arrives here on c-span3. >> this is michael pillsbury he's at the hudson institute and serves chinese strategy. also former assistants for asian affairs in the office of the secretary of defense under the george h bush administration. good morning. >> good morning. >> also president trump saying you were leading authority on china. can you expand on that? >> no. he's obviously the president of the united states, so he's the leading authority on china. and my fear is this will cause further jealousy and envy by my china hands. they don't like anyone getting extra prominence. we all write books and try to explain china to various audiences. >> expand on your background with china. with the previous administration and with this administration when it comes to input on chooirn. >> well, i've been working on china either inside the government or being paid by the government for over 40 years. so my book the 100-year marathon

is about that experiences, kind of a memoir, how everybody, including me had wishful thinking back 40 years ago, that china would not quickly but eventually have both complete free market and also a democratic form of government. roughly ten years ago that proved to be almost impossible. and chinese policy has been getting worse ever since for the past ten years. so i kind of confess that i was wrong. and i'm sort of sorry for the advice i gave a lot of presidents. president reagan went all the way. he sold weapons to china and created the largest cia covert action in history by authorizing cia to buy $2 billion, with a b, weapons from china, and have them transferred by cia to the afghan rebels to get them more power, to encourage soviet withdrawal in the cold war. that's a lot to sell

sophisticated weapons to china. and we did a lot more. so it's kind of a paradigm shift going on right now, i'd say, pedro. we are moving from china as our almost best friend, cooperative partner, number two economy in the world, so what's wrong with that kind of cooperation. we are moving towards a much more antagonistic relationship. with people in america, not quite knowing who to believe anymore. >> the vice president will be at the hudson institute today. >> yes. >> to talk about china. excerpts of his speech. it says, in part, to put it bluntly president trump leadership is working. he's going to add in his speech china wants a different american relationship. going on to say beijing has mobilized covert actors to shift americans perception of chinese policies as a senior, goes on from in. >> yes. >> with that speech in mind, what would you say going forward is our position with china? what are we going to be?

>> well, initially the leadership on this was the democrats. as long ago as 20 years ago, there was a very fame tus law that was passed by nancy pelosi on the house side and george mitchell on the senate to force bill clinton to take strong actions against chooirn. as i say in the 100 year marathon, chinese mobilized against that and got what today what we call the globalist to defeat nancy pelosi and senator mitchell. that attitude is coming back. that we have let china get away with too much. and this underground influence is just a small part of it. for example, there is a law called the foreign agent administration act. to get lobry, you are supposed to tell the doj about it otherwise five year prison term. we find a lot of people lobby for china for something of value and not registering. so the public doesn't know when they hear somebody essentially
