7:34 pm
social security at work and welfare subcommittees. as you know, on tuesday the house republicans passed their budget resolution. all democrats including yourself or opposed. the question is theirs to truly and cuts to mandatory federal spending. where do you think that's going to come from? >> oh well, it's really clear from their the resolution instructions to the committee that a great deal is going to come out of agriculture. $230 billion that also seems to be where snap, formerly called food stamps comes from. an 880 billion out of the energy and commerce committee's which presides over medicaid, and also the inflation reduction act.
7:35 pm
energy improvements that were made under the by administration. that is where a great deal of tthe money is going to come fro. and people who are concerned are rightfully concerned. >> host: where it should cuts come from in your opinion? because most people agree that current deficit spending is not sustainable. the size of the national debt is not sustainable. so, where would you cut in federal spending? >> guest: i would cut the wasteful giveaways and tax breaks to people do not need them. two wealthy corporations there is a huge loophole and what we call a small business initiative. 199 a provision that provides a pass-through income to businesses. we have businesses have gross receipts of $10 million that
7:36 pm
are, far as i'm concerned, or the particular tax break. i would cut the fat from the tax breaks we are providing the $4.5 trillion that's being proposed for tax cuts. primarily, not totally but primarily benefit corporations and the wealthiest individuals in the united states. >> host: political reports some gop lawmakers are discussing and acting work requirements for medicaid. closing some of the states loopholes. would you be in favor off that? >> let me just say this, imposing work requirements never created more work for people who are able to work are happy to work. when people are not working, there is often some really important reason, their own health, they have responsibility
7:37 pm
for children, for elderly people. thesi only purpose for imposing work requirements is to discourage people who would otherwise be eligible from applying. their whole strategy around work requirements is not to increase work but to deny people who are eligible of those benefits. >> if you like to join our conversation representative gwen moore, democrat of wisconsin but she will be with us until the end of the program at 9:00 a.m. eastern the house is scheduled to gavel in the numbers 202-748-8001 for republicans. two 202-748-8000 for democrats. 202-748-8002 for independence. congresswoman alexia reaction to the doge, the activities of elon musk, what you have seen so far. and, where you are on this.
7:38 pm
talks well, i can tell you doge does not exist as a statutory department. just not exist really. there's nobody operating within doge has been confirmed by the senate. that has been appointed by anyone. this is this a group of people headed by, i don't if it's headed by elon musk. they are now denying he is the head of doge. but he is sort of calling all the shots. i want people to understand this ist not regular order but thiss not normal. this is not constitutional. this is a group of people, for my opinion, continuing f the resurrection restarted 262021. they have breached not only the halls of congress but there into the treasury. there into our military facility
7:39 pm
data, labor data, fort knox. they have breached our government is totally inappropriate and part of what i regard as are continuous misdirection we have an unelected, unconfirmed by the senate and naturalized citizen, not even a birth rate person in charge of our government, elon musk. it is not normal. it is not legal, is not constitutional. >> usace not constitutional can you elaborate on that? >> president trump was elected. he's her 47th president of the united states and he is completely seeded his power and control calling the shots to elon musk. and not only that but congress is seated its role to the
7:40 pm
president and the executive branch. i mean, it is not legal for the president to be doing what he's doing to impound funds. article one of the constitution the members of congress it is our job to discern whether or not we mix cuts or withhold money based on waste, fraud, abuse. this is not elon musk's call is not the president's call. the impoundment act of 1974 which was a reaction to of course richard nixon impounding duly appropriated funds. it's been affirmed by the united states supreme court time and again article one functions, the power of the purse reside with the congress puts everything they're doing is unconstitutional. >> oh six and calls congresswoman this is dorothy in baltimore, a democrat.
7:41 pm
good morning, dorothy. >> good morning. good morning. i have a problem with a messagi. we have got to pick it up. what i want to say is i would attend about two things. one is social security being taxed. do you know we make $25000 or over $25000 a year, this includes social security to what you made. i madeyo like $12000 for they added my social security money to it so i could be taxed on my social security. that is crazy. also, why don't you all get them to take the cap off? if you rent on those two things should win an election. put it out there to the people the republicans ran on the board that's's all they didn't wind up doing nothing for nobody, just the border and why? you all run on that i guarantee
7:42 pm
you will win the house. and the presidency but you can do more but those two things alone to put y'all back in the house. >> right dorothy. >> guest: dorothy you are not just by yourself and criticizing the democrats for messaging, for not doingan more. and you are right, elections have consequences. and so the democrats, you say it is ourit messaging people to do when here's talk about democracy being at stake. they did not want to hear us warn them about project 2025 in about a third of that is been put in place with this whole doge effort. they did not want to hear it. they said we were not getting through to them and of course elections now consequences. the art at the door put there looking for $.5 trillion to give to the wealthiest corporations and individuals. you sought elon musk with a chainsaw.
7:43 pm
i think that's an apt symbol of what they're doing. not only that, you saw dorothy, they cut employees that were responsible for ensuring nuclear plants were safe. that the faa where of course wen musk has a lot of projects the start link project is associate with the faa. we have seen them sort of firing hordes of people. i'm' sure there are people who voted for donald trump that did not believe, maybe they thought we were not messaging well. veterans in the va is being dismantled as we speak. in my own district, just yesterday we had three veterans dismissed, just unilaterally fired and against their names were waste, fraud, abuse according to elon musk. so, our message and now is the real thing was going to save
7:44 pm
this country is you, dorothy u. standing up against this insurrection. because, as abraham lincoln said speaker emeritus is quoting abraham lincoln, is that public sentiment is everything. and without it everything fails and nothing succeeds. so dorothy, i would suggest instead of just saying what democrat ought to be doing, you need to be calling up those republicans who perhaps, republicans maybe there aren't any republican senators and marilyn, thank god. but there are republicans all over this country. that is what is working. that is the only thing that will get congress more afraid of their behavior and holding up that chainsaw than they are of donald trump. much for.very
7:45 pm
>> congresswoman, she also asked about taxing social security. ready salmon that? >> guest: social security, i have a proposal in particular that would address some of what dorothy is talked about. and social security taxes are things that have to be done. i think one thing taking the cap office social security. my proposal does that. there is absolutely no reason that my daughter, who was a schoolteacher, has to pay taxes on her social security wages throughout the entire year. and by august i no longer pay social security taxes. that is one thing i would agree with dorothy on for sure. but that is not where we are right this minute.e. we are in the middle of trying to prevent the government from
7:46 pm
being shut down and trying to prevent these robber barons from stealing all of the money. the net youth, elderly, seniors, veterans at risk by taking medical care monies, undermine medicare by withdrawing monies from hospitals in rural areas and in low income areas for that is where we are right this minute. we are in i the middle of a cris that debate is not what is on the table at this moment. >> for. >> here's jeff and racine, wisconsin. a republican. hi jeff. >> hi good morning pick. >> how are you doing sweetheart for. >> i am doing great. >> i am just wondering, that was the scandal in milwaukee i am wondering what's going on with that? are you involved with that, is astammy baldwin involved with that? and what do you think about
7:47 pm
governor evers impregnating women inn all of this other stuf that he is putting out there. i thought we were all done with thisat crab. didn't democrats are in a something election question that's all i got to say too. >> thank? you, governor evers is not impregnating anybody. i can say that is a fact. with regard to the hud scandal in milwaukee, you know hud has been underfunded for decades and decades. with regard to repairs and maintenance. we really do need to lean more on providing decent facilities for those people who often worked their entire lives find themselves disabled or in retirement without the fancy benefit some of us cap. public housing is action important toward her housing solution.
7:48 pm
hopefully this administration, also through the biden administration they have been working with a local housing authority to try to get things in shape. and authorizing outside agencies use of oversight. and thankth you for the questio. let's talk to patrick in florida, democrat good morning. >> good morning. i have a question for you. since musk is doing everything he's not been by the senate is there anything you could do to get him out, get them off and o. in other words make that doge go away? >> public sentiment is everything. you are in florida. you've got republicans, you are surrounded by republicans. the use of the people you need to be complaining too. the people who are voting to
7:49 pm
support him like byron donalds comes to mind is a republican down there. these are people who are more concerned about the sentiment of president trump, then they argue in florida. if they knew how pissed off and mad you work maybe they would not vote to gut medicaid. maybe they would not vote to gut snap. maybe they would not vote to destroy the federal employees. most of the federal employees do notiv even live in washington d.c., or maryland, or virginia. they're t all over the country. i have 18000 of them in wisconsin. and certainly in florida with nasa and everything else there. you have a lot more federal employeesl than i do.
7:50 pm
you need to complain to republicans. republicans are now scared of donald trump. andot they are not scared of yo. they need to be scared of you. scared that you're going to mobilize the going get your neighbors, your nieces and nephews to vote againstst him. that is the thing that will move them. as a single member of congress in the minority, i don't have the power to move him he would be gone if he was up to me he iselected unconfirmed by the senate. this is unconstitutional. here is a person who, as a member of congress, i cannot earn a penny more of 30,000 dollars of outside income because of the ethical in violation of my oath. here is a man who's a billions of dollars in contracts with the federal government sitting in on cabinet meetings. the house is onn fire.
7:51 pm
i want people to understand this. there's nothing normal about this. blaming democrats for not having the right message, or whatever, that is not the solution. democratser are working hard. there's not a single democrat anywhere this going to vote for the stuff. we are working with this 78 70 lawsuits out there trying to stop him. filing america's briefs. but you, you outfi there in seminole, florida. you are the solution to this. >> this is james and counsel, maryland republican good morning. james are you there? we will go to run and hunt valley, maryland independent line progress good morning representative, good morning c-span. i think first we have to back up
7:52 pm
and how did wee end up where we are today? the democratic party really has to take that questionue serious. when you mislead the country on the condition of our president. when you prioritize illegalri immigrants over u.s. citizens, that's how we end up will be here today. i notice you are using the same talking points we can get off of youtube. that we can hear on cnn or msnbc. but, there is no substance to what you are saying. half of america's tough on you right now. i am independent my son works for dod on common everyday just as she got her pink slip this is impacting me as well. but, when heard from you and jeffrey's there is nothing we do.
7:53 pm
that right there should be a shock to every single democrat constituent. there is a lot you can do. sort preparing for two years now, right? it seems as if your party is pretty much given up on those constituents who voted for you and this is really disappointing.es >> guest: i'm sorry you think i am not being substantive in my discussion here today. i apologize if you don't think it is substantive. and i apologize to you for thinking i'm not representing my constituents. in the democratic party has failed, apparently we have failed. we started with our not acknowledging the aging condition of the president invited. i guess your suggestion is mr. trump is somehow not
7:54 pm
compromised in his mental capacity either. i guess that is the assumption i would have to make. and people voted for donald trump because he seemed to be so much more than joe biden. if that were the thing that determined the election. i think donald trump, and his team were very clever and appealing to people's emotions. having people say the .002% of the population were trans and convincing people that we were more concerned about transgender people that we were about theire grandmother, who is in the hospital. who did not want to be more than $65 a month for her insulin we were not concerned about addressing climate change we rey cared about trans people. and we wanted undocumented
7:55 pm
people, illegal aliens as they call them. that we are spending millions of dollars on them not taking care of american people. that was the talking point at the republicans that seem to have pierced america's consciences more than our concern about project 2025 is about one third of the way through. they are following it and donald trump's promises that in fact he knew nothing about it. they were apparently thought that was a much more compelling than our efforts to lower prescription drug costs. to maintain a safety net for people. and to address climate action and c continue our alliances across the ocean with our european colleagues. i do apologize to you for not
7:56 pm
appearing to be substantive. youtube. like i'm on you and here's diane and bartow, florida democrat. >> caller: hello. i am a democrat. do not have a complaint but i would like to know why he's not covering what he's getting from the government. >> guest: good question for just the other day, last time i checked he just gave himself a 30 million-dollar contract. i doubt that he has any competitors against that. the really interesting thing the end of the beginning of the session we were at the point were preventing the government from being shuter down in decemr there was a continuing resolution that the democrats and republicans had both agreed upon at the last minute donald trump set i want you to raise the debt limit.
7:57 pm
there is a lot of confusion and we are just hours away from showing the government down. elon musk pulled a one provision out oft their four democrats ad republicans both being concerned about the chinese communist party there was a provision that would have prevented people like elon musk from interfacing with chinese technologies. that was pulled out. we note tesla the chinese operation are responsible for a 50% of those. elon musk is protecting his interest as he runs the government. chuck and adele, wisconsin >> caller: good morning. >> host: good morning. speech that you sit there and talk about how it's congress' job to finds all this waste and fraud in all of that.
7:58 pm
why did it take elon to find out we are paying thousands of people that are over one or 50 0 years old on social security? what was congress doing? >> okay, let me get one thing straight about that sir. i'm wide you really brought that up. u there is nobody that's one or 50 years old getting social security check. my daughter was born, i happen to know this, my daughter was born january 1 , 70. which began literally generally first , 70 was the beginning of a new year of a computer timing. and people who-at one point the computer sort of timing for social security was 150 years. so, that was a way for the social security system to track. the very waste, fraud, abuse we will be looking for.
7:59 pm
a fluke that was announced inappropriately should be embaro the tech titan elon musk. there is nobody he was one or 50 years getting social security. that's a republican talking points. he is not found any waste, fraud and abuse that we can find the article one of the constitution which makes it very clear that it is our job to appropriate monies, to take monies back. that is our job and of course if people don't like it, we are up for election every two years. they could unselect that if they do not feel we are doing that. >> and congresswoman, real quick by the government runs out of money march 14 what is the democratic strategy for that? >> well, be aware of the ides of march. people do not want to hear it.
8:00 pm
85 million people who were eligible to vote did not bother to vote. but with that being said very narrowly the senates, the house and the presidency went to republicans.s. and so i am praying that they have the power to keep the government open. there in the majority. >> represent of wisconsin thank you for joining us. >> cspanshop.org c-span's online store or latest collection of c-span products, apparel, books, home to core and accessories. there's something for every c-span fan repurchase self-supporting nonprofit operation. shop now or any time at cspanshop.org.
