treasury secretary steve mnuchin. >> morning, everybody. >> morning. >> yesterday coca-cola announced it was going to be raising prices because of the tariff t. ford, gm, chrysler are going to lower expectations for the year. is there a recognition that the tariffs are already doing lasting damage? >> no, as i think i've been clear, we're monitoring this very carefully. we're sympathetic there are micromarkets which have been attacked specifically and we're dealing with those. but we haven't seen broad view. but the more important issue is we just completed a significant agreement yesterday and we don't want tariffs. an agreement toward zero tariffs, zero nontariff barriers and zero subsidies. >> was anything agreed to yesterday or just an agreement to work toward an agreement? >> it was an agreement

principle. >> what was it? >> we haven't outlined the first phase of that. it is to deal with the steel and aluminum tariffs. and then we have an outline as we talked about yesterday in agriculture and chemicals and industrial lng. >> an outline doesn't sound like a deal. an outline doesn't sound like a deal but an agreement. >> let me tell you, i thought we had a deal. we spent two hours negotiating back and forth. >> how will farmers feel -- >> obviously, these are complicated issues. obviously, this is a complicated issue and to get a free trade agreement is going to have to be a longer process than two or three hours. but i think we made -- >> the president heads to steel town in illinois today. does he still consider the 25% tariff --

>> what the president has said as it relates is there will be no new tariffs while we're negotiating. but either party can terminate that. if we successfully conclude the agreement there will be no hard tariffs on the eu. the president is focused on protecting the steel industry. it's exciting. the expansion there is in the u.s. we're going to maintain our steel industry. >> how soon could treasury left the sanctions on china and how likely are we to get to that $500 billion threat before you can -- >> i've had a lot of conversations on ruso. we did this awhile ago. i've said this many times. the intent was to change the behavior of the oligarch. we weren't looking to put sanctions on aluminum companies. and i think we're in productive discussions with the company to resolve those issues. there's been misreporting on this. we understand the issues on aluminum in the company from day

one. and as it relates to china, as i said, if they're willing to make serious changes as the eu agreed to yesterday, we'll negotiate with china any time. but they need to be willing to make -- >> mr. secretary, a lot of people are confused because you're bailing out some farmers -- >> we're not bailing out. >> $12 billion is not a bailout? >> it's not a bailout. to the extent that other countries unfairly and illegally target our farmers, we will stand up and fight for them. this is not a bail out. this is reciprocal. we want free and fair reciprocal trade. to the extent people use political issues to target our farmers. the president will stand up for them. >> where is that money coming from? >> the president said in a tweet -- one more. >> you get one more then someone else. >> the president said in a tweet the european union and china are ma nipulating their currencies. is that accurate? >> again, i'm not going to

comment specifically on the u.s. dollar but what i would say and i've said, we're clearly watching the chinese rnb. it's weakening. that's something we'll take into account. we look at currency manipulation. we'll come out with a report later in the year and make sure other people don't devalue their currencies to unfairly compete in trade. >> do you anticipate any new talks? do you anticipate the new mexican leadership could come to the white house? >> let me comment. secretary pompeo, myself, and others, jared kushner had a very positive meeting with the new president-elect and his entire economic team and cabinet. we went down there last week. we share common objectives on security and immigration issues that we're going to work towards and nafta. and we agreed. a major priority is concluding the nafta agreement quickly.

ambassador lighthizer and others are negotiating on that. now that we have the election behind us, i'm hopeful to get that done. thank you. the house judiciary committee held a hearing looking at the implications of the supreme court decision in south dakota v. wayfair. the court ruled that states can charge sales taxes on online purchases from retailers without a physical presence in a state. in the hearing, lawmakers focused on the ruling's impact on states and small businesses. you can watch this tonight at 8:00 eastern on c-span3. also online at c-span.org or listen with the free c-span radio app.
