of in-house work forces. lifting the moratorium would eliminate the incentives that the department needs to fix the a-76 process as well as finish the services contract inventory. and before i conclude my remarks, mr. chairman, i will conclude that the a-76 process was a pilot program on guam and it was a total flop. we experienced a series of problems and i witnessed this firsthand. i go on record as opposing this amendment. >> gentlelady's time has expired. we recognize mr. forbes fsh two minutes. >> we don't want to give the

andrews from new jersey for 10 minutes. >> i associate the remarks and oppose the amendment. the balance that we're attempting to strike cannot be achieved without adequate information about which contracts are properly subject to the a-76 process. the inventory that was a condition to preceding, lifting the moratorium has not been supplied. until it does, i don't think we can strike the right balance because we don't have the right list of contracts to be looking at. i would urge a no vote on the amendment and yield back.

a. >> for example, if you're talking about government efficiency, let's recognize that the d.o.d. has spent, double, in fact, the amount of money for contractors than they have for the civilian work force. in fact, the civilian work force has staid rather stable. whereas the monies that has been spent from 2000 to 10 years later has been $72 billion to $150 billion. this does not include funding at all. the army claims savings of 16% to 30% from insourcing in one

year alone. and nevada been able to radio us their costs. the premise is one, whether or not we are actually using outside contractors, the answer is of course we are. let's look at what the d.o.d. has managed to safe in a year, the point made by mr. schilling is the fact that we also have to invest in that civilian work force. when we talk about being prepared and being able to meet the various demands, it's when we don't have that talent available to us in the critical fields in particular, that's when we lose our advantage.

>> i administered a pilot program in the mid '80s, i was chief in the board in south texas. under the reagan administration, they required us to do a pilot. in a law enforcement agency, the impact that it had on us was that on a typical oil change for a vehicle went from about $5 to about $20. anticipate if you did it after hours or on a weekend or holiday, there was an additional surcharge for any kind of work that was done under a-76 program. it's a frustrating experience in being able to manage our vehicle fleet. it's a 24-hour law enforcement
