>> it is a matter of historical fact that president clinton -- president lincoln issued the emancipation automation -- emancipation procuration. prior to that, the south was winning most of the battles. the emancipation proclamation allowed: troops to side with the armed forces of the union. over 2000 of them joined with an 80 infantry -- the navy, infantry, and cavalry. you have fresh recruits coming in in 1853. after that time, the duty and began to win more battles. they had a major role in the overall union of victory.
