government shutdown ahead of the october 1 part of the new year, i am worried about a government shutdown in december or beyond comprising the 35 day shutdown we saw at the beginning of this year. the cr, continuing resolution will probably pass easily. there may be intense in the senate to pass the bill as a attachment that and there is interest among republicans to get that out of the way but democrats are telling me you don't want to let that bill go which is a republican priority to be left with a threat that their priorities in domestic spending will not get addressed so i suspect the clean cr into early november or sorry, late november or early december at which point we will see larger battles. in recent weeks we found out that the pentagon has finalized its list of military projects. it was made in order to fund trump word wall. that's sure to be an issue. the homeland security bill, we see a host of other issues related to gun violence can also promote real showdowns so december is where it's at
7:53 am
as far as possible risk of a government shutdown. >> bloomberg is reporting on that story, the headline trump perverse lawmaker outcry would shift pentagon money to the wall there taking some funds out of the current military construction budget to fund the southern border wall. you see this as presenting a problem in the deliberations over the 20 spending? >> there's assets in all the appropriations bills in the house that would attempt to limit trump's ability to transfer money to fund the border wall. the national defense authorization act which passed the house has similar provisions. this is going to be an issue and one that democrats say republicans in congress should be worried about. this is the executive branch taking away the power of the persons and as you saw some members like mike lee and mitt romney were affected by this raid on military funding calling for congress to claw back its power.
7:54 am
>> and multiple mass shootings have prompted calls for additional legislation on gun violence , prevention i had of the judiciary commission to help headline house democrats . even though they postpone the hearing, they'll pick it up when congress comes back. tell us about the legislation they're expected to take up and what you thinkthe timetable is ? >> the different aspects they're trying to tackle, the house passed hr eight which is an expanded background check bill and there's pressure being placed on mitch mcconnell to bring that up and pass it from chuck schumer and in addition the judiciary is looking at high-capacity magazines . this would be the ability to shoot 100 or more bullets and as we saw in the dayton shooting , allowing the killer to take out people within 30 seconds. there's going to be an attempt to do that although the house is not yet looking at a renewal of the assault weapons ban which is what in effect 1994. so far that has not been put
7:55 am
on the table so the question in the senate and mitch mcconnell in recentradio interview said he will defer to president trump. is willing to put something on the floor if the president backs it . the president had a meeting with joe manchin to come up with a bill that would satisfy his base as well as address the gun violence issue but that's not not yet emerged as what the president will be backing and he seems to flip-flop on the issue. after the shooting he said he would back background checks and later says they wouldn't necessarily have stopped the incident from happening and on that it sounds like it's not going to fly with the senate majority, minority leader chuck schumer. he tweeted saying in august our country was devastated by 38 filled senseless mass shootings. as the senate returns i'm urging my colleagues keep up the pressure on mitch mcconnell to address the gun violence epidemic and many other pressing issues and what there are reports today
7:56 am
that joe manchin had met with president trump, might there be some wiggle room in what mitch mcconnell had to say mark. >> reporting from that meeting with trump was there was no real deliverable, no real decision made but members who have been trying to get negotiate this, chris murphy and county that was devastated by gun violence has had positive signs and there is hope for a deal with republicans. there could be something on the smaller scale, chris coons from devil delaware has said the ability to allow states to get more access to information from fbi background checks in the state that run their own checks are not getting that information from the nci s systems so there's going to be an attempt to address that potentially. >> let me ask you about the us canada mexico trade agreement, the us embassy you tweeted this that house democrats were told on call today at the us mca talks are still ongoing . no timeline for a vote.
7:57 am
is that still a top priority for bipartisan leadership, republicans and democrats in the house and senate? >> the trump administration wanted a boat in the summer, that didn't happen. over august resource, the housemate ways and means committee were exchanging some kind of negotiation, however it didnot go quite as expected and was much slower than it had been hoped . there are four main issues. labor, environment and drug patent protections, those are all still outstanding and richard neal told house democrats is waiting to see bob like kaiser, the us trade representative come back with a written counterproposal to the democratic demand. that may be delivered in the coming days by like kaiser was scheduled to meet with the house working group on trade and that could accelerate the timeline for a vote this fall. the member of that house working group told reporters in connecticut that they

could be in the next year. >> in terms of house floor action when they come back, the senate will resume deliberations on nominations. we expect the house to be working on bills banning the drilling of offshore oil and gas but whatelse are you looking forward to in the fall as the house and senate come back ? >> were going to keep your eye on prescription drugs. there was a bill that passed on the 19 tonight vote that the senate has passed a bill addressing generic drugs and surprise medical billing. those are probably going to be combined and brought to the senate floor sometime in the coming months. the president has talked about prescription drugs being a top issue and he made through his weight behind it. pelosi is scheduled to unveil house prescription drug approach would address to medicare and the ability to out-of-pocket expenses for seniors that's expected to go through ways and means an energy and commerce to the floor. those to be could combine and

form a major piece of legislation and into the fall with gridlock hitting a heavy election, not necessarily guarantee. >> wants to cover, eric lawson on top of it all from bloomberg, you can follow his reporting@bloomberg.com and he's on twitter at el wasson. thanks as always for the update . >> over the past few weeks a number of representatives have announced they will not run for reelection in 2020. on the republican side they include using parts of indiana, paul mitchell of michigan. martha roby of alabama area 12 term congressman john shimkus from illinois and george's rob woodall area democrats will announce they're not running for reelection in 2020 include a low sack ofiowa , josc solano who has represented new york 15th district 15 terms and susan davis of california. >> watched c-span campaign 2020 coverage of the
