executive nominations and legislation to address hate crimes toward asian americans and pacific islanders. when the senate returns watch live coverage on c-span2. >> the trial for minneapolis police officer derek chauvin he is charged in the death with george floyd. watch tonight beginning at eight eastern on c-span2 or anytime on c-span.org. >> c-span2 is your unfiltered view of government created by america's television company, today we are brought to you by these television companies to provide c-span2 to viewers as a public service. >> joining us in washington lisa, the chief congressional correspondent for the associated press, lawmakers back in washington this week and that we intend white house to do with infrastructure bipartisan
6:28 pm
meeting will it be bipartisan is there room for compromise between the democrats and the republicans. >> goodoo morning, that's gonnae a fascinating meeting at the white house president joe biden has been reaching out to court republicans at his infrastructure plan that they say is all talk and no action they see what happens on the covid relief bill where we had one meeting with republican senators and went off and had democrats passed the covid bill, the relief bill on their own. so there is a lot of skepticism coming into this meeting, yet at the same time this is typically been an issue where all five can come together, every needs robbie in the casa communities, there isie some interest from republicans to work with the president, we will see, democrats are in a big hurry to get a lot of the stuff that
6:29 pm
while they can and it's unclear if they weight around to hammer out a broad compromise with republicans. >> let me get your reaction to number three in the house of representatives liz cheney said yesterday on "face the nation" she supported an infrastructure bill put forth by then-president donald trump opposes the one they put forth by president biden, she explains. >> it's a different proposal obviously something less than 6% as, you mentioned as a proposal that president biden has put forward is focused on infrastructure the national association of manufacturers says that we will probably lose over a million jobs if this is enacted and you are certainly going to see in addition to the corporate tax increase in the bill you will see middle-class tax increase. this is a pattern that we watch the democrats used time and i again, where massively increased spending, they massively expand the federal government and then
6:30 pm
they come back around and oppose middle tax classss increases. those are not things that we support and things that i support. >> two points from the conversation on facebook nation, is it only 6% for roads and i bridges. >> this is a good question, what is infrastructure, were seen president biden take a new definition of infrastructure he's going beyond the idea of roads and bridges and talk of broadband. even more encompassing, he is talking about what we call the keratotomy and leading into an idea of human infrastructure. erie. . . . it is a broader sense. i think that is sort of a new thinking, one that republicans have not fully embraced. democrats seem to be interested
6:31 pm
in the way the president is approaching it. republicans, as you heard from liz cheney, mitch mcconnell in the senate, they may want to stick with a more traditional version of that. then, of course, it is the corporate tax like that president biden is proposing to pay for it is also a bit of a nonstarter for republicans. host: let's turn to another issue that we will hear more about, c with another police officer because of what happened earlier this month. this verse respected generals on details on how to enhance security following the insurrection that took place in general the sixth. what are we expecting? suspect that is right officer william evans will lie in state on tuesday. it is an honor to have a civilian lie in the rotunda. he was killed two fridays ago when a man charged his
6:32 pm
security station that was near the senate entrance to the capitol. it was a sort of shocking and alarming moment. here on capitol hill the security is still beenri extremely tight, for three months now since the january 6 insurrection.ri there just beginning to bring some security fencing down. there's been razor wire topped security fencing all around the capitol. it's a quite large perimeter. it's really been not the kind of infrastructure people want at the capitol because it is supposed to be the people's house. in the place where people can come and talk to their lawmakers in sort of not the image that lawmakers wanted to give. however, once they generate six insurrection there has been a lot of security.as
6:33 pm
so security had been titans. then of course as it was starting to come down there was this incident. so officer evans will lie in state at the same time we are expected to hear very soon hear from house democrats who are putting forward a supplemental security bill that will have funding for new ways to beef up security around the capitol. speaker pelosi had a massive j review done after the january 6 insurrection. and the report came back with lots of recommendations. and so we will be seeing some of that. and you mentioned at the same time the inspector general, michael bolton, the u.s. capitol police force will be testifying on thursday before the house. we've seen a number of security officials coming to testify before the house and the senate about whatna happened on january 6.
6:34 pm
we still do not have a full picture of all of the breakdowns. there was a long time, multi- hour gap from when the pro trump supporters and suddenly turned violent and the siege began and they stormed into the capitol. there were multiple hours before so congress continues to sort of look at what happened and see where the gaps were. and see what can be approved. >> you mention the 18 year veteran, billy evans, the flags or magnet staff half mast today in his honor. he was a police officer in the past couple of months. the fourth police officer to be killed. i want to go back to
6:35 pm
infrastructure yesterday and face the initiation speaker plosives asked about that but she was also asked about the price tag of security for the capitol what is the next step for members of congress on that issue, here's what she said. >> we are talking about money and we want to make sure it is the appropriate amount. nothing less than we need oror nothing more than we need, and appropriately prioritize to again open up the capitol so that it is the temple of democracy that it is. that people can come and be there with adequate protection so they can do it safely. the appropriations committee had that responsibility in addition to jurisdiction the house administration et cetera. so were in a good place and we feel how can i say we think that it is the appropriate prioritizing that we are putting forth. and legislation is always a conversation. >> one quick follow up a good
6:36 pm
tour viewer and listener calls. how do lawmakers strike the balance customer debate initial talk about putting a wall across the capitol. anyone who ispi been to washington is a very open space how do you have security issues the openness we have become so familiar with here in washington d.c.? we are not hearing you at the moment. >> you are absently right. the lawmakers are trying to strike. he could just walk up to the capitol and walk into the capitol and visit. certainly that is not the case after the september 11 attack. their security, metal detectors in all of that. the grounds are stillha open. anytime you come up to the capitol you see all sorts of people just enjoying the
6:37 pm
beautiful park like grounds that are at the capitol. in summer months to see many, many tourist taking selfies, photos in front of the capitol. people from all around the world come and take pictures and celebrate the fact they are visitingha the nation's capitol. it is kind of the eye can't of democracy the world over. and that is the balance that we saw after the generate six insurrection per the perimeter was really pushed out and people were not able to enter those grounds. i think that is what the lawmakers have to wrestle with. there's been a proposal for some retractable fencing. certain situations.t that's they're going to have to wrestle with. think summa will see the proposal. i was checking on that just recently. i do not have any numbers yet for how much they are looking
6:38 pm
to spend. there will be some proposals for industries security here at the capitol for its medical spring interviewers, gwen is joining us from detroit she is a chief correspondent of the associated press. >> hi good morning. hi lisa. you know, my -- what i am concerned about with the republicans and democrats working together, it seems like with everything that has gone on with the capitol rioting, with the big lie about the election and now with thehe voting thing is like a snowball effect. it seems to me that the republicans already are showing what they are interested in is not working with the democrats. but, like joe manchin thanks he can get a couple of people to come together.
6:39 pm
what i think needs to be done because of this snowballing effect, which this is causing this to happen, this is causing that but it's all based on a lie. i think the democrats or president biden should demand that the republicans speak publicly. because that is the only way their supporters are i going to know that it is true, they need to come out and speak publicly before they would negotiate. and if they refuse to come out and tell the truth, then get rid of the filibusters. because they are not going to tell the truth. they are not going to cooperate in the way that they should that's best for the american people to slow all of
6:40 pm
the stuff down and stop this rolling effects. >> when thinking for the call we will get a response. >> i think with the caller brings up is this issue that's conferring the country right now. there needs to be some trust in this space and the functioning of the democracy. a lot of historians and elections experts, just watchers of the american politics to say there is a time for the country to sortth of come together and sort of understand that we do want to have faith in our institutions, faith in our elections. and in thehe government probably not to solve all of our problems certainly but to function. i think the election really challenge that in questions the results. i think that something the country is going to have to work on to get back to a place
6:41 pm
where he do trust in a little bit of each other to conduct the business of the government. >> of mike mark stone makes this referencing republicans would vote for an infrastructure bill that included roads, ridges, internet et cetera part should be a separate bill forre schools, daycare centers child credit, paid leave et cetera. at least half of that bill is nothing to do with the roads and bridges. >> this is the prerogative of the party in charge, right? they will decide there's truth 20 republicans are saying. maybe not. still a lot of questions there
6:42 pm
is still a lot of debate even among the republicans of how they would pay for their smaller infrastructure bill. weather machine it together into one bill. that is their prerogative right now. succeed or fail several weeks of sausage making here on the hills they try to put these proposals together. like the one today at the white house. speaker plessy said she would like to see something past the house in july, even that seems
6:43 pm
somewhat ambitious. seems like this could stretch on all summer. sort of what the country the fact there's has not been a ton of investment in recent years and in these systems. there is a bit of a hunger from the mayors and county leaders to make some investments. whether congress can get there is a very narrowly divided house. very split senate 50/50 per these are fragile majorities. we'll see itwh biden can do and trying to bring folks together and get something done here or not. >> from missouri curly or next think of her waiting good morning. >> caller: steve, i know you do not want to dwell on it by sure am happy to see a backup. >> host: is good to be back thank you. >> caller: you are welcome at my house anytime.
6:44 pm
i wanted to ask, you just had a text message addressing the same issue i want to address. i do not know why republicans don't get together or democrats i don't care, a group get together as the other person's suggestion broadband that's what we think of as infrastructure. why did they bundle everything up so it doesn't pass? sometimes i think that is deliberate. i willde shut up and let her comment. >> carla thank you from c missouri. lisa. speech it's back too that question from the president's point of view from democrats ewpoint of view say they are
6:45 pm
trying to do as much as they can, right? you do not have a lot of opportunities they are trying to stay loaded up childcare extras that sort of thing there is the broader question of how you pay for. done something big like this tax site they're talking about raising was not as high at 35%
6:46 pm
republicans and others saying look focus on something that is doable we will see wherep. they end up. a lot of ways it's a bit of a negotiation. you make your best offer they have the majority president bush what he would like to do sabbatical make gokul get to the numbers of two democratic maps of the house part of the biden cabinet and the passing of hastings last week after his battle with pancreatic count cancer.
6:47 pm
another tutored 18 democrats in the house of representatives, 211 republicans. to very narrow majority for speaker pelosi print how does that complicate her desire to get these things through when there are some moderate democrats who may not go along with some of her plans or lease want to see it scaled back. > you are absolutely right. there is zero room for error b here. we talked a little bit about joe manchin and the senate, right? but joe manchin is one of maybe ten senators on the democratic side who have concerns about different things maybe don'tbo want to go in the house like you say is just a few vote margin. different members from regions or republicans win and then she has some of the most liberal members of course l people know congresswoman
6:48 pm
alexandra cortez. having to keep everyone together and in agreement is enormously difficult for both speaker pelosi and leader schumer. that's what they're counting on they will not be able to keep this unruly coalition together. democrats sort of show i know in the private conversation that president biden has had with democrats he has urged them to sort of remember what they can do if they all hold together and don't start splintering valid personal believes. month long process here zero
6:49 pm
different -- i'm sorry, three in the house and zero in the senate. i've written before democrats are cooperating on their own time. not only because of the election around the corner but knowing this is -- they just don't have a lot of room right now to -- for error. when in addition there's a number of hearings will cover a messy span including the house intelligence committee speed of him fbi director chris ray the cia director ambassador bill burns involved a schedule at c-span.org. for talked with chief congressional correspondent for the associated press. our next viewer is jerry from new jersey independent line. good morning.
6:50 pm
>> go-ahead you are on the air. >> hi, my name is jerry. my question is about transparency at the insurrection washington d.c. cop that was killed, for weeks wee heard he was hit head with a fire extinguisher. now we know that is not true but we will never know why he died, does anybody know how he actually died at? at the border, no photographers, no press, all of this transparency is not transparent. i would like to know what is really going on for the want to do away with the filibuster the dems use it three to 27 times in 2020 alone. so where is the transparency? >> let's go back to the officer's death. we know the cause? >> i have not checked this past week but i believe that is still all under
6:51 pm
investigation. i believe we will know at some point. there's a lot of mayhem thatda day, right? there was a lot and they have been different reports with the fire extinguisher throne, repellents ingu the crowd sort of pepper spray substances that were put out. he of course did not feel well later that day, went to the hospital and of course died later of his injuries. and it is something that we are investigating. again i cannot member off the top of my head but i believe that investigation is still ongoing. and we have not seen the final report there. obviously at the border were always working for greater access to see the conditions and what is happening at the border with the migrants crossing and the number of migrants as often happens this time of year. course were single record
6:52 pm
numbers of families and young people. and always working for more transparency to be able to see and report and understand the condition so we can bring that information in a most honest way to our readers all across the nation and the globe. the house ethics is now looking into matt gates. how will that unfold? how will that happen? >> the ethics committee meets behind closed doors we do not have a lot of opportunity, but of course these are personnel matters. and a lot of allegations. congressman gates is under scrutiny for his conduct and his relations with some other people including a county assessor who is now facing charges down in florida for his sexual misconduct and to
6:53 pm
other potential wrongdoing. it appears to be a widening investigation the authorities are looking at a lot of folks in florida that were associated with the congressman. and of course the congressman returns came into congress from florida in 2017. big ally of former president trump. in the ethics committee announced the investigation friday because it is a bipartisan decision. the chairman is a democrat. the top ranking member is republican. they agreed that investigation. that is really the most we've heard from the republican leadership about congressman gates. it is been fairly quiet and not necessarily said much or said he needs to step aside or
6:54 pm
put a pause on any of his responsibilities while this is going on. with the committee announcing the investigation one of the more clear signs we have seen these are serious charges or allegations that he is facing. that said, that committee doesn't work quietly behind the scenes. we will not have a lot of insight into that until they start releasing their findings. that could be sometime. >> reviewers are judged front picture in the "new york times" he seminole countye florida tax collector that is at the center of this investigation that is in the orlando area the headline for the "new york times" behind the gates case is a problematic tax collector. also available online. back to your phone calls anthony in pennsylvania good morning. >> caller: good morning steve welcome back. just wanted to say that to you because i thought you were a
6:55 pm
bipartisan guy and hope you continue to be that. i have three things i want to say. can you give us a percentage what of this infrastructure bill goes to paying off democratic donors? is this just a slush fund for the democrats to payback democrats? when anthony stay on the line will get an answer convective for follow-up. >> i don't know that characterize it that way. we don't really have any evidence that would be going on right now. i mean if you look at where the money would go, certainly they have some broad categories and then it would be up to congress to actually write the bill and put in more of the specifics. we are talking about again roads, and bridges, and water systems and ports, and infrastructure. and facilities to care for
6:56 pm
children, elderly's, seniors, veterans. i just do not know we would have evidence there that that sort of payoff to any group. when anthony we have about a minute left and went to quickly follow up? >> just quickly thank you for that answer. totally disagree. just what to say two things. the wall around the capitol, we have got people flooding into the border. i wish you guys were just cream it loudly to get the border wall finished at least get some border patrol. you want to put a wall around the capitol but the border is not something, it makes no sense to me. the other thing is voter id.d. voter id was everywhere in terms of absentee ballots would not be having a discussion about who believes the election is a fraud are not paid we know the election was a fraud there was no signature verification. and they cannot find 40000 signatures on georgia bouts
6:57 pm
because they don't exist there is no investment thank you very much. split thank you for going to deal with the georgia election wall in a moment. so about the capitol of the border? >> guest: the wall and the board of being ongoing issue. make it even more. other democratsil will say may not be the most effective way to keep people out moving out some of the property, folks that want to give their property by imminent domain to build the wall. personal lot of issues about building a physical infrastructure. the remote surveillance and
6:58 pm
other ways to deter people from crossing illegally. i think the wall is ongoing. it is an ongoing issue in question. i thinkk folks are pretty divided about how they feel about that issue and whether it is they can protect the border. >> host: back to work week for members of coxey houtz and senate both in session this big live coverage on c-span's cspan2 parade lease who covers all of his achieved congressional correspondent for the associated press. thank you for joining us on this monday morning we appreciated. >> guest: thanks. >> c-span's washington journal every day we take your calls on the air on the news of the day we discussed policy issues that impact you. coming up tuesday morning of the washington times talks about his latest reporting on border security and then pro correspondent the new front light film insurrection about the events of generally six and the rising threat of far
