issued the emancipation proclamation as a matter of military necessity. prior to it, the south was winning most of the battle. the emancipation proclamation of allowed african-americans to fight with the armed forces of the union. 200,000 joined the navy, the infantry artillery and cavalry , and they fought. we had fresh recruits coming in in 1863. after 1863, clearly, the union began to win more battles, and we think that the united states culture had a major -- colored troops had a major role in the union victory.
