effective ways to provide secure encryption while providing secure legal access and it is well past time for some in the tech community to abandon the indefensible posture that a technical solution is not worth exploring and instead turn their talent and ingenuity to developing products that will reconcile good cybersecurity to the imperative of public safety and national security. as microsoft bill gates has observed, no question of ability but a question of willingness. obviously the department would like to engage with the private sector in exploring solutions. the time to achieve that may be limited. as this debate has dragged on and deployment of inclusion has accelerated, our ability to protect the public from criminal threats is rapidly deteriorating. the status quo is exceptionally

dangerous, unacceptable and only getting worse. it is time to start debating whether to address it and start talking how to address it. thank you very much. [applause] >> natalie andrews covers congress, the house overwhelmingly passed a resolution opposing donald trump's withdrawal of us troops from syria. nancy pelosi says the house will take up legislation imposing new sanctions against turkey, why does democratic leadership think this is necessary and where house republican leadership is? >> this is something house republicans and house democrats agree on. liz cheney is pushing for a sanction bill so that is something we will see. >> you are also writing about the senate

screen, lindsey graham and chris van hollen but there are other pieces of legislation. what are you hearing from mitch mcconnell and chuck schumer on how the senate may proceed on sanctions bills? >> we know they won't proceed on the resolution. mitch mcconnell said he wanted something to be stronger. that seems to be in peril in terms of making it through the senate but there's a major push to have the senate take a step and pass a serious sanctions bill. there are various resolutions or bills out there but it does look like graham's push has momentum. >> it seems in the coming weeks the senate will turn its attention to fiscal 2020 spending with the deadline, the november 21st, what can we expect, what did we hear from

the majority leader in terms of that? >> there is no appetite for another government shutdown, even though the government shutdown in february was several months away, feels like the memory is very fresh. expect the senate to start taking off appropriations bills. there are bipartisan bills that have passed out of the committees. it will remain to be seen if those bills come up, if they have bipartisan support to pass. senate democrats are saying they want to see what the actual bills are on the floor before they commit to their support but there is no appetite for government shutdown. >> let's turn to the impeachment inquiry, a piece your writing in the wall street journal, tweet about it going into the weekend, the house impeachment meetings, what we know about the process and how it compares to previous presidential impeachments. tell us what you're writing about and what we expect on the house side?

>> there have been a lot of questions about process, the current impeachment inquiry. every presidential impeachment inquiry has taken a different route. we look specifically at this one, tried to get as many details as we could inside the room. one detail that was interesting, the depositions have been starting with democrats getting one hour and a bell rings, republicans get one hour and they go to 45 minute increments back and forth to questioning, adam schiff has said he wants republicans to get in as many questions as they can. when i talked to mark meadows he says he has no calms with the amount of time he was given to ask questions. he said their staff and members ask questions. republicans have an issue with hearings being behind closed doors. they say this should be a

public process. adam schiff address this in a letter to the democratic caucus this week. he said he does anticipate there will be more public process in the future, this is still early days in the investigation, ukrainian allegations and whistleblower complaints came out less than a month ago even though it seems so much as happened in the last month. right now adam schiff compares it to early days, information gathering. he is wanting to interview these witnesses without having them hear the testimony the day before. a lot of people being asked about the same key moments that are part of this investigation, putting pressure on ukraine, withholding aid, they are wanting to compare these testimonies but at some point adam schiff said there will be more public moment. >> mitch mcconnell in the senate has told senators to

prepare for, the impeachment trial is coming. any idea what he said? >> we know from our reporting and talking to sources that mitch mcconnell told republicans in a lunch that was a q and a and and it is 6 days a week. they are vigorous, not allowed to mingle on the senate floor. it is a vigorous process he would like to do quickly. and this is not something they will dismiss outright but he told them to prepare after thanksgiving so they could be done by christmas, however we know that is not the timeline nancy pelosi is working on in the house. she talked about that thursday and said she didn't have a timeline and didn't see the end of the year as a deadline for her so it does seem when we talk to democrats they would

like this to be done expeditiously. >> natalie andrews covers congress for the wall street journal. read her reporting, wsj.com. on twitter she is@natalie wsj. thank you for joining us. .. journalist megan winter argues that the left must rebuild through state and local elections in order to increase the political power at the national level.
