reaction to tuesday's results? ohio in kentucky and virginia. >> when it comes to abortion, i pretty good polling data, most of the folks in my district with support restrictions. twelve-15 weeks. losing support. we had a 20 week bayonne and nebraska. the legislature and governor. i think i am pro-life. i believe god created us, life is precious. i also realize that there is reality as to how far we can go. i think we should be advocates for life. you also have to reflect where your citizens are at and what you represent. i believe are doing so in omaha. they should make it clear when you lookk at the democrat positions. particularly the leadership.

they support abortion on demand until birth. americans are not there either. when you look at the federal level, 60 votes from the senate to pass pro-life legislation or pro-life legislation. you really cannot do so. i think nikki haley said it right. the extreme areas that we can legislate. republican of nebraska. we appreciate your time. democrat of ohio member of the appropriations committee and cochair and founder of the ukraine caucus joining us. congresswoman, let's begin with aid to ukraine. we heard from a couple viewers this morning.

something you probably heard from constituents. we have people in this country that cannot afford healthcare. they cannot afford certain aspects of their life and they want to see money that is being spent on what they say other scountries wars brought back to the united states to help them. >> will let me just say in our country liberty is the most precious gift. it is a glass bubble that surrounds each of us. my first job was to defend the flag and protect our constitution against all enemies the budget is a very large one. that is for sure. the billionaire class should be contributing their fair share and they i are not. one of the ways we find the money to pay for all of the programs and all the needs of the american people is to make sure everybody is in the boat. they are pushing at the level

that they can. they are just too many freeloaders right now. let me just say we live in a very complicated world right now it is very much a part of our way of life. i can give you many examples. recently in france, the police they arrested someone, a group of people hating stars, jewish s stars on buildings. they were listening to iphones and they were being paid by russian interest according to the press stories. the very same kind of intrusion because of modern communications is impacting our country in different ways with bots, with messages and so forth. coming to terms with all this new technology. we realize this really existed in the world and there are tierney's. russia, china, iran and north korea. they are arming one another. as you heard this morning our

own forces have had to defend to keep order in the middle east working withwh our allies. their form of government is much like ours. over 500,000 americans died. giving us a political liberties we inherited. which our family and families across this country fall for. we can see liberty directly, but each of us benefit every day by the great gift. >> if the new speaker puts on the floor before the funding deadline on november 17, the continued resolution that continues aid to israel possibly a debt commission, would you vote yes?

eepast week. ukraine sits at the eastern end of europe. poland, hungary, they are all part of nato. they are all part of our defense shields. believe me, it is there. our patriot missile batteries protect the eastern edge of nato russia is very active in trying to undermine democratic values matches here at home but in the united states. we have to understand this. understanding the context in which we exist. we do not exist alone in this country. we areur part of a world where there were nuclear ships. in our oceans every day. we have nuclear fleet that is out there as well. therepe are tensions globally.

we cannot report on responsibilities to our own people. you are in favor of what is moving in the senate which is president biden's request to tie aid for israel ukraine and the southern border all into one package. what do you think the prospects of that passing in the house are >> it is very strong in your house. people thatis disagreed with it. i think they live in a different world than we live in. the vast majority of the house of representatives wants to move forward with that bill. unfortunately they are having trouble reaching the agreement. many aspects of that justice budget but many others.

we should have had all of this business done by september 30 at the latest. it is alreadyap thanksgiving practically.so it is not done. we need to get it done. a struggle to deal what is ordinary. it is not helpful. >> setting aside that aid package, talking about a laggard approach to funding the government that they would fund some agencies to january 17. they wouldey fund others pass tt day. what do you think of that strategy? >> i think that they need to go to regular order. you get distorted in the house oror the senate and you cannot conduct the business of the country, you are not doing your job. if they cannot do it, they should not be paid. dragging things out. they did not make the decisions that they should have. they had internal disagreements. i think we have to do our job. let's get the bills here.

let's vote them up or down. mitch mcconnell is in support of ukraine aid, israel aid, he has been consistent on that. he did say that this aid package we are talking about needs to include policy changes for the southern border. do you think democrats could get on boarden with that? >> i think they have to get on board with that. that is what is being linked. the senate as well as the house. other members of the senate this past week. we've been talking about how to do that. if there is a reasonable proposal, majority of our people on our side of the aisle i assume could expect it. >> what would be reasonable for you? >> it has to be legal.

four regions like my own, i have companies every dayay asking for workers. both in the agricultural or manufacturer oral. in order to have workers for normal clearances. so, iff we have a regular nice flow of immigrants, my goodness, second generation of polish heritage. this country is a gift to our families for centuries. all going way back. not just these jobs. the price of the liberty that i've been given and our family has been given and all of us have been given. i believe in immigration. wit has to be done in a way tht the american people of faith in the system and in the country. there are employers all over

this country looking for individuals that can work and contribute. i think that that is step one. >> this aid practice would include money for ukraine. give us an update on what you understand about the war in ukraine. what is happening? what does it look like for the winter season? >> the war in ukraine is a very bloodied war. the poorest nation in europe. she does not have veterans hospitals. with : this week they are increasing their percentage over two-4% of their budget for helping ukraine. we are not the only country. we areme part of nato. i think that inside of ukraine

today, the fight here is such a terrible message to give to those soldiers. what a terrible message to give. almost like you are sympathizing with russia you have to know what side of the legislature you are wrong. i would urge all americans again to read the book. setting aside my position as an american and then elected congresswoman, if any place in the world deserves liberty, it is ukraine. >> we had a viewer earlier say we want to see the united nations do more for ukraine. >> the united nations could do a whole lot in terms of humanitarian assistance. many times the un does not go in with military coverage and so forth. i think we have to be very careful. we have to make sure that there

are zones for that. sadly, i know not many ukrainian soldiers that have died -- it is rough and we are heading towards winter. now is the time they want to win let's help them win. let's help them expand the number of free nations. let's give big room for liberty. >> on israel, address the disagreements in the democratic party. >> in terms of israel, how do i say this? the democratic party has a big umbrella. i support israel. i also support a two state solution. palestinians having a homelands. that is controversial in some circles and others not. but i think what will happen, if you listen to what secretary

antony blinken said and if you look at what is happening with our european allies, the g-7 meeting and so forth, even netanyahu said, it sounds like he does not want to remain in gaza forever. i think this is a moment for diplomats.. recognizing israel. i saw what happened with jordan and we see nations, places helping the saudis even with negotiating with israel before more occurred. you see nations that are trying to reconsider and provide a peaceful wayay of life for israelis as well as the palestinians. you have to walk down the diplomatic road. that is where we need to go. our allies around the world in order to do this. i think that the will be there

larger role. this is not easy. perhaps this is a moment in history where it can really be secured and it would be good for her children and grandchildren. >> with go to domestic issues in tuesday's election. your statedo of ohio, the abortn ballot initiative, your reaction? >> by reaction is that people voted for freedom, the freedom to choose what is appropriate for them and for their family. unfortunately the ohio law after roe v. wade was overturned was six weeks and after six weeks no matter what happens to a woman as she was bearing a child if she was hemorrhaging or whatever it made it very very difficult for her to get medical services. what kind of the law is that? i think we ought to let families make their own decisions.

those are personal decisions and no group of politicians in columbus, ohio for heaven sakes or even washington should make these decisions for any family. imi was with the family the othr day with a father who broke down in front of me actually read he and his wife had one child and it weighed one-pound. he made a decision with her that they would let the birth occurred and after 21 years they made a very noble decision. that decision was in their family. doesn't belonged to the government. doesn't belong to any group of people who are outside that family. that families decision. >> congressman marcy kaptur we grappreciate your time this morning. thank you. >> thank you.
