>> thank you. the people of great state of south carolina have given me the honor and privilege serving as your governor for another four years my family and i thank you. my pledge to all is that we will not squander this opportunity we will continue to act boldly think big and continue building on our success. south carolina is richly blessed with a hardworking and talented people our quality of life and cultural heritage abundant natural resources and prosperous economy make us unique and attractive to all, in fact, south carolina is the third fastest growing state in the nation according to the u.s. census bureau. people want to be here. our booming economy has once again created a record -- this year totaling over 3 and a half billion dollars in

unexpected revenue. state government is in spear you superior fiscal state and lowest amount of debt that in my other time in recent memory. so it should come as no surprise that 2022 was the most successful year for economic growth in our state's history. but the record for the learnlings capital investment project broken twice in the same year in 2022 we announce 120 projects to create over 14,000 new jobs. with 10.27 billion dollars, 10.27 billion dollars in new capital investment two and a half times as much as 2021 and more than ever before. as another sign of our economic strength last year, we almost quadrupled our foreign investment from the previous year. excuse me every day, employers

are creating new jobs entrepreneurs are opening new businesses and companies are deciding to locate in south carolina. the state has one of the nation's fastest ports and two inland ports three airports and raillines, and 41,000 miles of state maintained highways. the port of charleston has deepest harbor 52 feet on the east coast and volume will grow exponentially this year and 108 million people two-thirds of the u.s. population within two days drive of south carolina. our thriving tourism industry continues to break records. compared to prepandemic levels in 2019, in the 2022 fiscal year accommodations tax corrections were up almost 50% our state revenues were up 46%.

and ignition tax collections were up 28%. not only did we drive our way through a deep debilitating pandemic with our decisions based on common sense and the constitution, but we thrived. tonight, we will recognize several of the businesses which announced new investments in south carolina during the record-breaking year of 2022. as you will notice automotive industry continues moving towards electric vehicles. and south carolina has moving along with it last year, i issued an executive order for prioritizing recruitment of manufactures to ensure that our state will continue to be seen as an ideal place for manufacturers and their suppliers to do business. south carolina will continue to adapt as industry innovates and grows. red wood materials will invest three and a half billion dollars

learnlings announcement in the history of south carolina and create 1,500 jobs for a new battery material recycling facility. in the upstate, bmw will invest 1.7 billion dollars the second learnlings investment in state history one billion of which will prepare to reduce electric vehicles and 700 million to build a new high voltage battery assembly facility which will create -- 300 more jobs. excuse me. envision aesc will invest 810 million fines to build a new state of the art battery sale factory and employee over 1,000 residents to supply battery sales to power the next generation of electric vehicles. control and promega will build a 3 gig with a water hour capacity

>> thank you. thank you last year presented numerous dmarnlings the people of south carolina including those resulting from the misguided and unconstitutional policies in the biden administration such as dramatic inflation and sharp interest rate hikes. left unchecked, run away federal spending has created the speck tore of a recession on our horizon and yet i am confident about the future of our state, because i have faith in the people and in those they elected to represent them in this general assembly. and i'm excited to renew our successful partnership one based on working together through collaboration, communication, and cooperation. today, we are presented with an opportunity to take bold

transformative actions that will build prosperity for generations to come. the foundations of our successes rest on three pillows economic strength, education, and our natural environment. this past november, south carolina approved a constitutional amendment increasing required balance in the rainy day reserve fund. it was increased from 5% to 7% of the total amount of general appropriations act funds available to be appropriated in any year. i now ask that general assembly to set aside an additional 500 million dollars to voluntarily increase the rainy day reserve fund minimum balance from 7% to 10%. by saving this money instead of spending we can once again be prepared for any future economic uncertainties should they arise.

until recently south carolina had to highest personal income tax rate in the southeast and 12th highest in the nation last year we work together to pass largest income tax cut in state history. i thank you for that. this made south carolina even more comparative with other states for new jobs and capital investment. a tax cut has the impact of a pay raise. letting people keep and spend more of their hard earned money a catalyst for more economic growth and prosperity in february, the state board of economic advisors scheduled to issue and updated revenue forecast. should an increase in future revenues allow, i asked that general assembly to use additional funds to speed up the income tax cut schedule so taxpayers keefn more of their hard earned money and in addition, i recommend setting aside a significant amount of funds to reinvest in our state's record-breaking economic growth

development efforts rather than borrowing it through the issuance that in connection withs our state's debt. one time appropriation of 500 million dollars will allow the department of commerce to satisfy all outstanding obligations and incentive without borrowing money. the house recently approved this appropriation and is my hope that senate will follow suit. and additional 1 time appropriation of 200 million dollars allow department to identify and secure properties, for future development. rural south carolina is beautiful. rural south carolina has everything it needs for beauty, peace, and transquillty but what it needs for good public and economic health is water and sewer. the right water and sewer systems in a county can transform a tax base. that means jobs good schools, strong families, and a safe vibrant community.

in 2022 state ruled infrastructure received 800 million in american rescue act plan their purpose replace, repair and consolidate our state's aging and outdated rural water sues we are and storm water infrastructure through competitive grants. in demand exceeded supply and nia received graduate applications in 2022 for almost $2 billion. greatly accepted this year i recommend that a minimum of $380 million in remaining funds used to continue making these transformative water and sewer graduates in our rural communities. there is no infrastructure more in need of big bold and continue investment than our state roads bridges, highways and interstates. our successes are outrunning our infrastructure. last year, the department of transportation got almost $1

billion to accelerate and jump start construction expansion, and improvements to our state owned roads bridges highways and to widen our interstates. however, in the words of jerry reid we have a long way to go in a short time get there. so we've got to invest more and we've got to move now. this year my executive budget providings an additional $850 million dollars to continue speeding up the completion of project which is will relieve traffic onjetion on interstate and highways repair or repave local roads and fix 400 bridges across our state. education, working together we've taken bold steps to improve the education of our children they receive in the classroom until last year, south carolina system for funding excuse me k-12 education was archaic and confusing and a system king consistenting of 29e

appropriation e now a consolidated shows that funding follows child and keeps pace and provides financial resources to support a state average student teacher ratio of 11.2 students per teacher. with an average teacher salary including benefits of 72,991 dollars. my executive budget also increases state aid to classrooms by 250 million dollars. to increase the percentage of children who enter our public schools ready to learn, we unleash the free market and expanded school date k to at risk children in the state. parents may now choose public, private or for profit child care provided that best suits the child educational needs. today, we are serving 16,103 at

risk children in that program. which is an all time high. last year, we were at 18 children eligible to parpght participant in state if you fund kindergarten at the school located in columbia. st. martin is a private school participanting in the full-day k program this year parents of nine of those children from the previous year wanted to enroll their children in five-year-old kindergarten at the school but they could not afford to pay the tuition. thanks to the generosity of the catholic church they were able to continue their education at st. martin no cost to the family. jonathon is one of those children, he participanted in the full four-day program last year, and is now enrolled in the five-year kindergarten at

[applause] >> thank you. executive budget also provides 25 million dollars in lottery dollars for the creation of education scholarship accounts also called esa's. pending change in the law by the general assembly. these funds will allow lower income parents to choose type of education environment and instruction that best suit their child unique need. teacher pay, my executive budget also provides to continue remarkable progress we have made in raising teacher pay and we must do more. new teaching positions are being created every year in new students constructed to keep up with our growing population.

six years ago, the minimum starting salary of our teachers was 30,113 and average teacher salary was below the southeastern average today the minimum starting salary of our teachers is 40,000 dollars in the average teacher salary now exceeds the southeast. that is progress. my executive budget propose increases salaries by 2,500 dollars and every step in the state's salary schedule making the new minimum starting teacher salary $42,500 my goal by 2026 is a minimum starting salary of at least at least -- $500. 55,000 -- excuse me. provides every eligible public school teacher for the upcoming school year with a one-time 2005 retention intlut in december other half in may. a first year teacher at bay road elementary school he teaches first glade she was are a teaching at mayor university where she completed her bachelor degree the daughter of a teacher and from a county school district. he teaches english and the teacher cadet program at the mays high school for math, science and technology. the teacher cadet program is a high school course which encouraging talented high school students to consider teaching as a career. mckenna wanted to be a teacher as she said, quote, my mom was a lot of inspiration for my

every school and county all day every day is one of my top priorities. at my request a general assembly funded a graduate program administrated by department of public safety, public safety dps to provide school districts with funds to hire more resource officers for our 1,283 schools. the grant program has been very successful and more than double the number of officers assigned to a school going from 406 to 982 in just four years. this year, i'm recommending an additional 27.3 million dollars to provide an additional 188 schools with a school resource officer. with this appropriation, 90% of south carolina's public schools will have a school resource officer assigned to their campus. and targeted violence. located at old elementary school this partnership will provide a state of the art training center in a ruralized city for law enforcement officers and school personnel. last year, we expanded investigative jurisdiction of the state inspector general with select concerns south carolinas have regarding management of our public schools especially management of taxpayer funds by public -- school boards. it was a good first step towards restoring the public's compliments into action of school boards we should expand this transparency. to this end public should also know who is getting paid to end decisions made by county municipality or school board official. these lobbyist should be required to register the state ethics commission just like

those who are fade to lobby the legislature. and it is good for the state house is good for the schoolhouse. leaders of the general assembly send me this leanings i will sign it into law. [applause] >> we know that access to an affordable degree skill trade certificate is essential to ensure that our state has the trained and educated work force to compete for jobs in investment in the future. manufactures in particular view the availability of skill labor and critical to their decisions to invest here. to address the critical labor shortage, affecting key centers of our economy, i'm asking the general assembly to invest in additional 78 million dollars and lottery funds to expand work force scholarships for the future through the south carolina technical college system in the last two years,

this highly successful program has empowered over 10,000 south carolina to earn industry for digital and high demand careers like manufacturing, health care, computer science, and information technology transportation, logistics and construction. gina rocknell graduate of airport high school in lexington scringt 2 is pursuing an associate degree in early childhood elementary education from midland technical college in afternoons, she works in the after school program caring for preschool and elementary aged students. after school programs provide activities for students and allow mothers and fathers to work. after completing her associate degree she plans to transfer to a four-year college to complete her teachers certification requirement and become a teacher. she received a work force scholarship to attend mid-lands

technical college because all regions of our state face a critical shortage of child care workers. according to u.s. census bureau, labor statistics, they're 100,000 fewer child care workers today in america than before the pandemic. they are in high demand. she's joining us tonight and with her is president of mid-land technical college, and this would not have been possible without the tremendous leadership of dr. tim hardy president of the state technical college system who is also here tonight will you all please stand and be recognized? all y'all -- [applause]

[applause] [applause] flex ladies and gentlemen we must continue to addressed that there is need at the aging state owned buildings and infrastructure on the campuses of our four-year colleges, technical colleges and universities progressive general assembly to join me in paying government deferred maintenance liability of $209 million in capitol reserve funds to be distributed based on each institution in-state enrollment.

let's pay for this right now rather than sparring and create more debt. in addition as a general assembly complete the funding of the alliance the collaborative nuclear sciences research partnership between the university of south carolina clemson university of south county state university and savannah laboratory. the 28 million appropriate last year this alliance will workforce training designed to develop a pipeline of new talent to fill engineering science research for private industry and nuclear facilities including those operated by the department of energy per the impact on our research campuses will be far-reaching healthcare is clearly mental health crisis exists in south carolina

following the covid 19 pandemic. especially among young people. many are still struck it with the of disruption of versatile instruction, isolation and constant changes to normal routines for south carolinians in crisis must have access to professional mental health counseling and services to meet the growing demand for sources i'm recommending an allocation of nearly $45 million to the department of mental health. these funds will support the agency's ability to recruit and retain mental health professionals. provide inpatient cert and access to crisis services such as suicide prevention hotline's. including one specifically for veterans and community-based treatment services. last year i directed health and human services director to initiate an immediate review of our state funding and delivery system. it became clear from his efforts

the time has come to modernize and restructure delivery agencies in the department of mental health in the department of health and human services the department of health and environmental controls among others. my executive budget includes a 5 million appropriation to the department of administration for the purpose of procuring expertise necessary to analyze and provide the general assembly by june 30, 2020 for the comprehensive plan to restructure these agencies consolidating and privatizing wherever possible. our booming economy sometimes put our state agencies at a disadvantage with the private sector and recruiting and retaining good employees. my executive budget $78 million for recruitment and retention salary increases for state employees.

they're unable to remain competitive with pay and benefits of other agencies and private sectors. thanks to the compensation review conducted by marcia adams director of the department administration under state law enforcement agents have begun to with $4 million in recruitment and pay raises and general appropriations act. i am proposing we continue to build on this momentum. by providing additional for recruitment that pay raises with the understanding we will continue to do it. also proposing a $2000 state income tax credit for every active-duty law enforcement officer, firefighter, first responders and emergency medical technician. this nonrefundable on income tax

on september 30, 2018 a repeat criminal whose name i will not mention who had a prior record of drugs, assault and battery burglary illegal gun possession was arrested and charged with possession of two stolen pistols, position with district crack and fentanyl in a new york park or school, resisting arrest and possession of a stolen m-16 a4 machine gun. september 30, 2018. he was released on a 10,000 dollar bond. less than four months later he was charged with domestic violence have a highly aggravated nature, for what? openly assaulting his pregnant girlfriend. once again he was released on bond. then a few weeks after that repeat criminal shot two people killing one. the surviving gunshot victim was

the same pregnant girlfriend he assaulted weeks earlier. he also held for people at gunpoint assaulting three of them with a hammer. he fled then shot a third victim later that same day but she survived. finally, after all that he was arrested, convicted and eventually sentenced to life in prison. unfortunately, ladies and gentlemen this is happening every day. my question is how long are we going to let this keep happening? how long? [applause] what do we tell the families? what do we tell them? law enforcement needs our help they need stronger laws to keep illegal guns out of the hands of criminals and juveniles. keep career criminals behind bars and not out on bond. no bond for repeat. those who commit a crime while

out on bond should receive an automatic and mandatory five-year felony sentence with no early release or parole on top of their previous crime. currently there are no graduated criminal penalties for illegal con possession and state law. the penalties the same no matter how many times a criminal gets caught. this provides graduated felony penalties with no bond will help keep repeat criminals behind bars and not where they can commit more crimes. [applause] that is not all. we also need to stop last october i directed the department of insurance to crank down on these practices within the limited authority that they pay us.

today i proposed the establishment of minimum standards for court order gps or electronic monitoring when penalties on bondsman failed to maintain failed to revert to the court. another point we have no means to carry out a death sentence in south carolina. nobody knows that better than the murderers and the killers. the families and loved ones of these murderers know the department of corrections not been able to carry by lethal ingestion since 2011. because the companies that make the drugs will not sell them the identities are shielded by state law from any death penalty activists. fourteen states have enacted such a shield law doctor sterling private asked to address this for five years.

in an effort to solve this problem you will remember it we amended the death penalty law to make the electric chair of the default method if legal injection was unavailable. and the firing squad as a new means of execution. i was immediately challenged in court. scheduled executions were halted we now once again await a decision by our state supreme court, once again. ladies and gentlemen we cannot keep waiting. i asked this general assembly, pass a shield law. we must give the grieving families and loved ones a justice enclosure there owed by law until the people of south carolina their government begins in the rule of law just like they do. [applause] we must also re-examine those issues, practices and laws that makes our states and less

competitive and make it difficult for families and businesses and entrepreneurs to drive. issue and re-examination of civil litigation known as joint and viability. nobody, including business owner should be penalized for the actions of others simply because they have more money. nor should anyone be absolved of responsibilities for their own actions. i am confident we can find a common sense which will provide accountability and just compensation without damaging our economy. we must do it. in addition i suggest it is time for the members of the general assembly who are attorneys to stop suing the bodies in which they serve but stop suing state agencies and stop suing elected officials. this is absurd. it diminishes the public confidence on only in legislators but in the rest of

state government as well. we must also ensure the public has confidence and who and how our state judges are selected by making the process more transparent and accountable. [applause] south carolina's with two states was a general simile selects members of the judiciary. it appears the confidence in this arrangement is waning. too often the people's businesses unintended unintended. justice delayed is justice denied. i suggest our founding fathers prescribed a method for judicial selection most of the federal government while with which the public is quite familiar. gubernatorial appointment of all judges the advice consider on the senate requires the reinvention of the wheel when the star of the confidence of our people will encourage more

[applause] last year, u.s. supreme court ruling in dobbs against jackson women's health organization gave us cause for confidence when it recognized row against wade was egregiously wrong" on the day it was decided. u.s. constitution does not prohibit states from regulating or prohibiting abortion. unfortunately south carolina supreme court delivered a temporary setback early this month. in the three -- two decision the court struck down the single heartbeat and protection from abortion act. our court concluded it violated a south carolina constitutional provision that was proposed and adopted before roe v wade at a time when nearly all abortions were illegal in south carolina.

isaac respectfully the court's decision is at odds with the law and the lead opinion results oriented reasoning is to disrupt our constitutional separation of powers. when i signed the heartbeat act into law i was confident it was constitutional. i still am. therefore i'll be filing a petition for rehearing next week along with other state officials and remain optimistic we will prevail in our historic fight to protect and defend our right to the sanctity of life. and heritage abundant natural resources prosperous economy make us envy of others and attracted to all across this country and the world. explores for kings and queens marveled out of mountains and marshes. they were ported back to their sovereigns the land was lush, fertile, brimming with abundance but i've no doubt if they were here now that have the same reaction and say the same thing. when the french or spanish and english settlers began arriving in south carolina over four to 50 years ago there about two dozen groups of tribes or indigenous people, indians, native americans residing in the lowcountry. among others lived and thrived here in their names live on today as majestic rivers, sea islands and other entities.

currently a number of these tribes officially recognize the indian nation, the beavercreek indians, from the tribe of south carolina the indian tribe, american indian association, the assumption or tribe of indians, the indian people —-dash many of these are here with us today. would you please stand and be recognized? charles town on the banks of the ashley river in 1670 a global network for trading and selling west africans into slavers well established by a european nation. sending enslaved people to brazil's lewis indies and american colonies. between 17177540% of the enslaved west africans entering did so in charleston which today is a location of the new international african-american museum. [applause] they came from the coast of the ivory coast and the gulf coast in west africa known today as republic of congo and ghana. this importation of enslaved persons was criminalizing the

united states in 1808. these people are probably represented today by the nation some living in south carolina on the sea island properties owned by their ancestors. on st. helena island with the national landmark designation, serves as a cultural capitol and historical depository for preservation of our heritage. she is with us tonight, ma'am please stand and be recognized. [applause] [applause] it is and believe the first european jewish settlers arrived in charleston from all over europe to take advantage of the

civil and religious liberties of south carolina. the congregation has been the oldest synagogue in continuous use in north america and is known as the cornerstone of american reform judaism but by 1800 south carolina's largest jewish population any state in the united states. more battles and skirmishes in the revolutionary war in south carolina in any other state over 200. over the british army turned the tide of the american revolution secured life, liberty and the pursuit of happiness for a new nation. was born from a colloquial nickname disposed on south carolinians about retreating, i will repeat treating troops. to preserve historic places

torque events and people that i mentioned and others. clearly south carolina has an incomparable culture and natural heritage and distinguishes our states from others. we can be good stewards which must be balanced to strengthen the other. the question today before us will anybody recognize south carolina in 100 years from now? environmentally significant over development the miss management flooding erosion or storm

damage. we will preserve and protect our history, our culture and our environment. they are lost forever. this is our moment. to act but we still can break to that end i am recommending a total of $266 million the department of natural resources and the office of resilience for the purpose of identifying culturally or environmentally significant properties which the public access is in jeopardy of being lost forever. [applause] [applause] in closing, members of the general assembly i say let us continue our successful partnership, one based on communication, collaboration cooperation and trust. let us embrace stability through
