tv   House Committee Considers Rule for 2025 Budget  CSPAN  February 24, 2025 8:40pm-9:17pm EST

8:40 pm
of the project we are releasing today? >> yes thanks ben thanks i'm honored to appear with this panel. i think the past three weeks have been a bit of eight to say the least. this podcast started i guess three years ago you could say with the full-scale invasion. about a year in i joined l'affaire as a managing editor. the biggest story in foreign policy in the world at the time is russia invasion of ukraine. it seemed on the one hand a choice to think about how we could tell the history of u.s. and ukraine. how to explain what we are seeing. i am no russia expert i am not a ukraine expert client was surprised at the full-scale invasion.
8:41 pm
even people who've been watching this closely were also surprised. around that time, i believe they have been doing amazing reporting for that cuban dependent. ben was hosting a show called live from ukraine had joined one of those episodes. what was really important of that showf was to get a sense f what it is like for ukrainians and ukraine there is a conflict especially has been the victim of a lot of misinformation and revisionism. a podcast that lays out the history of the u.s./ukraine relationship we felt was so important to set the record straight. and i will just say one more thing working over the past year i think you got a good sense of howgo it was a healthy dose of perspective. think every time i was feeling
8:42 pm
tired and trying to finish up and edit or something it's quite humbling to have someone on the other end i of zoom it was under bombardment, that's also a change of the podcast to drive home at the experience is like and what the stakes are. >> one of the key voices perhaps the key voice in the first episode is a fiona who tells this incredible story that i think most americans, if they ever knew of and i certainly did at one point because i lived through it. i completely forgotten about it. which is how reticent the united states administration was about ukrainiana independence to begin with. one of the things we've been
8:43 pm
exploring in the podcast is this recurring cycle of american policymakers not being as fully on board with the idea of an independent ukraine as they later imagine themselves to have been. and a lot of these episodes seem to in evolve with bu. this involved the president going and giving a speech not quite against ukrainian independence but almost against >> i would say it was against just saying. >> it certainly was not for. and so it fiona, take us back. you have an incredible line in the first episode i graduated from my masters program in the field i was and went out of existence a few months later.
8:44 pm
tell us the story. >> for letting the rules for establishing the federal government for 2025. live coverage on c-span we join this in progress.
8:45 pm
without this funding mothers and babies might not get postpartum care at all especially >> general areas. access to maturity and postpartum care is essential to the ongoing wellness of mothers and their babies.
8:46 pm
i think we should be protecting mothers and their babies rather than giving republicans, billionaires tax cuts. without this amendment millions of new mothers and newborns across the country in danger. who will join me too stand up for mothers and their newborn? and with that i yield back. >> is further discussion on the amendment? >> hearing on the question is on the amendment all those in favor signify. all of those opposed and no. the opinion chair the nose have it the amendment is not agreed to. >> madam chair i request a recorded vote. >> the clerk will call the roll.
8:47 pm
[roll call] [roll call]. >> the clerk report the total. >> madam chair. >> i have a couple of amendments pretty think it's really important that the american people know where this committee stands with regards to the various aspects of medicaid. we were willing to protect women and children will we be willing to protect nursing home residents? convert your parents or grandparents may be receiving care are we going to be willing to protect individuals with disabilities might move the committee to make in order amendment 71 and 73 offered by
8:48 pm
myself. >> more than one in three individuals with disabilities 15 million people are on medicaid. the point working adults 4.4 million adults ages 65 and older disabilities, these are people cannot work. who need this care. these are people with regards to nursing homes who need help. in my state 67% of nursing homes residents rely on medicaid and pennsylvania at 64% of nursing home residents rely on medicaid. in georgia, 72% of nursing home residents rely on medicaid. the question is once again who do you stand with? that people who have disabilities, with the grandparents, with those who require nursing home care? or the billionaires that will
8:49 pm
benefit from this budget resolution. with that madam chair i yield back and urged a yes vote on my motion. >> does anyone wish to speak on the amendment? hearing no comment the question is on the amendment all of those those infavor signify by sayinge opposed to say no. in the opinion of the chair at the nose have at the amendment is not agreed to parks recorded vote madam chair. >> the clerk will call the roll. >> mr. norman, mr. mr. scott, mr. jack's no mr. [roll call] the clerk report the total.
8:50 pm
two yeas agent no. >> the nose have it the groom is not amended to read too. >> are recognized for. >> madam chair to amendments that affected both women's health and violence against women. i move the committee make in order amendment number 51 offered by myself which would protect women's health research including breast cancer and cervical cancer research. number 78 which would protect funding for programs that prevent violence against women. the one in four women will explains physical violence by their partner in their lifetime part let me repeat that one in four women. you all know some woman in your life a sister, a wife, a friend who has been beaten by her partner or who has been raped. the violence against women act
8:51 pm
was landmark legislation that brought life saving program 172 republicans against the reauthorization of that bill president trump immediately drew the violence against women's program into chaos when he froze the funding and took support away from survivors. this is not not hypothetical. president trump has already frozen the funding for women abuse, rape, assault. with regard to women's health research, breast cancer is a second most commonly diagnosed cancer in the u.s. the second leading cause of death of cancer-death from cancer in
8:52 pm
women. and chair once again everybody in this room knows somebody who has had breast cancer. i am a survivor myself. thanks incredible research at the national institutes of health countless women are alive today because of breast cancer research. we have made incredible progress. but, we need to make more and once again this is not hypothetical. trump has already completely stopped women's health research. make no mistake. women, women you love will die without additional funding. in the research that can save them. madam chairwoman voting on this motion, could, if you vote
8:53 pm
against it could be voting to increase 44000 deaths caused by breast and cervical cancer each year. you will also be voting against protecting women from violence. with that madam chair. [inaudible] carrington on the question is on the amendment. all those in favor signify by saying i those opposed say no. in the opinion the chair the amendment is not agreed to. requester recorded vote for. >> the clerk will call the roll. [roll call]. [roll call]. [roll call] madam chair.
8:54 pm
>> the clerk will call the roll report the total. cooks the nose have at the amendment is not agreed to. >> madam chair heaven amendment. >> ms. scanlan you are recognized rectangular and move the committee make amendment number 14 offered by representative randall which will strike the instructions that would result in cuts to medicaid which provide critical healthcare for more than 72 million americans. we talked a lot tonight but the drastic total medicaid cuts would have on our country print our colleagues have repeatedly tried to argue despite the vast weight of evidence to the contrary that this bill will not be drastic medicaid cuts. for colleagues to generally agree this will not now and such and they can prove it this amendment would strike the instructions for the energy and commerce committee and thereby
8:55 pm
prevent draconian cuts. if you think americans deserve healthcare that they can afford. we cannot cut nearly a trillion dollars for medicaid. the most controversial harmful provisions would make the pages and pages to area stickup from energy and commerce committee. i would also refer back to the documents i introduced earlier from the republican hispanic caucus and the reporting on mr. cruz suggesting that a medicaid cuts need to occur with that i yield back. >> anyone else wish to speak on the amendment? hearing none the question is on
8:56 pm
the amendment. signify by saying nose have at the moment is not agreed to. >> i would request a roll call vote. >> the clerk will call the roll. [roll call]. [roll call]. [roll call]. >> a quick report the total. three yeas eight no. the moment is not agreed to pay. >> i have another amendment ms. scanlan you recognize rim of permitthe committee make in ordr amendment number 40 offered by representative omar creates a point of order against any legislation to repeal the prescription drug negotiation provision from the inflation
8:57 pm
reduction act. drug price negotiations have already billions of dollars a year the government now spends less on prescription for seniors this drives down the deficit. it's one of the best win/win policies that we have. it is saved seniors money and saves the country money. but republican colleague seem to be taking their cues from the pharmaceutical industry and so they are planning to under this part of the inflation reduction act in their forthcoming reconciliation bill. this amendment was simply allow congress to protect the valuable cost saving program from being repealed. i yield back. >> anyone else wish to speak on the amendment? hearing no comments the question is on the amendment all those in favor signify by saying signify by saying no. the opinion the chair have it not agreed to. >> i would ask [roll call].
8:58 pm
[roll call]. [roll call]. >> the clerk reported the total. >> three yeas eight nose. >> it's not agreeing to pay. >> men chair have another memo. >> you are recognized by move the committee make in order amendment number 43 offered by representative which replaces the budget gdp estimate with the gdp estimate for the baseline. we heard extended discussion of this topic when our witnesses were here. because republicans are playing games to score the budget bill so they can hide their bill would explode made up number for
8:59 pm
gdp growth that no one at the congressional budget office, not wall street note reputable economist thanks is possible. this is important because it means republicans the light for their tax giveaway to billionaires. we hired to make economic growth will be higher. is nothing more than wishful thinking this amendment is a simple will swap out the bogus gdp numbers in the budget resolution replace those with the cbo's numbers which are in line with outside analysts and wall street. i would ask for a yes vote on my amendment. >> any further discussion? >> hearing none those opposed no?
9:00 pm
the amendment is not agreed to. it asked for a roll call vote. >> mccorkle called the role. [roll call]. [roll call]. the nose haven't sent agreed to order number 61 offered by myself to protect funding for the environmental quality incentives program. only a month into office
9:01 pm
president trump has betrayed rural america, betrayed our farmers when he pose funding to farmers and ranchers across america from the environmental quality incentives program. >> have millions of dollars that have been frozen by pres. trump so this is something we are concerned about and we want to make sure it is protected because of the benefits it provides. i would encourage those listening to go to our
9:02 pm
website, to go to our social media because we have put up there the cuts that would occur in your district to medicaid, medicare, to education, to the agriculture program and both republican anddemocratic districts . rural america deserves our government that keeps its word. these american farmers and ranchers entered into contracts with the federal government who has now said we don't know what we're going to promise. my amendment would make sure funding is protected from any further cuts so whowill join me to make sure farmers and ranchers have the support they need to keep affordable food on our table ? i urge my colleagues to vote
9:03 pm
for my amendment and i yelled back. >> mdm. chair. >> mr. scott. >> i want to make sure anybody watching knows donald trump has confirmed all ira equipment contract signed prior to january 20 will be fit paid, the funding has been approvedfor release so anything other than that , fear mongering, thank you. >> let me point off the record after that last comment we've been watching this administration for the first few weeks and the creation of this doge by elon or whatever cut workerswho manage federal waste . workers tasked with working on the nations nuclear weapons program were laid off but that someone realized how
9:04 pm
stupid it was then they fired food inspectors, 700 people who work for the centers of disease control were fired. usda actually fired people working on the bird flu so forgive me and forgive us if we don't trust him and trump or republicans when they tell us don't worry. don't don't trust when you say you're not going to cut important programs because even with intervening and stopping some of these phrases the administration find another way to slow what it so if i were a farmer listening until i get a check , until it is proven i wouldn't trust anybody. i wouldn't trust this guy to tell me the correct time so i wanted to say he lives like a rug and we've seen this over and over again. new york times front page story was all about the lies that have been put forth that have since been refuted but so many lies come out can't catch up to them. if i were
9:05 pm
our farmers anybody receiving federal aid i would hold off until i see the proof. >> a colleague that's yielded to me i would point out farmers have not seen their checks and they told me that we need to decide whether we are going to plan right now, decide whether i'm going to put the seat down which will then go to feed the cows or dairy farms, if anybody wants to go to new mexico and have garlic cheese come to my district. it's the dairy farmers, the dairy farmers who depend on people like the farmers i met with who are reading those checks and
9:06 pm
another reason they're not going to get their checks is in new mexico alone they let go of 35 members of the nrc us who are supposed to help in approving these grants so the new fire the people who have to approve the contracts and move the money you are delaying the funding and when you delay that funding you are delaying the decisions that say do i have the money to plant my crops. >> i would point out if we can't get a reference price for american farmers so the reference price reflects the input cost of fuel and fertilizer and labor last couple of years cost of grocery will go up because there will be a lot less food . with that i yield. >> the question is on the amendment, all those in favor
9:07 pm
signify by saying aye. the no's have it, the amendment is not agreed to . clark will call the roll. [roll call] >> the court will report the total. >> 4 aye's, eight no. >> the amendment is not approved . miss leger fernandez youare recognized . >> i move the committee make an order by myself which would protect funding for
9:08 pm
indian tribes. the federal government as a trusted responsibility but yet we've never adequately funded the programs that benefit them . what's worse is that last month trump and the elon musk indiscriminately fired federal employees who work on these programs and they have found themselves with frozen funding. in my own district 1/4 of the staff at the poly technical institute was fired , one quarter. you cannot run a college when you have gotten rid of a quarter of the staff. we need to stop these firings and funding freezes and need to honor our risk trusted responsibility. my amendment
9:09 pm
makes sure the house doesn't pass a bill that would take away funding . i urge my colleagues to vote for it. >> any further discussion on the amendment. >> you're seeing this behavior across the country right now. our local wildlife refuge at a quarter of its employees fired so the indiscriminate slash and burn i believe it's referred to as a wood chipper program that emanating from the white house with mr. mosque has to stop and i wish our colleagues would join us in putting a stop to it. >> the questions on the amendment, all those in favor signify by saying aye. those opposed say no . the no's have it, the amendment is not agreed to. >> training. >> miss leger fernandez you are agreed to. >> i make an amendment
9:10 pm
offered by myself which would ensure we do not reduce funding for disaster assistance programs. communities across the country from north carolina georgia florida to kentucky all the way to new mexico and california are suffering from natural disasters. the governor of north carolina just wrote to present trouble requesting $19 billion to recover from flooding. california governor requested 40 billion to rebuild after the fire yet we've heard pres. trump say we should get rid of fema, get out of the programs that are essential at times, at fema and other spaces so these communities can rebuild. i've seen it firsthand. i've seen the floods in my district and have destroyed homes and i've seen the fires that have caused so much destruction. after a disaster we need to come together to
9:11 pm
rebuild. that means assuring the federal government has the funding to help these communities. so my amendment would protect disaster assistance funding from any cuts under your budget reconciliation proposal . i heard my colleagues to support my amendment and i yield back. >> the question is on the amendment, those in favor signify by saying aye. the amendment is not agreed to. the clerk will call the roll. [roll call] >>.
9:12 pm
>> the clerk will report the total. >> 4 aye, eight no. >> the amendment is not agreed to. hearing no further discussion questions on the amendment, the motion from the gentleman from indiana . all those in favor signify by saying aye. those opposed say no. the aye's have it. >> can we asked for rollcall. >> the clerk will call the chair . [roll call] >>.
9:13 pm
>>. [roll call] >> clerk will report the total. >> nine aye, 4 no's. >> the aye's have it, the amendment is agreed to . any other amendments ordiscussion . the motion to report is agreed to. accordingly miss houston will be managing the rule for the majority. esther mcgovern for the minority. without objection the committee is adjourned.
