we promote free-market solutions to social and economic problems. >> with a history of the heartland institute? >> asserted the 80s and focuses exclusively in illinois, but throughout the years we've expanded to wear we have ongoing discussions with legislators in every stage of the union. we are the most red publications come from the heartland institute better vetted every state capital. >> you also put out "the patriot's toolbox." what is that about? >> .all of the great ideas for premarket ideas for state legislatures that they can use on 10 different areas. as a former state legislator myself as a 13 years in the state senate and always looking for materials for support, things to help us put together policy in the great thing at the hudson institute as you can work in 50 states and lives in 49, but say we want them then. "the patriot's toolbox" is
10:54 pm
flashed on the floor of the wisconsin state senate by a state senator who's running for governor and said the heartland institute has taken over the state of them. well, not quite, but the publication with source materials, research materials and make good free-market positions of free-market policies. >> if somebody picks up "the patriot's toolbox," what is one issue they will find in there? >> particularly with what happened with the odometer and failure of congress to rebuild, they never will based on the area. state legislators say we've got a problem out here. can we provide more access for folks in rural areas? let's promote therapy. how about folks on medicaid. how about health savings account, direct primary care. you can find education reform
10:55 pm
option. you can find options of how you grow your economy, balance your budget and find the solution to dirk -- in our "the patriot's toolbox." >> to miss washington? no. >> what happened in 2016? >> they didn't know what was going on out there for at least three election cycles. congress ran for office and never delivered. so finally the american people in 2016 said we've had enough with both establishments of both parties is that we will elect a politician in washington and that was donald trump. people ask me what my opinion of the president of the united states is. he's the only political candidate that's over performed. i didn't have the highest expectations but on issue after issue, especially those on the heart and institute, whether its environment, health care, donald trump has delivered. we've been promoting for years and so we are very excited with the results of donald trump
10:56 pm
residency. >> what year did you at congress? >> i left in 2016 as well. i was ushered out by the establishment a few months later they brought in the biggest thorn they've ever seen was donald trump. >> you lost to an establishment candidate? i did. the $2 million x amateur against me. 500,000 of that came from the u.s. chamber of commerce trying to take out a congressman. if one man can't make a difference, why are they so worried about one man? quite a roll and john boehner being retired early and he was part of the reason they came back after me. it's probably a good trade in the minds of most conservative libertarians. >> how did you feel its time and had how do you feel about it today?
10:57 pm
>> it's big money. plays a big role in politics. why? there's huge power in washington d.c. they thought at the time come the establishment thought they could take about paul gosar another is that somehow the house freedom caucus in june jordan and mark meadows would go away. that obviously didn't happen and they're a big player in washington promoting with conservatives and libertarians out of the federal government. >> congressman huelskamp, when was "the patriot's toolbox" first put out? it's been around quite a while. >> it has been. we are the third edition. but as with so many people in washington forget. not yourself, that many others. almost every day in state capital after state capital, they're wrestling with social problems. this is where you make a difference.
10:58 pm
let's give some support. they can just open up and say i had a hearing today on education and health care. we put in the hands of all 7400 state legislators across america. they do read that. we also produce three newspapers nailed almost every week to state legislators across america and then we serve a state and they read that and learn free-market options, free-market principles and solutions to our problems. that's what the founders intended. they understood she needed a federal government. they argued how much you really needed. but they all agree most of the power should be retained by the state and state legislatures. particularly on health care, the new area where all the health care decisions are going to washington and partly because the democrats and the left like that. we are working with groups that lean left for health care.
10:59 pm
we talk about issues such as voice and being in how government restrictions on access to health care and restrictions on health care providers. it's a fascinating work at the heartland institute because there's so many different issues. that's what with the disease progress and solutions at the state level plus we work hard on the climate agenda and very excited to see what happened in washington on my front. >> is somebody who is not a state legislature want "the patriot's toolbox," is it free or do they have to pay for them or did they get it? >> they go to the bookstore at heartland.org. available in amazon as well. it was flashed on the floor of one state legislator saying this is what the entire state of wisconsin. they forgot with a great governor there, scott walker. i was in the middle of a welfare
11:00 pm
reform debate. specific restrictions and "the patriot's toolbox" such as work requirements, expectation and helping people move off of welfare and getting a job. many of those things were passed and put in place with the help of the heartland institute and many others in the state of wisconsin. the "the patriot's toolbox" is best source, the answer for what our state legislators and other policy makers should be reading. >> thanks for spending a few minutes on both tv. >> all right, thank you very much. thank ..
