2:07 pm
way congress is handling its job? and ifon we were to take a lookt party affiliation, here is the percent that approve. so the limit off the top as democrats. the red line is republicans. inin the middle is the independence. you can see at the very in the sharpest drop is from democrats. historically republicans are always lower but here you can see a sharp decrease down here to 10% just in the last month. regarding funding, here is the latest news on that. so the speaker unveiled a near-term spending plan on saturday.. it says the "wall street journal" says the gop proposal would extend funding into early next year to w prevent a shutdo. speaker mike johnson unveiled a two step short-term spending proposal that would keep money
2:08 pm
flowing to federal agencies into early next year in a bid to stave off a partial government shutdown next week which is a sweet pepper he presented the plan on saturday. repeat for federal agencies risk shutting down as current funding runs out. the measure would not impose spending cuts and also would not implement tougher at the immigration rules at the u.s.-mexico border which some republicans had said was critical to getd their support. any short-term spending bill we need to get through the gop controlled house which has fought all year overspending, and then when thepe approval of both the democratic-controlled senate and the white house, that sets up a down to the wire fight over the coming days and democrats have insisted a patch that keeps spinning at current levels what republicansrr have sought to avoid a deadline around christmas that could leave them vulnerable to arm-twisting by the senate. this is a "wall street journal."
2:09 pm
a continues and says already there were signs of trouble, however. some republicans have said they oppose any temper spending extension without cuts and that congress should focus instead on completing individual spending bills for the entire year. this is what chip roy of texas set on social media. it's 100% clean and i 100% oppose. the proposal came under criticism from the white house with press secretary karine jean-pierre calling it quote a recipe for more republican chaos and more shutdowns. let's take a look at, from yesterday actually on "meet the press." connecticut democratic senator chris murphy discussed speaker johnson's laddered approach to continue resolution and also the future of the cr in the senate. >> so let's start right there with this bill. this is a two-tiered bill put
2:10 pm
forward by the newly installed house speaker mike johnson. we supported? >> verse of all this is no way to run a redwood. we shouldn't be in the position of having to pass multiple continued resolutions. in the senate we been able to find bipartisan agreement on a budget that not only finds what the country needs but gets money to our partners all around the world who are in desperate need of american support. listen,, we cannot have government shut down this weekend. certainly not what we're facing these existential crises forst friends in israel and ukraine. i don't like this laddered cr approach. it looks gimmicky to me that it open to the house is talking about the priority has to be keeping the government open and i think this is a moment where reasonable people in the senate and that's where most of the reasonable people are these days, have to make sure we are not making the perfect the enemy of the good. i don't like what houses talking about but i'm willing to listen. >> i hear you say you're not a a
2:11 pm
yes yet but you're not a no. what do you need to get you yes on this legislation? >> we're going to proceed ins? e senate on a clean cr without gimmicks, withoutn ladders. it does worry me the house process requires you to come back and do with half the budget on one day pass a budget on another date. that sounds like a a recipe for failure. i'm willing to listen to the case are making. i would much rather do it with assistant coaches pass scr that keeps the entire government open to the same date. >> quickly before move on costas is billed make it more or less likely there will bes a shutdo? >> i don't think anybody can put predict what happens in house of representatives today. that place as a political dumpster fire right now and until we get reasonable thought leadership that prioritizes bipartisan cooperation in the house, every single day is going to bit of a nightmare for the american people. >> host: that was democratic senator chris murphy on the
2:12 pm
republican side on cbs's face the nation representative michael cloud, the chair of the foreign affairs committee, was asked whether speaker johnson will be able to pass a package as to both israel and ukraine and about the possibility of a government shutdown. here he is. >> i want to ask p you about wht cogs can deliver in terms of aid to israel. do you think the new speaker of the house has the clout necessary with your caucus toou move through a package that includes is you a call ukraine eight and of the national security items? >> our aid to israel is urgent in times of the essence. we have to deliver this package now, i know that when we have offsets and that's fair, i don't think we can play lyrical games with this to support our allies. because if they fail and we fail, it would have a very bad effect across the middle east.
2:13 pm
in the ukraine that's vitally important as well. so is taiwan. and so was the last line of defense the southerns border. so really if you think about all these threats are really tied together. whether we handle it all together or separately with the ukraine and border security, all that has yet to be figured out. the phase two if you will this year the speakers trying to implement i think will actually move the process forward. >> that deadline in terms of government funding is next week, november 17. yesterday the speaker made the proposal kind of an unusual way to do it called a laddered short-term funding deal. the white house said it'ste not serious and it's a waste of time. i we going to see a government shutdown? >> we have the power of the purse, and look, we need more time period crs always hurt
2:14 pm
the military, always hurt our national security. and so the first cr until january could resolve the four of last four bills that we can't pass today. so we could pass those and then have until february to negotiate with theit senate to get this de and put on the president's desk. >> but first you need the vote to pass this. so can republicans vote together to pass this proposal, this short-term funding agreement? >> we are going to have to i mean, there's no choice here. i mean, the world is on fire from where i sit. it is to urgent. we can't sit back and do nothing. talking to the prime minister netanyahu, they needed as yesterday, in his words. ukraine needed it yesterday. the border for certainly needed it yesterday.
2:15 pm
we know chairman xi is threatening taiwan in the pacific. i think what the senate is going to do, they are going to come up with a package probably after thanksgiving that they will send over to the house. >> host: that was republican representative mike mccaul. when asking you this for the first hour to prove or disapprove of the job congress is doing? numbers are on your screen. democrats 202-748-8000. republicans 202-748-8001 and independence 202-748-8002. real quick, some political news that happened last night. tim scott says he suspending his presidential campaign. this is a headline from abc news.com..c going to calls cost now, p first, tennessee, republican. >> caller: good morning. please give me a minute. this is my one chance to talk to republicans.to it is not republicans job to
2:16 pm
give a clean cr to democrats. kevin mccarthy gave democrats everything they ever asked for, and then they turned around and fired him after they got what they wanted. this bill from speaker johnson, he just took kevin mccarthy name off of it and put his name on it. we are so tired as voters of not having a republican to stand up to these democrats and their disastrous policies and spending. we can't find the speaker willing to fight. everybody wonders why we support donald trump, iss because he fights. bipartisanship for democrats means republicans always across the aisle and give them everything they ever want. you don't see democrats complaining about this cr
2:17 pm
because they got everything they wanted. republicans gotot nothing. why can't we find a fighter that will stop them? that's what two party system means. you stand against the other party and their policies, not agreed to give them everything they want. and, , and why should we vote fr the house or the senate, the senate is worse than the house. they just agree for everything. why shouldus we vote for the house, or the senate, if they are no different than republicans? i am staying home. voting for donald trump and i will not vote for republican ever again. i'm sick of my boat being taken for granted and then not anything we say. the only thing these democrats, this speaker has accomplished is how to set a great vacation schedule for themselves, and that's it. i can't stand it.
2:18 pm
>> host: i hear you, teresa here and this is what rhett thomas massie said. he's a republican from kentucky about representative mike son as speaker. heaid i think there's a i'm not sure how long it lasts. mayb days but with what's going on on the floor today i think that indicates the honeymoon might be shorter than we thought and that's from november 9 as reported by nbc news. edward is in battle creek michigan. >> caller: hello. good morning. i'm surprised that they are already cut the republicans are already disappointed with mike johnson. i'm going to have a hard time remembering that name. it's just so forgettable. but so this woman says that mike johnson is what, too weak? my thought was okay, didn't they put him, but in mike johnson
2:19 pm
because kevin mccarthy was too weak? and my thought is, i have two thoughts are. why don't they just go back to the original budget agreement? in other words, johnson says i think was quoted as -- one of the headline says the house republicans are ungovernable, which is largely true. i would say. mike johnson doesn't know what he's doing. kevin mccarthy at least knew what the basics of the job, right? i don't think mike johnson knows the basics of the job. why do they go back to the original budget agreement with biden? and the second thought is it looks like to me they are granted toe shut the government debt and teach the republicans a lesson can because this woman from i don't know where she's from, the west. >> host: tennessee. >> caller: tennessee, i'm sorry. the south. so i don't know if it would come when the shut the government down, the social security
2:20 pm
affected? is medicaid affected? is medicareffs affected? are workers in washington, d.c. affected? is a military affected? because republicans can post every time they don't like exactly what in the budget. enter me itan it says okay we he to learn, we learn the lesson what happens when the government shuts down and what other problems? i i hate to admit that. i hate to have to inflict this needless, dysfunction on washington and on the government programs and government workers and stuff like that. this always happens on christmas around christmas. to me it's utterly irresponsible. but this is what you get when you have people who don't like together, don't know how to govern, don't care where the government -- i mean i don't know, i'm going on a rant, i'm sorry. >> host: i understand, edward. here is what you mentioned before. this is nbc news.com. the headline, we are
2:21 pm
ungovernable. at to quote from house republi. house republicans mix boats on two funding bills as funding deadline nears. there's no deal on how to avoid it. that was an article from today's ago. candace is next. nashville, tennessee, independent. good morning. >> caller: yes. i am proud to be ungovernable. the government of the world has just started to tell us covert biological weaponry so we survived genocide. i hope that the government shuts down. i are not protecting me. the protecting the bankers, digital currency. they had been doing psychological warfare -- >> host: what do you think are you on the approve or disapprove side of congress? >> caller: congressman just gave themselves thousands of dollars of races with our tax
2:22 pm
money while they been going along with terrorism with the covid, and i disapprove of them. i hope theyy shut down. i'm proud to be ungovernable. they are printing fiat money. they are just printing it out of nothing. then there also taxing us so there intentionally making as poor so theyy can control us better. they are, they are authoritarians. for any american to be for the government at this point shows how brainwashed americans are. after we survived years of the genocide at this point. >> host: we got that. chicago, illinois, ally for democrats. denise, good morning, i think, i think that democrats are a least functional, and republicans are
2:23 pm
very discouraging. to hear donald trump wants to destroy the constitution and take away our rights, but he spent his whole life living off democracy and the constitution. so i don't know why we would have an excuse not to elect him. he's not qualified just because just the kind of person he is. >> host: okay. and susie, a republican in east flat rock north carolina. good morning. >> caller: good morning. i am totally disapprove of the job congress is doing, and i'm going to tell you why.
2:24 pm
the democrats have absolutely no morals. they have absolutely no morals. they ramp up racism, crt, you name it, they are behind it. the republicans can't get their crap together. they want to fight amongst themselves. so, therefore, when they're fighting amongst themselves, the democrats are clannish and they're not going to give in to anything. so i really don't know what's going to happen. i really don't know. >> host: how do you feel about your senators and the representatives in north carolina? >> caller: absolutely adore our lieutenant governor. >> host: on the federal level is what i'm saying in congress.
2:25 pm
>> caller: i'm not real sure. not real sure. >> host: no problem. take a look at what senator mark warner said on "fox news sunday" sunday," yesterday. he's the intelligence chair and is asked about continued funding for ukraine and upcoming government funding deadline this week. >> there something in between walking when providing some funding are providing endless open ended funding which americans are worried about. we talked about this last week that there are pulling number shown americans are growing apprehensive about something that has to end in sight. we are about to run out of money by friday if you guys to get something done on the hill. none of us at home can run or budgets his way. what you say to folks -- >> the fact is, literally combined with our european allies who frankly doing more on the humanitarian side and matching is virtually dollar for dollar on the defense side, an additional $60 billion for the
2:26 pm
whole balance of the fiscal year, and the ukrainians have literally destroyed over half of russia's military abilities with not a single loss of american soldier or nato soldier. if you walk away from ukraine, nato which is been expanded by sweden and finland, what fate would ever have on us again? i i usually concerned about chia particularly on economic basic of technology basis and people are flocking geopolitics 101 if they think giving putin went on ukraine will not send a signal to president xi in china who's got a green light to go after taiwan. trim that is senator mark warner a democrat and here's what chip roy posted on x, republica fm texas in the house picky says calling yourself a part of quote limited government means stopng and cutting t explosive growth of the federal government fueled bymi record debt.
2:27 pm
the status quo is a physical death spiral. linda is next in new jersey. democrat, good morning. >> caller: how are you? >> host: good. >> caller: i agree with wonder. i also -- wonder. i also believe o our new house speakers nothing, nothing but a puppet. i think was voted in that quickly by the congress because he is a puppet. as far as ukraine tom what price does anybody put on one of our children in a war, launched in a war to death or to disability? so i think biden is a smartest person to be running this government. he is the most credible person to be running this government. >> host: going back to
2:28 pm
cartersville, what do you think or do you approve or disapprove? >> caller: i absolutely disapprove with the way three or four people are running this country and not one of them has the experience, thet integrityr the honor ability that biden has. not one of them. >> host: got it. steve is in columbus, ohio, independent. good morning. >> caller: good morning. >> host: what you think, approve or disapprove of congress? >> caller: i i disapprove of congress. i disapprove of the presidency and the disapprove of the justices. clarence thomas is a clown. biden has one foot in the grave and congress is a bunch of jokes. they are offering tong give this money to israel when our inner cities are coldly. moit's a slap in the face.
2:29 pm
it's that hasn't do with the going to do what we do about it? they have been doing it for years. i am very disappointed in everybody in government. if you disbelieve in the united states can just hold tight, anything you approve of? sounds like you disapprove of everything. >> caller: i disapprove of everything and the governor i approve of the american people. we are going to be okay like we always have been. we are going to be okay but to the people he chose to in the government have let us down. it's that simple. >> host: what about c your representatives and your senators in ohio? what do you think? >> caller: sherrod brown is not bad. the other guy jim jordan has got a lot of baggage, so joyce beatty, she's not bad either. that's just local. the other stuff, national, i'm very disappointed in it, very disappointed. i'm disappointed that the united states has followed israel as far as a have caught you to call
2:30 pm
the palestinians, they do have rights to be where they are and they are just ridiculous. it's really, really sad. >> host: let's talk to jeff next in nebraska, republican. good morning. >> caller: hey, niemi, i am so disappointed with our government. it's just lost in the sauce, man. i don'tce know why these democrs keep calling up and acting like a have this big royal check k on their side because they are just block voters. they were not allowed to vote in accordance with what the constituency wanted. because nancy pelosi would e basement.to the so i wouldn't be too proud of that either. but our government is broke. our borders are broke. our military is broke.
2:31 pm
our police departments are broke. >> host: when you say that countries as to what you mean by the military is broke. >> caller: they -- we can get people to go. you really think that watching all these idiots that go up and down the cities, they don't even know where israel is at, 90% of them, and they would never ever try to protect this country. they don't care about this country. it's already been in their brain by their professors and their teachers. our education system is no longer, mimi, people need to realize that. they are not learning in school any longer. >> host: allll right. take a look at what kamala s onwh x.
2:32 pm
what are theng? i only see fight and revenge. wasting tax at all because they fear trump retaliation and loss of magae votes. see nothing in the country a well. marcus says is congress' approval rating inversely pronal to usa deficits, debt level or debt to gdp ratios? or maybe proportional to waste deflation orrtional to the value of the fiat u.s. dollar curren t the u.s. gold standard? and incy cd says of actually dog a job? seems like all they do is social media posts. and john is in terre haute indiana democrat. >> caller: hey. if you've got to do a government shutdown go ahead and do it. tremont okay. do you agree with congress then? >> caller: i'm a democrat.
2:33 pm
tremont okay. sam in louisiana, independent. sam? >> caller: yes, go ahead. you are on the air. >> caller: yeah, i'm just -- i was listening to the guy ahead of me. i don't think he really understood what's going on. i mean, both sides really, we're at war on both sides of the capital than they are actually having the israeli war. both of the need to stop and they really need to stop and get together and help israel stop the war.
2:34 pm
if the republicans want to find fault with the democrats, saying that democrats and doing this or are doing that, they need to just erase everything and start all over again fresh and get together on this. from what i heard on the news last night, local news, there are several congressmen that are being targeted by bringing people -- iranian people that are going to kill them, to wipe them off. and i don't really think that needs to happen. >> host: all right, sam. sam did mention israel so let's take a look at what the white house national security adviser
2:35 pm
jake sullivan said yesterday on abc news this week about the hostages being held there. >> give us the latest on the negotiations or if there are negotiations still underway regarding the hostages. >> well, first of all thanks for having me, john. i have to be careful that what i say publicly on this because it is the course a delicate and sensitive negotiation but the answer is yes, there are ongoing negotiations involving the israelis, the calories and we the united states are actively engaged in this as well because we want to make sure that we bring home those americans who have been taken hostage as well as all of the other hostages. so that continues. the our efforts to try to secure a deal that would involve the release of hostages and the present is not going to rest until we achieve that deal so that every single one of those hostages can come home safely. >> and what are the numbers as
2:36 pm
you understand them? i for the israelis say their 239. is that accurate? how many of them are americans? >> we do not know the precise number of hostages. we note the number of missing and that's the number of the israelis had given, but we don't know him and of those still alive to address force of the americans are concerned there are nine missing american citizens as well as in missing legal permanent representative got a green card holder. so that's the number that we are working with. that's number where kind to ensure the safe return of and we've been engaged with the families. in fact, i will personally be seen family members of the american hostages this coming week. >> host: and that was the national security adviser jake sullivan. this is a text we got fro drake in rochester, new york, who says i disapprove of the jobess is doing. they are working to president biden to stop using
2:37 pm
the term latinx. the w need to stop wit the unimportant things and focus on passin budget. this is from tony in tamarack florida. he said i might approve of the jogress is doing but also appreciate the fs designed it to makehe process slow and difficult to pass laws to the fewer lost the past the better. now they need to rein in spending. alvin is calling from pewaukee wisconsin. republican.ll i'm calling in reference to if you notice no states that have approved the president trump wisconsin even though we are holding their convention or, you know, the summer. my thing with congress is that why haven't they done anything with those i had to set but with texas, you know, with the people that are coming over, you know, and we know cocking imagine we
2:38 pm
were counting him reach i discussed how make this or that? how come we're not dealing with that? , you are thinkingg that congres needs to deal with the southern border? >> caller: eryes. not only that but you and i know growing up we never imagined where you could go into a store and steal $900 worth of stuff not go to jail, or they have these people that are sleeping in those tents on the streets. in the last let's face it, ten years ago, we would have never thought people were getting arrested from what do you think congress needs to do with that respect? do you think the needs to be more funding for enforcement of themo border? do you think the policies need to change? >> caller: we know every time a a person come one person comes over the border it's cost the
2:39 pm
taxpayer money cost correct? i mean, we give them food stamps. we give theme phones and that. i think congress -- we can't do that anymore. that's when we talk about these deficits that comes up in 14 days. that's when we are creating the other problems. >> host: all right. let's talk to david next in flint, michigan, democrat good morning. >> caller: good morning. glad to be on. i would like to say i think congress we have now led by the republican is doing an awful job.g i believe you are looking forward to shutting the u.s. government economy down. their supporters seem to really dislike the united states and want to find a way to shut us down. they are marching by transporters, and i think the border stop that they are
2:40 pm
takenaka the border, do want the border kind of regulated more stronger. i'm a democrat but i still think it should be regulated a little stronger. but i don't think it is near about the top issue like fox news has told all their supporters to think that it's -- >> host: so what the republicans are saying in cogs is they don't want to shut down the government to do want to rein in spending. what do you think of that? >> caller: i think it's manufactured. i don't think they really, if trump was president i guarantee you wouldn't be a republican calling in or wouldn't republican in the congress be saying one thing if you spent every million dollars that he could think of. they are altogether against biden and do something to fuss about. >> host: all right. frank, poughkeepsie, new york, independent good morning. >> caller: yes. i don'tndnd approve of congresst
2:41 pm
all, both sides. and the conflict over there in the middle east is part of, part of the -- the people over there don't belong there. eothe palestinians are the usurpers. read deuteronomy 28. it tells to the children of israel t is. it says you will be led by yokes of iron and chains around your neck. and less the blessings and the curses, that's how the father knows who his children are. so right now everything is
2:42 pm
immoral and i don't want anything to do with it because like i said, the father and his son our team will be coming back -- >> we will leave this here and take your life to the white house where national security adviser jake sullivan and press secretary karine jean-pierre are briefing reporters had a president biden's meeting with chinese president xi jinping in san francisco. live coverage on c-span2.
