on my phone i was just looking a moment ago at a family celebration that i joined with desperate in newark, delaware, but i do want to give more details on them other than to say i remember that they and their children are waiting and watching to see what we will do here in the senate. i want to thank my colleagues, senator klobuchar and moran and blumenthal and many others, so in other words, grant and shane, murkowski, durbin, richter and tell us who have been cosponsors of this bill from the last congress. it also has support -- >> here on c-span2 we i will brk away for live coverage map of the u.s. senate.

forefront of international discussion yet again. mrs. fischer: china is a authoritarian government and squashes opposition at home without hesitation. but its censorship and propaganda spreads far beyond china's borders. the ccp uses an array of insidious means to push its messages across national boundaries. concern that the ccp's influence is seeping into hollywood continues to grow. this issue flared up once again this month. why? well, in a word barbie. you heard me right, madam president. a movie about a plastic doll is the last place you'd expect national security questions to arise. but it has. one trailer for the barbie movie depicted a cartoon map of the title character's world travels.

on the map is a roughly-drawn continent of asia. but it might be more than just a cartoon character's doodle. the map includes a dotted line extending out from the east shore of china. well that line is curiously similar to what's known as the nine dash line. everyone in the defense space is familiar with this line. it's a chance-drawn boundary in the south china sea. china uses this boundary to claim ownership of maritime territory, even though the united nations international court of justice rejected its claims on that territory in 2016. the country's neighbors including vietnam and the philippines, they certainly

contest these claims as well. china appeals to this false boundary when its naval presence creeps into new areas of the south china sea. and it intimidates boat, particularrermen, -- fishermen and others from neighboring countries who cross that invisible line. now barbie, the movie, it is a great movie. americans loved it this past weekend. but the barbie movie, well, it treads too closely to depicting what looks like the nine dash line. hollywood needs to become aware of the ways that the ccp tends to push its propaganda. use of the line is a trigger for geo political sensitivities,

including its likeness on a map, even as part of a child like drawing. that has real global ramifications. now, you may say oh, come on, it's just a movie. but vietnam's authorities banned barbie from playing in theaters because of its offensive alleged depiction of the nine-dash line. and members of the philippines government, they raised concerns as well. eventually deciding to blur the map line in showings across their country. despite the barbie movie's content, allegations of chinese proper gran today in hole -- propaganda in hollywood, they are not child's play. china continues to take advantage of our unprecedented global media network to do real

damage. it is no accident that china is financing some of the biggest films, and china runs the second largest box office in the world second only to north america. when a movie doesn't play in china, hollywood loses literally billions of dollars. remember the controversy around top gun's sequel last year? the department of defense, they worked with paramount pictures to make that movie happen. but when top gun mavericks' first trailer was released in 2019, viewers noticed that the japanese and the fine niece -- taiwanese flags that were on tom cruise's bomber jacket, they had been replaced in an attempt to appease china. the studio wisely reversed

course on that decision after a public outcry. but that's not where the ccp's influence ended. the film made no mentions or even implications of the united states' primary adversary, and that's china. any movie related to our national defense that doesn't bring up china, well, it must be set in an alternative universe because that is the biggest defense challenge facing our country. this isn't a conspiracy theory. madam president, you're on senate armed services committee, and we know well china's strategy. the defense world is well aware that china maintains a

well-oiled propaganda machine that's measured into our -- meshed into our modern media. you may say oh, come on, it's just a movie. no, this is a serious problem, so serious that it's one our government should address. we can't allow our federal agencies to help elevate messages that support the ccp's goals. and we certainly cannot involve our own defense department and taxpayer dollars in entertainment projects that are beholden to chinese propaganda. as a senior member of the senate armed services committee, i've successfully secured language in the last two national defense authorization acts. to prevent our government's department of defense from participating in entertainment projects with ties to the ccp.

thanks to our persistent efforts, the department of defense recently released new regulations about how the department of defense can provide assistance to entertainment projects. pursuant to these ndaa provisions, the department is now prohibited from assisting with entertainment projects that censor the content of the project in a material manner to advance the national interest of the people's republic of china. it is my hope that this new policy will ensure that taxpayer dollars are never involved in anti-american messaging efforts as well as send a clear signal to the ccp that we will no longer turn a blind eye to its propaganda efforts. this is just one example of the

to the senates work on out competing the chinese government. boat and limits passed overwhelmingly with 91 votes each. if not often using 91 senators unite on any single measure let alone two that are important but to us unite, uniting on out competing the chinese government was an important demonstration that this issue remains broadly bipartisan. this morning we will hold another vote on and then my senator warnock and senator budd halting harassment of our service members by debt collectors that i hope this has to support support let's not forget last week we audited a very tough fentanyl bill which will go after the chinese and mexican governments that supply the chemicals that go into making fentanyl. it's going to make a huge help giving the presidents emergency power strip we also put important pieces on a in that legislation, and those are the

beginning steps, and some stuff on competing with the chinese government. this is a robust bill that has lots of good things in it already. last night that i mentioned senator warnock? there going hold another amendment, vote on war not and bad halting harassment of servicemembers by debt collectors. i hope this will enjoy broad support as well for it last night we set out a hotline with a number of additional amendments and i'm hopeful we can lock in an agreement soon to begin voting on some of the. since last wednesday the senate as voted on eight and mimicked see on the floor, adopted seven more by voice vote. this is what people want, a real amendment process. that's what's happening and if i do say it's happening on a bipartisan basis. finally, i will also keep working with chair read, member wicker, senator shaheen and many others on a second manager's

package that will have more accomplishments both sides can embrace and i appreciate the cooperation and good faith of my colleagues on both sides of the aisle. the ndaa process in this chamber is a welcome departure from the chaotic, contentious, partisan and often nasty race to the bottom we saw in the house. we wish to finish the ndaa as soon as we can. there's no reason for delay here also, the anniversary of one of our largest accomplishments last congress is approaching, the passage of the inflation reduction act, one of the most defining legislative feats that the 21st century, one of the most important pieces of legislation that we passed in 40 years and the most important piece of legislation we have ever passed on climate change. since the i.r.a. became law delivered on his promises, inflation has gone down, it's about half of what was at its peak. medicare can negotiate the price of prescription drugs, those

prices are falling. and procedures insulin is capped and vaccines are free. on top of all the savings we set the i.r.a. we kickstart the error of affordable clean energy, countless good paint green jobs and that's that's happening. thousands and thousands of jobs in so many parts of the country, and these are jobs of the future. when your son or daughter gets a job in one of these new industries, even my grandkids can work in their picnic a big change in america where we are restructuring some ways the american economy to have a bright future with more jobs, more good paying jobs and, of course, reducing the amount of carbon that goes into our atmosphere. so we are very excited about the i.r.a. it's delivered. it's going to continue to deliver. and e, senator reed. >> thank you very much, senator schumer. the ndaa is critical to our national defense into our military readiness here and we continue to make real progress with an open process that is

added amendments from both sides result is a bipartisan ndaa that includes an historic 5.2% pay raise for our troops and defensive civilians. it addresses the long-term multidimensional challenges posed by china, russia and other adversaries, and it's a part of both parties. i want to command german tester for leading a bipartisan effort to protect american farmland and food security from foreign adversaries. he and senator rounds work together and again were open to good ideas from all sides. bottom line is congress has a constitutional duty to provide for the common defense. in order for our troops to achieve their missions, congress must fulfill its obligation to pass on responsible ndaa. thanks in large part to leader

schumer in my colleagues on staff including senator shaheen we have an nda here that makes our country safer and stronger. we are laser focus on policies and platforms that will prepare our troops to win real wars, not partisan cultural wars. but one major obstacle remains. the senator from alabama is blocking military promotions and harming military families. senator tuberville and his republican backers are suppressing the promotions and pay of honorable servicemen and women who have nothing to do with the policy at hand. they seem to think it helps them score political points with the maga crowd, even though it hurts real people. the senator from alabama should end this outrageous blockade immediately. he should not skip town and leave hard-working military men and women hung out to dry here

there promotions are in limbo. their families are unable to move to the next duty station, and their kids unable to start new schools. that is what i will be going to the -- with colleagues to discuss each and every one of the military nominees who are being blocked. my colleagues and i will speak for several hours about the accomplishments and qualifications of these officers will also discuss the painful course that these holes are inflicting on their families. republicans should immediately and their month-long partisan blockade of merit based y promotions. our troops deserve better, and the american people deserve better also. thank you. >> thank you, senator reed, and senator schumer. are pleased to be here to support the ndaa. this is a bipartisan bill that came out of the committee with

strong bipartisan support thanks to the leadership of senator reed and senator wicker. i'm pleased we are seeing that bipartisanship continue as a look at amendments on the senate floor. it's a bill that invests in our defense and national security priorities come after me as a senator from new hampshire it invests significantly in the naval shipyard and our 157 air refueling wing, in the kc-46 tanker, and priorities that we have a new hampshire that are critical including our defense industrial base. so i think it's important for us to pass this bill for those two reasons, but most important, after six decades it's critical that we pass this legislation because it sends a message again both to our allies, to our adversaries and to our constituents that congress can

no one should interfere with this politically ideologically and let justice go forward. >> are you concerned about -- collaborate to undermine democrats in -- next years election. >> with joe biden is going to be a really strong candidate and is going to win. >> i don't know if you saw right before he came to the podium that leader mcconnell stopped talking abruptly. he says he's fine but any concerns about his health? >> i always wish leader mcconnell well. yes. >> with appropriations process we hear from democrats, republicans spending cut proposals draconian. how -- >> the house and senate are worlds apart when you come to the appropriations process. >> one thing house republicans what to do to return those levels to 2019 nondiscretionary nondefense level. >> what's wrong with that never? >> the bottom line is i think that we had an agreement when it came to default, all four

parties agreed and within a week house republicans abandon that agreement. the way to make this work is do it in a bipartisan way like we are doing in the senate. if you do any partisan way you heading to a shut down and i'm really worried that's with house republicans are headed. >> what's your reaction to speaker mccarthy showing support for impeachment inquiry? >> it's absurd. yes. >> on? there are lots of things were trying to do with administratively picked you probably read about some where we are working to get a number of good things done it very hard with a house that passed h.r. one which is so anti-environmental to get things done but we're going to look at every aspect we can succeed to get things done environmentally. >> thank you, everybody. >> thank you.
