school there is no reason for the taxpay earmark we found $249,000 for the baltimore symphony. people say gosh i love the symphony i love music so an the thing is the way government though a government is supposed to work if you think general symphony bill we give money to all the symphonies and make them part of government. one, we do not have the money to do that. instead we do something even worse. we should not be in the symphony business in the federal government. we don't have any money. it's not part of the general welfare. what happens here is the people on the appropriations committee hasappropriations committeehas seniority for that means you have been here for between 50 and 100 years most of the time. make by golly they get money for their symphony and their city.
7:33 pm
that's not the big government is supposed to work. that might be less complaints and there was a surplus. this in the midst of a bartering every two or 50 grand in the baltimore symphony is going to be borrowed from china. everybody's up in arms about china. borrowing the money from chinae weaker because b keep spending money we don't have it. the first was that million dollars for cambrtee center to install solar panels. click solar panels as well as anybody. this is a rich community this is where harvard is. you think they cannot pay for solar panels? they are not the general welfare. founding fathers allgeneral welfare and they went to one step further. they laid out all the powers of congress all the things were allowed to do. not listed was to buy solar

panels for one town. all the wealth attracted to cambridge they would be able to buy their own solar panels. no place in a budget $1.5 trillion in the holend weaker. the next earmark is martha's vineyard hospital. one of the richest zip codes in the united states. i've been to martha's vineyard i can only go one time. if you live there that is wonderful. i love they have all the beautiful homes. i think president obama may have a place pay for your own hospital but i did little tiny hospitals with 40 beds and it really rural community.regulations are barely breaking even in kentucky. i don't see spending millions of dollars. but once again someone has been here for 50 years.
7:35 pm
nobody makes a debate over whether martha's vineyard needs more than kentucky. they just stick it earmark in there and they get it because they've been here a long time. it's a terrible way to legislate for it'sprince a terrible way to legislate in the context of this enormous debt we are amassing. this bill is teaming with about $2 billion with of your marks at a time weord the additional debt. just days into the new year the treasury department announced u.s. debt has surpassed $34 trillion. fathom. chairman of the federal reserve came out and said it is an urgent problem. jamie dimon with j.p. morgan chase cam out and said it was an urgent problem. on the heels of people saying it's an urgent problem what happens? congress rises to the occasion and borrows more money. talk about tone deaf. completely tone deaf were going to borrow another the hills of34 trillion. we are spending at such a rate right now we are averaging a
7:36 pm
trillion dollars to the debt every 90 days. if that pace continues set of 1.5 trillion it could be up to 4 trillion in the next year. since in thisborrowing money $7 billion a day. think about that. we are borrowing money our. $3 million per minute is being borrowed. borrowing money at $80000 a second period this is spinning literally out of control point look at the debt clock online you see the numbers. just spinning like crazy. if we are to judge the backroom negotiations between the party leadership in congress and the white house by its r conclude they do not take our spending problem seriously. eventeven republicans who talk a good game about government spending and respect for taxpayer dollars when they are at home cannot be depended upon to fight for fiscal sanity when push comes to shove.
7:37 pm
our nation's greatest threat comes not from abroad but from within the halls of congress. which at every opportunity look for ways to ignore our spending problem and expedite our economic decline. the nonpartisan congressional budget office predicts will add an average of $2 trillion to our debt for the next decade. this happened in south america ec we don't want at when at least i don't happening in my country. net interest payments will out dispenses spending become the largest item reckless suspend is unsustainable. high and tax rates.

a predictable economic crisis in the u.s. my time in the senate i propose spending freezes balanced budgets today and set of eight balance a budget i'm really asked this. the report to the full senate how to responsibly cut 5% from this bloated everything you will spend that moneymoneygrandma, motherhood, apple pie will get 5% less. that is what it take to start balancing our budget for it would not do it just on this bill would have to do that to everything and all the spending. my instructions leave the appropriations committee open to determine where to reduce t spending. this is not asking that much. it's a lopsided compromise

>> good morning and welcome to our press conference about the spending bill today. it's very telling that a republican conference meeting is very clear during that meeting a majority of republicans we knew the 72 hour rule would be violated we did not have text it was clear a majority of republicans were willing to vote for the bill today irrespective of what wasn't it. not knowing what the spendinglevels were. not knowing exactly how much it was increasing spending over the pelosi/schumer levels from the omnibus that was. not knowing exact spending levels. not knowing how harmful the policies might be beyond the ones the american people already suffering. did not do make one member said they'd vote for it if you 72 minutes instead of 72 hours. we do not need 72 hours to vote bill.
8:01 pm
they plan to vote for you might want to know what policies you would owned by the virtue of your yes but on the is there anything republicans won't do to keep this a government open. why are we in a rush toeep the american people the bill on positive for bad votes and bad bills does seem. this bill again it increases the spending levels by $60 billion has new things we want out it's got a billion dollars for the climate focus how absurd is that. think of the department of

8:07 pm
i urge all of our colleagues not just the brave one standing here today in front of you. but every single member of the house republican and democrat reject this bill. thank you chairman perry when i came up here thought we had the majority. it appea we do not have the majority of fiscally responsible individuals. just 30 hours ago you departed put forward to spend 1.2 trillion dollars. we are expected to vote on it andinjust a couple hours. it is not acceptable. when i first came to congress i was warned this the town operates. i had a glimmer of hope. we had the majority that we had enough of people who were fiscal s different. unfortunately is not different

birds are here we go again. the last three years we have been complaining about all these things. republicans who campaign complain about the border issue. and ye refused to do anything about it for you to actually do anything about it. we will pass bills thattely mean nothing because another not wonderfully passed with its hr to mayorkas, the new riley resolution, all of these things ultimately are not going to change anything. and yet today we areoing to use our majority the quote unquote majority to enact no changes whatsoever. we are going to fund it all. the bottom line is this is a complete and utter surrender. i'm going to be not only a no but no on this bill. he completely ignorescompletely ignores the fact we are the place the history of the

8:14 pm
it's the people going around saying low cost election what happens if you have a shut down? they are the ones running in fear rather than leading. they are the same ones who will stand up in normandy on j praising those men who walked into a wall of bullets and looks at a clip and scaled it to save our country and save the world from fascism. curling up in the corner afraid to stand up for the american people who are suffering today. enough. i'm proud to say these great patriots saying no to this bill ininiesta the american people. no to the continuation of the unit party coal coalescing against e american people and we are going to stand up and fight for them. i am not afraid of a shut down. that swamp excuseor finding a government during its core constitutional duty and that is what we are here to do. i'm proud to do with that i will pass it to my friend from south carolina. >> thank you. i woke up this morning to a textouth

going to own it and grant the spending of money that we do not have. i called my good friend warren davidson. >> thank you arbery thank you for covering this. this is a sad day for our country. we are here really to solve problems and serve people. we are here talking about something that anyone can find an excuse. leaders find a sad we have not yet found a way to have a smaller government. we have not yet found a way to restore government small enough to fit in our constitution. if we we can afford a government that size we can do for this kind of government this government's not doing its mostbasic responsibility which is to secure and defend this country we literally have an invasion at our border. we have leadershi branch undermining the entire concept of citizenship. we are not servicing the citizens of this country.
8:19 pm
they are back home being buried by debt. buried by crime. buried by this invasion of the southern border. literally buried by fentanyl. all kinds of other drugs suicide at record high levels. endless wars failing schools corruptions, it's a fatal over o government. we have people that is are trusted to stop that. they have wasted all year not solving these problems. they have wasted all yea status quo. and not even that, making it worse. we are adding $1 trillion with of debt one every 100 days in the bill accelerates the path to the crash site. eventually we will arrive at with the benefit of hindsight a lot of the same people will
8:20 pm
stand around the smoldering crash site of our economy and ourour sovereign currency. they will claim the problem was we did not have enough government. we have got to have a smaller government that were telling people are going to have a smaller governor we told the people were going to secure the border. today is a total failure. it is a sad day. i yield to my colleague. >> i will be brief. deafly not as eloquent as my colleagues appear. first i went to speak to the politicians appear that are going to vote for this. like many of my colleagues have said you own it. all of the garbage. all of the funding for borders overseas, but you will not lift a finger to stop the invasion atn border. here's the deal, guys for the american people though they may be busy running their

businesses raising their are busy but they are not dumb. they are gracious for they do not expect us to win every fight. they know we are outnumbered up here but here is the deal. they do expect us to fight that is something this party has refused to do time and time again. it is when the most frustrating things to be a part of. we note the democra they're going to destroy the country for their driving us off the cliff at 95 miles per hour. guess what, our solution, the republican party we are going to dial that it down to 90 miles per hour. we're still driving this thing off the cliff. we are backing it down a couegrees and it is pathetic. all right? pick a principle fight. i don't know like maybe the border invasion. hear a leadership say it is the hill we are going to die on. really? do you even know what that means questioning that means you've got to take a hill and be it. i don't see it.
8:22 pm
and until i see it i am not going to be like a lot of politicians appear and be a cheerleader for it. because it is garbage and it is destroying this country. it is destroying the future for my kids and your kids. want to speak really quickly to the american people. i know you are busy. i know it is hard out there. i know you're being killed by inflation. i don't many of you have lost your kids to fentanyl. if you want to help us start paying attention and please quit sending politicians appear who come to your town, whoincoln reagan date gator talk about fiscal responsibility border security and they vote on this crab repeatedly. you can help us, quit sending them up there because in case you guys have not noticed we are radically outnumbered. it is always the same names. it's always the same names of people trying to stop it.
8:23 pm
and it is always the s unfortunately who talked a talk a good game in the media and back at home in their districts and then they come up here and vote for this crab hoping that you do not pay attention. you can help us clearly i am no on this bill. thank you. let's see. you are next. >> thank you for bei colleagues roughly 2:30 a.m. in the morning 1000 pages were dropped over actually knows and spending and we are expected to vote on it without reading it. nancy pelosi said to pass it. yet this was republicans pulling that crab. some will say the republicans are in the majority of the house but it is clear the democrats. this bill is not a republican piece of legislation.
8:24 pm
it is keeping the border open. it is funding transgender kits and problems ieast. it allows for gain of research. gain of function research in china per think about that for a minute. were finally coming out of covid. our economy is still trying to revive itself. families are hurting inflation is high and there is an allowance in this bill for gain of function research in china. what are we doing? this is not a conservative piece of legislation. it's not a republican piece of legislation. and youleadership's panic because last night they did not have the votes. i do not know what they're going to have to sell, what they're going to have to trade to get ther but if this passes we sold you out. they sold us out and i for 1m pi if passes will likely determine who controls the house of representatives.

this bill will most certainly determine who the next figure is i yield to the gentleman. >> thank you. thank you to the general from tennessee. thank youd for leading this. we have officially out of the swamps recipe for the failing of the american people. a massive government funding bill chock chock-full of wasteful spending. harmful policies and project truly, i mean truly release in the middle of the night at was mentioned at 2:30 a.m. in the morning forgiven lawmakers to read and ove monstrosity only to pass it under suspension of the rules rely on more democrat votes majority. just like the first package the swamps second half of the omnibus representativeomnibus representative will surrender by republican leaders. compromise is one thing. but capitulation and surrender is a whole different piece.
8:26 pm
when that return these serves washington still serving the american people. to my house and senate republican colleagues it's t mouth is you cannot claim to be pro-life champion and then fund abortion abortion travel, and aborted fetal tissue research you cannot rail against president biden intentional illegal invasion and then from the policies that are causing the chaos without assuming the same responsibility. just like you cannot flaunt your vote to impeach secretary mayorkas and then fully fund his policies. you cannot defend american second amendment liberties and fun gun control by the cdc. you cannot support sodas to protect young women fund transgender surgeries and funio institutions that all biological males to compete in sports i don't call them men i call them biological males. real men protect women they do not use their superior strength to steal the honor of hard work
8:27 pm
and achievements of women. so all the ladies out there i want to hear you like riley gaines to be tough. we are fighting for you.u cannot advocate for election integrity and then fund illegal aliens voting and elections but you cannot complain about the violation of american first amendment then fund more disinformation governance boards and governance by proxy censorship or you cannot sound the alarm and are in dire economic outlook and ballooning national debt and rubberstamped spending higher than nancy pelosi's levels from fiscal year 23. the list goes on and on but republican simply cannot righteously denounce democrats disastrous qualities of destroying our great country them. yet many will do that very thing later this morning. the american people will surely take note of those who after all if you find that you own it. but it is not too late. we promise american bee but people
8:28 pm
we would fix these problems. not fund these problems. i urge my colleagues to vote no on the swamps second half can deliver on that promise. thank you now and i would like to yield to my good friend from arizona chairman andy big >> thank you everyone for being thereand i think chairman good chairman perry in myagues behind me. just yesterday it is ironic senator braun resolution national debt is a security crisis a security threat passed in the senate. it? i introduced to legislation several years ago there were $21 trillion in national debt. the speaker at the time but now that bill bill come to the floor. and now we are sitting at 34 34 naturally and rolling it up about actually eat every 100 --
8:29 pm
120 days in national debt. new national yo-yos that just past and acknowledged a national debt security threats they are going to take this package. and they are going to pass it. that is what is going to happen. unless sanity begins to rule. now if we take a look at the budget, control and impound act requires 12 appropriation bills body and it gets to the senate. burgoyne's post it to the senate by june 30 of every year. the last time that happened? i ought to give a prize , 77. that is the last time that was done properly. and you know what? we were promised a little over a year ago when that speaker was brought in said we are going to do those for 2024 were going to
8:30 pm
get them over to the senate. that was one reason some of us acquiesced said we've got a shot at it, were going to do it. we have got one. and now what we have got is we've got a speaker who says it's all we can do. this is all we can do. it is tough. we don't have enough. what i say to the speaker and i've told it to him to his face and i say it again is the american people they are watching what we do. and they kw something. if you surrender you lose every time. but if you fight you have a chance to win once in a while at least. i'm not saying we don't have a tough road because in name we
8:31 pm
have a very slim majority. and in reality maybe we don't even have a majority. but, fight. this is capitulation. surrender. well the reality of it is me and the lady behind me we are all together. i did not fort you. we all know this bill is chock full of crab. you know it and the american peoplenow it. you are going to see people who campaign o the republican party platform of reduced spending reduction of the national debteduction of regulation, pro life that is the platform.
8:32 pm
they're going to go there and give enough of votes votes for this to pass today. maybe. unless rationality sets in. and if there is no rationality setting in we are going to be adding to the national debt. we are going to further the destruction of this country. and i will just tell you this the invasion use on texas yesterday is an ongoing thing. do not tell me this is a hill you're going to die on mr. speaker. this has been going on at lukeville they're cutting the fence and people are flowing in every day. and that is in arizona. this is an invasion of it what you saw it yesterd was anoth example of the invasion. mr. speaker, do the right thing.pull this bill. run legislation which i have stopped fighting the government threedom of the
8:33 pm
american people. with that i yield. >> ii think everyone for being here. chairman good thank you so much for organizing this press conference today. i am really proud to be with many of these same folks the same folks that you see standing on the floor or in this room talking about what we need to do to rein in the size and scope of our federal government. i've got the un- enviable position so all the points have been made and what i'd like to start off with in say i concur. i concur with everything that has been said here. what i am going to go tom is the process. the process is something we fought extremity hard for january a year ago to restore re order in the united states. because everyone recognizes this places broke that this system ise the reason that it is broke is because process has
8:34 pm
been ignored. process has been thrown out the window. we have seen the consolidation of the power of the decisions that are being made here in this into the hands of a very few. that is not the way it is supposed to work. that is why we fought get 72 hours notice for any legislation. that is why we fought to make sure we had single subject legislation rather than these monstrous bills that contains so many titles in subjects and don't have the ability to separate out. and let each one be considered on its own merits. that is what we system so we could have discussion, debate, collaboration and a not only in committee but on the house floor. all of that has been thrown out the window. you have got the leahinse making decisions about how the entire country is supposed to be run which leaves
8:35 pm
450 people outside of the discussion. that is not with the american people ask for. that is out of the american people elected. and so what say is if you have a bad process then you're going to end up with a bad product. and folks what you see on display today exhibit a. that is what it is. a very bad product. and hopefully enough republicans will gather up the courage to say enough is enough. we are not going to watch our country be destroyed any longer. whether it's from the mounting debt or the invasion taking place on our southern border. we will not support this bad product. now, i will guarantee somebody in this room when we go to q&a is going to say but members isn't there som isn't there something good in this piece of legislation? why would you vote against the
8:36 pm
entire think? the only good thing i have discovered so far is that it only has $2 billion worth of earmarks instead of the $12 billion worth of earma that were sandwich into that last minibus. that's the only redeeming feature that i have found in it. but that i turn over friend. >> to quote the immortal words of forrest gump i want to thank chairman for inviting -- let me crashes black panther party. i'm the sole member up here is not a member of the freedom caucus. but i stand with him today on this very important issue. when i first took office on was already an issue, i can ramble he started talking then and i said no border no budget. that is how importa it is for that's how important it is to the american people. we talk about having the majority and what that means. i do not care if we lose our
8:37 pm
country, it is not worth it. it's absolutely not worth it. i talk about my folks all the time but i was think about the sacrifices they made. i remember my daddy talking about an island that they hit and he was really afraid. he had a bad feeling. but he knew he had to do the right thing. and he did the right thing and he was victorious. if we do not do the right thing in this occasion we will lose our country you are seeing the beginning of the end for the united states of america. i stand with these wonderful men and woman on this day. i stand with pride they doing the right thing and this is the right thing. we have got to make a stand. we've got to take our country back. if you do not like the people in office vote them out. i don't play coop play golf with them i don't care if you go to church with them. get them out of here. they are ruining your country if we do not let them come home and through the red meat and say i
8:38 pm
am voting against this, i'm voting against that, that is a bunch of garbage. there sell your country out for that unit party for the national chambers of commerce that wreck everything. they want somebody that doesn't speak the language that's not from this country this not here legally because you know what happens when they fall off? they kick them out they threw them to the curb there in the emergency room. you and i are paying for their healthcare and they don't care about them one bit. that's wit a nationa that's with the unit party is. write that in your newspapers. we've got to take our country back. thank you mr. chairman. >> love chairman perry and biggs join me appear to take some questions. it is interesting somet made these folks who will vote for this bill will go back and fund raise and talk the same language we are talking today after they voted for this very bill paid will take a few questions. >> is very clear you are all
8:39 pm
very angry about this bill. stop with the hout house speaker. it's in good hands why not motion to vac >> the speaker should today and lights of the height and situation at the border illustrated by the bum rush n pig says is not unique. it is just caught on video in a larger scale. the speaker ought to say tives democrats everything they want which is the reason why they will vote for 99%. at a minimum going to attach to do with performance mechanisms in place. that is going to be required for them to get the money to fund this government stop, order security bill. that is what the speaker ought to do.ker for is the speaker's decision to she brings to the floor for a vote. you ask us every day about the status of the speaker i don't ybody here talked cavalierly or flippantly about
8:40 pm
the speaker a year ago. we focused on policy. focus on actions but we focus on performance or lack thereof and we are doing the same thing today. >> think it mr. chairman. two quick questions. don't get the majority on this vote today? how are you all thinking retaliating might be too strong of a word but retaliating? >> we do have a republican party rule that r the floor for a vote. that doesn't have majority republican support. and so i would hope this speaker the speaker would adher to that. and i would hope that majority be denied today if that is denied today it does not have a majority. actually we did two thirds republicans to pass. our mission is to write to persuade our colleagues not to vote for it. or.or i it, i think this mr. rosendale who said to make it as uncomfortable
8:41 pm
and painful as possible for it to expose to their constituents back home on who is working for them and who is working for the people here here in washington. when she mentioned going spend the rest of your majority highlighting how some of these members voted. >> it's interestingme of the members don't care how they vote. they just do not like us to tell people how they vote. you should probably vote somebody else? yes. >> do you think there needs to be purged in leadership may beat not related to speaker johnson but top down? >> this is not a personal discussion for us today. we are time with the bill the policy. someone else have a question aside about that? >> mccarthy did have scr. the fact that was being debated it would have had hr to attach to it are some provisions taken out. a lot of you voted against that
8:42 pm
but with that of without been an opportunity to negotiate in hr two into a government? >> i will say we are in a differ situation today we had a stronger hand a year ago and we should have played that hand if we would've played that hand appropriately we would not be what we are we would not have a new speaker quite frankly are not the same situation but i remind you going until last week of september it turns out the last week of the previous speaker's tenure as speaker oakley we had passed one out of 12 appropriation bills going into last week. after it was promised would bring all 12 to four. ultimately but we only had one out 1 floor going into last week. >> two any stall or delay tactics to push back of the votes? >> if we were we wouldn't tell you. [laughter] quicksand one more. >> you talk but i may want to focus
8:43 pm
on process and policy but we are at iations fight now did not get the policy wanted. shouldn't there be consequences in leadership for you not issue in the appropriation process? >> we have talked to leadership publicly and privately about the fact what is the reaso approach fiscal year 25 funding deadline which is september 30 what six months from now think about that is 3 days before an election. one could imagine chuck schumer in the senate might justms or nothing we might say college eat we would like to have things be different. but we days before the fighting for the government expires i'm sorry 34 days before an election. from allowing the senate and the white house to dictate how we fund the government for another 12 months based on the past history we have seen since with the majorities of last 14 months? yes, sir. quick speaking this a lot of
8:44 pm
appropriations but never a budget resolution the freedom caucus was to house to do that. >> i remind you one of the other promises made by the previous speaker elected putting that in front of his name the previous speaker promised to bring a balanced budget. not to mention term limits not to mention impeach mayorkas not to mention some of the things not to mention gerry six tapes being released and again want out of 12 spending bills passed before the final week of september. pose a question can i'm sorry. [laughter] >> guess. our committee to budget committee at somf the serve on i know mr. norman serves on it with me some others that are here. we have passed a balanced budget out of committee. to it brought to the floor to vote on. we would like to bring the rsc budget many of our a part of chaired by the budget task force by klein was a member of the house freedom caucus. i'll give you a comparison.
8:45 pm
yestery and our budget committee we had biden's budget directorate which is a funny term show on that young. and mind you she was coming to talk about biden's proposed budget. that's why she was coming she had one job. the president stated written budget that she was there to talk about. not a trick question, how much would it increase the debt by over 10 years? she did not of the answer to that question but she did not know $18 trillion taken from 35 -- 34 -- 52 in 10 years without supplemental emergency extra spending. that is a biden was projecting to do. the democrat party. that is biden. we are trying to get the house and budget committee the seven year budget for it and will go further up quicker than that. we voted for hundreds of amendments. i think we got maybe 170 votes for most of those.
