic job. this is a common sense and bipartisan plan that every member of congress should support. i look forward to working with them and we will get the american people roads fixed and bridges fixed and if for any reason they don't want to support it, that will be up to them. what was very important to me was the military and the tax

cuts and regulation. this is of great importance, but it's not nearly in that category. the states will have to do it themselves if we don't do it. i would like to help the state out and we are doing that with a very big investment. one thing important message i mention it in the budget we took care of the military like it's never been taken care of before. general mattis called me and said wow, i can't believe we got everything we wanted. i said that's right but we want no excuses. we want you to buy twice what you thought at half the price. twice as many planes for half the price. believe me, we can do a lot because the procurement process is very outdated, to put it nicely. :

but we have to have democrats support for daca. we didn't want it in the big budget because it would get mixed up with all of the other things so now if we have our military taken care of and we start very serious talks today and i can tell you speaking for the republican party we would love to do daca and get it done. we want border security and the other of them once you know about, the visa lottery you know about, but we think there's a good chance of getting it done

if the democrats are serious and want to do it. we didn't get one vote for the tax cuts that were unbelievably popular. popular. popular. what a surpris is a surprise isg companies stepped up millions of people knew that was just the beginning so we didn't get one democratic vote and i think that is a big political problem. they are going around saying they made a mistake. unemployment is that virtually record lows, hispanic unemployment is at the lowest level in recorded history. i just want to end by saying we

will have a few of you make statements and then we will stay around and if you want we can have the press leave immediately. you will be the first speaker so if you want to say a few words, thank you everybody. you either would'v give to a moo with your to help us announce here as i mentioned and many of the folks assembled here today. there's a 10 billion-dollar investment or $3 billion with an

incentive. they had a 24 billion-dollar investment in our state and transportation infrastructure that's about $3 billion more than the previous year's. it's interstate 94 from the state line and all the way up to the largest county.

it's done for eight months time on a time schedule that we are on. when you were coming in a. in terms of these oral areas as you know that is going to be taken care we are spending a great deal of money by bad it is

only fair. and they want it and know how to use it and we are going to get it. how many jobs will be created because of the cuts? >> about 45,000 in total. everybody wanted to cut and they weren't going to come to this country. iit was exactly which are talkig about today.

it's not only for construction but then high-tech advanced manufacturing. this is going to be a whole new way for us so we have to help people and recruit from other states as well. they told me the other day that you were really great. the state of wisconsin. i'm not surprised but they did a great job. thank you very much. adding on to that, i told tim cook during the campaign before i was elected i don't know if i'm going to make it or not but if you do, you've got to build some plans i won't consider this a great success for big plans i see over chin all over china anr places but in particular china. hopefully you are going to build

them here and he gave us a big surprise, $350 billion, not million, 350 million would have been a nice plan, but he's going to invest $350 billion of which he's taking $245 billion back. the number has gotten larger. they are bringing billions of dollars back into the country that apple is bringing up $240 billion back in. it is beyond anything that was not possible. so that a is a whole different world out there.

i would like to thank you for all that you've done including the states and the governor said commissioners to be part of the conversation certainly something that did not exist in the previous administration and because of that, we are at the table when able to give our different ideas on how they impact our states. i'm very grateful for that point of view and the willingness to allow us to participate. also, i know that the tax reform that has taken place is bringing millions of dollars more into the state and with that comes the economic growth. it is to bring facebook and the

investment they brought with a thousand construction jobs and they've been preparing for those additional jobs with our community colleges and our two year institutions and vocational schools. they are a big piece of the national security and natural resources and new mexico. what we are developing in the sector as well as the military bases and the natural lab is now requiring the four lanes because part of the state is so big and blooming. it can be very dangerous and

also we have to waste infrastructure prograplacedinfre southeastern part of the state bringing waste from the northern part of the state for the southeastern part of the state. we've been insisting on that for the last several years because we don't want a single source of funding taking care of our nee needs. what is the city and county putting in and what is the state putting in that together we can begin the project.

we are going to charge countries outside of our countries that take advantage of the united states. some of them are so-called allies tha but they are not alls on trade. they will send in the propaganda we won't charge them anything. we are going to be doing a reciprocal tax and you will hear about that during the weekend the coming months. that's not fair when we are taken advantage of. renegotiating now. they are doing a fantastic job on that and hopefully the renegotiation will be successf

successful. they will either treat us right or have to do business a little bit different. we cannot continue to be taken advantage of a. they charge us tremendous tariffs and taxes and we charge them with a. we have an incredible country

that we can't let that happen and it's really affecting the workers and everything. i would like to have a county and miami-dade say a few words and a lot of progress being made there also. >> you would appreciate the gridlock that we are experiencing. gridlock could be one of the tractors to an economic investment. it allowed us to create transit oriented workforce housing issues and resiliency issues.

the environmental regulatory process delays our ability to deliver projects and i will tell you what i consider a horror story. manmany that we are examining nw that we would like to extend the transit system have been studied since 1970. i was in elementary school at the time that this was being talked about. that plumber or carpenter who loses jobs because he can't get to the final point and he only gets to three and the other to go to somebody else. >> we will get you the federal retirement and the environment environmental, we will ge look m to you so fast your head will spin.

our boar board of county commisn and our mayor and governor in the state of florida and elected officials haven't bought into the fact we haven't allowed the projects to be delayed four or five years. i said this earlier meeting as a group privately. they are now being built and you have one situation that is going to be solved very soon but 48,000 jobs in the two big pipelines are going to be dead for years.

you will probably know that. so i think that is a good incentive.

[inaudible] i can tell you more about that, 2500 employees. it was destroyed by katrina in august of 2005 in the surge completely destroyed. it's a remarkable fiber and plant but we've got to have that highway 49 which is a farm road. it's a narrow dangerous road with 69 or 59 red lights between jackson.

it's manufacturing 70% of the navy's warships. >> how are you doing that for promoting. after katrina we were able to compress the permit.

it's going to be the catalyst that will change the state of mississippi. i know the dynamic effort that you're going to put into your team. in mississippi it is very inspiring to a lot of people, so congratulations. >> would you like to say a few words.

i'm glad to be here representing a 20,00with 20,000 people and te talked about the states. this could come as no better time to help us develop through economic development and create jobs.

a lot of this money is going to transportation so you become the big power that you always are. could you talk about the environment and how we maintained a perfectly better than ever environment quickly. that is water infrastructure and we think that the safe drinking water in small towns and counties across the country that need investments with respect to

the water treatment facility and this is a major part of the package. i want to echo what was said earlier we are looking at permitting at the end of 2018 that we will process each one up and down within six months and that combined with the changes we are making in the legislation has a period of two years and it is radically going to transform how we see the investment in this package. the leadership has been extraordinary into the cabinets work very well together. >> thank you very much and i know that when we are finished with the meeting publicly you won't see it for some reason. at the white house has been

working together on putting together a plan and we worked with many mayors and commissioners, governors i and e room and legislators. what would you like to say that the interest rates. the infrastructure is so important i would like to start by thanking you for what you're doing with our military. as you use the finest warships and submarines and have the largest naval base right there. the infrastructure is so important to us i think you mentioned rural virginia and

obviously broadband is very important to us. we are in the process that we need to stretch the channels to 55 feet wide. that's it i when the process foy years. >> we are ready to get it done. >> just put it high on the list. >> good luck with everything. i think you are going to did a great job. very important as what you said about the port. i've been hearing about it for many years and i heard it could be one of the greatest sports of the world and you can never get the dredging permits. hopefully you will get them quickly.

>> we are looking forward to playing a big role in the projects. we hope all of you will have a good deal of the transformative. with countries coming in and taking advantage of the country i assume. a reciprocal tax. how do you feel about that >> we gave back so much unilaterally that a lot of these trade things are self-inflicted wounds. we volunteer concessions that

might have been a good policy when we had to rebuild europe and asia, but that is a long time ago in the concessions that are singularly inappropriate now. when i look at some of the trade deals i say how could this have happened if the truth is that it wait waslaziness. after world war ii we helped germany and the korean war and south korea. we helped everybody and nobody changed. they had no money, and the agreements basically stayed the way they were and they became wealthy an and they could pay a tremendous amount and they could pay us back but nothing happened at the reason is because number one, no imagination. number two, the people that were in my office and other offices would leave the and let it go but we are not going to be letting it go because it has truly affected the country when we have $21 trillion in debt, we

are not going to let that go. when people want to send their cars into our country but they won't accept our cars and so many others it is a big category. we can't do that. we will no longer do it. i will tell you that. i would like to ask bill to say a few words. i would never use the word progressive. the. there is a whole different attitude today than whe then whe talked with your department instead of here's what's best.

transportation infrastructure is without question the fundamental response ability of the government nobody can build around interstate system nobody can build their own network. we are very encouraged. we combined the largest tax cut in history. we are quickly getting behind the rest of the world. this is a very sexy subject. the media doesn't find it sexy. i was always a builder and knew how to build on time and on budget and that's what we want

here. i very much appreciate that bill, but tennessee is doing a good job and the i looked at the numbers yesterday. thank the entire team has been helpful in communicating for the last several bob is. that is how it is reflected in

your budget. it starts in columbia south carolina. and the american cities we have the same tax rate. we created an environment. we had a massive event in columbia south carolina and it happens to our canal so we will spend some time raising that at the top of the priority as we are working with this but again

in talking about the expedited nature of the plan. in the dialog the public pensions are very interested. the areas that have military to be greatly affected in a positive way because the number that we are able to get 700 billion again that is the key. i wanted to give away certain money and some of it i considered to be terrible. but we needed 60 votes. we needed 60 votes, so in order to get the military taken care of, which to me is number one by far. we did that come about as areas that are heavy on the military

and you will see a tremendous difference. when i was in the private sector i used to get listings all the time from military force and i used to say to myself this is ten years ago and five years ago. how can we be selling so much. we are going to be expanding ones that we have that will be a tremendous impact in one of the other things is jobs. we are going to be building this equipment.

a. i don't want to say from which country specifically there is one. so we are giving you money to buy military equipment and you buy military equipment in another country. how does that work? when it comes to transportation i know everybody is aware.

after 40 years of planning and approvals permitting [inaudible] get the price down a little bit. [laughter]

we have a small country bridges. my oldest daughter is finished middle school to high school and is graduating into the united states naval academy, but she's finished both of the things that we haven't even started. >> we are going to build a new bridge or renovate? >> because of the historical process. the permitting process that you are talking about. >> you've been doing this for years and it's been a very unpleasant process.

there is a high number of bridges that are considered to be unsafe and yet they are being used and i don't want to see tragedies and see it happen. they need some fixing or they are going to go down. they rip out a road or highway. they will put beautiful new asphalt and after they don't get started to settle all over the place.

maybe it was another fun and maybe with this one but i would like to see the proper resurfacing, and medians. i would like to see a competitor to the one that makes the grad grades. within two weeks of this band and corroded and terrible. i want the salesman that represents the company and the united states of america. to come up with an alternative that looks like aluminum or publicly cheap steel. that's when it gets hot, it bends and when it did gets cold

if bends. i never understood why they didn't come up with a better system. somebody should come up with a better system and that's so thank you very much. >> what would you like to say? [inaudible] >> i was starting to make my comment for recognizing the importance of rural america. we have 2.7% unemployment in the

state of iowa, a great historical low and we need the best skills we can possibly have for training the workforce is going to be a part of it. but one of the things i heard mentioned, and i'd like to add that they have the important modernization to be critical to the midwest and moving on and agricultural products. >> we have bee planned as you k. >> we do have one of those interchanges with about 200 deaths that have been suffered and 380 on the air interchange. >> you have a lot of intersections where people die because they can't get a permit and it's just crazy. i would like you to make that first priority when you say there's one in particular and i heard about it in iowa, it is a particularly dangerous

intersection and his accidents all the time and with a slight difference in design you can get the permit very easily. we have to get it done so i would like that to be a priority. >> we appreciate it. it's a big deal in iowa, too. cedar rapids had a terrible flood, they have a wonderful project, they have a lot of private dollars ready to be invested so the new mayor is with us today and i know that is priority for him. >> on behalf of everyone here, obviously you've taken an enormous interest to make sure we have a great plan. everyone can see how much interest you have. they are going to be digesting it and it won't come as anything new to them. working with the senate and house for the last month or two so they know exactly what's coming we are off to a great

start to a. this is one that you have to get a little plush. thank you all very much i appreciate it. [applause]
