>> good morning. and thank you president for that kind introduction and for not just hosting us for these next few days but for the deep and meaningful partnership that georgetown has displayed in produce frontiers in development. it has been a team effort with the team and thought leaders and the experts that are part of the georgetown family so thank you very much. i also want to take a moment to recognize that this is an example of a public-private partnership with the foundations all coming together to recognize that development is changing and

we have the unique opportunity to craft a new approach if we come together and listen carefully and are more creative in our efforts going forward. we didn't try to set out and produce an opening panel with five female heads of state. that that happened on its okay is a signal of the way that the world is change. we are thrilled to be in the presence of these presidents. and prime minister helen clark form former prime minister of new zealand and head of the development program. those are the guests on the next panel. this is going to be an amazing

few days if we take the approach that we are here to listen and learn from many experts and here to celebrate the ideas that we have to share with us and know we will hear from talented leaders. i want to thank steve radilett and he has helped us instill a culture of discipline around a economic growth oriented approach to development. and is responsible really for pulling this together. when steve came to me about a year ago with the idea, it was rooted in a simple concept and the concept is, that never before have we had the opportunity to achieve so much together in global development and health and protecting the world's most vulnerable and contributing to the world's

national security and prosperity and in order to live up to the promise we have, when they talk of and take actions to elevate development as part of our foreign policy, we have to do some things differently. we need a new partnership model where we recognize that those abroad whether they are wealthy or less wealthy that our partners with ideas that must and will lead the way to the futu future. partners can bring scale and impact in a fund mentally transformational way. it is a new way to work in the

way that technology is transforming what is possible we have to take the risks and in the way that the president articulated is about delivering results and the results are profound. nearly three times the growth rate in many of the major economies and the spread of the democracy and freedom of human rights in the leaders of human rights here this morning. what the economists called the largest success story in recent developments un-necessary child death around the world with a focus that has been unheard of and with an aspiration across our country of peeople who want to commit themselves to this

mission. so our mission isn't to have all the answers over the next few days, it is to start asking the questions. and we on behalf of a commissun of experts are here to listen and change based on what we hear. that leads me to an introduction of this morning's keynote speaker. everyone knows senator lugar. he has long been a champion of what is possible when we project america's leadership around the world in the right way. when we tackle the right problems whether it is nuclear threat, threats to threats and welfare or national security. in his 36 years of committed service in the senate. he has helped focus the world's

attention on these problems that many people thought were not solvable and creates the political basis to solve them. he has never been afraid of the world's gravest threats and has lead the charge on many of them. he has always realized on the ability not to just wage war but on our capacity to create peace. we are deeply honored to have senator lugar here. when you aspire to be in the field of contributing on the international stage and two international affairs, senator lugar has been one of the most powerful role models of suck says. this campus is packed with

struggle with growth and unemployment of more than 8%. national debt today is approaching $16 trillion. efforts to contain and reverse our budget spiral are complicated. efforts of lengthening military engagements and sometimes parting in politics. partners in global development face greater economic circumstances. amid these financial threats and budget tri realities, some will question the role of development and a few members of congress argue that all foreign assistance should be eliminated.

larger number will preserve the assistance and would sharply downsize most development aid. almost everyone agrees it will be constrained for the foreseeable future. planners must try to squeeze the maximum value out of every dollar available. i would assert this morning that development assistance remains that for our own economic and moral standing in the world. even in the worst of times the united states remains a wealthy nation with interests in every corner of the globe. it is a key comcomponent of the

united states security strategy. especially since the tragic events of september 11th 2001 with states with impoverished regulations can pose great threats to our nation. we have spent millions of dollars in recent years fighting wars. if properly targeted, it can improve united states connections to peoples and

governments. this is why the national security, i strongly believe that no global superpower that claims to possess the moral high ground can afford to relink wish to prevent global disease. the promotion of economic opportunity and resistance to oppression. this set of ideals was

reaffirmed to the sacrifice of our civil war and amplified during two civil wars in which the united states opposed the forces of aggression and conquest. our moral identity glows from thomas jefferson and abraham lincoln to the present day. i'm saying that no nation is more closely associated with a set of historic moral presepts

and as an observer and global affairs, i believe this is a good thing. and i believe our moral identity is an essential source. in most respects we have been a generous nation. we have continued to help the former soviet union continue to destroy the once weapons that were once pointed at us. we have moved from extreme poverty to impress the prosperity to our protection.

even americans themselves could not accompany american policy decisions. when seeking to establish economic or security ties with a problematic nation. the united states makes sacrifices every day. on behalf of human rights and

our state department devotes enormous reports on human rights and religious freedom that are studied around the world. i would assert that as a moral nation founded on moral principles, we diminish ourselves if we turn our backs on the obvious plight on hundreds of millions of people living on less than $1 a day and facing severe risks of hunger and disease.

as we move forward, it is critical for each of us to make these arguments. we should not be hesitant in this budgetary environment in the united states to make the moral cases for pure development assistance. furth further, we should be forthright in explaining that developments are two disciplines. they have different priorities. diplomacy is far more concerned with solving immediate problems usually associated with

strategic interest. this is not their primary purpose. in a developed context, we are willing to take a larger view of the world and devote resources to countries of lessor even minimal significance for the moment. we are willing to allow the benefits of development work to accrue overtime and we are willing to engage in missions for purely altruistic reasons. this is why it is a goal of diplomacy not merely a servant. while historically, non governmental agencies have been

natural partners with usaid, we must go beyond these relationships and should be expanding relationships with foundations and corporations and small businesses and others who contribute value with nart partnerships and sound financial structures for sustaining them. >> with the development of the foreign assistance dashboard and

the announcement of the u.s. would join the international aid initiative, but these efforts is lagging in my judgement and should demonstrate our full commitment to transparency and this is vital to provide how the money is being used but to reinfor reinfor reinforce economic development. it counters the propensity of resource development and combats the corruption that the world bank is the single biggest obstacle to economic development end of quote.

the united states should be moving forward to full implementation with the amendment which requires all companies listed on the new york stock exchange to publish their payments for neign natural gas d oil developments. [ applause ] >> failure to fully implement the lugar language would squander the scenarios of resource countries that are now in poverty. while the investments require significant time, funding should flow to programs that demonstrate results. our programs can only produce results with results in mind.

i've addressed concerns about individual usaid projects and these projects within our development budget. i voice these concerns as someone who does not attempt to dim in issue of the impact of climate change and the subject. the projects are among the least likely to offer immeasurable results and the least likely to be politically motivated.

some may be the top priorities and some may be focused heavily on food production and disease prevention. some may be going towards the most po tent and the standards is extremely high. if $10 million is spent on malnutrition, we must be able to demonstrate that it can provide results. my hope is simply that the usaid is simply under these parameters, i have asserted that the united states should maintain a unique leadership

role in food security. we have developed fertile crop land. improved efficiencies and benefits and increases in crop yield. i have seen these on my own farm in indiana. we have developed systems for a distribution for agricultural products. our researchers at our land grant universities are the best in the world and they improve seed production and address the impacts of pests and diseases. we know this sector and can perform well in it. we continue to lead the world in our shipments of food assistance and have started to focus on our knowledge of feed the feature

initiatives. food can be the basis on which the other sectors can be built. i appreciate this and anticipate greater food achievements and applaud the commitment that each of you has made to development. many of you have been engaged in development and i admire your courage and compassion and your skill as you continue to find who ways to develop results and as you come together to share that wisdom to come together and
