the annual defense authorization bill, we are joined by joe gould who is defense whose congressional reporter, tell us about some of the key programs and policies in this annual authorization bill. >> sure. earlier this month, the services committee marked up its version of the national defense authorization act, which is the annual policy bill, this year, adheres to the top line that was negotiated as part of the two-year budget deal, so it is $716 billion, which is a -- an increase from 2018, which is 700 billion. the mech there is a number of policy provisions, that also lays out the hardware and what kinds of numbers will be provided to the military, there is some 77 f 35's in the bill, to virginia class submarines,

there is a 2.6% pay raise, an additional 16,000 troops, and there are some policy provisions in there as well. supportive of the administrations nuclear posture reviews, and it includes house chairman max thornberry's proposal to cut 25% from certain military support agencies, the so-called for the state, additionally, viewers may have heard of problems with military aviation, well, there is a bipartisan push for a commission that would investigate the causes of aviation mishaps that we have seen lately. there is quite a bit in the bill, it is rather large, and ultimately it will have to be reconciled with the senate

version of the bill, the senate's markup is going to be next week. it comes out of the committee approved by the house armed services committee on a 60-1 vote with some 400 amendments filed, one of those you tweeted about, one of the two au mf, barbara lee of california proposes repealing that are in force against north korea and slashing funds for the overseas contingency operation to $9 billion, why has this issue on the authorization of course been such an ongoing issue with congress? >> congress has been reticent to deal with the issue of authorization and the use of military force, they are still using the country is still on the post 9/11 au mf and those are widely considered to have been stretched beyond their original intent to include the islamic state. congress just has not gotten around, or has

avoided dealing with new aumf. although there is a proposal right now in the senate supported by bob corker and tim kane, who is on the committee, barbara lee has perennially pushed this issue, there are several amendments within the hundreds of amendments to the nda, there are several dealing with this issue. >> does the authorization, the house version of the authorization bill tackle the issues of the trump administration policy on transgender troops, or the daca issue? >> no, but there are some amendments that would take that on, congresswoman jackie spear wants to roll back the administrations ban on

transgender troops to the obama -- obama era which was more tolerant permitting transgender troops, and on the flipside, you have steve king of iowa who has an amendment that would bar enforcement of the obama era transgender training. >> a quick one, how soon, if it is coming between the rules committee early in the week, how soon might we see a florida begin on the authorization bill? >> i don't know that i can predict that, but we do know that on monday, max thornberry, the chairman of the committee, and the ranking member are going to be before rules and on tuesday evening, they will start discussion and debate. the last time i checked, it is more than 550, and if you look at last year when there was 400, 210 made it to the floor.
