800,000 federal workers i'm sorry, that was affected. half of them were furloughed. half of them went to work and just did not get paid. >> for four days away from shutdown. do employees know do federal employees know att this point whether they would be furloughed or whether they would be considered essential employees? for those plans have been put together? >> those plans in some places are still been put together bring some cases they know in preparations for what could happen. >> what are you telling your union members who expect to be furloughed, how should they be planning for this? >> first of all i am remaining hopeful. i am telling them to continue to call congress and ask them not to allow a shutdown to occur. secondly i am telling them to prepare in the event that a shutdown occurs.

prepare financially as best you can print as we know it is hard for working america to prepare to not have a paycheck. but the best that you can try to prepare. put away money as you can. we are trying to make sure we provide information for resources for employees that might be affected as we did on the last shutdown picker spent a call or the first segment of the "washington journal" today talking about the shutting down and then the reopening process. i would ever point it doesn't shut down and whatever point it reopens sing it so disruptive the front sight and the backside of that there is so much waste in that process. the shutdown plans can you talk about how it's affecting your workers and what to tell you? >> first of all it is a psychological effect on our workers. they continue to have to dealor with this issue that they deal with year after year. and has a psychological effect.

it is confusing to them to have to deal with the fact that could be shut down for no apparent reason. ldso that would be my answer isa psychological effect on them. >> a shutdown is about a lot of things. this went weather to border wher security or other issues. but one of the issues is about the size of the federal government. do you think the federal government is too big, too bloated right now question or. >> questioner. >> no not at all. i think the federal government is understaffed as we speak. they need to consider how do we staff the federal governments of the american people can receive the services that it deserves. >> what is an example of the federal government being understaffed and what area? >> i'm thinking particular about social security menstruation right now. they are very much understaffed. and a lot of times claims are not processed adequately because

eventually. however i don't know if employees would ever be made whole in the event a shutdown occurs. because number one as i've said over and over again federal employees are no different than the rest of america. 60% of america's live from paycheck to paycheck. the people that i represent is ano different. missing one paycheck set you back. you've got tore figure how my going to feed my family? how my going to get to work as a cost to go back and forth to work. when that finally arrives it is one lump sum that put you in a different tax bracket. i don't know if you ever made whole. >> would you say to the folks who question white somebody who would not be working during a shutdown, why should they get back pay? >> because ultimately they have been locked out of their job. not because they don't want to

ought federal base on two bases that are close by. andhe essentially if the government is shut down we still have to pay for child care but the kids are homeom with us because everyone is furloughed. i don't note other people are experiencing and i am sure people send their kids to these federal day kids have to still pay for this. it's about 900 for my daughter debbie about 1500 for my son. just wanted to bring light to that. >> mr. kelly? >> yes. and that is the point in thank you for calling. the point is there are so many areas affected by thefe shutdown the average person is just not aware of it. so thank you for bringing that to the attention of the american public. they would be effective in so many ways. >> here in washington d.c. this is a line for democrats.

good morning. >> good morning. next go-ahead what your question or comment for mr. kelly? >> i am a retired federal worker. and i know that social security won't be infected but will retired federal workers, will we get paid? >> you will get your paycheck as a retiree. that is not going to be an issue. social security itself will be affected. the workforce for social security will be affected but you will getet paid. now in the event there is an issue with your paycheck i don't know how you would address that. i think that is something we have to be concerned about. if there is a new claimant social security that is something we need to be concerned about precooked sewing to dig into that a little bit

more. my understanding social security checks would still go out. it's just processing new claims and that happens everyday at the social security administration that would not happen during a shutdown, correct? whatsapp so that is correct because jack is next at a wisconsin republican good morning. >> yes, my question is on the back pay. he federal employees make all of their money back at a given time, correct? >> they get paid at some point yes. but in the process of recouping from loans or what have you because they did not get paid on time.ti i mean just imagine and this is what i ask everybody to do. imagine a payday payday shows u, it comes around you expect a papaycheck but you don't get tht paycheck you still have bills. you still have child care. you still have all of these

things. so getting paid at some point does not make a person whole. and then on top of that a person living from paycheck to paycheck and all of the sudden you get paid maybe three weeks i don't know how long it would last. but whatever it is you get paid in eight lumps up that put you in a different tax bracket. so the federal employee would never bera made whole in situatn like that for. >> did you have a question? >> but then instead of doing all a lump sum can't they give you three paychecks or it's a week or few days? >> but that's not the process. it would be nice butut that's nt the process. >> i'm sorry, the federal government makes the process. so why don't they make the process works fair to the people that aren't working? >> if we could get congress to do things that's fair to people not working will be doing a mighty good job but that's what

i'm asking them to do. do something good for the people rkthat are not working precooked federal employee line this is david pensacola, florida. good morning what agency do you work at? >> i am retired i was with the u.s. department of justice. >> what your question or comment forti mr. kelly? >> i'm not going to gauge in the attack but i want to say this man is an embarrassment to all federal employees. first i want to apologize to the american taxpayer who is required to save up for rating day. but i came in i was considered an essential work of the government shut down i was still required too work. and i saved up for the rainy day but government employees are very well compensated. this meant makes it sound like they are in a m form of slavery that is not true. this guy is an embarrassment. but the one thing i want to point out he talks about being made whole. it is not shut down for six months to a year at most i think it shut down for a month or so.

i get federal employees are well compensated they know how to saylike the private sector is required to save and scrimp they should have money for the rainy day. tax bracket for big push into a different tax bracket arrives to be compensated well enough that makes an impact on you but poor people don't have to worry about tax brackets. and another thing i called about this a long timeca ago. during the last government shutdown it was on c-span i wish i could remember our congressman was giving it an anecdotal evidence not an airline worker at air traffic controller he set on the floor of congress is sky had to sell blood in order to make enough gas money to get to his job. that someone you think is competent enough to hear candle kendallair traffic? i don't think so.nk but these anecdotal things that are embarrassing again i want to polder to the american people prevents got your point lemming of mr. kelly chance to respond.

if you are a federal employee special in view 748-8003. folks continue calling mr. kelly eynon shutdown related question. although shutdown in the form of an auto worker strike. what's your thoughts on tpresidentt biden joining thost the united auto workers on the picket line yesterday what is being called in on precedent visit to a picket line by president. >> i think that was monumental. i applaud the president for making such a statement that i stand with america's workforce. i think it has a lot of bearing on where the workforce will go moving forward. i think it will encourage people to understand thean necessity of being a part of the labor force and to have a union to represent you to ensure you are treated with fairness,
