1:19 am
>> david shepherdson joins us now to discuss president biden's visit to the detroit auto show the effort to promote electric vehicles in the us. good morning. >> president biden's comments will be carried on the c-span networks and platforms later today so folks can tune in at 1:45 p.m. can you give us a preview of what brings president biden to the motor city? as a senator he routinely came to the auto show by himself to meet with auto companies and look at new cars. those going to the dc autoshow just for fun.
1:20 am
and so to the electrical vehicle push and then to boost us manufacturing. so it is a jump of the joint ventures and for those electric vehicles and so they are more expensive but ultimately they see those vehicles a solution for high gas prices.ll but then they are more
1:21 am
expensive and relatively few electric vehicles for sale outside of tesla. that they are making billions of dollars of investments to rollout a lot of new electric vehicles whether the f1 50 electric version and where gm is showing off the new $30000 electric suv and they really are making a huge push so weve do think that we have to do much more dramatic ramp-up for the number of vehicles. and then that protocols that ending the sale or purchase for the nonelectric hybrid
1:22 am
vehicles. and with that infrastructure bill and then that money goes to the states. so one issue with electric vehicle adoption there's not enough ev chargers. not everybody has a garage or a house to charge the car at home so it's critical there is charging capacity. to see the significant expansions you will see a lot of cars. maybe he cannot drive that you will see. >> and so just this morning there was an article of the $900 million of electrical vehicle funding it was on the reuters website this morning.
1:23 am
so what questions do you haveli about electric vehicles or president biden's h policy? and then those numbers are democrats. republicans. the independents. you can start cowling now we'll get you in a few moments. talk a little bit about how the big three automakers and how they are transitioning their business model to thehi future with electric and hybrid vehicles? >> it's a challenging time on a number of friends.
1:24 am
so congress is on the congress inflation reduction act. was low cost loan programs to retool those plants building gasoline engines for combustion vehicles. so that is the upside. so the more difficult part is the new or expanded electric vehicle tax credits. that were adopted by the law. the problem is it makes all vehicles on —- and eligible. and then volkswagen and what
1:25 am
they were getting for electric vehicle sales now they are moving production to the us or north america which makes them eligible however there are other restrictions in terms of battery components in critical minerals that are designed to shift us supply chain away from china with those foreign entities of concern and it's a real challenge for the auto companies and short-term almost no vehicles over the first year to qualify for the new tax credit. but there is a usedat car tax credit kicking in next year. but to spend that enormous amount of money those battery plans cost each at least
1:26 am
$2 billion apiece plus to retool. it is very challenging at the same time they are facing very challenging mandates. first in california which pays out the sale of gasoline powered only cars in 20. we have to have a plug-in hybrid model let out loan a full vehicle but then the government is in the process of sending stricter image and standards for the next round at 2030 that also puts pressure on oil companies toen improve the. >> let's take some of your calls. should and then the tsindependent line.
1:27 am
your thoughts generic? >>caller: my concern is with the supply of lithium needed t for the batteries. from what i understand there's only one source in the united states who minds lithium but it requires one set is extracted from the earth that is the comment. >> there is no question the critical minerals is a big put his provisions in the bill to incentivize the critical minerals in the country where they have a free trade
1:28 am
agreement. that is a significant concern. there is a big push we will relied more on us allies like canada but no question with those environmental impacts that yes they are zero emission but i but then ashley clerkship there is a significant amount of batteries then to get the electricity from the grid there's a lot of measuring how environmentally friendly and it's. so the when i now to
1:29 am
clearwater florida. >>caller: good morning. can you tell the american people were out currently and what do they have to do to come to the same standards. >> so there are two that you can go to the agency postretirement crash test ratings and then that's a really good source of information that are tougher than the testing the
1:30 am
government does. but you do risk the play. because they are carrying around a very large battery pack but then again for all of these vehicles to out question they will meet the standards but i do think for the first
1:31 am
quarter of the year he had the highest that they were not wearing seatbelts are drivingng under the influence and not paying attention. and senator that is going the right direction. >> nih tsa to look up at the crash test ratings. now roger and for city. i but 66 cents a gallon for
1:32 am
the prices then and he said with this technology he could produce hydrogen so then over the hydrogen about that then to kill field cells in california and that with hydrogen the two problems
1:33 am
remain that the fuel-cell vehicle. >> but then the second promise we killed the measure and a friendly way that there is a loss and then the only byproduct is water and then to
1:34 am
be more quickly adaptable solution but a lot of people believe ultimately that is the best solution but it is really unclear how propose but then he built his own gas stations. for anyrd other companies are
1:35 am
send it is 30 years away. right now i have no car of who can afford so that 30 years away and that's another good point the tax base pays $9 billion for that company and when it closed to taxpayers wanted their money so they got their money.
1:36 am
>> we hear that a lot. >> certainly we are a big republican tackle points and then to have that price point around $30000 of that tax credit significantly less, there is no question which are very expensive but that is the few of them now it
1:37 am
is reduce the prices of electric vehicles but the administration would say we're working on the affordability issue that now it is just the sticker price for what will , you pay over gas for the sieges that.
1:38 am
>> i would like to ask the gentle man if he has done any research
1:39 am
but then to be north of $2 billion and then two more
1:40 am
1:41 am
with the license plate they will have more mass tax money that way but is it true that every state will still raise the price on the hybrid? a my friend paste $200 more for his licensed sticker. i don't know how they will collect more money you are right so a lot of states have proposed or adopted annual
1:42 am
yearly fees to electric vehicles or those that are far more efficient than what we talked about because of the need to raise money to fix and repair us roads. so they gas tax has not kept up with the needs for repair. so at the national level in fact because there are over $100 billion of general fund money into the highway trust fund to pay for the roadso because there is no way to raise the gas tax to remain at four cents a gallon because in 1983 it- was inflation that lost over 50 percent of its value. congress has struggled to find a new source of revenue but
1:43 am
the advocates of those so there may have that few cents per gallon then they fill up. so long term is not a lot of recessions for what is the best way to fund? is a different gear on —- to figure how many that we drive per year and then to let taxes or fees and then traditionally powersrs so really that long-term requirement to be paid by the user themselves really has gone away in the
1:44 am
administration has shown no interest to do anything. you can see supporting the gas tax hike but this is a problem not going away as more vehicles become efficient there will be less money going to the federal highway trust fund so there has to be some solution how to period about. >> let's hearro from robert in florida. >>caller: how long does the batteries last? and what do they cost to replace them and what will they do with the old batteries since they are so big?
1:45 am
>> great questions. interestingly there are ready to mandate pretty aggressive mandate program so some of these may be too aggressive. so we have a much higher warranty than a typical car would have so what is much tougher. you are right we don't know precisely but it is one and
1:46 am
california that recognizes by requiring us to go there to get the long battery warranty. >> five so i have three
1:47 am
questions and hoping you can answer. the first one is that then to give claim to the electric companies to charge whatever they want. second because the cost of charging the ed and it's very difficult. and the third thing is that i'm not sure if many people are aware that the charging stations the cost of charging that easy will vary depending upon what level of charge you want. if you have had your card to age on —- charged you will pay a higher rate as opposed to a lower rate. is the questions that i have. thank you for taking my call.
1:48 am
>> all great questions. on the electricity rate question the states regulate the electric utilities and have great commissions ande their regulations on the cost of electricity. there is a lot of questions surrounding ev charging. there are transparency requirements the government is imposing including telling people how much itoi will cost. not requiring you to be a partub of the club and to be transparent about how much it cost. other issues are what happens when also banning electricity
1:49 am
to a gas station or another entity providing that charging. there is no question that using say they were charging this phone by that amount. we don't even have that where they say this is how much itch will charge. and then to have moral competition ev charging that we will see more because of the market impact so this make it on —- it makes it easier to bite on —- we don't have to wait to get the card charge.
1:50 am
>> it's hard enough to make the bills i would just like to hear some solutions how the disabled folks who have a little bit of independence toth get around to go to the doctor and getbi their groceries and make their bills, how will the solution from lives but then here the government is supposed to help but now i have an older vehicle that gets me to point a.
1:51 am
to pay bills those are all the places that i go. that is it. so to know how the government will help the people that only make $800 a month. >> a great question and first of all let's talk about the affordability of new cars incl general so for the last two years we have had a shortage orsemi conductor chips so we have seen auto companies there's times he didn't have enough chips and then to revive us chips production will take a long time so the average price of a new car today is well over $40000 with
1:52 am
very limited availability so they're not going out to buy that electric vehicles very expensive to buy a new car but it's because people were holding on to use cars longer we saw a record high prices for use cars which made it much harder for people to lower incomes so it's a really tough time for consumers to buy vehicles and usually they paid well over the sticker price for those over the last couple of years we are just starting to see the trend go in the other direction one is a brand-new $4000 tax credit
1:53 am
that we hope to buy or use the electric vehicle for more many and that total cost is very expensive to maintain the car to get the oil change that the electric car is much simpler than a gasoline powered vehicle and requires much less you have to go to the gas stations a look at the total cost of ownership and help you find a way to buy a vehicle in the long-term will save you a lot of money even though it's a little higher. >> we are taking your calls today talking with reuters reporter. talking about electric vehicles and president biden's talk today at that she tried
1:54 am
autoshow up next rochester vermont. >>caller: i live appear in vermont i didn't make a whole lot of money. i live in an energy efficient home off the grid i bought solar i have lithium-ion batteries for storage that run my house perfectly well. four seasons.
1:55 am
i did not make a lot of money but it is all about the mindset. what do you want to do? i talk to people about solar all the time and everybody looks at me and says we can't afford that we need government subsidies. we need all of this help for everything. i get miffed because how could i do it? i worked and decided i wanted to live this type of life. i don't live in a hole in the ground i have 1250 square-foot house my next project to save up i will save and i want to get an electric car we looked at the chevy volt but we will wait until the new one cameet
1:56 am
out. so as for getting fees to pay for the roads if you go to a charging station the fee is built-in. what is wrong with that? it's just like the gas tax. i could go on for a long timee but i think a lot of people love their gas cars and that is all there is to it and the world is changing. h i like to heat my house and then to get rid of my propane. >> we got your point. thank you what are your thoughts paul? >> good morning. my question is about the availability of electric vehicles would you buy a used
1:57 am
electric vehicle? >> i think if you buy that from a dealer. and from an owner it would have a warranty i would make sure you find out how long the current warranty is on the battery that's the second largest purchase most people make but i would say the battery technology is getting so much better and the cost has come down dramatically 90 percent over the last ten years and there is so much push to make these batteries better so there is a lot of energy toward reducing emissions and people feelt electric vehicles as a way to get away from having to go to the gas pump and everybody has
1:58 am
seen that impact of gas prices spiking so dramatically. is 80000 and gas stations iny. america today. so can i recharge but if you look at the auto companies we allel learn deal with cell phone charging and i really think we will get to a critical mass where if more more people get into electric vehicles and experience then we will see it is a hockey-stick demand curve. but it is still early going just to make sure you have a
1:59 am
warranty and use it the way that you want to to get the things done that you need to do. >> that will wrap up our discussion today with reuters reporter thank you for joining us this morning. >> i really enjoyed it
