booktv attended numerous book fairs and festivals every year to speak with nonfiction authors. recently we visited the national press club book fair in washington dc and spoke to history professor andrew arnold. >> host: what should every american know about the constitution? >> guest: i'm a historian of the most exciting thing about the constitution in the last generation is the way the 14th amendment has come to the center of the constitution. it used to be about the body of the constitution and over the last generation it has become about the 14th amendment, liberties and rights of all persons, how the 14th amendment begins. >> host: is that contained in your "pcoket guide to the u.s. constitution"? >> guest: yes, that is the longest part. it would be a shock to the

people who wrote it. >> host: why is that? >> guest: when they wrote it the constitution, the civil war, just starting to see a change in the constitution and the change in the nature of the national government for being more of an association of states to having the national government be in charge of guaranteeing the liberty of all americans. that is a new thing that starts around the civil war and starts with the 14th amendment. >> host: what else is contained in the "pcoket guide to the u.s. constitution"? >> caller: >> guest: it goes through every line of the constitution. emoluments really means, it is there. i didn't have to write that until recently. you want to know about letters of marg are, no one knows what that is. we go through all the amendments of the constitution and a quick, cogent, concise way to explain their history. what they really meant. i don't tell you what they should mean. i'm a historian. i tell you what they do mean and what they have meant.

>> host: in your view, is it possible constitution could be amended again in the next 20 or 30 years? >> guest: sure. we have a procedure for doing it. it is a difficult process. it requires a strong consensus and strong movement to make it happen. but it is certainly possible. >> host: what do you teach at the university of pennsylvania? >> guest: it to history on the constitution and working for a living in america. enter us history because we all teach that. >> host: here is the book, "pcoket guide to the u.s. constitution". professor andrew arnold is the author. keep an eye out for more interviews from the national press club book fair to air in the near future. you can also watch them and any programs in their entirety@booktv.org.
