alliances, there are countries in the region who even have in the constitution they will not join nato and remain neutral and that is a decision ukraine could've made on its own but certainly not one united states can make for it. host: her second term in the us congress representing northern new jersey thank you for being on "washington journal". >> the ranking member of the rules committee will come back. >> it seems like a lot of unity tuesday night on the issue of the war in ukraine. what is your view how the us and nato are handling the war so far? can we do more?
10:14 pm
>> i think we can and i'm happy to talk about that i have been pleasantly surprised with that unity of nato and the aggressiveness with a number of the countries particularly germany to meet the 2 percent obligation that is a big change policy and also suspended the pipeline. so those are big steps i think the nato response across the board has been good and i think the administration has earned some points and credibility. number one it's almost
10:15 pm
incomprehensible to me to employ almost 600,000 barrels per day of the chemical products at something we can do without it can cause some heartburn that we don't need it and basically it feeds the beast giving money to russia to help directly to finance the efforts against ukraine we need to stop that immediately maybe there was a little bit of an opportunity but that budget that was one.7 percent increase both the house and senate armed service committee authorize considerably higher numbers democratically controlled committees disagree as well and with russia and
10:16 pm
ukraine but much longer term with china and pacific. host: why do you think the administration has not so far stopped russianmi wheel experts. >> and then to minimize the pain and pressure. and larry summers was a prominent democratic a communist on —- economist and said the same thing with the american rescue plan that this
10:17 pm
will be inflationary. so now if we push the products off the market and then i acknowledge that but on the other hand compared to financing the russian war effort and then to see what's going on in ukraine at the most americans would say we have to make a temporary sacrifice then we will do it and putin is a war criminal. host: talk about defense spending that the white house request for ukraine six.$4 billion the white house has asked for so far three.5 billion for the defense department nearly $3 billion for the state department and usaid and the headline from "the wall street journal" says the aid to
10:18 pm
ukraine throws a wrench into the government funding talks. congressman what can you tell us about that? the short-term funding measure is expiring next friday. >> i very much disagree with that assessment. i don't see ukraine funding as a problem in fact this morning it looks like the administration may up the request at $10 million for ukraine both for lethal aid and humanitarian relief i have been very supportive of that it think most republicans would be we are in a conflict and we are not directly involved in terms of our troops being nose to nose with the russians but these are people defending their on own country they have not asked us for troops we have no obligation to send them but they have asked funds for material support and we out to
10:19 pm
provided i'm happy to work with the administration on that i think it is a broad bipartisan position ukraine funding is not an obstacle into a larger deal. >> for comments and questions. mentioned working with the president of the administration is there anything from tuesday state of the union on the domestic side where you see some potential for compromise? >> a couple. i support the president's efforts on the national institute of health specifically very special agency connecting our defense
10:20 pm
operations called darpa which is funding of high risk hiring board breakthrough technology and the president is proposing something similar with biomedical research we have to debate the amount of money but particularly sense later in the fiscal year with that proposal administered but in other areas i have double down on build back better with bits and pieces of the policy we just need to get the government funded and that gets down to four things the defense budget has toas go up t and most democrats recognize that the domestic spending proposal has to come down and
10:21 pm
adding 40 percent to education to health and education but not 40 percent increase in a single year we have to put the hide protections backend. they decided to strip them out to keep taxpayer dollars except in cases of rape or incest there's some climate changeth poison pills if they can pass them to those authorizing committees but we will not putn them on the appropriation bill and allow democrats to sneak through the things we don't agree with so those are the kinds of issues that are ironed out in the negotiations right now. >> first on the democratic line. >>ng good morning i have a difficult time believing
10:22 pm
republicans. in 1989 mitch mcconnell said them completely and utterly perplexed by those who argue that have obstruction is high crimes and misdemeanors than trump was charge of the same thing and was guilty of the same thing. in 1998 with the grand said president who doesn't comply with a request for information subject to impeachment. trump did not do the same thing. and also mike pence said a man who commits adultery must move on the then you actually started to work for a guy who committed adultery. the other thing with all of these those ever proposed by republican states these only
10:23 pm
came in because trump lost there is nothing that separated republicans and democrats that made it biased from one department to the other are one party to the other. the only is that the democrats took advantage of these changes. republicans could have but they chose not to. >> obviously i have a different point of view of going back through 1998 or 1999 will just put us in the debate that nothing gets done and not believing anything i have been the chairman and the ranking member of the most contentious to mastic spending l
10:24 pm
program we pass the bill six times in a row we know how to work together we can do it so i know how to bargain in good faith and focused on the appropriations process that funds the entire government of the united states and we are working hard with our democratic colleagues to find common ground. i will not rehash history or try to respond with other people said 25 years ago i can give you a litany of republicans to go back to fdr and i'm notra sure if either side is historically very accurate.
10:25 pm
>> to questions. one of them come i keeppe hearing the keystone pipeline is the reason oil prices have increased. then i was hearing yesterday it was do to russia helping to increase the price of oil. the other question is on the keystone pipeline, my understanding is the pipeline was going to the indian reservation and they didn't want it and they sued and won the case sweat was to be denied access and that's what i'm trying to find out because i am hearing three or four different things. so if it lives illegal to go to the indian reservation for the pipeline and weou have to reroute that around oklahoma
10:26 pm
to get it to where we want to go if that is the case. and then the other thing then why can't we go around oklahoma quick. >> a couple of things. for your information i am native american i'm part of the chickasaw nation from oklahoma. they keystone pipeline with any controversy at all what you are referring to is a sue reservation in the dakotas and you are exactly right they have every right to prohibit that it wasn't through the reservation but it was close with a few hundred feet and that needs to be addressed and
10:27 pm
it needs too be changed. your question whether or not cause the increased prices, it's a factor but not the main factor. number one the president when he stopped the keystone there were over 800,000 barrels per day canadian oil into the united states. some should be exploited to other markets. so let me make a point that we go the entire length of canada the alaska pipeline that brings american crude down toie the lower 48. the canadians have been wonderful partners. stopping the keystone pipeline was an affront to them and economic damage to them and they did not deserve that. they have been good partners to the united states of america and firm allies and
10:28 pm
friends. we can work through the keystone there was a concession not the native american movement but the environmental movement for fossil fuel now driving up price when the president decided to stop leasing and exploration on federal land that's a bigger factor in the short term federal lands constitute 20 percent of the surface area of the united states and there are oil and gas deposits also with new offshore drilling so oil and gas prices were going up before russia went to ukraine. going up dramatically we can think the biden administration for that. the unemployment rate nobody was complaining about the price at the pump because it was over one dollar less than it is today this is a policy
10:29 pm
driven and shortage from the more disappointing aspects of the state off the union he reverses his own policies he announced on day number one most important thing was to stop the keystone pipeline? to stop oil and gas exploration on federal land? that is shortsighted and silly policies and quite frankly enhance the power of putin and put american which was energy independent at the mercy of foreign suppliers. that is bad energy policy and bad national security policy and now we see the consequences play out right now in ukraine and frankly the price you pay every time you fill up the vehicle. host: domestic oil production question oklahoma is the fifth
10:30 pm
largest producer of the state increase their production? >> absolutely. like our friends in texas exporting energy all across the country and around the world we are a firm believer in that. can we do that in ways that lower? yes natural gas has done more to curtail the carbon output for fossil fuels than any other. we are proud of the energy industry your number two in the country 40 percent of the electric grid is the wind generated we believe in renewables but certainly we want to doyt everything we can to contribute to america's
10:31 pm
energy independence and frankly to make sure democratic countries all over the world have a secure energy supply and are not held hostage by vladimir putin and the russians were consumable energy producer and a bigger exporter than the united states. host: independent line. >>caller: good morning. it's a pleasure to speak to you. i've never voted republican in thmy life that i watch c-span and congress in session it is as boring as all get out but i can watch my grass grow but i choose to watch c-span. i have seen you and i respect
10:32 pm
you. that put a band-aid on them you have to agree with both sides of the aisle. in the morning speeches that's all they said. if you want to bring this country together then set an example you can do it on —- disagree with them that don't call them morons then set the example and come together yourself. >> i appreciate the opportunity. >> i appreciate your statement i actually thank you are expressing sentiments of the whole lot of americans i think most people prefer it when we
10:33 pm
work together let me give you an example that is lost in the turmoil and in 2020 we had covid hit and economically and obviously we're in the middle of a divisive presidential campaign but yet congress passed five covid release on —- release bills overwhelming majorities all of the appropriation bills with potential government shutdowns and then to look overwhelmingly bipartisan on a bipartisan basis overrode the national defense authorization act because most republicans andag democrats agreed with the
10:34 pm
high-tech companies reducing liability productions but we didn't want to make the defense bill partisan but we did that and rejected the president's veto to pass the bill. so congress can work together. your point to n not vilify and some democrats i disagree with on many issues i try not to vilify anybody personally. and quite frankly on the ninth and tenth time i can work with them and get something done. the chairwoman of then full committee one calls us the odd couple because she is theatrical and dress stand flamboyant but on the other
10:35 pm
hand we have six of the most contentious in each for final passage all six times we did not agree initially we lockdown our positions that we work together and got all six. we are in the process right now. the chairwoman of my subcommittee but also the a full committee and our ranking republican are both fantastic appropriators. tough-minded but they know how to cut a deal. there is more bipartisanship than you would think even on the house floor from a few weeks ago or three weeks ago major reform bill passed major bill on sexual harassment providing additional options but not binding them to arbitration agreements unless
10:36 pm
they chose to do so the most conservative republicans the most liberal democrats working together passing in a bipartisan fashion both of those are in the united states i think they both will pass with major pieces of legislation i don't say this critically but you cover conflict and not consensus so sometimes you don't see it when we are at odds then it is more interesting that the basic point i cared not agree with more i serve on the rules committee that is very contentious and my friend james mcgovern from massachusetts is the chairman of the full committee. we disagree vehemently we will almost although differently but if you watch the committee is one of the most civil committees in congress because
10:37 pm
the chairman sets the example and i support that he is right. we can disagree without throwing rocks or verbally denigrating but that attracts attention whether on the left or the right. i'm sorry for that i think it is helpful that most members honest honestly are quite respectful of the other members on the other side it doesn't come through as obviously as i wish it would. host: just with a few minutes left. >> good morning canada, russia louisiana and texas and why do
10:38 pm
we build the alaskan pipeline? that nobody talks about that you talk about the alaskan pipeline but to me it seems like wasted money because if you put 600,000 from russia and then canada we have or will refineries in texas and louisiana you are not helping people in this country. people in alaska get a check every month. where is itil going? >> first of all people in alaska are americans. they have structured their natural resources in a way that is appropriate. i have no problemem with that.
10:39 pm
if you don't think it is important is have alaska oil to come to the united states you will see your gasoline go through the roof. i am very grateful for the people in alaska and what they do for the rest of america in terms of the alaskan pipeline just like our friends in ticanada letting us run a pipeline the length of their country which contributes to our energy security keeping prices reasonable in america and then to build a pipeline to our country and by the way most of which is completed people not realize president obama went to celebrate the completion of the first leg of athe alaskan pipeline from oklahoma all the way down to louisiana so it's critical going into canadian oil fields
10:40 pm
that decided to cost us 10000 jobs and 800,000 barrels of oil per day americans have the cheapest energy in the world go by a gallon of gasoline in england or france or israel to see how lucky we are we have the cheapest electricity in the world if you're looking to locate your business we are proud of that. >> that's pretty important to our future. >> we will wrap it appear with u.s. house coming in we appreciate you talking to reviewers on "washington journal" thank you so much.
