the great news that accounts for over 7 million jobs. there's no doubt that this farms bill is a jobs bill and is as the chairman said it's a national security bill. the conservation bill. the food security bill. it's also a bipartisan bill. with the strong support of the members of the agriculture attrition and forestry committees. i'm proud to be here with my friend and colleague of our committee chairman roberts and i would urge our colleagues to join us and swiftly passing this bill. thank you madam presint. >> the defense reporter rusty chua called the house considering the defense department spending bill. where the main priorities of the house verses what the presidents request help? >> guest: thanks for having me. the house bill in many way

proceeds with the pentagon or the president asked for her this defense bill most notably the house appropriations bill will approve funding for 93 of the f-35 joint strike fighter's. kay granger who is the texas congresswoman and the chair of the house appropriations subcommittee has said she wants to buy these planes as opposed to the pentagon's request of 77. if you buy them in bulk it makes those planes cheaper. ey happened to be at assembled at a lockheed-martin facility in her district but she's really looking for cost savings and also the bill approves 12 ships for the navy compared to the presidents request of 10. nmap will the appropriators have approved funding for two combat ships as opposed to the one that the president requested so it appears the ship the link communities in wisconsin and alabama will continue to be busy

because the senate appropriations defense subcommittee this morning passed their companion bill up to the full appropriations committee also including combat ships so in effect those will probably end up to be the final bill. >> host: you point out cade granger to chair the of the subcommittee on defense. what has been her view of the appropriations process so far for 2019 and her work with her ranking member? >> guest: i guess it's a little bit easier because of that budget passed back in the spring back i believe in march but congress passed and the president signed a two-year budget agreement for 2019 a plus.the funding for the pentagon. it's rarely allowed appropriators to get more of what they wanted and that showed when the house appropriations committee passed the bill out of the full committee on a 48-4

vote. >> host: as the debate gets underway in their 10030 amendments over 130 amendments only 24 be considered. at the first rule what are some of the key issues you are looking for an amendments that might come up under the second rule? >> guest: a couple of amendments will get the ball rolling. a democrat from caller -- california's mm that would increase the overall funding i believe by $5 billion. it's probably not going anywhere but back it's the ball rolling. the amendment that was i'm deeply interested in watching today is one from an arizona republican. two of her colleagues also republicans to reviewing an aircraft that she herself flew in the air force. she and this amendment wants to appropriate $163 million to rewind the military's existing fleet and that is something like

$65 billion over what the pentagon requested. that funding level however was authorized in the house's defense authorization bill. she is loewind the aircraft in the air force and that amendment will be on today. >> host: you write some of the democratic parties in the amendment process. democrats target defense bill for immigration and china debate. tell us about that. >> guest: there are more than a dozen amendments i believe that relate to present donald trump's immigration policies in some way or another. a handful of democrats in separate amendments would loan the military the defense department to the justice department. like i said the rationale behind that is those military attorneys

are not qualified to handle immigration cases and also we be taking resources away from the pentagon and putting them in a different federal agency. it will be interesting to see an atom schiff has an amendment that would ban any funding that would be used to build facilities to house migrant children and their families. also ruben gallego has an amendment that would ban any funding from going to build the border wall so the democrats have not covered all their bases in the amendment. whether or not they will be considered as another issue and on china as you mentioned ruben gallego a democrat a former marine has an amendment that would ban chinese telecom companies from doing any business with the pentagon and it would also ensure the

penalties that were initially imposed on the company earlier this year by the trump administration would remain in place so we will see if that's going anywhere or not so that will be interesting to see what they end up doing is those amendments. >> host: their concerns with immigration and the cte deal. i think democrats will vote when the final vote comes up on defense spending? >> guest: likely with the budget agreement that has really given republicans and democrats a lot of what they have wanted in this year's appropriations process so as i mentioned it passed out of committee 48-4 so m sure there'll be some democratic by and as well as there'll be some no votes but i would expect this would pass with democratic support. >> host: patrick kelley covers defense issues for "cq roll call." follow his reporting on line zika.com and on twitter at

patrick m. kelly. thanks for the update. at the white house today president trump posted republican lawmakers who serve on the house and senate appropriations committees. the president kicked off the meeting we reading a statement to the pre about the supreme court opposing the administration's travel ban. he also discussed immigration spending levels in the opioid abuse crisis.
