from nondefense discretionary spending and putting it in defense. that's a big plus up for defense and cutting every other thing in the discretionary budget, and that's things that congress doesn't necessarily like to cut, a 30 % cut for the state department. cuts for the epa. and really, just all of the agencies that the government has here in washington would be cut significantly. so that's the kind of thing that members of congress are having to decide if they want to do or not. >> we're talking about fights left, right, and center, essentially? >> yeah. all over the place. >> all right. well, nancy pelosi has been calling this whole budget process irresponsible. where are we in the process? when do you think we'll be able to see action by congress? >> normally you have to have a budget cap set first where the budget committee says here's what you can spend and they dif vi it up.
