would like your commitment that the pastor will be used as a bargaining chip with turkey or cooperation with the turks you know in throwing the syrian kurds under the bus or somehow we will say okay you can go ahead and get the f 35 and me as/400. what they have done with the pastor is outrageous. and with the foreign nationals by the way that work for our embassy for years. >> you have my commitment. that's the best description. we are not linking those issues in any way. >> thank you mr. secretary. >> thank you, we are just about done, you've done a marvelous job. just a quick wrap up here. in terms of staffing, are you making progress? >> yes, but not as rapidly as america needs us to. >> is there anything we can do to help you?
7:50 pm
if north korea is watching and i hope you are, take the deal. it would be good for you, be good for everybody. if diplomacy fails, this time around, you agree with me we are running out of peaceful options? >> i do. i think at this point, i think the north koreans appreciate there were also serious about accomplishing the things that they put on the table. the things that we said that we will do. the president made a commitment with respect to the senior level joint exercises. we now have a pause, one of the two, annual major ones, ultra freedom garden. we are following through on the commitment. it is our expectation that the north koreans will begin to do that relatively quickly. >> along the lines i'm okay with suspending discussions. i would not be okay with troops from south korea think they are a stabilizing force in the region. i don't want china to take the
7:51 pm
wrong queue here. you agree that our troops in south korea ours stabilizing the region? >> i do senator. >> will talk about a initiative , the region is falling apart, are we going to spend now or later? i think there's an opportunity to get ahead of the problem, start to do something with gaza. we just can't ignore that. thank you very much what you're doing with our country. >> we spoke briefly about this outside mr. secretary number of us republican democrats alike. that was king abdul earlier today from jordan. he was concerned basis of the conversation we had. senator graham was there too. normal contribution is somewhere between 350 400
7:52 pm
million. we provide 60 billion. run schools and health clinics. other services. for palestinians in jordan, lebanon, west bank, gaza. i know the king feel strongly that the alternative our schools run by hamas. and closing down their schools probably see black or green flags. what we do here? we've seen and i've have over the years many many countries in the way children are educated. unfortunately it's done the wrong way. that's why when the leader society continue, we have
7:53 pm
refugees we have others there. what we do about education for these kids? >> when the king was here, was present when he spoke with the president on this very issue as well. there were a couple of ideas how we might do it. how the united states might, along with others, provide funding to those schools i think at the end of august. so this kids are doing something that we don't want them to do we don't have the wrong folks underwriting appeared in of the challenges with, that have been frankly mismanaged and poorly led and corruption for quite some time. we're trying to find a mechanism by which we can achieve the two objectives that you describe. one, voiding that challenge. second making sure the refugees , jordan has agreed to take the palestinian children and they
7:54 pm
get a chance to go to school. i think we are getting closer, we are reviewing it and we're getting closer to a solution. >> i'm concerned there in lebanon, west bank, gaza and so on. jordanians, look at the percentage of refugees they have. i mean it dwarfs the united state they have far less resources than we have. i had to see what happens to these refugees is that they go somewhere else. education, medical, provided somewhere else. we just light the fuse under lot of them. so i think you'll find strong support of this committee with the funding to do what's necessary. the time is limited. we talked
7:55 pm
about before, you said you support, you enforce it, you pursue the necessary resources for that purpose. the law for the state department. more individuals you determine eligible for u.s. aid. american taxpayers are thinking one case where american taxpayers are rightly concerned about aid going to a military unit in another country, among other things are raping young boys. is not where we want to spend money. and shouldn't. and appreciate, you said you would support it. are all ambassadors told they have to support it? >> yes they are, as part of
7:56 pm
their formal on boarding training processing. >> one u.s. ambassador said the law the country where he's posted so he doesn't have to, if there's any violations of it even though we spend a great deal of money to help send police and military forces in the country. is he correct? >> senator not familiar with the situation if you will identify it for me. i will look into it. that does not sound remotely consistent with what i described to you. >> that's, i appreciate that. i when we leave here i'll tell you exactly the ambassador. >> there is also the issue of some of the a id funding that had been previously allocated
7:57 pm
to the west bank and gaza which as i understand is being held up at the white house. i would appreciate if you could maybe have your -- a member of your team get back to us very quickly as to what the plan is. >> i would be happy to. i'm clearly need to find out what the status is of that. >> it's a very complicated situation. is making a very desperate situation even worse. the last thing on ask you to do mr. secretary. regarding russian interference in elections you have been very clear not only about the past interference but what you project to be interference in the midterm elections. the meeting they just had her press conference i just had after national security advisor bolton, meeting there, the russian advisor, essentially said they never interfered in the never will. but what i would like to do is introduce a piece of legislation, bipartisan bill,
7:58 pm
the idea is not to just try to deal with it after the fact. but put in place some very clear incentives -- disincentives that would be automatically triggered if we have finding of interference. your team has looked at it they think it's a little harsh. in terms of potential consequences. we would really like your feedback as to what you think would be workable and achieve a deterrent to impact. it's easier to try to prevent the russians from interfering in the first place then having to spend an awful, we have to defend ourselves no matter what. we should also have a first line of defense about his deterrent. >> i agree. i'll take a personal spot at it but we will provide you the feedback to that legislation. we will give you our real thoughts. >> i would ask the subcommittee members to submit any questions
