their proposals. live coverage when senators return 2:15 eastern here on c-span2. >> host: joe cecil serves as their chair, good morning sir . how would you describeyour organization's work ? >> we have a couple of organizations, the first focused on making sure we're doing everything we can through litigation and organizing to fight voter suppression around the or country. there also focused on making sure that we're increasing civic participation among underrepresented communities and then finally our super pack is focused on defeating donald trump and electing emma kratz up and down the ticket. >> with all thoseactivities in mind how much are you planning to spend ? >> right now we're expecting to spend somewhere around $225 million over the course of a two-year election cycle. >> host: how does that

spending look? is it on the t:ground, how does that breaks down ? >> guest: right now we are advertising on television and online in six states, michigan, wisconsin, pennsylvania, north carolina and arizona. were also the largest funder of litigation specifically focused on voting rights and right now one of our particular areas of focus is making sure we are securing protections for those that are interested in voting by mail and then we also engage in partnerships with a number of organizations on the ground and on the air, organizations like filipino victory fund, color of change, the league of conservation voters, all designed to bring together progressive and democratic organizations in support of joe biden and other candidates up and down the ticket. >> with that in mind how would you classify where you get your money fromas far as funding these activities ?

>> from a wide variety of organizations and individuals , labor unions, other organizations ,that are focused on this type of work so it's from a wide variety. >> where in the lastcouple of weeks of the campaign , what do you think joe biden and miss harris have to do not only as far as campaigning but who do they have to address ? >> obviously we are no longer in a country where voting g happens on one day for over a week in the early voting. millions of americans have already cast their vote. early voting starts this morning in florida so we need to continue to focus on mobilizing and turning out our biden harris voters in battleground states and around the country. that doesn't just happen in person, it happens online, over the phone , by text message and so we need to make sure we are still recruiting volunteers to turn

we're seeing some incredibly encouraging signs in early voting, vote by mail numbers in terms of democrats and biden supporting independents and republicans turning out but we are expecting higher turnout on the trump side as well so the public polls have been wrong before.we should ignore them and just focus on the task at hand and that task is doing g everything we can to turn out our friends, our neighbors, those we worship with an run this race all the way through the end of election day. >> host: the washington post with their headline talking about these issues saying when it comes to the lead joe biden has it's a sense of dcjcvu from 2016. >> guest: this is a fundamentally different race, where one running against a incumbent and we have a different democratic candidate and one of the differences is joe biden over the course of the last month

shore up their mates, trying to protect games that they made in 2016 and in most of those eggs right now, joe biden is leading. >> we heard from the trump campaign and president trump himself about the size of his crowds which he still manages to attract, rallies in place across the united states. how do you factor those in because there was that last cycle to. >> a lot of the way you factor in is these events were prevented by covid-19, whether it's happening at the white house and a government event or it's happening in places like wisconsin where we're seeing these cases continue to rise at a pretty dramatic level. the reality is we should not be having rallies without social hdistancing and without masks and in terms of the politics that will actually do more harm for the politics of this president that any gains he might get by having a rally or an event in a public space.

science. can you offer anything more specific that the trump campaign hasn't done? >> guest: it seems like a pretty low bar and i wish this president would listen to the science, we would be a lot better off today than seeing cases skyrocket in states around the country. but the president has been clear about what he would do to invest in testing, the preparation that need to be done to make sure the vaccine is tested it's safe and available,situated in the most effective way possible . how you can put more investment in state and local governments that are continuing to have challenges not just in administering an election providing basic services, even more importantly how we get our kids back to school in a safe way. how we deal with the supply chain which continues to be a problem months after the onset of covid-19. every governor will tell you it's been every governor for

the fundamental challenges we're facing right now as we are not actually addressing the fundamental challenges that we have been facing over the last seven months. we still have challenges with addressing covid-19, we get mixed messages and it's not just about donald trump being aggressive or tweeting mean things although i certainly y wish he wouldn't. it's about whether we have responded responsibly, aggressively and fairly to covid-19. why are we still dealing with this challenge? why do we have such a high rate of deaths in this country and on the first part i would say joe biden as a record of getting things done, of getting legislation passed inand working with both sides. even republicans in the senate he worked with acknowledged how critical he was as vice president to passing important legislation and in terms of the supreme court justice hearing i think part of this is a reflection of how important this seat is really the reality is that the facts are the supreme court going to hearing from
