the chamber and as you can see they have made their way over into the house side and some are on the outside influence on its side right outside the chambers and neil who was covered capitol hill for many years has joined us on the phone and do we know how it is that they were able to get inside the q-uppercase-letter back. >> well, from my vantage point away from the hill i don't know exactly which a door or they were able to breach but there were clearly protesters and violent protesters who appear to have breached one of the doorways if not multiple of the capital building itself and so have there have been or were efforts of locking down the building but quite frankly it
2:35 pm
appears that the sheer number of protesters just overwhelmed whatever capacity that the capital police had to keep people away and they did not manage to get the doors secured, exterior doors secured quickly enough and it looks like based on the fact that we are seeing people go through sanctuary hall that it was doors on the senate wing of the capital that may have been a breached first but again, there are people apparently coming to all sorts of different directions there have been lockdowns throughout the capital and so certainly one of the things that they have to be paying attention to if you are the sergeant of arms and the capital police is a breach that could come from a vantage point where you normally wouldn't expect it to and there are so many entrances to the capital
2:36 pm
and many are not normally open to the public and then in theory if you have a large mob for lack of a better term there are lots of places for which the capital building can be accessed both underground and at surface level. >> okay, the mayor of dc has just tweeted out today i'm ordering a citywide curfew for the district of columbia from 6:00 p.m. today until 6:00 a.m. thursday. cnn and politico is reporting that the capitol hill police have asked for more law-enforcement and then what have you learned about what the capital police are trying to do right now? >> what we are -- this is a developing situation but we have been hearing from my colleagues in the capital complex some of whom are very familiar to your viewers and captain tully has
2:37 pm
been on with you throat the day and lindsay mcpherson who covers house leadership for us both in the building and one of the immediate priorities appear to be securing the senior leaders of congress and the people in the presidential line of succession both vice president mike pence and the senate president pro tem by chuck grassley were hustled away from the senate chamber and similar situations rushing out of the chamber include on the house side, include sidney hoyer, majority leader and majority whip or excuse meet minority whip steve scully's. they are trying to secure everyone either inside the chamber or in some other location to the extent possible but it is no exaggeration to say that the capital building at this hour is under she used and
2:38 pm
that is not something that i or anyone else says likely and i'm understanding some of what may be going on otherwise for very obvious reasons i am not going to say right now in terms of what security protocols are being put into place but by and large i can tell you the capital police are doing everything they can to secure lawmakers and staffers and as well as we are in the middle of this electoral college which is now in recess in both chambers at the moment and i can tell you that certainly will eventually have to get done and exactly what format or method remains to be seen. >> where are senators and house lawmakers right now?
2:39 pm
>> they are in and motioned through the building as i understand and we do not know exactly where everyone is going and we know they are trying to get them to secure locations within the complex and i don't know if it would be appropriate for me to detail how much of it i know beyond that in part because you know we have colleagues in this developing situation who are lawmakers of the moment and quite frankly, until they get to a secure location it may be best not for me or frankly anyone else to give too many details as to my precise whereabouts. >> how are members of the media, congressional media, how are they receiving this medication
2:40 pm
from capital police or from the gallery? >> we are hearing things in a two different ways. we have people who are hearing directly from capital police or been with senior lawmakers and my colleague catherine is with some senators this afternoon and we are hearing it directly out of the mouths of lawmakers and capital police and they've also been sending alerts both e-mail and using what is somewhat a always alarming even in normal circumstances when it comes on and there is an overhead pager system within the capital complex that makes announcements when there are lockdowns or when there is some sort of more routine security challenge like a backpack that was left behind by a tourist and so those sorts
2:41 pm
of things have all been deployed as well and some of it is just hearing from the various announcement forms that are normally there and go off from time to time but this is the first time in a while i would say to the viewers this is the first time in a long time i've heard this many and this is not a situation like anything i've experienced but the only thing i can remember when we had a significant lockdowns like this previously was several years ago there was a woman who drove a car from the white house complex down across town to the capital and there were concerns that she was going to attempt to ram the vehicle into the capital and so we've been through that sort of thing before but nothing on the scale in my memory and i been
2:42 pm
covering congress, as you probably no, since 2007 and nothing on this scale at all since then. >> we are learning from reports on hilda lawmakers are being evacuated and i just want to show a tweet from the reporter on capitol hill this moment from earlier you can see through the doors in the protesters about to break into the capital. >> meals, do we know what kind of security precautions were put into place before today and if capital police were anticipating something like this and did they have extra resources on hand?
2:43 pm
>> they certainly would have extra resources on hand and some of the eric aids are, some of the barricades heart in fact put up because inauguration is coming and so there was already sort of an available enhanced security perimeter because of the preparations that were underway for the events on january 20 and the capital was already at a heightened state of security and the other thing which sort of has been going on for months now obviously has covid we had a situation where the building has largely been close to the general public except for people who have meetings with senators or staff so things have not been open generally like they normally would be to the general public really sends early in the pandemic so that is part of also
2:44 pm
what is going on here. i'm certain there was an extra security presence today but it clearly, clearly was not sufficient and once we know and the other thing i will say is once we have better guidance on where the members of congress and the senate are able to assemble what we actually have ability in congress has the ability to actually convene an alternate locations and they are not even all in the capital building and so you know, if we see the house or senate reconvene it is entirely possible that could happen at least in terms of officially being able to gavel out or something like that, it could happen in an alternate location
2:45 pm
and you may remember and viewers may remember that that did happen when the earthquakes came through the national capital region number of years ago and the senate convened briefly and it was only a pro forma session and there was no business but the senate has in fact been able to convene off-site in the not-too-distant past. >> we are learning from cnn that the vice president has been evacuated from the capital grounds, matt fuller who reports from huffington post sent this out at 2:43 guns drawn in the chamber. john bresnahan who reports for punch bowl news now tweeted about two minutes ago crowd and trying to break down doors into the house chamber obviously we can't see was going on inside the chambers is both the house and the senate are in recess.
2:46 pm
matt fuller, he's now saying they're shooting into the chamber. >> yes, i was just as you were saying i was just seeing those same reports from matt fuller who covers the house for huff post and worked at roll call with me a number of years ago and so what happened in this case is that people who were evacuated into the chamber and so now we are at the point where we have to talk about you know, the shooting of capital police officers and a number of years ago and that is another thing now that we have apparently live fire this situation has gotten even more complicated and i do
2:47 pm
think that we will continue to update as we hear what is happening -- lawmakers are now being evacuated out of the house chamber. >> i want to show video of tear gas in the capital outside the house chamber. >> there were congressional media reports of masks be distributed among the press of their because of the teargas and wheels, it sounds like there's been reinforcements called to the capital and turned on, what you know about your colleagues there and what is inside the building and have they what they
2:48 pm
plan to do or what can they do? >> right now there is the immediate concern appears to be the armed standoff at the house front that is according to the members of our pool of reporters operating out of the capital, eric from bloomberg he just sent a note through that there's an armed standoff at the house front and there are guns drawn with someone attempting to reach and now so this is continued to be a developing situation and at this point i think the immediate concern is with the use of weapons and sort of this beyond
2:49 pm
a peaceful protest and we must point out a long time ago so we are continuing to see these reports coming in as we are speaking. >> obviously, we are asking you to give us insight on the flyer and as we watch the scene unfold, do you know what sort of authority capital police have iy alert from the district of columbia government on my phone as we talk but do you know what sort of authority these capital please officers have if if these people were to get close to those in power? we lost niels. will try to get him back and the
2:50 pm
house and the senate have recessed and they are subject to the call of the chair and stop the proceedings of tallying the votes of the electoral college or hearing the objection over the arizona electoral college and what you are seeing right now is a video of the crowds crossing the street outside of where we are at i believe, is that right? okay, these are the crowds and the crowds have been on capitol hill starting from early this morning as well as close to the white house with the president addressed them earlier today and it seemed that a lot of those people made their way up to the capital and now we are in a situation where protesters have breached the capital, guns have
2:51 pm
been drawn, gas fire in the chamber, lawmakers being evacuated and as we secure and wait for the news of what will happen next the dc mayor has called for a curfew starting at 6:00 p.m. eastern time and we've learned that enforcement capitol hill has called for reinforcement and politico reported that the federal national guard has been called to capitol hill. scott long is joining us, congressional reporter. scott, what do you know? >> this is niels lesniewski back with you again. >> i'm here. >> we are both here. >> both of you hang on the line. scott, let me go to you. where are you first of all? >> im in the u.s. capital couple
2:52 pm
floors down from the house floor on the house side and it is very chaotic right now. there is a lot of fear among all sides, police officers, reporters, staff certainly lawmakers. what i've seen so far is that some u.s. capital police officers have been attacked by the protesters with teargas and we assisted some capital police officers helping them wash their eyes out and they have advised us from the moment to shelter in place so that's what they are doing and i know some of my colleagues through text message and twitter are still on lock down inside the house chamber and it is my understanding that the lawmakers have been escorted out of the chamber already and i'm not sure where they were
2:53 pm
taken to but there still a number of people including reporter still inside the chamber as some of the protesters are trying to breach that chamber. >> right now is your understanding they have not made it inside the house chamber or they have? >> because i'm two floors down all i can tell you is what i've seen on twitter and from some of my colleagues but it just looks like chaos. there is definitely an teargas deployed outside the house chamber doors and it appears that there was some teargas inside the chamber itself however, i can't confirm that from my vantage point which is a couple floors down from the house chamber itself. all i know is there is a heavy police presence but also a lot
2:54 pm
of pandemonium given that a number of police officers have been injured in this melee and it's not very organized at the moment and very terrifying. >> scott long, obviously hoping you and everyone up there stays safe during this period have you been told what happens next or what the capital police is doing right now to get the situation under control? >> not on any official level but justin very basic quick conversations i had with the officers who we were assisting and they advised either that we shelter in place or that we try to move toward some of the house office buildings but again because there is not a whole lot of information we are unclear about what exactly we should go.
2:55 pm
there also about 45 minutes away an announcement came over the loudspeaker in the capital that talked about the external security threat and as you know already the entire capital complex is unlocked on people cannot come and go freely if you are somebody who works in the capital so there is a challenge trying to figure out of how to get out of here and whether by foot or by car and if the capital itself is on lockdown. >> scott long, talk about the protesters even getting onto the capital steps of the u.s. capital. where, as you know, if you're up there lawmakers are the only ones allowed on the steps. >> it really is one of the most secure buildings in the country.
2:56 pm
there are people guarding the building at all times. and for me and how i'm looking at this it seems like the capital police chose not to engage and chose not to inflame the situation and there wasn't much resistance from the capital police officers to the hundreds or thousands of protesters that are here on the ground and they did earlier in the day try to keep those protesters at a distance with some external fencing around the perimeter but clearly those parameters are breached in as we saw from some of the pictures and some of the walls were scaled and i did see on the one of the sides of the capital there was broken glass, protesters were trying to break the glass through and it is unclear to me from where i am and where they got in but it
2:57 pm
appeared to me that there was not that capital police which is usually very strict about access to the capital that they did not choose to resist the protesters and in order perhaps not to inflame the situation. >> jennifer who reports for the huffington post set out a tweet to minutes ago, nancy pelosi is safe, speaker of the house and i can confirm with no other details as to what she writes. scott long, can you speak to what the capitol police would do or have done to get the speaker of the house and other top officials out of this situation and get them to an area where they are protected. >> i have no personal knowledge about where they would have
2:58 pm
taken the speaker of the house. clearly, she is in the line of succession after the president or i'm sorry, after the vice president mike pence and she is second in line to the presidency as is the senate pro tem in the senate and so there would be a desire to get her in a very safe place. i believe there are secure rooms in the capital though i can't speak to them. i believe there are heavily fortified and secure rooms in the capital and i would assume that they would have taken the speaker and other key members of leadership to those secure rooms or if they could they would take them off site to another secure location. >> here is a picture of one of the protesters in the senate chamber sitting in the chair of
2:59 pm
the presiding officer. this has was taken from moments ago on capitol hill. niels lesniewski, let me go to you, what have you learned? >> greta, the latest i think the photo that you just probably put on the air from inside the senate chamber is perhaps the most jarring image we have seen yet. it is in fact the presiding officers chair has been occupied quite literally and the other thing is that i can now tell you that two of my colleagues and you may see this on twitter as well, two of my colleagues who have both been on capitol hill are now and this is the state of
3:00 pm
where we are and they are now in what i have to describe as an undisclosed location and this is the situation now where there are areas in the capital complex places where people have been taken that because of the ongoing security situation and basically the building being overwhelmed that we are trying to basically keep people in secure areas away from what you are seeing on these cameras. ... >> of the last couple of
3:01 pm
minutes. sing whatever to look-alikes, just melissa laments, there's no bent members only some of the house chamber. and so they are trying to figure out how to get everyone to where they need to go. and basically, i think that the way i'm reading and hearing is that at this point in time, the priorities to ensure that all the people are safe. and frankly, the building may not be the best place for people to be. and so i think there's going to be an effort to get them to secure the locations. but the amount of day damage frankly, that we may be saying is unbelievable. i'm just getting a little bit more information.
3:02 pm
there is a possibility that the senate will be going back into session and an alternate location shortly. and if it does happen, i don't think will probably be able to get the television cameras in place and time. but frankly, i will do the best i can to have the proceedings of the senate by phone and setting up sort of a telephone chain if we can. if we can get an auto and anyone who is in that room, can get audio come on they will attempt to do so they end up convening in a low alternate location . >> so you are learning there's a possibility this onion and hunts and it convene in another location. >> yes . it appears there are two reporters with the senate
3:03 pm
and so if the senate does going to session and its alternate location. i am certain that we will do the best that we all can to get that information out to the public. and to the cspan audience in particular as quickly as we can. i don't know exactly who is in that press right. and it would be with the senate yet. but my understanding is that there is a principal for unit it would be with the senate if it were to go back into session at all. an alternate site. >> okay. so hang on the line, ted cruz who objected to the arizona electoral college votes. that's what had the dissolved the joint session. and he tweeted out, silence is always on acceptable even when the passions run high. if anyone engaged in violence, especially gives law enforcement
3:04 pm
to be fully prosecuted. god bless the capital and the police and honorable men and women show great courage keeping us all safe. that is from sen. ted cruz prayed and scott long also with us. scott what have you learned. >> not that much to be honest. we are still sheltering in place in the capital. don't say where exactly. it is still tension go. in my colleagues, alex bolton is outside of the capital. so there are still hundreds of people protesters. you probably have a better and page point that i do who are milling about outside of the capital. obviously, the capital building itself has already been breached. as you mentioned, the senate chamber has been breached. possibly the house chamber has been breached.
3:05 pm
it is just unbelievable. when i started the day this morning, i'm informed that family members that everything would be fine. and that the capital building itself was probably the most secure place in america. there's no need for concern despite could thousands of protesters that we were expecting. never could have been imagined it with c the capital building in the capital complex breached party and instructed like this. and have our democratic process under attack in such a dramatic fashion. and i'm still sort of in shock that we are where we are. just from a couple of hours ago. >> is a reporter from the washington post. saying breaking news on source tells him that the defense department has just denied a
3:06 pm
request by the deploying of the national ours to the u.s. capital. did other people confirm this for this work hearing right from the washington post. would you are entering reporters up there given any idea or communication that this is a scenario that the capital police and others were preparing for today. scott: as we were discussing earlier greta, there were a number of security measures put into place around the capital. there were external fence that was put up around the capital to push potential protesters back away from the building and clearly in washington dc in downtown itself. and the shopkeepers in the businesses and restaurants boarded up their windows in
3:07 pm
anticipation of possible violence. in the maren dc, issued a statement candidate saying urging the dc president in any counter protesters to stay out of the downtown region. not to engage with the pro from protesters for fear of violence similar to what we saw it earlier. i'm sorry, shortly around the time of the election last fall. it was definitely in the back of people's minds. and that measures were put in place but clearly, whatever scenarios were dreamed up. this has got to be in my book, the worst case scenario where you have a breach of the united states capital interrupting the
3:08 pm
counting and certification of the electoral college votes in violence in the building but in lawmakers and other staff playing for their safety. gretta: reporting for npr, has the street. he is quoting here, senator mitt romney, this is what you have gotten guys. this is what the senator said, republican of utah, yelled is mayhem unfolded in the senate chamber. apparently addressing his colleagues really be the charge of false claims of the stolen election . scott what is your reaction to hearing that. scott: is interesting that you mentioned mitt romney because there is video of senator romney making his way from utah through the utah airport out to be under dc for this process. and he was tackled by pro trump supporters of the airport.
3:09 pm
he was pro trump supporters were chanting, traitor. to mitt romney during his flight to washington. he brushed it off and that is used to it after being in the spotlight for so any years. but clearly we've reached a level of discourse that is been so egregious that it has descended violence on this particular day. and so i've been trying to actually reach a lot of lawmakers myself who are normally very responsive. and have been unsuccessful so far. oh, i got a text message from, from the speaker's office from the top spokesman who confirms
3:10 pm
underreporting the speaker is in a safe location. an informed. gretta: kevin mccarthy, the minority leader for the republicans in the house him he just said house as we saying, thank you to capital police for protecting the people in the protesters of constitutionally protected right to be heard. but here's them to remain peaceful. scott: and product, it is my understanding from the tweets from summer my colleagues that kevin mccarthy is just called into "fox news" as well. he has had called the violence the reach of the capital so an american . is urging anyone involved in this, they can hear him loud and clear that this is not the american way. this is not protected . this type of prop hundred violence is not protected by the first amendment. emma stop now . alone
3:11 pm
republicans in washington now fracture in the country, with the president to sort of coffees protesters . course president earlier today was living up a lot of his supporters into a frenzy. in urging marched down to the capital. i do believe he himself advocated for violence but clearly, the insinuation was there. stopping the certification of the electoral college in favor of joe biden . and that's exactly what is taking place thus far. the certification of the election of joe biden, which is an happens under federal law. it happens every four years has been completely stopped to a halt. enforcing the lawmakers from both chambers to basically be
3:12 pm
escorted or flee to safety. i can't emphasize this enough. we never seen this at least in my lifetime in any generations. it comes to mind when the british attacked the u.s. capital and set fire. crystal reminders of that attack in the building. there has been mons among the lawmakers in the past. lawmakers have been in suffered enormous injury in the past couples but in terms of modern history. we not seen something like this in a very long time. gretta: okay, that is scott wong talking right now. and now joining us now from undisclosed location . will keep it that way. tell us, when you are when the
3:13 pm
capital flows three targeted and what you saw. >> hello, i was in the senate chamber watching the proceedings. it's very safe location. it is very highly secured so where we were heading, was barricaded etc. it became clear that the lawmakers who were seated in the chamber itself, no longer conducting business. they were told to evacuate the chamber. that was how to the safest place for them to be buried there was a crash towards the door. trying to get out of there. and reporters along with the senators themselves within
3:14 pm
household to i'm not going to share my location. for security reasons. but where we are now. it was the most dramatic thing embarrassing is the capital. if only been around for about eight years. but to be alongside the members of the united states center as we are hearing of the police radios about being breached potentially. it's just been fired. i'm aware that the chamber itself in the senate has been certainly been reached. there is neither smoke or gas of sort outside . so like anything i've ever seen and i would say capital building itself is completely not secure right now. gretta: what were those senators saying if you are rushed out of
3:15 pm
the chamber. >> they were grateful for the direction and guidance of where to head. as the people do during a time of crisis, there was some nervous laughter joking around. but definitely not making light of the larger situation. when the senators are sing each other. here you are wearing this together. kind of words to the reporters. moving shuffled along with them. gretta: so you are escorted out by the capital police. if your location we will not disclose. so what if you heard about how long to stay where you're at. there are reports in the senate is convening somewhere else. what you know about that. reporter: i don't feel
3:16 pm
comfortable sharing timeline for how long we will be in here. as long as i don't know honestly i'm not keep anything from your people but am here. i do not want to alert anyone who may want to harm the senators are in the press so the timeline of movements. but what i will say is this. the senate has procedures in place in the house for how to meet somewhere else. there are contingencies. their backup locations party to and there in place that have happened before during the anthrax attacks back in early 2000. they gambling over the post office building which has a space where the senate can convene. there are backup places. even for capitol hill and the police and the specific reporting. i'm not aware of all of the
3:17 pm
potential locations. i do believe that was a secure transportation. to get these senators out of this building. in about safely and i think right now, it seems like a big challenge given the status and even inside of the capital building itself. in the chaos that's also happening outdoors. gretta: president trump tweeted at 3:13 p.m. mask every one the u.s. capital to remain peaceful party member where the party of law and order. respect the law and the great men and women in blue he said. reporter: the capital police i think it's important to note as a police for similar to the size that serves for example the city of atlanta. a rather large metropolitan areas . just for the capital campus and some of the surrounding area . there's a massive massive undertaking of
3:18 pm
the capital police force. they have an enormous budget is only been increased over number number for unit for the decades but i can confidently say that for the last eight years, this is certainly the biggest challenge in the biggest halt that the police have faced on both sides. and i do not know any private threats or cyber attacks or anything like that. but in terms of being stormed at the capital, they were overtaken. gretta: what is the mood like where you are at . and you want to and asked too any specifics. it certainly don't tell us anything that you don't want to say publicly right now. it but what is the middle like where you are. reporter: i would say nervousness and concern. when were still in the chambers even locked down in the space.
3:19 pm
as soon as the doors were locked, they were talking to family our spouses. i do know but they were basically relating if in moment, they were safe. maybe that is a more common occurrence senators nipple interesting but it never had this before text or call my parents to tell them that i'm safe while at work. never before but it is a very tense and people are concerned about their own personal safety and the security and safety of the congressional body. and the idea that the capital - i don't know if i'm going to have to move. there's a movement now. just letting you know friday. gretta: she's in an undisclosed
3:20 pm
location . was moved out of the capital along with other members of the media. read the senate chamber with the lawmakers. excuse me. we have 104 camera checks outside of the capital. as you can see, this is the senate side of the capital grounds . into protesters walking away. walking away from the capital this point. obviously there anymore on capital grounds. the situation is unclear. the security questions remain. we do know from the speaker's office, according to scott wong's reporting on the speaker has been evacuated to a safe
3:21 pm
area and unharmed the line of succession. also life to the after the vice president . know the lawmakers have been moved from senate we know that. the capital police have asked for law enforcement health on capitol hill. i want to show you this image facebook . i believe this the house chamber where guns were drawn as any reporters noted before. this was in the house chamber earlier. 3:20 p.m. in the east coast . in the house and senate they were in the process of debating the first objection. to the arizona electoral college votes. when the coast and protesters came to washington in support of the president. they breached capital security.
3:22 pm
they got into the capital itself, into the hallways and into the senate chamber. we see images of the house chamber as well. at least outside of the house chamber at this point. lawmakers are told to shelter in place . the dc mayor is called for 6:00 p.m. east coast curfew. in the scene is unfolding. this is on capitol hill. we are waiting to find out more information obviously from the capital police as to what happened or what will happen next. we still have deal with us. neil are you still with us. okay. kevin mccarthy of the leader for the republicans since other thank you do capital police for protecting the people's house.
3:23 pm
and protesters have a constitutionally protected right to be heard for mayors them to remain peaceful. and president trump did speak to the supporters of earlier today and he did say this to those who have gathered. were going to walk down to the capital in the going to cheer on a brave senators and congressmen and women . we probably won't cheer for some of them because you never take back our country with weakness . and show strength to be strong lead to come to demand the commerce to the right thing. and only count those who have lawfully been slated . i know that every been here will soon be barging over the capital building peacefully and patriotically make your voices heard. today will see whether the republicans can strong for the integrity for elections and whether or not they stand strong for our country. it stacy who represents the u.s.
3:24 pm
virgin islands on the democrat, and i won't tell us how you are. but how are you at this moment. reporter: well really grateful to you all for keeping everyone informed. myself and the few staffers that were here are well at this point. gretta: what were you told him what you told about the breach. >> we were watching as everyone else was, one of my screens turned to cspan and another one turns to live news and we were watching the speeches by members during the debate and then we saw what was of course going to happen prior to that, i had actually been watching and listening to the president give his speech at the rally and was very concerned about the language and think that he was saying to those who are at that rally and protest.
3:25 pm
and i believe that a lot to do with the level of violence overseeing right now . think a tweet by kevin mccarthy so disingenuous and is going to say people right to be heard and protest . but they do not have a right to bring law. what they're doing is way behind their protective right to be heard. they are engaging in domestic terrorism. in breached so any laws at this point i believe that should be taken into account . is so harmful to what she's individuals in desecrating of that sort of abuse. the u.s. capital. that which was built by african-americans, they fought over by so any americans. in the civil war northbound out servicemen and women who are continuing to fight for democracy. those elected officials that are
3:26 pm
do the right thing. and to represent people of this country . this is absolute chaos gretta: what you been told about what you should do right now what comes next . stacey: at this point we are keeping safe. i think the safety of the members of the capital police officers and even those were here to protest peacefully, i'm sure there were some who do not want to be engaged in the violence of and that they are being kept safe. and i wouldn't some point after that, we would begin to clear the chamber. i want to remind everyone the mayor bowser has imposed 6:00 p.m. curfew. i'm hopeful and order will be restored and at some point, we will continue to do the constitutional duty of the house and senate . we will continue to
3:27 pm
convene and certified this election . that will not be stopped by those who hate our democracy need the constitution. and the order. gretta: what it being told about how the situation is being taken under control. stacey: i want to give any information about what security we have been told. i think that should be kept quiet at this point. gretta: understood . tell us what you can. we obviously understand the security applications of this. stacey: i'm just grateful to hear from nancy pelosi in our speakers, the spokesperson and praying for the safety of the vice president fence as well as the members and were in the chamber. and those members that are here on the capitol hill and her staff. seventy people are doing the work and the people were care washington. and they are hoping they remain
3:28 pm
safe. gretta: and tweeting out from a calling, and said that fox news has learned that shooting victims was transported from the u.s. capitol about 30 minutes ago. no other details yet . your reaction. stacey: this is just a travesty what is happened. and i am confident that not only will the capital police but others continue to watch and to investigate those who can cited this riot. those who are engaged in domestic terrorism which is action is. and that but they cannot meet charged as president, that the president is held accountable for his words which encouraged this activity by the individuals. as well as those members, i know that my colleague told has requested a resolution regarding members who me have . gretta: stacy, representing the
3:29 pm
virgin islands were there. obviously our conversation was cut off. she is safe. she and her staff are safe. and she said as we continue to watch the scene in full and capitol hill. these protesters are outside of the capital. and there on the capitol steps. they are normally security. only lawmakers are allowed . for security everywhere and capitol hill. and is reporting that the protesters are in the rotunda of the capital. there has been guns drawn you have seen the images . tear gas deployed on capitol hill. in a shooting victim according to someone tweeting out that "fox news" in the shooting victim was taken from the capital grounds. there's this image. protesters are breaking windows
3:30 pm
on the u.s. capital. and using what looked like the police shield. to break through the windows in the u.s. capital. so, we are waiting in learning is all of you are to see what happens next. just hard stacy say that she expects it would continue on once a situation is under control with the electoral college vote process prayed and when that happens, is unclear. and how that happens also is unclear. all those questions remain as watch. in democratic texas, congressman, are you okay. >> i'm okay. am in my office. i'm looking at the window and i'm saying some of the protests in the capital place of what we
3:31 pm
are saying. we've seen that some of the folks that are starting to walk away from the capital. they seem to be dispersing. as we are seeing price now. and again, women job to do. that is we are going to continue with the certification. we have a constitutional duty to do that. and unfortunately, this is product description. and in my opinion, but it's going to be a delay. were going to continue to do our job. it. gretta: the 44 york times, sing them virginia national guard, sooner state troopers being sent to dc. for a top virginia official. congressman, your reaction to that. >> certainly are police have done a wonderful job. and i support them party not appreciate what they are doing. but i think in certain
3:32 pm
circumstances like this, when you have thousands of people. i think is the prudent thing to do is to make sure that we have all the necessary support. so yes, they need to make a decision. need that support. so that's a yes. as i am looking out the window and i am seeing them. i sell them when they were moving towards the capital ground and now i'm seeing that some of them are walking away from the capitol grounds. still hundreds and hundreds and hundreds of people out there. i am saying movement away from the capital. so hopefully they are starting to disperse at this moment. it. gretta: 104 camera taxes out and i think we are looking at the east front of the capital is that right. >> that is correct. i am looking at this frame actually looking at the bar for the presidential inauguration for joe biden will be held.
3:33 pm
so i'm looking at that freedom in my office. i'm in the right wing office. in looking out towards the capital and towards the grounds . and i am looking at the folks. i do see movement away. it so some of them maybe came to do with the need to do they are calling it quits. gretta: where were you when the capital grounds were breached. it. >> i was in my office. because of social distancing. they only had members of congress that's were doing the debate. so they only had those members there. they were going to college. as we have been here at the capital. my capital office waiting to be called so that we can go vote once the debate is finished . and as you know, the demigod
3:34 pm
interrupted. we are going to continue. these folks are not going to stop us from doing our jobs and we are going to do it . gretta: in both you and the delegates and said this parking is a something that you are hearing from the leadership. >> we were told that we would continue. and of course, they will access the security of the staff in the members to do our work freedom and i'm sure that once that's good to get back we will continue. i don't know exactly when they will tell us to do that. but we are going to continue rated this destruction is not going to stop us from doing our jobs. gretta: what do you know about preparations by the capital police before all of this happened. what were you told
3:35 pm
that security would be like today. >> certainly, give us some instructions. so they gave us instructions to be careful as we walked in and all of that. but again, but the police did two sure and i'm now looking at and now there's a lot more police coming up. so there's no more police coming up so there getting more people to join the folks need to finish the dogs protecting capital grounds. gretta: reporting that the entire dc national guard it will be enacted today putting the 1100 guards on duty tonight. according to this, the officials have talking about the breach by
3:36 pm
the protesters today. cito was going through your head as you are watching this all happen. to the lawmakers and like yourself who come here and work every week. it and have the security measures every day. and to get into the u.s. capital. >> certainly, is not an ordinary day. last time time i saw something like this was ten years ago with the tea party. the radicals reacted. but there were no different, they did not try to reach the way he did this year. they did not try to get on the hostile that on the senate floor. these folks seem to be more aggressive rated one than ten years ago. when we come up here we come up here to do our jobs, our staff and a lot of very young people
3:37 pm
that come to do their jobs. for them to be pushed through this. it's not right. in the police that have been put through this rated some of them have been motivated by the rally the president, join this morning. it is not right. we come up here to do their job. they have a job to do. and you are saying the people that are not respecting the police and the instructions of the police. and i find it very ironic that some of this is complained by the left doing certain things . now doing some of the things that they're doing. it. gretta: homeland security is
3:38 pm
sending additional agents to the capital to help dispel the violence . congressman, have you learned anything else while we have been talking targeted any sort of communication. whether it's e-mail or phone calls or overhead in the loudspeaker to those of you who have remained on capitol hill. >> so we have been busy thankfully things right now. i have to keep up my e-mails. i have not been operated they told us make sure that we stay in our offices. stay safe. so they put everything under control. and as you and i have been talking for the last few minutes freedom looking out the window and in the morning i was seeing people doing towards the capital. now i am saying movement of people walking away from the capital. so they seem to be dispersing at
3:39 pm
this moment. there's other help, they will certainly be welcomed to our men and women to protect our capital grounds of the members. gretta: . think the president should say or do right now. >> well first off, i don't think he should've joined that rally today. he said we would never accept the election results . sent a very strong message to a lot of the folks here. i don't know, he was very quick to call the national guard. in the homeland and other folks to certain other places when the left was protesting. but i don't think he has moved as fast on the people he starts
3:40 pm
like he has done at other times. gretta: sarah cooked for cbs's saying that the gop leader kevin carthy told nora o'donnell is cbs they spoke to the president and he told them to speak in the nation and tell them to stop. i know he put a tweet out there. my tolling had to speak to the nation. congressman. >> i agree with kevin mccarthy. he has access to the president like some of us do not targeted and what he needs to do is do exactly that. i think the president needs to speak to the nation. it and tell people to be calm. until the folks to get away from the capital. and let us continue our work. so certainly one of think kevin mccarthy for alisa doing that with the president. it certainly would join him test
3:41 pm
the president to talk to the people. he need to do more than a tweet. he needs to tell folks to back off. tobacco the capital in respect the capital police. in respect the authorities. and let us continue our constitutional job. that is doing the certification of the electoral college state-by-state. we stop on arizona. we did two states we are on the third state . so we need to finish the third state and move on to the other 47 states. gretta: cnn, a woman is in critical condition after being shot in the chest in the capital grounds . according to two sources familiar with matter. and alyssa, is telling abc that she has confirmation the national guard is being activated. the only place is acquiring in the building and then using that goes, the less bloodshed we will
3:42 pm
have. congressman, your reaction . >> i do understand that one of the protesters was injured. i don't know the situation. i think it was a lady. i do not know what her situation right now is. but she must've done something for the police to take certain action. we certainly are asking people to step away from the capital. and make sure that we are allowed to do our jobs. and from all 50 states we need to do our jobs. and as i keep saying, is unite keep talking. i keep seeing more of those folks dispersing from the capital. so this morning were sing people outside of the office buildings freedom here on the third floor in the capital. and i am saying people walk away
3:43 pm
now from the capital. so they are slowly dispersing from the capital. gretta: we really appreciate you spending some time with us as the scene unfolds. appreciate you sharing your thoughts with us and hope everyone out there state safe. >> thank you so much. we will see you soon. gretta: and now with this, phil. >> we are now about a quarter so for eastern time. the joint session coming in at 1:00 o'clock eastern today. as you have mentioned, it lasted only 15 or 20 minutes before the first objections of the electoral council made on electoral votes in arizona. the president of the senate, vice president pence gambled the joint session out at that point. each of the chambers for the

complete accounting of the electors if there any further objections. they will be heard. but i am confident that we have a huge bipartisan majority that wants to ratify the election. the market people have spoken . the election is over. we should not be done doing or indulging any of these terrible fantasies of some kind of public instruction. it. gretta: what you think should happen to these protesters. it. >> i think they should be dealt with fairly . the rule of law. this is an attack on the government of the united states. it is an extremely serious things that did not even have a during the civil war. it he would have to go to back to the war of 1812 to find this kind of attack on federal buildings in the work of government.
3:52 pm
i'm not aware of any confederate attack on the congress of the united states and the interruption in the proceedings of congress. but we are going to go forward it . if we have to stay here all night we will go forward . and if we have to stay here all day tomorrow the next. we are going to complete accounting of the electoral college votes. we are going to swear and the new president of the united states . president-elect joe biden on january 20th is called for by the constitution of the united states. i hope that every political leader in the land and the executive branch and the legislative branch and the supreme court . when everyone in the military will quickly senate and say this is utterly entire a liberal targeted lawless and unacceptable. we need to continue working on the first great modern democratic government that ever existed. gretta: congressman mccarthy according to the news reports,

4:00 pm
senate. he was evacuated from the capital right as a security breach happened. the lawmakers were in the senate chamber in the house chamber. we understand from press reports that the media was then brought in to this chambers . and the doors were locked within the law enforcement capital place running chambers they were saying that any lawmakers are on social media today . ... ...
4:01 pm
congressman, your thoughts on what's happening at the capital. >> it is disgraceful. these folks are republicans. i see them as wernicke's anarchists, they've injured our law enforcement, vandalizing capital. we live in the oldest and greatest democracy, the oldest and greatest republic in the world and these folks embarrass our country today. those who broken, the peaceful protesters have the right but it is disgraceful their actions. it's an embarrassment to our country. >> where were you when you learned of the breach of security? >> i was going to be in the chamber but they said this and so i went back to my office. we had a bomb threat next door
4:02 pm
so i was hearing all that chaos, i could hear sirens and then we had the mayor said she would put up a curfew in washington and then i was watching c-span. [laughter] , your channel and i saw the honey out of the chamber so we knew we had a problem. it is disgraceful what happened but i can hear a lot of noise where i am, and want to give my location. had our doors shut but i always worry about my team, our success. it is a tough situation. >> how are they feeling about the situation? >> i think very poised. we have a good team but obviously there are nerves and people angry. angry that this could happen. i am angry that i personally feel like our president should
4:03 pm
have given me much more clear tone leaders the direction, they don't inspire people to get angry and do the things they are doing. i feel he needs to stand up and be a better leader around us. have not been in my view. he's got to make it clear as a country and as a president, needs to respect the peaceful transition of power. it's one thing to have elections and see this but we use our court system to get to that. he's not succeeded there. we have certified the states, the president needs to respect the transition of power peacefully. he needs to make that clear to the american people. >> chuck schumer and speaker nancy pelosi issued a statement saying we are calling on president trump to demand but
4:04 pm
also leave the u.s. capitol on capitol grounds immediately. should he address the nation? >> he should. he has to some degree, i saw a tweet he put out saying we are peaceful, we are not the party that violates law and order, i am paraphrasing but i think he needs to be more needs to explain more clearly and be a leader with the folks who obviously are protesting on his behalf or they feel they are. he needs to give clear direction and needs to be a leader. this is what leaders are supposed to do. retired general, leaders in the and remain calm and give a sense of direction and don't exacerbate the situation. it is time for him to settle. >> for you told about security today you think the capital police did enough to prepare for this type of scenario?
4:05 pm
>> i really don't know offhand, i talked to the police last night and this morning. i think them everyday. it could be potential problems today but i didn't know. to be candid, i've been to a lot of different gatherings and i've never seen violence like this. i thought it would be peaceful. i'm sure they did, to doing a review and seeing what they could have done better, i don't know what that would be, i don't want to speculate but i would say i think them. i do no caps on police were injured today and i saw some being punched. that is wrong. i think folks who are part of this should feel ashamed they are being a policeman, it is wrong. >> what you think should happen to them? they should go to jail, they should be charged. anybody who unlawfully enters, does physical violence against
4:06 pm
police or anybody, any vandali vandalism. they should pay for it. i do believe in law and order and holding people accountable for violating the law. if i may, i want to thank the vice president today. he stood up to the president and did the right thing. he followed the constitution and i want to publicly say thank y you, vice president pence. >> what specifically? >> the president wanted him on his own to disqualify safe collectors this is a serious suspect can be done, it's never been done. i think it's unconstitutional. i don't think the founders ever wanted that to happen but there is a theory he could do and the president was articulating the vice president could on his own, disqualify safe collectors like arizona or georgia and vice president today made clearly he
4:07 pm
disagreed and would not do that. the president subsequently criticized his decision. i think vice president pence was absolutely right. >> we are learning from governor hogan, virginia governor, d.c. federal law enforcement has seen congressional courts of homeland security and possibly fbi. >> who we are. what we are seeing are a small number of extremists dedicated to lawlessness. this is disorder. it's chaos. order is not sedition and it must end. now. i call on this mob to pull back and allow to work the democracy to go forward.
4:08 pm
pertinent say before in a different context, the words of a president matter. the matter how good or bad the president did is, at the best, the words of the president can inspire. at the worst, it can insight. therefore, i call on president trump to go on national television now to fulfill his oath to defend the constitution demand the speech. storm the capital, smash windows, occupy offices. four of the u.s. senate rummaging through desks, on the capital, on the house of representatives, threatening the officials, it's not protests, it's interaction.

the world is watching like so many other americans, i am generally shocked, so long a beacon of light. it's come to such a dark moment. two war and strife, america has endured much and we will endure here and prevail again. we will prevail. the work of the moment the work of the next four years must be a restoration of democracy, decency, honor. respect. the rule of law. it's plain and simple decency. renewal of politics, solving problems, looking out for one another. not stoking hate and chaos. america is about honor, decency

4:11 pm
children are watching television, think of what they are thinking. for nearly two and a half centuries, lisa people, in search of a more perfect union have kept our eyes on the common good. america is so much better than seen today. watching the seats in the capital, i was reminded as i've prepared other speeches in the past, the words of abraham lincoln, the message to congress whose work has been interrupted by chaos today. lincoln said the he said we shall nobly save for merely clues the last best on earth. went on to say the way is plain, peaceful. generous.
4:12 pm

we have got to stop this. mr. president you have got to stop this. you are the only person who can call this off. call it off. the election is over. call it off. this is bigger than you. it's bigger than any member of congress. it's about the united states of america which is more important than any politician. call it off. it's over. >> mike gallagher congress from wisconsin who represents a district during bayonet will tweet from it looks like his office from u.s. capitol. >> at daily reporter tweets out of the six democrats have called for trump's impeachment for inciting the coup attempt. please let me know if you see others are back to capitol hill

stage capitalist system. they've been ramping up these contradictions between them and this is the outcome. when the legitimacy of the entire party of the republican hangs on the donald trump's is what's going to happen an unstable situation. they created this because they don't have anywhere to draw their legitimacy from three tens of millions of people are out of work and tens of millions are hungry. this economic system is failing. capitalism in this country before our eyes is failing and we are seeing the vileno, that. >> robert in milwaukee. let me show you from earlier today when the senate went into recess because of the protesters getting close to possibly at that time entering the chamber. i want to show you that moment and note for you that there is no audio after little bit of

going to reject in who isn't is going to reject prodigious part of the process but we need to look at and turned to going forward is how can we restore to the american people the way we can make the elections more safe and feel better because what trump is doing has put it into people's minds that we do not have a proper election system. there is something wrong with the system and it needs to be looked at and needs of the fixed and many people apparently from what you can see on capitol hill feel that same way. should everyone who is inside capitol hill be arrested and detained to be charged to the full extent of the law? yes but at the same time there people there who are simply trying to protest and show the fact we do not agree with this, we do not want this to be happening. we want to somehow fix this. ultimately no matter which way
5:28 pm
it goes obviously present let joe biden has one. >> okay finish up regardless of that fact? we will go to carol and in johannesburg pennsylvania. >> thank you for taking my call. just on the note of the previous caller from texas he's absolutely right. and the constitution we do know is people we can gather in peaceful protest. it happened in the summer and started peaceful but then it became violent with looting and fires in taking over police stations in downtown or at all of that needs to be prosecuted. the people who ran into the capitol building today, they need to be prosecuted. that is so true but that's just the beginning of our problem as a nation. the further we divide from democrat and republicans, the further chance we have of collapsing because there is no chance that a house will stand
5:29 pm
when callers are separated so far. we have to come together. our constitution was based on morality integrity respect truth honesty and when those factors are lost and left and left behind our country is going to collapse from within. it won't even need to be collapsed. it will collapse from the inside because we are becoming so divided and until we come together and listen to each other and respect each other whether you have a difference of opinion are not we have to come together to come to solutions because it's not going to help. no matter who is spreading the evil in who is talking bad and who is spreading propaganda doesn't matter. if we don't come together with unity in the country respecting each other's differences it will collapse from inside. the facts facts. it's the truth and it will
5:30 pm
collapse unless we join to be able to embrace each other in our differences. it has to happen. after 9/11 we sought and we sought after the attacks and the gunshots against the republicans people came together after calamity and if we don't start doing that we are going to have a nation is going to collapse. is that what we are going to leave for our children and our grandchildren a collapse nation? carolyn and pennsylvania. here's the president earlier addressing the protesters. >> i know you are hurts. we had an election that was stolen from us. it was a landslide election and everyone knows it especially the other side. but you have to go home now. we have to have peace. we have to have law and order. we have to respect our great people in law and order. we don't want anybody hurt.
5:31 pm
a very tough period of time or there's never been a time might this where such a thing happens where they could take it away from all of us, for me, from you, from our country. this was a fraudulent election but we can't play into the hands of these people. we have to have peace. so go home, we love you, you are very special. you see what happened and you see the way others are treated better so bad and so evil and i know how you feel. but go home and go home in peace. >> president trump making those remarks in a video message in later trading them out from the white house. he was asked to do that. they say the minority will leader kevin mccarthy and others and perdue pleaded with him to talk to the protesters.

that are trying to do the right thing. i don't know biden very well to barack obama was a good president. we have got to go on. we don't just stay and keep doing the same thing we are doing now. if donald trump if it's time for him to go then let him just go on and not let this keep going on. i think vice president pence did a great job for us. he was in indianapolis indiana. he was their governor and i think he did the right thing and he ain't going to cheat. he's a good vice president and donald trump is going to have to quit acting like a child and give in and face it and go on and shake his hand, biden's hand and not be stubborn and do what you are supposed to do. you're not going to be elected

5:39 pm
have delayed coming out to speak to you. i initially was going to talk about the economy. all of you who have been watching and i have been watching, this hour our democracy is under unprecedented assault. unlike anything we have seen in modern times. an assault on the citadel of liberty, the capitol itself. an assault on the people's representatives and the capitol hill police sworn to protect them and the public servants who work at the heart of our public. an assault on the rule of law like few times we have ever seen
5:40 pm
it. an assault on the most sacred of american undertakings, the doing of the people's business. let me be very clear, the scenes of chaos at the capitol do not reflect true america, do not represent who we are. what we are seeing our small number of extremists dedicated to lawlessness. this is not dissent, its disorder, it's chaos. it borders on sedition and it must end, now. i call on this mob to pull back and allow the work of democracy to go forward. you've heard me say it before in a different context, the words of a president matter no matter how good or bad that president
5:41 pm
is. at their best, the words of a president can inspire and at their worst, they can insight. therefore, i call on president trump go on national television now to fulfill his oath and defend the constitution and demand an end to this siege. storm the capitol to smash windows, to occupy the floor of the united states senate rummaging through desks on the capitol of the house of representatives threatening the safety of duly elected officials. it's not protest, its insurrection. like so many other americans i

am generally shocked and saddened that our nation so long a beacon of light hope in democracy has come to such a dark moment. through war and strife america has endured much and we will into her here and we will prevail again and we will prevail now. the work of the moment in the work of the next four years must be the restoration of democracy, decency, honor, respect for the rule of law is plain and simple decency. the renewal of the politics and the solving problems and looking out for one another, not stoking the flames of hate and chaos. america is about honor, decency,
5:43 pm
respect, tolerance. that's who we are. that's who we have always been. the certification of the electoral college vote is supposed to be a sacred ritual to bury a firm the majesty of american democracy. today is a reminder, a painful one, democracy is fragile. to preserve it requires people of goodwill, leaders the courage to stand up to her devoted not to the pursuit of power but a personal interest pursuit of their own selfish interests at any cost but of the common good. think what our children watching television are thinking. think what the rest of the world is looking at. for nearly 2.5 centuries we the

people in surge of a more perfect union have kept their eyes on that common good. america is so much better than what we are seeing today. watching the scenes from the capitol and i was her mind is a prepared speech is in the past i was her minute of the words of abraham lincoln in his annual message to congress whose work has today been interrupted by chaos. president lincoln said, he said we shall nobly save or merely lose the last best on earth then went on to say the way is plain, peaceful, generous, just, a way which if followed the word will

selection has not been fair. the way that we can hopefully find a way to bridge the huge gap within the country would be to find a way to restore their faith in the electoral process and the election. biden said in a statement the worst thing under attack right now is the american republic, the american sovereignty. what we need to do is suggested by ted cruz and give the audit to the people that want the audit. for the people that feel like this election was fair it shouldn't cause any ref. give them a little bit of time and let them do what they are asking for and give them the peace of mind and when they have this audit and people at the peace of mind and we go okay this was done by the senate. this was done by the house of representatives and the supreme court. they took time and they looked into it, they did the research

since 2009 when the obama and clinton regime brought in identity politics so i could see where this is coming on the maga side or you have people like me who are independent and you have former democrats and you have republicans of all ethnicities on the maga side. i just believe this is a culmination of four years of a president who was elected he made promises and he delivered on those promises. he's been crucified by the media, crucified by the democratic party and there is then collusion between amedi on the democrat party on whatever the president says and whatever his followers and constituents say and do.
6:05 pm
>> to be clear you are not condoning the violence. >> now, i am not condoning the initial siege on the capitol police but the democrats, the tweets come out and even george w. bush who i voted for. i voted for gore and i think the main thing is people are disgusted with the royalty of politics and i think today you saw a speech on the capital of the people's house where people are just tired of parasitic politics who make all these promises and they never keep them and they finally got a president who did and this is just the culmination of identity politics. as you can see it's not earning.
6:06 pm
there is peace and it's not thugs like all these parasitical politicians. >> i will leave it there. nick who was an adviser to president trump homeland security adviser tweets out this is wrong and illegal. some american. the press and undermine american democracy for months. as a result he's culpable for this siege. and -- despite him not because of an police will regain and prosecute those involved. as our caller was talking we saw what looked like the national guard in riot gear lining up outside the capitol. you can see them there. let's watch.

[background sounds] [background sounds] [background sounds]
6:08 pm
[background sounds] spirit law enforcement circling around to the other side of the capitol. there will wearing riot gear. they've been called to capitol hill. international -- the entire national guard from maryland and virginia to help with capitol police. have you've been watching today?
6:09 pm
>> i have. thank you for taking my call. i think this hasn't been brought in the last year or by trump this has been the egg issue boiling in america and it's due to lack of education and misinformation. i think we are in an era politics called post-reality politics where it appeals to emotion and largely has become a policy prevail. we have social media and we have news media making the ideological gap much bigger in america. one of the things we need to take care of is taking care of internation by the internet and information of politics and we need to kind of ridge this idea of ideological gaps. one other issue we need to correct here is the growing class of -- we have people
6:10 pm
working in stable factory jobs that have been shipped to other countries and they have lost their main source of income and fallen below the poverty line. trump came along and he said i hear you, here these people and they hear your problem. he was elected but the problem is not trump. the symptom is trump. >> case in texas. neal is joining us. what if you learned about what is to happen next? we understand the --is clear. >> we understand that we have had the complex is being cleared and recently reporters who were in the capitol complex in the hart building heard from senator joe manchin and one of the hallways that they are looking to proceed this evening. representative jim clyburn the
6:11 pm
majority whip in the house has also said they intend to leave this evening. it sounds like they are just trying to get enough order restored and to be able to get things set back up to maybe even resuming the electoral college vote counting within the senate and house chambers themselves rather than using some sort of alternate location or anything that could be more complicated in that regard. >> will they resume where they left off? >> i believe because they recess subject to the call of the chair when all the chaos broke out around 2:30 this afternoon, that they should still be in the middle of the debate on what to do with the elect doors from arizona.
6:12 pm
certainly one thing we know which never really thought was something that needed to be considered when in 1969 electoral college challenge happened there was a ruling on the floor of the senate in response to a question from ted kennedy that it's not allowed to table the objection of a state aid so they have to run out whatever is remaining on the clock of the debate and i'm sure the folks in your control room will know better than i do how much time is left in that block or they would need unanimous consent to be able to dispense with the situation. so again i think that where we are is that they are going to go back and try to figure out whether they have to run through the entire two hours of debate. we probably need to figure out
6:13 pm
whether or not they are going to have to hear any more challenges but certainly you know in a normal year and we have been saying this for while but in a normal year this whole process takes 25, 30, 35 minutes of the question is going to be for senators like ted cruz and josh hawley and their supporters of these objections whether or not now we are in the dinner hour whether or not they really want to launch any more objections or whether they think they have been heard or b it's not going to be harmful to hear their point at this time. greta frankly the issue is that one of the headlines in the newspaper are going to be tomorrow, it's going to be mob
6:14 pm
overtakes capitol and it's not going to be whether or not people were defending a particular electoral college vote. >> are there efforts by those republicans and leadership who were opposed to objecting to convince the objectors to not go forward? >> that is what we are hearing has been going on in the capitol and extent to which people have access to lawmakers at this point. there certainly are discussions underway about what to do and seeding this process along at this point. i think there's a general thing even perhaps among people who support the challenges that democracy itself is the fundamental problem here so if
6:15 pm
in fact challenges go forward it wouldn't surprise me that if they do go forward if the tone of the debate is a little bit different than what we saw earlier this afternoon. >> what do we know about the roles before playing before the vice president was presiding and the speaker of the house was next to him. will they continue? >> the speaker most likely will continue. i have not heard yet regarding where exactly the vice president of the united states is and some of the questions whether it is vice president pence or whether it is chuck grassley the senate president pro tiem that is presiding when they reconvene and at this juncture is probably going to be dependent on what the security assessment is around pence. certainly there were people in
6:16 pm
this group of protesters that overtook the capitol earlier today who suffice it to say are not happy with vice president pence fulfilling his constitutional duty and so there may have to be a discussion and i'm sure that there is a discussion going on about where it is best for the president of the senate might pence to be spending his evening this evening and it is remarkable that we are having that conversation but that is where we are and preserving and protecting the right president may take precedence over what we have all been saying was their ceremonial role. certainly how secure the capitol is supposed to be. i'm looking at the clock and
6:17 pm
realizing we are about a quarter past six in the evening. there's a curfew in effect here in d.c. now and so in theory the crowd should be leaving but there is always the possibility that those orders will not be it here too. >> what do we know about what security did in that moment when the chamber was breached and the vice president second in line to the presidency and over on the house side you have the speaker of the house next in line after him what do we know about how quickly the capitol police moved to protect them? >> that movement to place very quickly and if i can take just a second to pull up and i will tell you exactly what i'm looking at here. the reality was in both cases
6:18 pm
things move very quickly among the reporters in the senate chamber from the "washington post" and one of my colleagues noted that bat he ran out of the senate chamber and shouted that pence was left in the chamber which was an assignment which was some kind of an imminent threat and when people were able to see and when reporters were able to see what was going on grassley was not in the senate chamber. similar things were happening on the house side. the continuity of government was one of the preeminent concerns. the other thing i would tell you that was remarkable to see and
6:19 pm
bid now seen senators including jeff merkley and tammy duckworth both make reference to this, the floor staff had to quickly sink to make sure to remove the boxes that hold the actual electoral college documents, the paperwork from the various states. they had to make sure to take that with them to the end disclosed hotlinks security area where everyone went to after the chamber was cleared because it's amazing that people thought of it in real time was what would have happened if somehow these little wooden boxes that contained the paperwork had been
6:20 pm
still sitting in the senate chamber in particular when the violent protesters were able to get into the chamber. it's not something we want to contemplate what is being done. it certainly not outside the realm of speculation to think that they could have either taken or destroyed in some way the actual certificates from the states which would have made this entire evening way more complicated. >> as we wait to see if the house and senate can reconvene and continue on with the electoral college process mike from the "washington post" tweet it out house majority confirms top congressional leaders are hoping to come back tonight and finish. can the building be secured? can members safely get in and out in the capitol is a crime scene put a woman was fatally shot steps from the house floor.
6:21 pm
>> those are all the exact questions and the other thing is whether or not some of this may hinge on whether or not there were objections frankly because if there are no further objections, if this is able to all be processed in order lee manner quite frankly you don't need a whole lot of house members are senators to be in the chamber as no one asks if there's a quorum or not. we know the quorum calls will go away in a hurry when they can go away so i think one of the things that is probably being worked out is whether or not a handful of lawmakers probably were blunt in amy klobuchar the chairman and ranking member of the senate rules committee their counterparts in the house and the house administration committee and a few lawmakers
6:22 pm
can get through this processing themselves and whether or not you need to have some contingent closure of and 35 house members in the house chamber and closer to 100 senators in the senate. i don't know that we know that quite yet. the other thing of course which i hesitate to even bring up but it became clear that because there was an urgent security situation everyone kind of had to set aside the protocols for a while this afternoon. there is still a pandemic. lawmakers have received the least the first dose of the vaccine, the second dose of the vaccine isn't out yet. immunity is clearly not. because to texas republican house members both have tested
6:23 pm
positive this week and so there's this whole other factor. i'm not so sure how much you want people to be in close proximity at close quarters any longer than they have had to today because of the security breach and frankly shots fired and someone being killed off the house floor today. >> neils you and i were talking earlier about when the breach happened in the senate chamber outside of the house chamber. describe what happened or anyone who is in the chamber including journalists. >> yes the remarkable thing was people generally when there are security threats i don't think it's ever been a secretive but public knowledge because of what happened today the first move in the capitol building is usually
6:24 pm
into the chambers. if you are in proximity of the house or the senate floor and there is some sort of lock down situation the initial instincts of capitol police and the sergeant at arms and various other personnel is to actually go into the chamber because those rooms are considered the most secure spaces in the entire building and so part of what was chaotic today and you've probably seen people of gas masks and photos and videos of that. my colleague tom williams one of our photographers was in the house chamber and has some amazing photos of people trying to put on the single use gas masks and protective equipment, there are -- the reality is that's normally the way you go. when the chambers had to be
6:25 pm
evacuated because there was no way apparently for the capitol police to secure the room, that was the part when they really think panic set in because then we are beyond the round the foot are normal security procedures would be. >> met ronnie the senator of utah is tweeted out about 6:15 what happened at the u.s. capitol today was insurrection incited by the president of the united states. he goes on to say we must not be intimidated or prevented from fulfilling their constitutional duty. my colleagues to complete the electoral count to refrain from further objections in llenas we affirm the legitimacy of the presidential election. niels lodzinski your reaction to mitt romney?
6:26 pm
>> senator romney is probably certainly not going to be alone among his republican colleagues. he yet always been one of the republican senators who said that joe biden won the election and will become president on january 20 and he will but i think what we have to watch out for is what do the people who were the backers of president trump say? i would say the other thing is on the other side of the pendulum we have people who are calling for using the 25th amendment procedure or the impeachment proceedings or something to get current president trump sidelined for the remainder of the 14 days or so that are left in his term and i don't think anything is out of the rahm of possibility after
6:27 pm
what we saw today. that certainly is going to be the wide expanse of where we are. we may have people who still want to challenge electoral ballot votes well into the night and overnight tonight and on the other hand we have people who would like to move the current president out of office before the sun rises tomorrow frankly. >> neck niels lesniewski of "cq roll call" thank you. you continue with your phonecalls as we wait to see what happens on capitol hill after the protest breach the security entered into the chamber and lawmakers evacuated. we'll get to your phonecalls in just a minute that bill scanlon has an update for us. >> lets catch up with members and art capitol hill producer craig house armed services committee chair. adams missing president trump and his enablers are directly
6:28 pm
responsible for the despicable acts on our nation's capitol that we have all witnessed witnessed today. the present incited and encourage this riot preview mentioned mitt romney and the further addition we gather today due to a selfish man injured pride. part of the statement you read earlier for mitt romney. this was president trump the last 15 or 20 minutes or so but he says there are things and events that happen when a sacred landslide election is so unceremoniously and viciously stripped away from great patriots who have been badly and unfairly treated for so long. go home with love and mps. remember this day forever. the present releasing a video earlier today both on twitter and on facebook or this is the tweet from the vice president of integrity at facebook. he says this, this is an emergency situation that we are

taking appropriate measures including removing president trump's video. we removed it to cuss on balance we believe it contributes rather than diminishes the risk of ongoing violence. you can find that in our library is c-span.org. greta. >> in florida we got ian axe jeffrey. have you've been watching and listening today and what has been going through your mind? >> yes maam, i have. if anybody had read the articles they would know what trump is all about. he lies all the time he never apologizes about anything he's ever said. he never misreads wrong no matter what is he will not admit it's wrong. and when he says the lie evil repeated over and over again and he will do it for months on end because the more he thinks if you repeat the lie the morgue truthful people start to believe
6:30 pm
it. >> jeff francoeur to magar brooksville florida dorothy would have you've been thinking? >> thank you for taking my call first but i wonder what other people from other countries think of what this country is come to be when they are watching us closely to get the electoral votes for the president and the people seems like it doesn't count what we do because the electoral votes made it set in done that o. biden is the president and trump wants to step in saying it was not done right. ..

6:32 pm
>> jenny in wichita, kenny. >> caller: is a sad day for our country and i think a lot of peopleare to blame . not all the lanes should be on president trump. i think the media has a lot to do with it. but there's one person right now that can do a lot to bring everyone together and he's preaching unity right now that is the apparent president-elect joe biden everyone knows you wanted to do a full audit of all the states on every level , every election because it happened in the states that are in question,it could have happened in any state . he needs to do that and that would really bring us all together because if he's confident in his win and if there wasn't any fraud there should be no issue. so really the ball is in his court to bring peace to this nation and he's really dropped the ball.
6:33 pm
that. it's a sad day for a country. >> listening to jenny showing you the us capital. the census has gone up, security strengthened and a lot more law enforcement on capitol hill. nearly 4 hours, passed four hours now since the chaos began up there, brenda in kentucky. >> thank you for taking my call . i am calling because i amvery upset with this whole situation going on . i'm tired of trump being blamed for everything wednesday news is involved with this. facebook was involved with all this. all the lines from joe i and whohas done nothing but lie to the american people . they will not tell everybody the truth about him and his son ripping us off through china .

we need to attack china. this is going to stop unless they shine down through another election, we're going to show voter id. this will end this problem in our country. >> host: the attorney general, the former homeland security advisor to the president saying what happened up there is criminal . do you think people who breach security and growth into the capital should be prosecuted? >>. >> caller: know, everybody go out there in the streets burning down people's businesses, those people sent to jail. people lost their businesses. people are losing homes all this stuff. it our lives that we losing. there are millions of billionaires, do you think they care about the american people ? how many people lost their businesses, how many people fall for them?

do you know anything? >> host: brenda and contractor in kentucky, little. >> caller: thank you for taking my call. trump has not been a normal candidate since he started in 2016. from making fun of the disabled recorder to insulting women, i think that has just really snowballed until now. can we look at where we are, a few years ago we might have laughed at this it was somewhat of a joke. this is serious. they went in with the intent to harm whoever they could . and i just think that trump's message today is very inappropriate. he took no accountability for that continue to do what he has shown us during his presidency and that is start a fire and walk away. if the roles were reversed by on the foot of the capital,
6:36 pm
we fight for our freedoms or our election, charge the capital . we need to store it now. people will be losing their lives. >> host: do you think if they can make the area secure tonight on capitol hill that they should continue with the accounting of theelectoral college votes ? >> caller: i want to for cutting us off but i need were i think we need real leadership. donald trump needs to either resign or be impeached. he cannot remainin office for next week's . this country will not survive that. >> host: loretta and ralph's. >> caller: thank you for taking my call . just a couple of things. first of all i want to thank mike pence for doing the right thing and not bowing down tothe pressure put on him by donald trump . second of all, the reason in my mind i know the reason that trump is so angry about
6:37 pm
losing this collection is because he can't stand the fact that obama, a black president served two terms. i heard mitch mcconnell, needed a little cut from something he was saying and he said obama came into office we would do everything we can to make this president a one term president. now that trump is the one term president, then he is not, it is just burning him up because hehasn't done anything presidential , period actually in 4 years but he certainly hasn't done anything presidential since the election. away wherever he has been. we've got people dying and the lady previously saying that losing their home, people losing their homes, my president, where are you when it comes to this?
6:38 pm
on what to do you want to be president. you could care less about being president. he does not want the fact that obama served 2 terms and he is only going to serve one . as the only thing that bothers him have you ever in your life seen a president tried to hold on to the presidency like this? i can understand it was the president was actually presidential. this man doesn't have to presidential bone in his body. >> host: i'm going to leave their update from the speaker of the house. a quote from her saying we have decided we shouldproceed to capital . once itis clear for use . neither player will besending out more guidance later today . brian in bloomfield, colorado . >>. >> caller: for taking my call . the main reason for going and was as a journalism major for the colors claiming antigua

been blocked as well. we will continue here on c-span. each of the breach of security on capitol hill and potentially the resumption of the convening of the house here on c-span and the senate over on c-span2 as they bow to come back together and continue with counting of the electoral college votes. >> i want to show you the entire remarks made by president-elect joe earlier today. >> sorry, it's not just an inconvenience but i'm sorry for the reason i delayed coming out. to you. initially i was going to talk
6:47 pm
about the economy but all of you, all of you who have watched what i've been watching. at this hour, our democracy is under unprecedented assault. unlike anything we've seen in modern times . assault on the citadel liberty. the capital. it's a period assault on the people's representatives capitol hill police swore to protect them. from the public service who work the heart of our public. an assault on the rule of law, like two times we've ever seen. an assault on the most sacred american undertakings. the doing of the people's business.
6:48 pm
let me be very clear. the scenes of chaos at the capital do not reflect the true america. do not represent who we are. what we're seeing are a small number of extremists dedicated to lawlessness. this is not dissent. it's disorder. it's chaos. it borders on sedition it must end. now. i call on this model to pull back and allow the work of democracy to goforward . you heard me say before a different context , the words of a president matter. no matter how good or badthat president is , at their best, the words of a president can inspire. at their worst, they can incite.
6:49 pm
therefore, i call on president trump to go on national television now to fulfill his oath to defend the constitution. and the man and to this siege . storm capital, to smash windows. to occupy offices. the floor of the united states rummaging through desks on the capital house of representatives. threatening the safety of duly elected officials. it's not protest. it's insurrection. the world is watching. like so many other americans. i am genuinely shocked and saddened that our nation so long to begin light and hope for democracy has come to
6:50 pm
such dark moments. through war and strife, america's inward much. we will endure here and we will prevail again and we will prevail now. the work of the moment and the work of the next four years must be the restoration of democracy. decency. honor, respect . the rule of law. it's plain simple decency. the renewal of a politics and not solving problems, looking out for one another, not stoking the flames chaos.i said america's honor. decency, respect. tolerance. that's who we are. we've always been. the certification of the electoral college boat is
6:51 pm
supposed to be a sacred ritual. to for purposes, to affirm the majesty of american democracy. today is a reminder, a painful one that democracy is fragile. that to preserve it requires people of goodwill, leaders with the courage to stand up board voted not to the pursuit of power or personal interests pursuit of their own selfish interests at any cost. of the common good. think what our children watching television are thinking. think what the rest of the world is looking at. for nearly 2 and half centuries , we people in search of a more perfect union affect our eyes on the commongood .
6:52 pm
is so much better and we seem today. watching the scenes from the capital, i was reminded as i prepared other speeches in the past of the worst lincoln . in his annual message to congress , whose work is today and interrupted by chaos. here's what lincoln said. he said we shall nobly save or merely lose the last, best hope for. went on to say the least plain. peaceful. generous. just. a way which if followed the world will forever applaud and god must forever bless. the way is playing here to. as who we are. it's the way of democracy.
6:53 pm
of respect. of decency. honor. and commitment to this nation. notwithstanding what i saw today or seen today i remain optimistic about the incredible opportunities. there has never been anything we can't do when we do it together. this god-awful display today is bringing home to everybody, republican, and independent in the nation we must step up. this is the united states of america. there's never ever ever been a thing we tried to do that we've done together not been able to do it. so president trump, step up .
6:54 pm
may god bless america. may god protect our troops. all those folks capital. are trying to preserve order. i'm sorry to have kept you waiting. >> i am not concerned about my safety, security or the inauguration . i'm not concerned. younger people need to stand up. as stand up now. enough is enough is enough. >> was the president-elect joe line and talking earlier
