one.5 million floridians have jobs and the economy is one of the best in the nation. [applause] senator scott your laser like focus has meant so much in the lives of so many here in our state you are leaving a strong foundation that of what we can build i know he asked to leave early because his swearing-in is in a couple of hours he will a champion for florida in the united states senate in the united states senate so now it's to build upon the foundation that was laid to navigate the challenges economic and constitutional and to steer florida in a

safer future. florida competes to attract investment and jobs and opportunities and to many states have sought to match runaway public expenditures with ever increasing levels of taxation to create a cycle that leaves productive citizens to flee and leave the people overburdened with less opportunity to prosper while badly damaging the fiscal health of the states we have benefited and have wisely chosen sound fiscal policy to maintain a favorable tax climate. to promote a virtuous cycle reasonable regulatory climat climate, sensible legal system and healthy environment attracts jobs and businesses and investment in the area of technology and manufacturing and finance and expanding the economic base to reveal more

high paying jobs for citizens in the best way to generate the revenue needed like education and protecting our natural resources and helping infrastructure. we know what works and what doesn't. let's not veer off course. . >> the economic potential would have the water resources. people come to florida because of its natural beauty and to help spread the tax burden to non- floridians limiting taxes on her own citizens for this to be in jeopardy if we do not solve the problem as a great philosopher remarked if people don't want to come, nobody will stop them. now for florida the quality of

our water and surroundings are foundational to our prosperity as a state it doesn't just drive tourism that anchors many local economies and essential to our quality of life the water is part and parcel of florida's dna. [applause] protecting it is the smart thing to do. but it's also the right thing to do. i will lead efforts to save our waterways we will fight toxic blue-green algae and discharges from lake okeechobee and red tide and the fisherman and beaches and to restore the everglades and we will never ever quit and not let anyone stand in our way. [applause]

we resolve to leave florida better than we found it. we also resolved to support education to played a greater emphasis on vocational and technical training is there is honor in jobs that require vocational skills of those who work hard make great contributions to society and should have our admiration. skills -based education could include computer science and technology in these skills will continue to see demand for the future our education system needs to empower parents to choose the best possible schools for their children. [applause]

one size does not fit all. no family should be denied the opportunity for their child to succeed due to insufficient income or living in the wrong zip code. and this opportunity must extend to every floridian regardless of race, color, or creed. [applause] we need to rediscover the value of education to enable the liberty and the preservation have laid down there lives in battle near and far. how can we ensure that government of the people shall not perish from the earth if we fail to provide all students with the foundational knowledge needed to properly

discharge the duties of citizenship? one key element is between the three branches of government as a recovering us congressman i understand and respect the powers to the legislative branch they are independently electe elected, they don't work for me but i hope they will work with me to meet the needs of the people of florida. [applause] and in no area of legislative initiative is more needed than in the field of health escalating cost of medical care or prescription jogs or health insurance wreaks havoc on family budgets pricing many out of the market entirely to put stress on the state budgets the current system is riddled with perverse incentives and with the doctor-patient relationship

mired in bureaucracy and red tape the people of florida deserve relief. [applause] i also understand the role of the judiciary must be limited and the self-evident truth in the constitutional system the courts lack the ability to legislate to see judges expand power beyond constitutional boundaries and substitute legislative oil for dispassionate judgment all the while damaging the constitutional separation of power to erode individual liberty into my floridians i say judicial activism ends right here and right now. [applause] i will only appoint judges

winter storm - - you understand to apply the constitution as written do not legislate from the bench the constitution, not judiciary is supreme. [applause] one month before the election in northwest florida hurricane michael brought widespread destruction but did not destroy their resilience and resolve the people of northwest florida. the communities impacted we will stand to rebuild the community stronger than before. [applause] to our veterans and men and women in armed forces we value not only your service in uniform but also the contributions you make to our

state to men and women in law enforcement i will stand with you to protect our communities , you put your life on the line in defense of others you deserve our support and not our condemnation. [applause] into the local and federal law enforcement partners the state of florida will work with you to keep the people safe especially the safety of our schools. we must never turn a blind eye to schools or communities and we cannot sacrifice the safety of the people at the altar of social experimentation. [applause] we will stand for the rule of law and not allow sanctuary cities. [cheers and applause] and we will stop incentivizing

illegal immigration which is unfair to legal immigrant immigrants, promotes lawlessness and produces wages for blue-collar workers. we also cannot allow florida's reputation to be further tarnished by the fourth elections are transparent or lawful manner. [applause] the one generation alexander hamilton wrote energy in the executive is the leading character of the definition of good government and i agree. let there be no misunderstanding with purpose

and conviction on behalf of the people of florida as the legislature engages in wasteful spending i will veto. if they are neglectful of our required duties i will remove that official. [applause] our environment is threatened i will move to protect it. leadership requires divisive one - - decisive action after all who shall prepare for battle? the constitutional convention of 1787 was the first to sign the new constitution and it had been a tumultuous convention it was a miracle they even produce the constitution at all. franklin pointed to the chair at the front of the chamber

from which general washington had presided. the chair featured a son sitting on the horizon. franklin remarked in the course of the session looked at the sun behind the president without being able to tell if it was rising or setting. but now i have a happiness to know that it is a rising sun. if we meet the challenges that lie before us and overcome the tribalism that has dominated politics come if we set the interest of hard-working taxpayers as our true north and i have no doubt the state of florida will grow to bright new horizons and we will see that rise. sale on for the future of florida is strong and great. god bless you. thank you very much.
