these other television providers. giving up a front row seat to democracy. >> welcome back. join now by editor-in-chief jason dick. welcome jason good to have a perfect size to be here thank you. we'll talk about congress the week ahead in the news of the day. let's start with the debt ceiling negotiations. we avoided defaults. we did not have catastrophe. this is how divided government is going to work now? we going to be lurching from crisis to crisis? what's probably. >> not to be pessimistic about it but ire prefer to think of it as realistic. several of my colleagues describe me as a debt doom or in recent months. i did not see how they're going to get past their biggest differences and opinions. these are folks who had very strong views on spending and

policy issues. so the fact they did get it it's almost a best case scenario for what could have gone wrong. congress always responds to deadlines. and in this case they didn't respond. give them credit we are sitting down, or negotiating. but there are a lot of unhappy people in washington right now politically senate republicans. some of the folks on the wings of both parties. i think what we are going to see all the good feelings we have now and are not checking with the markets are going to do or wondering what comes next is probably going to be some sort of form of last-minute negotiation over deadline over and over again for as long as we have this kind of government. >> what struck about the whole process and the votes in both the house and thehe senate?

xo stricker so bipartisan in the house. the senate these things tend to get rolling once they realize their backs against the wall. i did not expect anywhere near 300 plus votes in the house. it was truly a moment that took me by surprise. which does not happen that much. washington has a theater to it. i thought it was going to be a lot closer. that was very striking to me. it's also very striking it came together so quickly the president again set i will not negotiate above the debt limit. particularly we got warnings the treasury secretary they seem to realize we are going to have to do this. present has his trip to asia shortly can come back engaged directly. both kevin mccarthy and his team. he came together quickly enough

we can relax a little bit. back at the conference room somebody just walked out and a half. the wedding is off type mentality. they get back together about 12, 15, 24 hours and engaging. that is a testament isn't who kevin mccarthy chose is a very serious people they always have their own politicalop views. everyone seemed to be motivated to get this done. that was striking. we may be lurching from crisis to crisis because again congress response most acutely to deadlines not thinking too far in the future. but, people can engage in this manner intelligently and articulately and everybody gives a little and gets a little that is somewhat positive i think. >> i will remind our viewers if you like to ask questions, make

a comment forwe our guest editor-in-chief of cq roll call and get that on our lives by party affiliations or public isi called (202)748-8001. democrats (202)748-8000 and independence (202)748-8002. talk about speaker mccarthy. do you think he, emerge from ts stronger, weaker, where is the freedom caucus on possibly challenging his speakership? >> out into the first part as well as i can for the last part of your question first. part of the negotiations for kevin mccarthy to get the votes necessary to become speaker involved him allowing basically a challenge it's a privilege it's technical but what it basically comes down to you have to hold this vote. anyone can file for it. if there are enough people and he only has a handful of votes to spare in the majority he

could be removed speaker. the chair would be vacated. so that can happen at any time for that is not to be underestimated ins are hanging over him. this pile if you will. then the question becomes who would take his place? this would create an incredibly chaotic situation. it is not clear we're going to raise this motion to vacate the chair and dumped kevin mccarthy. who isev next? is not any of them are going to get the number of votes particularly from kevin mccarthy's leadership team. at least immediately. sounds very ominous is a vote of the whole house. it does not take much for anyone to make mischief here. they're not careful they end up with multiple rounds of voting.

it is not clear how it turns out. i think at least for theat f immediate future that would be a move that's a very extreme. that does not mean the most conservative members are not extremely upset with how the negotiations went. we have seen the footage of the house trying very upset saint this amounted basically to a betrayal of what they had fought for when they got their initial bill out i of the house. that is ominous for not clear again what would come next. that is the year. keeps everyone a little iny check. mutual destruction on a political level. back to whether mccarthy came out the stronger, weaker or about the same, i would argue he cast him out of the stronger. i don't think anybody thought in april he could get a bill through the chamber with justice

caucus. there are too many variables but he got alo lot of moderates to vote for very conservative bill. he held his carcass together against unified democratic opposition. then to negotiate that with the president to avert the defaults coming together like it did with that kind bipartisan vote i think that speaks to everyone focuses a little on the freedom caucus they tend to be very good at getting the message out and they have very strongly held beliefs. there are also a lot of people in the middle of the republican caucus those who voted for joe biden you could make an argument the majority really does through run through california and new york particular the last midterl election. those are folks who are not

present in social media or on cable television but sometimes it's hard to get jazzed about being a moderate. we are holding spending 21% to this next year that does not take up the fundraising. these are the folks who now feel empowered. they saw this is the way divided government works to your initial question at the top of the hour. this is late everyone has to give something to get something. that is a pretty big block of people that have mccarthy's back. >> looks talked about hakeem jeffries. house minority leader. he produced lot of democratic votes in the house for thatt bill. how did he emerge? is he stronger, weaker how is he dealing with the more progressive side of his party was against this deal? >> is a good question. jeffries seems have a pretty good relationship with mccarthy.

shes is not always been the cae with minority and majority like leadership. he seems to have held his conference together for the number of democrats that didn't support it was also a surprise to me. the congressional progressive caucuse extremely upset about this. about the cuts. and also the attention to defense programs that were not associate republicans on board. certainly had their counterparts in the senate as well with people like bernie sanders. and does not seemed like jeffries is in any danger. he has split seems to be a quiet but firm support of the former speaker, nancy pelosi. there is a warm upwa moment them on the floor between the boat. this is my jeffries is going

anywhere. he has a lot of rope. he was not engaged in the negotiations part was senate mitch mcconnell. being minority leader in some ways is a slightly easier task because at the end of the debt you do not have control over the agenda. you just have control how you approach a opposition. it's probably status quo on that. maybe a little bit more because he got many of his folks and it showed in a bipartisan way in. that's on that really matters to the president as he gears up for his reelection bid rates and bipartisanship works. jeffries produced a lot of votes. it cues in with the messaging certainly the presidential election campaign. >> now the drama of the debt ceiling is over we have got another deadline which is september 30 fiscal year ends. out all of august. so what is going to happen question with this is a headline

i want to show real quick from the new york magazine. it's a did we just trait a debt default for government"d shutdo? >> i don't think so. washington tends to -- we tend to get in gear again toward the very end. i would not expect to start worrying about government shutdowns untilg september. and then things come together quickly on theil continuing or short-term funding bill. there is a 1% cut that would kick in for all programs which is a real motivator for everything. for defense and for not defense spendingg.. that tends to focus the mind a little bit. i was talking with this with my wife or time of the summer it seems like it's gone and hasn't started dead but it seems like it's families are playing the

kids go back to school and we have our friends. it's kind of like that with congress. i would suspect in the time we have been talking the house and senate are going to start scheduling their markups of the committee level. they did not want to mark something up that would be overtaken by the policies set in the debt limits deal. got a few weeks ago before the independence day recess. we are going to see a flurry of activity at the committee level especially the appropriation committee's leaders are going to be very motivated to try to get their stamp on the appropriations process. never rule out congress making things difficult on themselves. there are several motivating factors that. were not their previous years.

it is tempting to say september 30 is right around th corner. they've got the summer until august. they tend to stay a few extra esdays especially if they've got something. >> speaking of history i want to go back to 1996. explain what happened in that year per thousand less in congress completed all 12 appropriation bills. what happened that year end what guwas special? >> so divided government for web. we had a president clinton his own reelectionnt bid. the republicans told both chambers. despite the way a lot of people view the '90s there's a time of extreme partisanship and nuts and there was not action partisanship. after. the initial government shutdown of the early parts of that first congress took office in 1995 after the 1994 election,

parks following that bobby has asked me on twitter intricate why house republicans could not allow a clean debt ceiling bill? can you explain it to us? what republicans have been able to do in this round of negotiation in a previous round this is a way they would have their own preferences. they now the democrats will engage with them eventually on it. no one is willing toll shoot the hostage. she is a blunt metaphor. this is the way they can get policy changes that normally would not make their way through the normal process of building introduce, past the house interests signed into law byat presidentst. it's not something can get to the normal process but it's just it.way they do let us talk to steven next and georgette republican.

i think what we are watching primarily is why can't they hit on a consistent theme? they talk a little bit about hunter biden. then they talk about the president's brother. and they talk a little bit about something else. doesn't ever seem to coalesce around this coherent messaging. it is a messaging war at this point. the witnesses that they have called, particularly if they do not allow democrats across and salmon them calls into question what is going on here? who the's son in particular is indicted will be outside the purview of congress. when people hear hunter biden's lap type that's almost like something people can get really fired up about. or some people can drill down on

and say i do not need to pay attention to this. divided seems to be pushing back a little more. he has a relatively new legal team seems to be engaging onha this. one of things outside of congress asked to depose the owner of the computer repair shop about his laptop. soe what we are looking for is whether the republicans physically jim kober on oversight can stick with the one topic that seems to resonate and also not bump into at the house judiciary sing with their multiple investigations most of which do not in think of the biden family.bi i think when people hear biden, they have the president, theyis are biden and this committee is all gelled into one. it is unclear who this is resonating with outside the base of the republicanse party. >> must talk to patsy ness in louisville, kentucky independent good morning.

engaged and how are they going to actually make life better for the average person in america? that's coming through these two colors that wers are talking thy both mention the greed of therp corporation, the greed greed of government powerful people in america image problem. part of it stems from they see the negotiations. they see the drum of first thing out of her mind is this to be a job for the market. what if you don't care about the markets? what if you do not have a robust retirement program that you were worried about. what if you're getting by date by day trying to make your car trying make your home payments. like the last color. boxes try to get one more call republican hi joe. >> caller: how are you?
