department spending velvet 90. one of the main priorities of the house in the phil versus the vain attempt request? >> it's a close on the same issues but were looking at the same military strength as opposed of over 15000 and looking at the same level in military pay raise was up 2.6%. generally the same level of funding. it's lower than what the ministration asks more so we've already got a note from omb director, mick bailey, showing that he wants to see those operations maintenance fully restored. it is pretty clear that the two places that we've already seen the ministration send a note over saying they would like to see corrected this bill would purchase two extra combat ships of purchase of over almost a billion dollars saying it's not what we asked for but it's money better spent elsewhere.

they also talk about reauthorizing the program and aircraft surveillance and it's another $6 million and minor things in the larger scope that is in line with what the administration is looking for. >> reading your report military .com the article headline more troops and aircraft and here's what house appropriators belong to the fy 19 budget and you quote him as saying last year we took the big step two rebuilding the military and this is the second set. whether the proposed payments to the military we're seeing in the germans bill? >> when she said that she's talking generally about this rebuilding the military which we've heard from trump and so much from republicans. we are talking about healthy increases over fiscal 18 spending and another $16 billion and were talking about continued

and strength growth. to see more soldiers, more sailors and more airmen in this. we're scenery investment in accounts that started to get thinner in recent years. a lot of this goes to the issue of sequestration and t budget caps and how much the defense department has felt restrained by them in recent years and how much they been able to buy new equipment to get german. we will see a big boost in purchases like the f35 and combat vehicles. lawmakers are hoping that will go further next year and be able to get around the spending caps and continue on this path. >> the lines have been clearly drawn in terms of the provision in the bill there are 100 amendments have been filed on the rules committee and two days of debate and least expected next week what is your focus non- in next week's debate. >> the biggest one in the biggest debate on the floor and every topic is immigration but

we seem quite a few of those amendments dealing with restrictions on money been used for national guard operations on the southern border or money that may be connected to housing migrants on military bases and some of the questions about whether or not jack offices will be assigned to deal with immigration cases have to see cases next week were those are moved and how much is immigration debate is over in defense of patients. also, couple interting issues like agenda policy and ways to undo the trump administration restrictions on transgender individuals and there's ongoing fight with lawmakers and military overselling f352 turkey and a lot of concerns about turkey's latest actions in the region and with that country. it will be good to restrict the sales to them.

>> they said late in the week democrats were shut out of the immigration not the debate but creating the bill. how about on the defense spending bill and how did democrats in general feel about it? did you get a say in this bill customer. >> in the approach of patients subcommittee or upper patients committee there was not as much consternation but some back-and-forth and there's hoping measures that they could have a foresight in the markup of this but it has not been as polarizing as it's been in years past. a large part of that is the fact that lawmakers have already agreed on the top line defense spending for this year and was part of the to your budget agreement. >> always seen in past years as back-and-forth over just how much money will go to the fence and just how much money will go to other nondefense programs in the budget and this year that is settled and across the board not just on this but on the defense authorization bill and a lot of those debates have been muted.

>> where is the process of the defense spending bill in the arctic? >> a little behind still trying to move their operations bill along and we've seen a handful of the provision spells starting to move and will have a vote early next week on the veterans affairs and military contraction bill and what package related to that which incorporates some of those military spending. the goal of lawmakers is to try to move these more quickly than they have in the past intimately this is taken late in the year or even in this use case sometimes into the next calendar year and we are here from lawmakers is a we can get this done before the election and we think we can get it done before the start of the new fiscal year so we will see if they can do this time. >> deputy editor with monitor times and you can polyps reporting under, as well as lee

a change thank you for joining us. >> no, thank you. >> the c-span buses traveling across the country on our 50 capital store. the bus is on its 38 stop in juneau, alaska asking folks what's most important issue in alexa. >> what i think is the most important issue facing alaska right now is we are in the middle of a budget crisis. we are used to having money come in and as a result of more oil prices we are not getting that revenue that we are used to so there are other revenues that need to happen but it doesn't seem to be happening very fast. i think there is political reasons why people are afraid or worried about incrementing taxes but without additional revenue coming in the alaskans are facing a lot of crisis in areas and one is the opioid and substance abuse crisis. the more our economy goes down the more and more people get upset and aren't living their life in a way that they are happy with until the end up getting destitute and turning to self [inaudible] and that is a big crisis , too. >> i think the most important

issue is hunger and take care of children. installing to poverty and there was an we were at 40% of child hunger and food insecurity for children in the state a few years ago and we went down and now were going way back up. we have to stop giving all her money to the oil companies and start spending it on children for the future. >> one of our wishes and the state is the [inaudible] industry. it's a huge chunk of our economy and it has grown by leaps and bounds. were concerned about the ability to promote [inaudible] at a nationwide level especially with industries such as [inaudible] in our economy. >> as far as i can see from and i've been here a week in alaska and one of the big social service issues i see here in alaska is trying to combat what

needs to be a real issue the city sense a lot of them are actively seeking help but the ones that are seem to be moving from place to place looking for the different type eight they can get but it seems like one of the big issues is that homelessness and how we can combat it and find it in the states. >> i'm the executive director [inaudible] and from our perspective the most important thing in alaska is to get a long-term sustainable plan in place for our state which has ongoing revenue and outside of our nonrenewable resources and primarily because we need to stabilize education across the state. our educators need to feel that their funding which is the constitutional duty in alaska is a stable so they can legislate schools and most important for all of us is to educate our students and the best way to do that is a stable school.
