>> lisa mascaro joins us for a liquor work on spending bills in the deadline to fund the government by the end of the month. she's the chief congressional correspondent for "the associated press" prettily set, where do things stand at this point with a spending package is their way through congress to get it signed into law so there is no government shutdown on a trooper first at the start of the new fiscal year. there is a strategy put in place this year though is really

unlike any we've seen in a long time and he was to try to avoid this crisis so shut down politics that we often see. the interesting strategy in place, they still are headed towards this potential problem. the core issue as it has been for a lot of the year is this debate over the border wall. president trump ran on putting up a border wall on the southern border between the u.s. and mexico when he wants a lot of money from congress to do that in congress has been unwilling to fund the law at the levels he wants. that is the crux of the issue right now of whether or not congress can get to an agreement on the rest of the spending bills and get them passed and improved in time and whether or not president trump is that the big fight over the full funding he wants for his border wall.

we can impact a little more if you want to hear some of the details. >> one of your colleagues at the apa has been writing about the president and a little bit about what you've talked about. he writes that the president has said if it happens, the shutdown happened, it happened. it's about border security and the president says i'm willing to do anything. so how does that impact congress in its work on all be spending packages. >> yeah, so let's are learned a little bit and talk about what congress has been doing. earlier this year there has been a government shutdown in the winter in february. when they finally were able to fund the government, they sent the president as trillion dollars spending bill for the remainder of the year that he is very reluctantly signed in the president out at the white house and said never again. i don't want to do a big spending bill.

congress has really led by senate majority leader mitch mcconnell. they've got a series of these packages come in smaller packages they are trying to get through to congress and get to the president. the house and senate has both pass what they say is nine of the 12 smaller spending bills that add up to all the money needed to fund the government. they are in the middle of that process right now trying to get these bills agreed to between the house and senate over to the president's desk. the one bill they don't have on that list is the funding for the department of homeland security which is the funding for the border wall. the problem here is they are of mixed of the republican party or whether it's better to engage in this issue of shutdown politics over the border wall or not

ahead of the election. the president clearly is indicating that he thinks this is good politics. this is the kind of issue that really revs up the voters ahead of the election is in 2016 when he held the campaign rallies in top about both the wall in the crowd would shout back at him. build the wall, who's going to pay for, mexico, all of that. house republican tours are struggling to hold onto their majority in same as senate republicans also having a majority in the senate. they just do not be good politics in any talk of a shutdown. the most endangered members, the ones who are really fighting for their political futures are the sending districts in new york, california, places where they

really don't want to address immigration politics and highlight the issue of the wall. for the people the president really needs to hold onto the majority in congress. talk of a shutdown and amplifying the issue isn't really helpful for them. the president thinks it's good politics to get folks excited and it might be, but they be not in those areas where they need voters the most. >> just briefly because in the senate there's a pretty big package making its way through on opioid and it's sort of a comprehensive legislation dealing with the opioid crisis. the house passed its own version. where do you think we will see this week? >> yeah, absolutely. senate leader mcconnell did announce he would like to have a vote on that this week. as you say it's a really big package congress has struggled
