continues. host: from capitol hill, congressman don bacon, who serves on the armed services committee. we appreciate your time. let's begin with the deadline, november 17. the world has changed. today the fast reliable interne connection is something no one can live without. they are here for our customers. speed, reliability and choice. now more than ever, it all starts with great internet. >> wow supports c-span as a public service along with these other television providers giving a front row seat to democracy. >> joining us from capitol hill republican nebraska serves on the armed service committee. sir, appreciate your time. let's begin with this deadline. this continuing resolution, this
4:31 pm
current one expires. tell us what you would like your new leadership,pe speaker johnsn not to do. >> i know what he will deal. he will submit a plan today probably largely straight continued resolution may be a debt commission will be put in there. we williv see. basically submit a plan today give us the re- four days to read it and debated. what i do not want to see is something veryy complicated. talking about multiple cr. a laddered cr process. i think it is just too complicated. we want to make this as bipartisan as possible. while we are working on the appropriations goals, for an extra spending. so, i want something simple. i would like to be more bipartisan so we can work on an agreement with the senate on next year's budget. >> you want it to be more bipartisan. what do your more conservative
4:32 pm
colleagues want to see and could you agree to that? >> well, some of them are not worried about a set -- shutdown which is fine. you are reflecting military pay, borderll patrol. all of our government workers. it is not appropriate government some of them think that that is the only leverage they can get on the president for spending. you have to give away stuff to reopen the government. the president gets more leverage in the shutdown. i think some of what it will like to see is a continued resolution with a 2% reduction of spending or some kind of reductions while you are doing a one month or two month cr. our goal is to get a cr, put instability, working on a good budget for next year. we have to work with the senate in the senate is controlled by the democratic party. we can only do so much.
4:33 pm
the real action should be on the appropriations for next year not on the continued resolution. >> if speaker johnson comes up with a continued resolution, that is more appealing to those on the right of you and other moderatet republicans. do you think speaker johnson could get you and other moderates too vote for it? >> we will keep the government open. my fear is something to conservative or reducing spending too much. if you want to do it through cr, my fear is the senate will take it up. we will have a shutdown. doing something that b is reasonable that the senate will also agree to. let's hash out our spending plan for next year the other 12 mappropriations bills. >> you are appropriated saying you and other moderates need to be more vocal. after what you saw with the
4:34 pm
speaker, the ousting of former speaker kevin mccarthy and what happened over the three weeks after that. what did you mean? >> since kevin mccarthy was a speaker, most were angered. five people, 10 people depending onut the issue. e controlling the whole house. we were trying to accommodate speaker mccarthy because we knew he was trying to work and we want to have a effective speaker and ineffective house. i think we gave too much to these five-10 people. we sell eight people vacate the chair. we saw very small number of stops from being speaker. we have seen a lot of the appropriations bills. we have stopped, one bill on a vote. an acceptable appropriations bill. getting a little bit more reasonable. that is because we have divided government. our voices heard more than ever right now.
4:35 pm
a legitimate compromise. to govern you just cannot pass legislation on the house. and go home. that is not how the system works >> explained to the viewers what voteg you are talking about or what votes we are talking about. what else, where else have you ullaid down the line? >> let's start with the agriculture operations bill. we have a few votes by the time they were done they were going to cut the farm bill by 25%. the midwest agriculture folks don't like that. we were able to see that bill on thee floor. just working this behind-the-scenes and no you will not pass this bill. let's make it more reasonable. that is what we are doing with the transportation hunt bill. appropriations for our railroads and faa and our housing and so
4:36 pm
that bill was going to be defeated. defeated this past week. one of my favorite people in all of congress. he is what congress should be like. making adjustments to this bill right now so we can get more people on board to get this past >> aid to israel and ukraine. what is your perspective. >> we need to support both. i think that we have a moral comparative to support israel. 1400 murders and torture. 250 kidnapped. thirty-six americans were killed by msp had some for supporting israel. i agreed with the speaker we should pay for it. >> $33 trillion debt. heading to trillion dollar with deficit spending this year. coming up with a plan. let them propose some pay for it
4:37 pm
we have to support israel. it is in our national strategic interests. we have to be clear. putin haser made it, he has spon on this very publicly. he wants to restore the old borders of what they used to buhave. what would be next. those are nato countries. we have to stand up to putin. i would focus on military aid. rebuilding in the humanitarian side.
4:38 pm
israel and ukraine. joel, you are up first in michigan. democratic collar, good morning. >> good morning. i will be packing up some of my statements with experts opinions there is a guy who is the director for federal policy at the center of american progress. we don't have an economy but we have a tax problem. everybody knows that a country runs on its taxes. $2 trillion in collected taxes. that was a tax cut from tax cuts we are not taking any money. socialal services.
4:39 pm
you don't take in taxes after cut social services. that is what republicans are all about. >> let's take your boat. encongressman bacon. >> after the tax cuts revenues were up. more taxes incentivizing theoo economy, we can bring in more revenue. the tax cuts resulted in spending. that is a problem. one of the hardest things, i wish that there was more courage to do so, look at the total amount of federal spending, 30% is discretionary. half of that is defense spending 70% is mandatory. with healthcare rising costs and
4:40 pm
lengthening of longevity, all of these different factors, mandatory spending is going up. let's put some proposals on the table. right now cap at 130-$140 of income. looking at right of proposals. democrat and republican. in the end if we can reduce this massive deficit spending it will take some hard proposals. i don't think congress by itself has the power to tackle this stuff. i tried to fix the problem. it will be a commission. putting it on the floor for an up or down vote. maybe we can solve this problem.
4:41 pm
if you combine funding looking at 40-50% of the income. we are being taxed too much when it's all said and done. >> once in virginia republican caller. >> k. i actually met you a few weeks ago in d.c. waiting for a new pair. i thank you for standing up to jim jordan. i don't know if you remember that. the pentagon has been basically wasting money. they said there is a hundred billion dollars being overpriced that really never gets addressed from people talking about
4:42 pm
spending. half of that goes to spenders with little to no oversight. speaking of oversight, addressing the fact that we give weapons to the israeli government. killing 10,000 palestinian civilians. so, if you can explain how the united states can just give weapons for genocide and still continue to do that. >> two questions here. thank you for your feedback. i thought i followed principal. weve are talking about 15% of or
4:43 pm
total budget goes to the feds. i've also come across areas where we need to do more reforms and more oversight. in the end we have to have tanks we arewe the world leader when t comes to the free countries. america is the indispensable our for freedom. china, russia, japan, we cannot do it by ourselves. there should be a shared responsibility. when it comes to israel i support israel 100%. 1400 people were injured and hamas. so many people were brutally
4:44 pm
tortured and murdered. this one has no other choice but to go with. how many people were killed. i don't know if these numbers are accurate or not. the other day they were showing a picture of palestinians supposedly. when they were done, they got off and walked away. s there's a lot of propaganda he has the they are putting their missile launchers, command centers within hospitals and schools. this is a very tough fight. the war crimes are hamas. when you put it on top of the hospital or school you put it under a new zone permitting these war crimes.
4:45 pm
they just have to go and do the best that they can. they will try to avoid civilian casualties. they have to destroy hamas. you cannot have a neighbor in gaza dedicated to murdering all of the jews. that is a hamas mission. destroy israel and kill as many jews as they can. i stand with israel on this. hamas is already mentioned, they put missile launchers on top hospitals and schools. i believe israel will do everything that they can and they are doing so to avoid civilian casualties. in the end and the population centers. trying to do the best that they can. they are not going to avoid attacking hamas. hamas has to be rooted out and destroyed. >> what was your real action --
4:46 pm
reaction to tuesday's results? ohio in kentucky and virginia. >> when it comes to abortion, i pretty good polling data, most of the folks in my district with support restrictions. twelve-15 weeks. losing support. we had a 20 week bayonne and nebraska. the legislature and governor. i think i am pro-life. i believe god created us, life is precious. i also realize that there is reality as to how far we can go. i think we should be advocates for life. you also have to reflect where your citizens are at and what you represent. i believe are doing so in omaha. they should make it clear when you lookk at the democrat positions. particularly the leadership.
