common sense initiative is a step in the right direction which reflects the will of the new administration of the white house to really contribute to the peaceful settlement of the conflict. we appreciate what was already said several times by pres. trump namely the understanding crisis has its own deeply rooted reasons. this initiative is to a greater extent in line with the understandings wiped out during the russian american conflict at the highest level. we are proposing an amendment to it to eradicate the corners of the ukrainian crisis. >> after swift end of the conflict including addressing . obtain a lasting and sustainable settlement. it is a settlement that stopped about in the operative second amendment. which is a more accurate reflection of the agenda item and nature of the crisis. we propose in the first preamble paragraph we talk about a conflict around ukraine and in theoperative paragraph we talk about the lasting peace in ukraine . >> the russian federation you pray ukraine conflict replaces between ukraine and the russian federation. >>. sponsors are working to serve the regime. or simply presenting this as a russian ukrainian conflict is a convenient view of the world and it is comfortable to hide behind that. we will have to acknowledge the unseemly role they played in the genesis of the ukrainian conflict and we call on members of the council to support these amendments. as regards the amendments submitted by european countries they clearly replace the ethicists of the american text and make it into anotheranti-russia ultimatum . we are going to vote against it and call on others to follow suit. >> councilmembers have before them five proposed amendments to the text of the draft resolution contained in

document s 40 submitted by the united states of america . three of these amendments are submitted jointly by the greece, slovenia and the united kingdom. and 2 were submitted by the russian federation. rule 36 of the council's provisional rules of procedure states the following. if two or more amendments to a motion or draft resolution are proposed the president shall rule on the order in which they are to be voted upon. ordinarily the security council shall first vote on the amendment to remove a substance from the original proposal. and then on the amendment

next to this removed until all amendments have been put to the vote. but when an amendment adds to or deletes from the text of a motion or draft resolution that amendment shall be voted on first. accordingly i intend to put the proposed amendments to the vote first.i shall now put to the vote the proposed amendment to preamble or paragraph one and it will be one submitted by the russian federation and contained in document s stroke 2020 5118.

i shall now give the floor to those members of the council who wish to make statements after the vote. i give the floor to the united states. >> thank you mr. pres. mr. pres. and colleagues the united states sincerely appreciates councilmembers support for this resolution and applauds the action . the first since this council has taken in three years under ukraine to formally call for an end to the conflict. this resolution puts us on the path to peace. it is a false but a crucial one. one of which we should all be proud. now we must use it to build a peaceful future . for ukraine russia and the

international community. i thank you. >> i think the representative of the united states. we now welcome the representative from france. >> france did not vote in favor of the draft resolution presented by the united states . indeed while we are fully committed to peace in ukraine we call for comprehensive just and lasting peace and certainly not for capitulation of the victim. we call for a piece which should be founded on the charter of the united nations and on international law which should mark a clear distinction between the aggressor russia and the aggressive state the victim ukraine. there will be no peace and security anywhere if aggression is rewarded and

if the law of the jungle wins. the piece that we want must respect the sovereignty territorial integrity and independence of ukraine, thank you. >> i found a representative from france. >> today marks three years since russia's unprovoked full-scale invasion of ukraine. today we remember the millions of ukrainians displaced . the tens of thousands civilians killed. the lives destroyed by pres. putin's imperial ambition. as the secretary-general said again yesterday, this war is illegal, a clear violation of the un charter and a threat to the core principles of the un.

no one wants peace more than ukraine. but the terms of that piece matter. only a just peace, one that honors the terms of our charter will endure. and of the terms of the peace must send a message that aggression does not pay. this is why there can be no equivalence between russia and ukraine and how this council refers to this war. if we are to find a half to sustainable peace the council must be clear on the war's origins. we also owe it to the people of ukraine who have suffered so much.

russia chose to launch a war of aggression against a sovereign state. but again today it is seeking to obfuscate that fact. we must also insist on respect for the un charter . and ukraine's sovereignty and territorial integrity within its internationally recognized borders. upon the charter is the responsibility of every member of the un . and especially every member of this council.every member. what how and in what terms this war ends can only be decided by negotiations with ukraine. no peace will be sustainable without ukraine's consent.

we regret that our proposals making these points clear were not taken on board and as such we could not support this resolution. but we share the ambition to find a lasting end to this war supported by robust security arrangements that ensure ukraine never gain has to face russia's attack. as my prime minister has made clear the uk remains ready to play its part . we will continue to provide ukraine with the support it needs to protect and defend itself and its people. we remind the council that russia could achieve this tomorrow by seizing aggression and withdrawing its forces from all of ukraine . i thank you.
