6:59 am
7:00 am
we take you live now to london for british prime minister's question time. prime minister boris johnson will be questioned about a report on an alleged party that took place at 10 downing street during the covid 19 lockdown. the metropolitan police announced they are launching their own investigation. live coverage on c-span2. >> a mentis link between scotland and northern ireland in terms of music. my constituency played at the university. wouldn't it be splendid if we could celebrate by having musical events the length and breadth of the united kingdom. >> i agree with the honorable gentlemen, i want a harmonious note on which to end organized questions. >> thank you. her majesty has always led by example and the highest
7:01 am
standards in public life. this gentleman will follow her example. >> the honorable lady is right that her majesty is an example to us all. to unite this house in thanking her for decades of dedicated service in the commonwealth. >> thank you. as i do every week, northern ireland engaging with businesses to discuss the impact of protocols. >> the european union in october of last year for negotiations. our investments and transparency to negotiate
7:02 am
objectives. >> both myself and the secretary, and what these are, directed by the problems in northern ireland. some flexibility to make that work. >> gentleman -- >> mister speaker, when it comes to negotiations with the european union the government said he could have our case. we have a harsh reality. prime minister ambushed by businesses in northern ireland so when will this government deliver a veterinary agreement.
7:03 am
>> i will ignore the opposition. and what the labor failed to do to focus on northern ireland, get on board. >> before we come to prime minister's questions i would like to point out the british sign language interpretation is available for that activity. we start with prime minister's questions. >> my riot honorable friend the secretary of state of northern ireland remarked in the house earlier this morning, sunday marks a tragic day in our history, one of the darkest days of the troubles, the fiftieth anniversary of bloody sunday and i echo his call to learn from the past to
7:04 am
reconcile and share a peaceful and prosperous future. this morning i have meetings with ministerial colleagues in addition to my duties in this house i shall have further such meetings later today. >> my remarks with the prime minister sunday. did the prime minister agree, writing off 4.3 billion pounds, 154 pounds in every household in the country. into the pockets of pollsters. >> of course not, mister speaker. we do not support, and everyone is proud of the huge effort
7:05 am
made by others to secure ppe and attack in hindsight and others. >> thank you, mister speaker. my local hospital recently issued all of its staff and volunteers with a metal in recognition of the work they continue to do through the covid pandemic. will prime minister join me in thanking them for the work they are doing including palliative care and surrogate families, relatives who have been able to attend because of restrictions. a national service medal for all our keywords, doing such an outstanding job keeping our country going through the pandemic. >> of course.
7:06 am
i thank my honorable friend, pleased that so many volunteers have been recognized. the metal they are proposing. i told the house before we are establishing a uk commission on covid commemoration to commemorate everything we have been through and how we can recognize the courage of front-line workers. >> the leader of the opposition. >> bloody sunday, the ministerial code says the ministers who mislead parliaments will be expected to offer their resignations. does the prime minister believe that applies to him? >> an investigation which is i
7:07 am
can't comment. what i'm focused on is delivering the fastest of any european economy. 400,000 on the payrolls not at work before the pandemic began. he talks about people being out of work. in my case, i understand we are launching a plan to get half 1 million people off welfare and support it. >> he agrees it does apply to him and therefore if he misled parliament he must resign.
7:08 am
the first of december the prime minister told this house in relation to passage of lockdown all guidance was followed in number 10 from the dispatch box. on the eighth of december the prime minister told the house i have been repeatedly assured since these allegations emerge, since he acknowledges supplies to him will he not resign? >> know, mister speaker. since he asked about covid restrictions let me remind the house and the country that he has been relentlessly opportunistic. he has flipped from one side to the other. he would have kept us in lockdown in the summer.
7:09 am
he would have locked down the christmas, mister speaker. precisely because we didn't listen to captain hindsight, the fastest growing economy in the g7 and we've got the big calls right. >> it was a party. we discovered the real captain hindsight, haven't we, mister speaker? >> they are going to have to defend some of this nonsense. let me spell out the significance of yesterday's developments. sue gray, having found evidence of behavior, potentially a criminal offense. you do not understand the
7:10 am
significance of what happened yesterday i really do despair, the police -- the police having got that much from sue gray, the most serious breach in the roles. what they meant by that, they ought to have known what they were doing was an offense, little ambiguity without the absence of any reasonable -- mister prime minister, mister prime minister. i will hear the question, it is very interesting. members do not wish that, please leave quietly.
7:11 am
>> having got the material from sue gray the police had to make a decision whether what they had before that was the most serious and flagrant breaches. if members want to laugh at that laugh. the police filled out what they meant. they decided on the material they already got. what they ought to have known is an offense and little ambiguity with the absence of any reasonable defense. does the prime minister not understand the damage his behavior is doing to the country. >> i hope the right honorable gentleman understands, there is no way he knows as a lawyer on the investigation.
7:12 am
the most serious issue before the public or the world today, in ignorance of the fact that we had a crisis on the borders of ukraine. i can tell him what is going on in the cabinet room of his country. the uk government is bringing the west together. our foreign secretary and defense secretary to bring the west together to have the toughest possible package of sanctions for president putin, for reckless and catastrophic invasion. that is what this government is doing. we are getting on with the job and he needs to raise his game frankly. >> can i just say honestly to
7:13 am
both sides, tensions are running high and what we need to do is people who are bothered to hear what is said on both sides. let's give the respect of constituencies. >> this as the prime minister went into hiding because of these allegations. talk to me about being around the allegations. >> i don't want to do this but i'm determined to make sure, the next person that stops me hearing will not be continuing in this debate. >> the prime minister's continual defense is wait for
7:14 am
the sue gray report. on the eighth of december he told this house i am going to face a tough report in the house of commons. his spokesperson has repeatedly stated that means the full report, not a summary of the report, not an etiquette conference but the prime minister confirmed that he will publish the full sue gray report as he receives it? >> mister speaker. what i can tell him is we've got to leave the report to the independent investigators. when i received it, i will do what i said. i can tell him in the meantime what people in this country want to hear is what we are doing to tackle the issues that matter to all of us. helping people across the country by lifting the living wage, helping people with fuel
7:15 am
costs and by cutting the tax of people on universal credit by 1000 pounds and that party opposite is committed to abolishing universal credit. that is their policy. >> the public have made up their mind. they know he's not fit for the job. immense damage to public trust, when the leader of the scottish conservatives said the prime minister should resign, and english conservatives undermining the union. and the cabinet compared to do to save his skin.
7:16 am
>> offering more general criticism of what is going on on downing street, we have been prioritizing the covid backlog, mister speaker investing massively so that people get the treatment they have been waiting for, 44,000 people. they didn't vote for it or support it. 44,000 more people. and fixing social care which governors have neglected for decades. they have no plan at all to fix the nhs, and wait longer.
7:17 am
>> the reality is we have the shameful spectacle of the prime minister of the united kingdom to a police investigation unable to leave the country, incapable of doing the right thing and every day his cabinet fails to speak out they become more complicit. despite the half and puff this is all happening when petrol prices and energy bills are going through the roof. three months ago labor suggested cutting energy bills, the government has failed to act. instead of getting on with their jobs they are wheeled out to save his. whatever he says in his statement later today or tomorrow won't change the fact isn't this the prime minister and government that shows nothing but contempt for the decency, honesty and respect
7:18 am
the defined this country. >> we do everything to help this country. he wants me out of the way. i don't deny for all sorts of reasons, many people want me out of the way but the reason he wants me out of the way, that this government can be trusted to deliver. and we deliver on brexit, he wrote 48 times, he voted 48 times to take this country back into the european union. we deliver the fastest vaccine rollout in europe and we will deliver on our plan to unite and level up across the uk. job vacancies at a record high,
7:19 am
lawful investments, they have no plan, twice as much as germany. we have a vision for this country as the most prosperous economy in europe because we are going to unite and level up. and -- >> i would have thought the prime minister on this side of the house. >> what we have taken the top decision, and in particular i am getting on with the job.
7:20 am
>> the welsh government has been dragging its feet on urgent repairs and in contrast the prime minister delivered record leveling up funds along that. on to that, will the prime minister comment on how the next phase of leveling up funds bring hope and prosperity to other communities across the proud union of the united kingdom. >> i thank my honorable friend very much and what pleasure it gives me to address a member and i'm delighted a conservative government is not leveling up across the whole of wales.
7:21 am
>> ian blackburn. >> thank you mister speaker and i associate myself with the remarks, i am sure you will, more rate tomorrow the holocaust memorial, 6 million jews lost their lives at the hands of hitler and we remember other genocides in bosnia and we hope for continued peace in that country. mister speaker, at the heart of this matter we have a prime minister who is being investigated by the police for breaking his own laws, absolutely unprecedented. a man who demeans the office of prime minister. the latest in a rap sheet that is already mile-long. misleading the house, decorating with dodgy cash,
7:22 am
partying while the public servers. every moment he stays he is dragging out the agony of families reminded of the sacrifice they made and dragging his party through the dirt is the public knows it, the house knows it. even his own mps know it. when will the prime minister go? >> i want to join the right honorable gentleman in his sentiments about holocaust memorial day where he is completely right but i must say he made the same point last week, much as i enjoy, because i enjoy cooperating with him so much with all his scottish colleagues i have no intention
7:23 am
of doing what he suggests. >> ian blackburn. >> every moment the prime minister lingers, every new in this death by 1000 cuts is sucking attention from the real issues facing the commonwealth. the cost of living pushed millions of families into poverty. tax hikes like a guillotine, this is nothing short of a crisis and the only route to restore public trust is for the prime minister to go. how much longer will tori mps let this go on for? how much damage are they willing to do? it is time to get this over with. assure the prime minister the door.
7:24 am
>> to the right honorable gentleman, people don't get it and incorporate well and -- >> thank you. thank you, mister speaker. the primacy will note from personal experience, one of the most beautiful rivers in europe. fragile ecosystem is being destroyed by phosphate's and other pollution, the river crossing the border between england and wales and it has proven impossible to get the environment agency, and natural resources wales, even to begin planning, to clean up the river. will the prime minister press those agencies to come to the table and will he ask ministers look at the idea of a new national river recovery fund using fines paid by the water
7:25 am
companies so it can clean them property once and for all. >> and the prime minister will visit the area, to take this matter as seriously as the government is. >> the prime minister will know many families are struggling with increased cost of living and in northern ireland it is compounded by protocol, the increase of bringing goods from great britain to northern ireland.
7:26 am
it is costing business 2.5 million pounds, 1 billion pounds a year. and leveling up. for the uk internal market. >> the indignation of the right honorable gentleman, and never thought we negotiated with 200 businesses supplying northern ireland, christmas cards are being surcharged and the eu is implementing this and we need to sort it out and support what he's saying.
7:27 am
>> the prime minister has seen my report published earlier this month by the eac making recommendations what else should be done in addition to the welcome measures to clean up our rivers including river wide but all our rivers. one of the recommendations is they should give guidance require water companies to invest more in water treatment for capital spending approval. will he encourage his secretary of state to give this guidance in the strategic policy statement? >> thank you very much. my right honorable friend is right. to protect and improve the health of rivers. >> happy on birthday to him because like the mad hatter he needs the excuse of a birthday
7:28 am
to have a party but it did help, didn't it? when he had groups of people singing to him, and communal singing, my constituents, my constituents think he lied, my constituents think he lied to them when he was talking and telling them all. >> in passing, you can't continue to labor that one point. the change i would prefer to be led by a lawyer than a liar. >> the member will withdraw the last comment. >> i withdraw.
7:29 am
>> everything he said, plainly doesn't know what he's talking about. what i tell constituents is irrespective of what they focus on, this government is going to get on with the job. >> the great people of cornwall spoke to the prime minister on promise to get brexit done. faced with a global pandemic our prime minister, vaccination program to save lives. he lifted covid restrictions against huge pressure and has the economy back on track and i ask my right honorable friend
7:30 am
will he continue to deliver on the priorities of my constituents and the millions across this country who voted for him in 2019. [shouting] >> i can't approve, the people of southeast cornwall are lucky to have my right honorable friend and she's writing what she says. >> tomorrow is the second anniversary of the night michael leavy was murdered and his body desecrated to cover up the trail. will he meet with my staff to discuss of the need for amended sentencing guidelines to reflect the extra suffering faced by the families of victims whose bodies were desecrated? >> prime minister? >> thank you for drying this appalling case to the attention of the house and i assure him he will get the meeting he
7:31 am
needs at the earliest opportunity. >> the 20 fourth of november i asked the prime minister if he would meet with me and my constituents, i thought when i put it in, last night i was offered a meeting. >> another note. a special form of seizure which medical cannabis actually helps lift was only two children get that free. the rest of us try to get that issued by consumption. the political will of secretary of state but push this forward. >> i think my honorable friend,
7:32 am
delighted he has the meeting he wanted. cannabis products were clinically appropriate but provided bm hr a. >> thank you, mister speaker, bribery and blackmail. that the character of his government. every day the prime minister lurches from scandal to scandal and his government has written off 4.3 billion pounds to fraudsters. instead of writing off loan support, why would the prime minister right his resignation to the queen? >> mister speaker, because -- he talks about racism, and look at this government, mister speaker, and look at the modern conservative party, we are the party of hope and opportunity
7:33 am
for people across this country and we don't care what religion you affirm, all we care about is whether you're interested in aspiration or opportunity. that is what we are about. >> the recruitment of 20,000 police officers is a fantastic commitment to law and order by this government, in common with many other police forces, 95 officers, the imposition of damping in 2004, relying on one of special grants or the prime minister recommit to the reformation of the police funding formula in this parliament. >> the policing minister assured me of a new funding formula but bedfordshire police recruited 100 additionals as
7:34 am
part of the uplift program, all 11,000 more on the streets. >> thank you, mister speaker. the commitment to deliver, for those bodies. the reports from the media on highway for the pm and the chancellor. i knew you pledged for those bodies. >> in the history of this country, in such a bonanza and a fanatic were putting 5 billion pounds in cycling the parliament. we want to see benefits of that
7:35 am
funding spread across the whole of the united kingdom. >> securing extra health services is a key priority for local residents, the first homegrown mp. will the prime minister support me in delivering this extra investment for our local hospital and join me in thanking the staff of queen mary's for their efforts? >> what a joy it is to welcome them. i thank him for his work in support of everybody at queen mary's hospital which we've done for many years. queen mary's received 8000 pounds of funding and hope it will benefit further from the 1 million funding. to improve technology services.
7:36 am
>> a nurse, socially distanced demonstration to pay for. people out there, one for the tories and another for everyone else, the prime minister doing a decent thing, for god's sacred sign. >> that was an invitation for the labour party. i'm not going to do it, we are going to carry on with our agenda of uniting and leveling up across the country. we have a plan and division for the country. they have absolutely nothing --
7:37 am
>> and beijing faces the largest incursion in taiwan since october. my right honorable friend agree with me that military aggression and threats of occupation are never acceptable anywhere in the world and will he confirm that under this conservative government the uk will always be at the forefront of standing up forcefully for freedom and democracy, security and stability. >> i thank my honorable friend, the chinese ministry near taiwan in recent days, not conducive to peace and stability in the region and what we need is a peaceful and constructive dialogue by people on both sides. that is what the foreign secretary and all colleagues are working toward. >> for those who are not, please leave quietly.
